On the Non-price Bottom Bidding System under the Mode of Valuation with Bill Quality of Construction Works

It is the direction of the project bidding system reform to apply the non-price bottom bidding system under the mode of valuation with bill quality of construction works in China. In this paper, the significance of implementing the non-price bottom bidding system is analyzed and emphasis is put on the workout of the non-price bottom bidding, valuation and so on. The risk prevention and risk management are studied on the side of tenderee from the qualification examination, engineering guarantee, defending system and so on.     

Study on the Application of Communications Mechanism of Multi-agent Cooperation System in Tender Offer and Bidding

The quantity of work is needed to calculate the cost in tender offer and bidding. We represent the characteristic of KQML and put forward the idea of constructing the cost calculation system, which includes quantities calculation agents and cost calculation agents, applicable for not only tender bidding but also tender offer. The emphasis is to construct the communications mechanism between two kinds of agents by KQML. Then a communications application example between two kinds of Agent is depicted.     

Analysis on the Management Systems of Fundamental Investments

In China, the management system of fundamental investments is key to the reforms of state-owned enterprises, the reforms of the policy-directed project management system and the revenue of state-owned properties. In this paper, the problems in management systems of the fundamental investments are studied and some practical advices are put forward.     

Establishment and Control of the Objective System of Construction Project Management

According to the quality of one-time ,uncertainty and high risk in engineering project, the importance of management by objetctive of construction project is expatiated. The features and structure model of the system of management by objects are analyzed and established. The principle to determine the superiority of objectives in different levels and the "Analytic Hierachy Process" to calculate the weight factors are put forward. The method of active and passive control is employed to manage the project dynamically so that the successful enforcement of the overall objectives will be ensured and meanwhile the best investment effect will be achieved.     

基于Internet的多年生和无性繁殖作物种质资源数据管理系统的设计与实现

果树、茶树、桑树、薯类、无性繁殖蔬菜、苎麻、甘蔗、橡胶等多年生和无性繁殖作物是我国农业生产的重要组成部分。为加快我国多年生和无性繁殖作物种质资源的收集、整理、鉴定评价和创新利用,加强种质资源规范化管理,促进资源信息交流,提高资源数据库管理水平,笔者采用动态web数据库的策略,执行浏览器／服务器（B/S）体系结构,建立了基于Internet的多年生和无性繁殖作物种质资源源数据管理系统,对多单位、多作物进行统一、规范的管理, 实现种质资源数据库的共建、信息共享。     

基于霍尔三维结构的农村土地整治项目管理体系构建

当前农村土地整治项目仍处于初级阶段,项目管理水平不高,乡村转型发展过程中,农村土地整治需要从原来的单一目标导向向实现区域功能的综合目标转变。要实现其综合功能,就需要运用系统思维有效协调各种矛盾,解决项目管理中存在的问题。本文通过借鉴系统工程方法理论中的霍尔三维结构模型,构建符合农村土地整治项目管理特征的管理体系,为科学组织农村土地整治项目管理提供参考,助力农村土地整治项目在乡村振兴中发挥重要作用。     

省级农业气象数据库及管理系统的设计与实现

为了使农业气象数据更加规范化、标准化,同时为省级农业气象业务服务系统提供基础数据支持,而进行了省级农业气象数据库管理系统的设计与开发。农业气象数据库管理系统作为中国气象局统一组织设计开发的大型业务软件“新一代省级农业气象业务服务系统”的子系统之一,已在全国省级气象业务单位推广应用。该系统针对省级农业气象数据的组成特征,分类设计农业气象数据库;选用当今流行的桌面分布式数据库语言--Microsoft SQL Server作为数据库系统开发平台,建立农业气象数据标准化存储格式、数据录入和转换方式。同时,基于C/S(Client/Server)模式,开发设计了具有建库、检索、复制、转换等功能的省级农业气象数据库管理系统。     

Grid Workflow Management System Research and the Realization Based on the OGSA

Grid applications have evolved from science research to business and manufacture field, in these fields, tasks always process in workflow mode. In order to found a workflow management system in grid , the authors adopt a hybrid grid workflow engine after analyzing the characteristics of grid environment and give a referenced model of workflow management system in grid that is based on the engine. Through the examination, the authors prove the original intention is feasible.     

基于SuperMap的松嫩平原科研成果管理系统的设计与实现

当前如何规范科研成果管理工作,是实验室全面提高成果管理水平所面临的重点问题之一。为了实现信息化和标准化的松嫩平原科研成果管理,在对实验室科研成果管理需求进行详细分析的基础上,进行了系统结构设计和实现。基于SuperMap Objects .NET 6R和SQL Server开发了松嫩平原科研成果管理系统。结果表明,该系统对成果文件或空间和属性信息进行管理和统计是非常高效的,对科研成果管理具有特别重要意义。

This paper illustrates the existent of universities. According to the practice of the human resource management and exploitation in colleges and universities, the frame and functions and system implement of HRMIS founded on date-base based Web and E2Q business flat roof in universities are brought forward.     

基于需求分析的县级土地利用总体规划管理信息系统结构优劣比较

基于县级土地利用总体规划的业务需求,针对Client／Server和Browser／Server两种系统结构的特点．对基于这两种系统结构的县级土地利用总体规划管理信息系统各自的优劣做出详细的分析和比较,以选择适合当前信息化建设需要的土地规划管理信息系统的系统架构。     

基于物联网的农田环境监测无线传感器网络的管理

针对农田环境监测无线传感器网络中网络节点电量和处理能力有限等特点,分别从网络拓扑管理、位置管理、能量管理和故障管理等4个方面提出了一套完整的网络管理方案,以对网络运行状况进行监测和管理。为了用户能够远程监控和管理无线传感器监测网络,开发了远程监控管理平台,该平台由后台数据库和前端监测管理软件组成。试验结果表明,所提出的网络管理方案,能够实时监测网络的运行情况,及时诊断网络中的异常,保障了网络正常运行、数据实时传输;所开发的远程监控管理平台人机交互界面良好、功能完善、运行稳定,实现了用户对无线传感器监测网络的远程管理和对农田环境的有效监测。     

Research on the System and Models of Society-Economy-Environment Appraisal for Construction Project

The society-economy-environment appraisal for construction project can help our government to control macro-economy, make correlation policy and formulate laws and draw up city plan.It has great influence on the sustainable development of our society and it is the demand of the law for the environment evaluation in China.This paper introduced the basic structure of society-economy-environment appraisal system for construction project and the thought of elements transaction.Using the method of AHP, the model of project analyzing and optimizing selection is designed.For the more, the methods of the optimizing models on the selected schemes are put forward.Finally, the integrative analysis has been made on the system design and appliance of this appraisal system.     

土地开发整理工程质量评价体系研究

研究为确保土地开发整理项目工程质量，规范土地开发整理验收管理工作提供科学依据。依据土地开发整理有关理论，提出选取工程质量评价因素应遵循的原则。运用特尔菲法选取了耕地平整、农田水利、道路、生态环境以及土壤自然质量等为河北省太行山山地丘陵区土地开发整理工程质量评价因素及因子，运用“层次分析法（AHP）”对各个工程质量因素赋予权重，并用加权平均法求得工程质量综合分值，最后对工程质量划分等级，便于指导土地开发整理项目验收和管理工作。     

高等院校科研管理信息化体系构建的分析与研究

科研管理信息化体系建设是实现高等教育信息化的重要组成部分,是提升高校科研水平的重要保障和必备载体。本文在系统分析建立高等院校科研管理信息化体系的重要意义和必要性基础上,着重阐述和研究了科研管理信息化体系的基础设施系统、核心主体系统以及辅助服务系统等三大框架系统的构成、内容、功能及其子系统之间的关联性。并对当前高等院校在科研管理信息化系统构建过程中存在的主要问题、主要矛盾及其解决方案和应对策略进行了细述和分析。本研究对高等院校实施科研管理信息化具有借鉴和参考价值。     

基于B/S架构的密云县农户培训档案管理系统设计与实现

随着北京市密云县农户培训规模的不断扩大，传统的培训档案管理方式已不能适应现实需求，提出了基于B／S（Browse／Server）架构的农户培训档案管理系统体系结构，结合县、乡镇、村的不同层次设计了系统功能，建立了实体-关系数据模型。在突破关键技术的基础上，利用动态服务器网页技术，以SQL Server2000为后台数据库、IIS（Intemet Information Server）为Web服务器开发了密云县农户培训档案管理系统。该系统界面友好、结构合理、安全性高，目前已经在密云县得到使用。     

关于育种畜禽系谱数据管理程序的设计研究

用BASIC语言编制出育种畜禽系谱数据管理程序.采用数据随机存取文件的方式,利用SPACE＄命令解决了用等长字节的记录存取育种畜禽个体不等长代号名的矛盾.操作简单,使用方便,通用性强,为期保存和利用育种畜禽系谱数据,提供了一个实用性程序.     

基于物联网的水产品冷链供应链集成管理体系——框架及运作机制

当前我国水产品冷链的物流与供应链管理短板凸显,造成我国水产品冷链断链频发,腐损浪费严重且流通成本高的流通难题。将物联网技术集成运用于水产品冷链建设中,有助于破解我国水产品流通难题,补齐物流与供应链管理短板。本文从分析水产品冷链三大应用主体--政府监管部门、冷链节点企业以及消费者的功能需求着手,构建了集成冷链上下游企业多个信息平台和物联网应用系统的水产品冷链物联网集成体系框架,分析了该体系的运行机制,同时设计出了物联网技术全方位应用于水产品冷链各环节的实施方案。     

基于HACCP体系的实验室安全分析及管理实践——以广东海洋大学海洋药物研究所为例

为加强实验室安全管理,探讨了基于HACCP理论的实验室危害分析与安全管理实践。以广东海洋大学海洋药物所为例,通过对实验室特点的分析,利用HACCP理论进行了危害分析(HA),确定了关键控制点(CCPs),提出了HACCP计划;并建立了以此为基础的实验室安防控制体系,进行了实验室安全管理的实践,显著提高了实验室的安全。
