To implement effective climate change mitigation and carbon sequestration activities in the southern US, nonindustrial private forest landowner (NIPF) participation is necessary because of the significant area of forest land under their ownership. For policy implementation to involve this major ownership group in climate change mitigation activities in this region, it is important to understand their forest management motivations and understanding toward carbon sequestration. This study develops a regional typology of NIPF landowners based on reasons for owning forest land in the southern US. The specific goals were to: (1) segment NIPF landowners into smaller homogeneous groups based on reasons for owning forest land; (2) identify landownership characteristics and forest management behavior by ownership groups; and (3) assess their climate change beliefs and understanding of forest carbon sequestration by ownership groups. A principal component-cluster analysis of 735 responses to a mail questionnaire distributed to NIPF landowners in the southern US revealed three groups, which were named amenity, multi-objective, and timber-oriented landowners. The amenity group included 21% of the landowners, while the timber and multi-objective groups included 40% and 39% of the landowners, respectively. These landowner groups varied in terms of owner characteristics, forest species type and management behavior, climate change beliefs and understanding of carbon sequestration. The amenity and multi-objective owners tend to have more positive belief toward climate change than the timber group, but more landowners in each group indicated having poor understanding of forest carbon sequestration. The study fills a knowledge gap in research efforts by developing a regional typology of NIPF landowners and linking it with their forestry resources and management strategies along with their climate change beliefs and understanding of forest carbon sequestration.  相似文献

Abstract

The process of protection (e.g. reserves, agreements) on the lands of non-industrial private forest (NIPF) owners sometimes leads to conflicts (conflict: a perceived threat to needs, interests or concerns; in this study, “threat” was important). To investigate predictive factors for such conflicts in southern Sweden, a questionnaire was sent to 132 NIPF owners with woodland key habitat (WKH; identified biodiversity values). The response rate was 77% and conflict was reported by 22.5% of respondents, while 14% reported good relations with authorities. The respondents reported conflict due to rules for cutting, protection and compensation. Compared with other owners, those reporting conflict were younger (mean 54 versus 62 years old), had more negative opinion about the personal contact with the authority, had twice as large an area of WKH and had more negative opinion about the WKH. Logistic regression revealed four variables that predicted conflict: area of WKH on property, opinion about WKH, opinion about personal contact and, especially, age of respondent. Younger forest owners may be more dependent upon income from harvesting than older owners. Conflicts were frequent and the factors identified here should be taken into account in forest conservation work.  相似文献

Washington’s non-industrial private forest (NIPF) landowners control 1.2 M ha, or nearly 20%, of the forestland in Washington State. Results of a mail survey suggest that educated and informed NIPF landowners are more likely to show interest in ecosystem-based management programs. NIPF respondents in Washington State indicated an appreciation for the temporal vision and landscape perspective crucial to understanding the foundation of ecosystem management. It is concluded that public agencies need to involve private landowners in ecosystem-based projects by using a more ‘place’ based cross-boundary management approach. NIPF landowners must be actively involved in the decision-making so that the process, for them, is one of self-governance. Providing landowners with opportunities for education and assistance may offer the best prospects for achieving ecosystem management objectives across diverse ownerships  相似文献

Explaining and predicting nonindustrial private forest (NIPF) owner land management based on social, economic, and environmental factors is an increasingly important issue in policy arenas and academic research on rural development and planning. This study empirically explores and assesses management behavior by NIPF owners by analyzing attributes of landowner profile (age, educational level, primary occupation, engagement in farming, membership of professional groups, training in forestry, availability of market information, and specific knowledge and use of production criteria for timber harvesting). With the aim of predicting outcomes, a multiple regression model was constructed to investigate and quantify the probabilities of and factors influencing the participation of owners in agricultural and forestry associations. In March 2004, 103 resident forest landowners were interviewed about their commitment to and involvement in land management during 1999–2003 in Mariña Oriental, a forest region of Galicia, Northern Spain. Results suggest that professional occupation, particularly farming background, is the main factor affecting, either directly or indirectly, the forest management behavior of NIPF owners in the area. In particular, our logistic regression model for landowner membership of professional groups explained 77.9% of the variability observed in the study population, which suggests that the agricultural background of NIPF owners and their expectations from forests, represented by their future intention to enlarge the forestland base, play an important role in membership. In the region, forestry could be a valuable economic activity but it is not considered as such today. Findings could be used as a guide for design, planning, and implementation of research and policy measures that allow NIPF landowners to promote sustainable forestry for rural development.  相似文献

The heterogeneous nature of non-industrial private forest (NIPF) owners and the challenge this heterogeneity presents for effective policy and program design and delivery is widely recognised. Understanding the socio-economic and motivational differences between various types of landowners will better equip policymakers and forest extension professionals to design policies and programs that efficiently promote private sector timber production and forest conservation outcomes. The purpose of this study was to develop a survey-based empirical typology of Tasmanian NIPF owners based on their stated objectives of forest ownership and to relate owner type to a range of observable property and owner characteristics as well as to timber harvesting and forest management behaviour. Using principal component analysis (PCA) followed by means cluster analysis, four distinct groups are identified: income and investment owners, non-timber output owners, agriculturalists, and multi-objective owners. Members of these groups are found to differ significantly in terms of their personal and property characteristics, as well as their timber harvesting and management behaviour. For example, members of the non-timber output owners, who are motivated solely by objectives related to the production and protection of the non-timber outputs of forests, have similar proportions of timber on their property, but are less likely to have harvested timber from their property, than all other groups.  相似文献

Forest riparian buffers are an important means of conserving land. The Conservation Reserve Enhancement Program (CREP) offers financial incentives to landowners to install forested riparian buffers under 10–15 year contracts. This study explores whether Pennsylvania CREP participants who had established a riparian buffer would also place it under a permanent conservation easement. A mail questionnaire was developed and administered to 685 CREP participants. It was found that the majority of the respondents are likely to leave their buffer intact when the CREP contract expires, but are hesitant to agree to conservation easements. Property rights, education and finances are among the key issues affecting acceptance of conservation easements.  相似文献

The availability of timber in the United States depends largely on forest management and investment decisions of nonindustrial private forest landowners since they hold the largest share of forest land in the nation. Since NIPF landowners are so diverse, there is a need to better understand the determinants of their decisions so that policies could be in place to motivate them. A survey was carried out in 2005 to the nonindustrial private forest landowners of West Virginia to examine the factors affecting their forest management decisions. The study looked at four categories of decisions related to forest management: timber harvest, silvicultural activities (i.e., tree planting, herbicide application, fertilization, thinning, grapevine control, and timber stand improvement), property management activities (i.e., road construction, road maintenance, surveying/boundary maintenance, and access control), and wildlife habitat management and recreation improvement activities. Four models were developed to examine factors affecting each category of forest management activity. The results showed that landowner, ownership, and management characteristics of NIPF landowners are associated with their forest management decisions. Specifically, age, education, profession, income, ownership size, period of forestland acquisition, distance of the forestland to the place of residence, whether the forestland was purchased or acquired through inheritance or as a gift, primary objective of forestland ownership, and presence of a written forest management plan were found to be significant determinants for at least one of the categories of forest management activities. The models explained 25%, 27%, 31%, and 24% of the variation in timber harvesting, silvicultural activities, property management activities, and wildlife habitat management and recreation improvement activities, respectively. Understanding the underlying factors influencing forest management decisions of this diverse group of forest landowners could form the basis for developing, modifying and targeting policy instruments to motivate NIPF landowners in forest management.  相似文献

Our ability to design public policies that effectively promote the efficient use of privately owned forest resources is underpinned by an understanding of the way in which forest production and investment decisions are made, and of how forest owners respond to changes in social, economic, and institutional conditions. A model of non-industrial private forest owners (NIPF) past harvesting behaviour and future harvesting intentions using a logit approach is presented. A Tobit model, which investigates harvesting intensity, is also developed. The responses to a survey of 386 NIPF owners in Tasmania are used to construct the data set consisting of socio-economic characteristics of NIPF owners, their forest ownership objectives, and property characteristics. The current study is innovative in that the role of NIPF owner objectives and attitudes is assessed in three econometric models exploring past harvesting behaviour, harvesting intensity, and future harvesting intentions. A series of observations can be made from comparing the results of the three models. For example, higher pulp prices are unlikely to affect NIPF owners harvesting intentions but are likely to increase harvesting intensity. The financial characteristics of the NIPF owner contribute most to predicting future harvesting intentions, with financial security being a disincentive to future harvesting. Landowner objectives and attitudes are important in explaining past harvesting activities and future intentions but do not significantly affect harvesting intensity. Furthermore, there are significant differences between different types of landowners in terms of the incentives that are likely to make them change their mind about participating in native forest harvesting.  相似文献

Although the northeastern US includes extensive areas of aggrading forest, uncertainty regarding the intensity and pattern of forest harvesting hampers an understanding of important ecological processes and characteristics such as carbon and nitrogen storage, habitat quality, and forest dynamics, and impedes regional conservation and management planning. Due to the complex ownership pattern dominated by thousands of non-industrial private forest (NIPF) owners and the difficulty of detecting selective logging using remote sensing, details of the harvesting regime remain largely unknown to the scientific and policy communities. To examine the value of statewide regulatory data for Massachusetts as a unique source of this critical information, we analyzed 17 years of timber harvest data gathered for regulatory purposes for a 168,000 ha forested landscape in Massachusetts that is the focus of concerted conservation planning and intensive study of landscape and ecosystem pattern and process. The North Quabbin Region is heavily wooded with a complicated ownership pattern dominated by over 2500 NIPF owners, three state agencies, and diverse conservation and municipal holdings.

The extent and intensity of harvesting were surprising, with an annual disturbance rate of 1.5% and a mean intensity of 44.7 m3 ha−1 (approximately one-fourth of average stand volume). The predominant form of harvesting was selective removal of commercially valuable tree sizes, grades and species (e.g., Quercus rubra and Pinus strobus). The spatial pattern of logging was random with regards to major physical, biological, or cultural factors. However, logging was strongly related to landowner class. NIPF owners control 60% of the forest area and were responsible for 64.1% of harvest area, but the highest logging intensity (volume per area harvested; 69.3 m3 ha−1) among major landowners was conducted by the state agency responsible for managing southern New England’s largest conservation property, the watershed of Boston’s drinking reservoir.

This regime of chronic disturbance is occurring over the entire landscape and exerting a major influence on forest composition, dynamics, and habitat quality. However, dispersed selective harvesting is largely unnoticed by residents, is routinely overlooked by ecologists and conservationists, and would remain unrecognized in the absence of this previously unused regulatory data. These results identify the value of regional regulatory spatial information to estimate ecological trends and to assist in conservation planning. Given similarities among ownership and forest patterns for much of the northeastern US, we expect that the broad findings of this study to have regional application.  相似文献

As global competition increases for wood-based products, the need for more efficient supply chains becomes increasingly important. In the forest products sector, these supply chains involve individuals and firms ranging from private forestland owners with standing timber to factories producing final finished products. Long-term timber leases are one mechanism that can be used to develop access to timber supplies for companies unable or unwilling to purchase land outright for growing timber. To investigate private forest owner opinions and attitudes regarding long-term timber leases, we conducted a survey of landowners from Wetzel county, West Virginia. No long-term leases were reported by respondents, but 24% claimed they would enter a lease under certain conditions. The most frequently listed concern related to long-term timber leases was for the “loss of control”. Results of this survey are discussed in the light of forest management efforts that might be used to improve the social, financial, and environmental benefits for private forest owners.  相似文献

In the south-east United States, 70% of the forest area is privately owned, by an estimated 5 M landholders. If ecosystem or landscape-level management is to work, cooperation across private ownerships is essential. As a first step in garnering cooperation among landowners, a mail survey was carried out to understand their characteristics, attitudes, beliefs and interest in ecosystem management. A specific area of the Coastal Plain of South Carolina, typical of rural forest-dominated areas of this region, was chosen as the study site. Forestry-related uses, specifically timber production, are the main reasons why over half the respondents own their land. Only one-third of the respondents are familiar with the concept of ecosystem management. However, about 70% are interested in learning more about joint management with other landowners. The major concerns about participating in joint management are loss of land and timber values. Most of the landowners who would participate in a landscape corridor system, for example, want to maintain control of their land rights and limit outside intervention in the process.  相似文献

Abstract

Agri-environmental schemes' ability to increase the provision of environmental goods has been questioned because such schemes may pay landowners for something they would have done anyway. Contributing to this discussion, the aim of this paper is to investigate how financial compensation changes forest owners' declared willingness to set aside productive forest areas for nature conservation. The study is based on a survey of forest owner attitudes and ownership objectives in Denmark. First, it was analyzed how forest owners' declared willingness to set aside productive forest area for nature conservation changed when they were offered financial compensation. The majority of forest owners (64%) increased their willingness to set aside forest when offered financial compensation, whereas for others, compensation resulted in no change or, for a few respondents, even decreased the willingness. Hence, financial compensation may help to increase the provision of environmental goods but it is necessary to be aware of groups not motivated by financial incentives. Secondly, a binary logit model showed that the greatest likelihood of financial compensation increasing the motivation for setting aside forest is observed for owners who are young, female, live in the western part of Denmark and own farmland. Policy makers can use such information to target subsidy schemes at particular groups.  相似文献

A mail survey was conducted to gain understanding of the agroforestry practices of non-industrial private forest landowners (NIPF) in Washington State, located in the north-western USA. Although NIPF owners control 1.5 million hectares of the state's commercial forestland base, their diversity of forestland uses, land management practices and objectives as land managers are not well understood. Past NIPF surveys and anecdotal information suggest agroforestry is a major use of NIPF lands. We defined agroforestry as a potentially sustainable land use practice combining the deliberate growing of woody perennials with agricultural crops and/or animals. Objectives of this study were to:
  1. determine the extent that agroforestry is used by Washington's NIPF owners,
  2. develop insight into NIPF owners' motivations for practicing agroforestry,
  3. describe the agroforestry practices within three distinct physiographic and agroecological zones in Washington, and
  4. determine the agroforestry information needs of NIPF owners.
The target population consisted of NIPF owners in 4 counties within each of the three regions. Response to the August 1990 mail survey was 63.5%, yielding 296 useable questionnaires. Fifty-seven percent of all respondents practice agroforestry. Forestland grazing is the most common agroforestry practice (39% of all respondents), followed by windbreaks (34%), harvest of special forest products (12%), livestock enrichment plantings for forage or shelter (7%), orchard grazing (5%), orchard intercropping (2%), and Christmas tree grazing (0.34%). The most frequent motives for owning land were passing land on to children (80%), keeping it natural and income from timber (both 72%). Respondents saw aesthetics (77%), increasing land unit income (74%), and water conservation (70%) as possible advantages of practicing agroforestry. High establishment costs (66%) and livestock damage to trees or crops (64%) were the most frequently selected potential disadvantages to practicing agroforestry. Lack of technical and educational support (67%) and lack of access to livestock/livestock facilities (58%) were disincentives to practicing agroforestry. Landowners are interested in learning more about agroforestry and how agroforestry techniques might be incorporated in their land management tool kit. A significant number of non-industrial private forest land owners in Washington believe that management of forestland, balancing conservation and production goals, can be furthered by suitable agroforestry practices.  相似文献

The term bioeconomy and closely related notions like bio-based economy or knowledge-based bioeconomy (KBBE) are increasingly used by scientists and politicians in the last years. It does therefore have the potential of becoming an influential global discourse. Its role is however so far unclear. The general assumption that guides this paper is that discourses, resulting ideas and arguments are generally said to have performative power. They shape actors' views, influence their behaviour, impact on their beliefs and interests and can cause institutional change in a given society. Thus, the aim of this paper is twofold: first, it aims to analyse whether the ideas used in a bioeconomy discourse differs from those in other global meta-discourses of the last decades affecting forest discourses, such as the ecological modernization discourse or the sustainable development discourse. Second, this paper aims to analyse whether and how the bioeconomy discourse has started (or not) to reshape or overshadow the “classical” forest discourses, such as sustainable forest management, forest biodiversity or forest and climate change.  相似文献

Managed Timberland Tax Incentive Program (Managed Timberland), the program which authorizes preferential property taxation of forest land in West Virginia, was created in anticipation of expected drastic changes in property assessment values when the state ordered a reassessment to correct a long-standing underassessment problem. Since the enactment of Managed Timberland no detailed research has been conducted to determine the benefits of the policy to the state or to private forest landowners. Managed Timberland has low enrollment rates and may be an unfair shift of the tax burden to non-forest owners. A detailed study of Managed Timberland was conducted to determine the effectiveness of the policy. This study employs a historical review to examine the implication of past tax policies and provide a context and direction for future research and policy recommendations. The historical review reveals that in West Virginia, a preferential tax program for forests is desirable, but requires changes due to a history of inefficient and unfairly distributed property taxes and inadequate benefits from Managed Timberland to forest landowners. Simplification of forest tax policies would make these policies more transparent and understandable to landowners and easier for local tax authorities to administer. In addition, landowners may be more inclined to participate in preferential forest tax programs if program outreach and reward systems were more in keeping with known landowner values and beliefs.  相似文献

U.S. forests, including family-owned forests, are a potential source of biomass for renewable energy. Family forest owners constitute a significant portion of the overall forestland in the U.S., yet little is known about family forest owners' preferences for supplying wood-based biomass. The goal of this study is to understand how Massachusetts family forest owners feel about harvesting residual woody biomass from their property. The study estimates the probability that Massachusetts landowners will harvest biomass as part of a timber harvest using data from a survey of 932 Massachusetts family forest owners. Logistic regression results suggest that the likelihood of harvesting for biomass is quite low, and that the supply of participation in biomass harvesting is inelastic with respect to price. These low probabilities may be due to the method used to account for preference uncertainty, as well as the unique nature of Massachusetts forests, forest markets, and landowner attitudes in comparison to other states (e.g., Minnesota). The study suggests that it would be more effective to target renewable energy policy toward different regions and/or markets rather than develop a uniform national policy.  相似文献

This paper presents a total survey of the characteristics and changes over time (1990–2010) within the entire population of Swedish non-industrial private forest owners (NIPF owners). By charting the changed demographic, socio-economic and geographic profile of the NIPF owners, it also provides a baseline for a discussion and analysis of potential implications for forest management, policy and values. NIPF owners differ in important ways from the general population of Sweden. However, the gap has narrowed over time with regard to, e.g., educational level and sex composition. The ongoing urbanization process is evident in the growing share of non-residential NIPF owners who live at a distance from their forest property and who differ from their residential (rural) peers through, e.g., higher education, higher income and a higher prevalence of co-ownership of their forest holdings. Although these changes might translate into updated views on forest values among NIPF owners, there could be a delay before this impacts on forest management practices and output.  相似文献

Loggers play a critical role in managing forest resources. This study focused on understanding loggers' attitudes-information that we believe would be useful for improving communications and ultimately improving forest practices. Through interviews and a mail survey, four themes emerged, providing insight into loggers' attitudes: (1) Pennsylvania loggers are proud of their industry, (2) Public pressure is affecting the logging industry, (3) Loggers are concerned about the future, and (4) Loggers, foresters, and landowners need to improve their communications. Pennsylvania loggers are a diverse group possessing a wide range of attitudes. Listening to loggers is essential for achieving sustainable forestry.  相似文献

Market mechanisms for forest environmental services are increasingly used for promoting environmental conservation, and their impacts on development are of considerable interest. In Costa Rica a national scheme of Payment for Environmental Services (PSA) rewards landowners for the services provided by different forest land-uses. We evaluated the impacts of reforestation under the PSA on local development in the North of the country. We applied a fuzzy multi-criteria analysis including socioeconomic, institutional, and cultural dimensions and based on the individual perceptions of landowners.The impacts of the PSA applied to reforestation are positive; negative economic impacts are balanced by positive institutional and cultural impacts. In most dimensions, the impacts on the poorest landowners are notably positive and generally higher than for upper class landowners. However, the short-term incomes of the poorest landowners decrease as a consequence of reforestation. This problem may engender negative outcomes and reduce the participation of the poorest landowners in the PSA. Positive impacts were stronger for landowners applying to the PSA through a local non-governmental organization.  相似文献

我国国家级森林公园属于国家生态红线区域。建立国家级森林公园产业准入负面清单制度是对国家级森林公园进行生态红线管控的关键,也是实现国家级森林公园可持续健康发展的基础。文中提出国家级森林公园产业准入负面清单内涵,并从构建主体、实施区域和实施目标3个方面阐述其主要特征;依据相应的法律法规、产业准入政策和指导性文件,在遵循突出因地制宜、强化底线约束、加强监管干预原则指导下,通过研读制度和文件,参考已有的产业负面清单,筛选出我国国家级森林公园内禁止、允许和鼓励3类产业,在此基础上形成国家级森林公园产业准入负面清单;探讨负面清单适用性、管控措施以及如何推动国家级森林公园产业准入负面清单制度的落实。  相似文献
