Hybrid maize farmers have to face diverse kinds of climate, biological, price and financial risks. Farmers' risk perceptions and risk attitudes are essential elements influencing farm operations and management decisions. However, this important issue has been overlooked in the contemporary studies and therefore there is a dearth of literature on this important issue. The present research is therefore, an attempt to fill this gap. This study aims to quantify hybrid maize farmers' perceptions of disastrous risks, their attitudes towards risk and to explore the impacts of various farm and farm household factors on farmers' risk attitudes and risk perceptions. The present study is conducted in four hybrid maize growing districts of Punjab Province, Pakistan, using cross-sectional data of 400 hybrid maize farmers. Risk matrix and equally likely certainty equivalent (ELCE) method are used to rank farmers' perceptions of four catastrophic risk sources including climate, biological, price and financial risks and to investigate farmers' risk aversion attitudes, respectively. Furthermore, probit regression is used to analyze the determinants affecting farmers' risk attitudes and risk perceptions. The results of the study showed that majority of farmers are risk averse in nature and perceive price, biological and climate to be potential sources of risks to their farm enterprise. In addition, analysis divulges that distance from farm to main market, off-farm income, location dummies for Sahiwal and Okara, age, maize farming experience, access to extension agent, significantly (either negatively or positively) influence farmers' risk attitudes and risk perceptions. The study delivers valuable insights for farmers, agricultural insurance sector, extension services researchers and agricultural policy makers about the local understanding of risks to hybrid maize crop in developing countries, like Pakistan, and have implications for research on farmers' adaptation to exposed risks.  相似文献

The discovery of transgenes in maize landraces in Mexico, a center of diversity for this crop, raises questions about the potential impact of transgene diffusion on maize diversity. The concept of diversity and farmers’ role in maintaining diversity is quite complex. Farmers’ behavior is expected to have a significant influence on causing transgenes to diffuse, to be expressed differently, and to accumulate within landraces. Farmers’ or consumers’ perceptions that transgenes are “contaminants” and that landraces containing transgenes are “contaminated” could cause these landraces to be rejected and trigger a direct loss of diversity. Mauricio R. Bellon is a human ecologist working in the Economics Program of the International Maize and Wheat Improvement Center (CIMMYT) in Texcoco, Mexico. He received his MSc and PhD in ecology at the University of California, Davis. His current research includes projects that deal with on-farm conservation of maize, gene flow in traditional farming systems, and the impact of improved germplasm in the livelihoods of poor farmers. Julien Berthaud is a population geneticist working for the Institut de Recherche pour le Développement (IRD). He received his PhD in plant science at the University of Paris 11. This study investigated poultry farmers’ perceptions, preferences, and use of commercially compounded and self-compounded feeds in the Oyo Area of Oyo State, Nigeria. Data were collected from 120 poultry farmers through a structured interview schedule. The study concluded that poultry farmers prefer and use self-compounded feeds (SCF) instead of commercially compounded feeds (CCF) because (a) self-compounded feeds are of better quality than commercially compounded feeds, (b) there are no quality control measures in the poultry feed industry in the Oyo Area, (c) commercially compounded feeds cost more than self-compounded feeds, and (d) farmers choose feed based on the perceived quality of the feed, their technical ability to produce feed by themselves, the cost of CCF, the storability of feed, and the cost and availability of transportation. Based on these findings, it is recommended that interested public and private agencies should organize annual extension workshops and training for poultry farmers in the study area on (a) feed formulation; (b) feed ingredient mixing and compounding; (c) selection of ingredients, mixtures, and additives; and (d) the establishment, operation, and maintenance of feed mills. Farmers should be encouraged to form feed mill cooperative societies. The performance of the Standards Organization of Nigeria (SON) should be monitored and evaluated to ensure its effective oversight of quality standards for agricultural products and inputs such as feeds and feed ingredients. Analyses of the role of technological development in agriculture are central to an understanding of social change in agri-food systems. The objective of this paper is to contribute to the formation of a broader perspective of how farmers are positioning themselves with respect to controversial agricultural technologies through an empirical analysis of Washington State farmers’ willingness or unwillingness to try Genetically Modified Organisms (GMOs) technology on their farms. The use of this type of biotechnology in farming has been criticized for its potential harmful effects on natural environments and socio-cultural systems, while proponents highlight the possibilities for increasing production with minimal use of other inputs. An analysis of the extent of farmers’ expressed willingness to use GMOs provides an opportunity to better understand how their diverse thoughts about controversial agricultural technologies are shaped not only by their own experiences but also by social context. The present study does this by analyzing data from a farm survey conducted on a random sample of farmers from across Washington State. The results show that the production practices farmers utilize and the market strategies they employ may be at least as useful as farmers’ socio-economic characteristics in explaining what types of farmers appear to be more or less interested in potentially using this technology. Furthermore, the relationship between level of formal education and willingness to use GMOs is not straightforward. It may hide differences between farmers with respect to where and how they received their formal education as well as the type(s) of knowledge they gained. It is argued that future research should recognize the diversity that exists in farmers’ interests vis-á-vis particular technologies and should also explore how these interests are shaped by farmers’ past and present social networks and life experiences. While questions about the environmental sustainability of contemporary farming practices and the socioeconomic viability of rural communities are attracting increasing attention throughout the US, these two issues are rarely considered together. This paper explores the current and potential connections between these two aspects of sustainability, using data on community members’ and farmers’ views of agricultural issues in California’s Central Valley. These views were collected from a series of individual and group interviews with biologically oriented and conventional farmers as well as community stakeholders. Local marketing, farmland preservation, and perceptions of sustainable agriculture comprised the primary topics of discussion. The mixed results indicate that, while many farmers and community members have a strong interest in these topics, sustainable community development and the use of sustainable farming practices are seldom explicitly linked. On the other hand, many separate efforts around the Valley to increase local marketing and agritourism, improve public education about agriculture, and organize grassroots farmland preservation initiatives were documented. We conclude that linking these efforts more explicitly to sustainable agriculture and promoting more engagement between ecologically oriented farmers and their communities could engender more economic and political support for these farmers, helping them and their communities to achieve greater sustainability in the long run. Although many governments have privatized their agricultural extension services, there is widespread agreement that the public sector still needs to play a role in the “agricultural knowledge market” in order to prevent market failure and other undesirable phenomena. However, appropriate mechanisms for intervention in the agricultural knowledge market are still in their infancy. This article discusses the case of the Nutrient Management Support Service (NMSS), a government-funded support service in The Netherlands designed to optimize the fit between the demand and supply of “agricultural knowledge products” that reduce nutrient emissions into the environment. The activities of the support service were four-fold: (1) distributing vouchers to farmers, (2) establishing mechanisms for quality control, (3) facilitating the articulation of end-users’ needs, and (4) improving market transparency. We analyze the extent to which the NMSS has succeeded in supporting a demand-driven knowledge market for nutrient management issues. We question some of the conceptual and practical assumptions underlying this style of intervention. In addition, we argue that the notion of demand requires considerable refinement before it can be useful for guiding state involvement in demand-driven extension. Laurens Klerkx holds a MSc in Tropical Land Use from Wageningen University. He is currently working on his PhD. His research focuses on how needs are articulated in demand-driven agricultural innovation processes and how newly emerging institutions such as knowledge brokers, knowledge networks, and innovation facilitators support this demand-driven agricultural innovation. Karin de Grip studied Tropical Agriculture (BSc) and, after working for 3 years in Indonesia in development co-operation, joined the MSc program in Management of Agri-ecological Knowledge and Social Change at Wageningen University. Her specific foci and interests include interactive knowledge development processes, learning processes, knowledge exchange and innovation networks, enforcement of knowledge markets, and demand-driven extension. Cees Leeuwis is professor of Communication and Innovation Studies at Wageningen University. He holds a MSc in Rural Sociology and a PhD in Communication and Innovation Studies. A questionnaire survey of 408 households explored the role of socio-economic and cultural factors in rice (Oryza sativa L.) varietal diversity management on-farm in two contrasting eco-sites in Nepal. Multiple regression outputs suggest that number of parcels of land, livestock number, number of rice ecosystems, agro-ecology (altitude), and use of chemical fertilizer have a significant positive influence on landrace diversity on-farm, while membership in farmers’ groups linked to extension services has significant but negative influence on landrace diversity. Factors with significant positive influence on diversity of modern varieties on-farm were number of parcels of land and of rice ecosystems, access to irrigation, membership in farmers’ groups, and use of insecticide. Within communities, resource-endowed households maintain significantly higher varietal diversity on-farm than resource-poor households and play a significant role in conserving landraces that are vulnerable to genetic erosion and those with socio-cultural and market-preferred traits. Resource-poor households also contribute to local diversity conservation but at lower richness and area coverage levels than resource-endowed households. Households where a female had assumed the role of head of household due to death or migrant work of her husband had less diversity due to lower labor availability. Landraces with socio-cultural and market-preferred traits are few in number but have potential to be conserved on-farm.

Farmers’ markets have enjoyed a resurgence in the past two decades in Canada, the United States, and the United Kingdom. This increase in popularity is attributed to a host of environmental, social, and economic factors, often related to the alleged benefits of local food, alternative farming, and producer–consumer interactions. Steeped in tradition, there are also widely held assumptions related to the type of food and food vendors that belong at a farmers’ market in addition to the type of experience that should take place. There remains a need to explore and analyze these fundamental aspects of the farmers’ market and to consider how they influence their formation and function. This paper argues that discourses of authenticity are central to the identity of the farmers’ market, and that they are constructed differently “from above” by those seeking to regulate farmers’ markets in particular jurisdictions and “from below” by managers, producers, and consumers at individual markets. A literature-based discussion is complemented and grounded by consideration of institutional statements regarding authenticity and of key results from a survey of managers, food vendors, and customers at 15 farmers’ markets in Ontario, Canada. It is demonstrated that while the general discourse about authenticity at the farmers’ market is built around strict, almost ideological assumptions about the presence of “local food” and those who produce it, community-level responses reflect considerable diversity in the interpretation and composition of the farmers’ market. It is suggested that a binary view of authenticity, where some farmers’ markets are cast as “real” and others presumably not, is highly problematic as it tends to ignore a large and important middle ground with multiple identities.  相似文献

Differences in perceptions and knowledge of crop diseases constitute a major obstacle in farmer–researcher cooperation, which is necessary for sustainable disease management. Farmers’ perceptions and management of crop diseases in the northern Ethiopian Regional State of Tigrai were investigated in order to harness their knowledge in the participatory development of integrated disease management (IDM) strategies. Knowledge of disease etiology and epidemiology, cultivar resistance, and reasons for the cultivation of susceptible cultivars were investigated in a total of 12 tabias (towns) in ten weredas (districts). Perception of diseases involved both scientific and spiritual conceptual frameworks. Of the more than 30 crop diseases recorded on the major crops in the region, only rusts and powdery mildews (locally called humodia) and a few root rots were considered by farmers to be important. Farmers’ awareness of other diseases was extremely low; some highly damaging but less conspicuous diseases, such as faba bean chocolate spot and chickpea ascochyta blight (also called humodia), were not regarded by farmers as disease but as problems caused primarily by excessive soil moisture. Considering that some of these “unrecognized” diseases can cause complete yield loss and genetic erosion in epiphytotic years, there is an urgent need for bringing together farmers’ and scientists’ knowledge to complement each other. Even when farmers had access to disease-resistant or disease-tolerant cultivars, they grew susceptible local varieties because of multiple criteria including earliness, good yield in years with low humodia severity, suitability for home consumption, market demand/quality, and low soil fertility and land management requirements. Farmer innovation and knowledge were evident in their use of diverse disease control measures, but these were a mixture of the “useful and the useless.” Our findings stress the necessity for extension workers and researchers to understand and improve farmers’ knowledge of crop diseases, and farmers’ ability to observe and experiment, through the Farmer Field School or a similar experiential learning approach. These insights about farmers’ knowledge of crop diseases provide a basis for further collaborative maintenance of crop genetic diversity, development of germplasm, and IPM-related research in Africa.

Conversion to organic farming, along with its associated driving forces and barriers, has been explored intensively over the past decade, while studies on the distribution and impacts of local socio-cultural processes in relation to conversion to and diffusion of organic farming have been scarce. The concentration of organic farms in Denmark differs according to county and, moreover, there appears to be large within-county variation in the density of organic farms. The present study explores local aspects of conversion to organic farming and the factors that may help explain variation in density and concentration of organic farms within smaller areas. The study is based on nine qualitative interviews with organic farmers from two neighboring areas, referred to as “mainland” and “island,” respectively. Three farms were situated in the high-density area (mainland) and the remaining six in the low-density area (island). Furthermore, five advisors with connections to the area provided information with regard to their local experience and perceptions. Three main, and to some extent interacting, issues are discussed. The first is the price of land related to local scarcity of land, in the context of structural development and the effects of agricultural policies. The second is distance – both physical and social. Cooperation and exchange of experience among organic farmers was frequent on the mainland side, while isolation and lack of interaction was more common for the island farmers. Third, the role of the agricultural advisory service and the existence of champion farmers are important: pioneer farmers on the mainland have been supported by committed agricultural advisors, while lack of organic champion farmers and low priority granted to organic farming among agricultural advisors were found on the island. Marie-Louise Risgaard has an MSc within the field of organic agriculture. Her research interests are organic farming and rural development with the present occupation as innovative partner at a small-scale organic enterprise. In this capacity she is responsible for creating links between the organic enterprise, the gastronomic sector and organic markets, locally as well as nationally. Pia Frederiksen, PhD, is a geographer and senior scientist with research skills in rural development, sustainability, landscape analysis, and agri-environmental indicators. Pernille Kaltoft, PhD, is an environmental sociologist and senior scientist whose work focuses on organic farming and farmers’ perceptions. This paper explores the interrelationship between maize farming, the discourse of modernity, and the performance of a modern farmer in southern Zambia. The post-colonial Zambian government discursively constructed maize as a vehicle for expanding economic modernization into rural Zambia and undoing the colonial government’s urban modernization bias. The pressures of neo-liberal reform have changed this discursive construction in ways that constitute maize as an obstacle to sustained food security in southern Zambia. Despite this discursive change, maize continues to occupy a central position in the farming systems of the region. I argue that the continued prevalence of maize in southern Zambia can be understood as a performance that allows farmers to maintain their identities as modern rural subjects. The paper concludes with the policy implications of the field of performance on two contemporary debates in Zambian food security: the use of GMO crops and the promotion of cassava as a drought tolerant alternative to maize. Nicholas Sitko is a doctoral student in the geography department at the University of Colorado. His research interests include multi-disciplinary approaches to food studies, critical development, and Sub-Saharan Africa. This paper presents initial findings from field work conducted in Zambia in 2006. Multiplicity and continual change characterize the Peruvian agricultural knowledge and information system (AKIS), reflecting changes in the agricultural sector as a whole. The evolution of these changes can be traced back to the pre-Columbian era when a relatively stable and well-organized system based on indigenous knowledge prevailed. During colonial (1532–1821) and early Republican times (beginning 1821) several changes affecting the agricultural sector contributed to a weakening of indigenous knowledge systems. During the 20th century extension services provided by the government and a variety of private organizations began to play an important role in the dissemination of information, albeit in an erratic way. Since the 1970s the system increased in complexity with the emergence of non-governmental institutions. Today government participation is limited and there is a more important participation by a number of NGOs and private organizations. This diversity of actors using different approaches has generated disarray in the information system owing to the lack of coherent policies to guide the interaction among actors. This paper uses the case of potato pest control-related information to illustrate changes in local knowledge systems. It differentiates pest control based on indigenous knowledge, chemical control, and integrated pest management (IPM) and explains how changes in the system have influenced the use of these three types of information in AKIS. Currently, the coexistence of different types of potato pest control information promoted and used by diverse and usually unconnected sets of organizations and individuals presents a challenge and requires inter-institutional action guided by clear policies to promote sustainable agriculture. Oscar Ortiz is an agronomist who specializes in agricultural extension, knowledge systems, and participatory research. He holds an MSc degree in crop production and agricultural extension from the La Molina National Agrarian University of Peru and a PhD from the Agricultural Extension and Rural Development Department at the University of Reading, UK. He has worked for the National Agricultural Research Institute and Nestle Company in Peru and is currently Division Leader for Integrated Crop Management at the International Potato Center (CIP) in Lima. Since 2001 he has been a visiting lecturer at the Graduate School of the La Molina National Agrarian University of Peru. Research on Precision Farming (PF) relates the adoption of PF primarily to economic incentives as well as farm attributes, whereas social factors are commonly ignored. Therefore, the present study analyses the importance of farmers’ communication and co-operation strategies in the adoption of PF and their relation to farm attributes. Forty-nine qualitative interviews with stakeholders from the agricultural sector were conducted. The survey was based in Germany where most interviews took place and reflected with findings from the Czech Republic, Denmark and Greece. It is revealed that farms differ in their communication strategies depending on farm size. Joint investment in PF was only reported from some regions. It can be assumed that agricultural contractors will be major driving forces behind the adoption of PF over the next 10 years, especially in areas with smaller-sized farms. Agricultural data processing by service providers is seen as a common issue. Concerns regarding potential data misuse, over-regulation and software compatibility were raised.  相似文献

Integrated pest management (IPM) has been widely promoted in the developing world, but in many regions its adoption rates have been variable. Experience has shown that to ensure IPM adoption, the complexities of local agro-production systems and context-specific folk knowledge need to be appreciated. Our research explored the linkages between farmer knowledge, pest management decision making, and ecological attributes of subsistence maize agriculture. We report a case study from four rural communities in the highlands of southeast Honduras. Communities were typified by their agro-environments, IPM training history, and levels of infestation by a key maize pest, the fall armyworm (Spodoptera frugiperda Smith). Although variable, infestation levels generally did not justify pest management intervention. Consequently, crop losses from this pest were considered of low importance and most farmers proceeded in a rational fashion by refraining from action in their fields. Farmers attributed the low degree of pest infestation predominantly to abiotic causal factors (rainfall, temperature). The role of natural enemies in controlling this pest (i.e., biological control) was deemed of low importance by farmers; nevertheless, a broad array of such organisms was mentioned by farmers as operating in their maize crop. Farmers’ knowledge of natural enemies only partially matched scientific knowledge and was associated with the ecological features of their respective field settings. Local knowledge about natural enemies was mainly restricted to abundant and easily observable predatory species. Farmers who were knowledgeable about biological control were also familiar with a larger variety of pest management alternatives than uninformed farmers. Management options covered a wide range of curative techniques, including conservation biological control. Farmers who relied on insecticides to manage pest outbreaks knew less about biological control and pesticide alternatives. In contrast, farmers who received IPM training mentioned more types of natural enemies and were familiar with a broader range of alternative pest management tactics. Our research suggests that IPM training modifies local knowledge to better fit its environmental context. This paper provides insights in the environmental context of local agro-ecological knowledge and its linkage with pest management decision making. It also constitutes a basis for modifying IPM extension programs to deliver locality-specific technologies while strengthening the local knowledge base. Kris A. G. For his PhD research at Purdue University he quantified social and ecological contributions to farmers’ adoption of insect pest management technologies in Honduran subsistence maize. He has a keen interest in the ecological facets of IPM and biological control, as well as in technological innovation in smallholder production systems, ethno-entomology and traditional pest management. Robert J. O’Neil is a Professor of Entomology specializing in biological control, predator–prey dynamics, and implementing biological control in IPM systems. In 1973, Jim Hightower and his associates at the Agribusiness Accountability Project dropped a bombshell – Hard Tomatoes, Hard Times – on the land-grant college and agricultural science establishments. From the early 1970s until roughly 1990, Hightower-style criticism of and activism toward the public agricultural research system focused on a set of closely interrelated themes: the tendencies for the publicly supported research enterprise to be an unwarranted taxpayer subsidy of agribusiness, for agricultural research and extension to favor large farmers and be disadvantageous for family farmers, for public research to stress mechanization while ignoring the concerns and interests of farm workers, and for the research and extension establishment to ignore rural poverty and other rural social problems. By 1990, however, there had been a quite fundamental restructuring of the agricultural technology opposition movement – one that is not often well recognized. Two overarching changes had occurred. First, agricultural-technology activism had shifted from contesting land-grant/public research priorities and practices to contesting private agribusiness technological priorities and practices. Second, the relatively integrated, overarching Hightower-type opposition had undergone bifurcation into two quite distinct social movements: the agricultural sustainability/local food systems movement on one hand, and the anti-GM food/crop and anti-food-system-globalization movement on the other. In this paper I explore the causes and consequences of these restructurings of the agricultural research and technology opposition movement. Chief among the major factors involved was the fact that “Hightowerism' involved an ineffectual representational politics. Hightowerist claims – especially the claim that land-grant research was detrimental to family farmers – generated little support among the groups it claimed to represent (particularly “small' or “family' farmers). The two successor movements, by contrast, have relatively clear and dependable constituents. Further, the progressive molecularization of agricultural research, which proved to be both an antecedent and consequence of corporate involvement in agricultural research in the US, has decisively changed the issues that are contested by technology activists. Since the age of Hightower, the agricultural technology activist movement has shifted its 1970s and early 1980s emphasis from contesting public sector/land-grant research priorities to contesting private sector activities, particularly genetic engineering, GM crops, and globalization of agricultural technologies and regulatory practices. Even the sustainability/localism wing of the new agricultural technology movement configuration has progressively backed away from contesting public research priorities. The efforts of the sustainable agricultural and localism movement have increasingly focused on quasi-private efforts such as community supported agriculture, green/“value-added' labeling and marketing strategies, and community food security. Some implications of this increasingly bifurcated, agricultural technology, activist movement configuration in which there is decreased interest in land-grant/public research priorities are discussed.  相似文献

As climate change in West Africa poses profound limitations on rainfed agriculture, policymakers and practitioners may again turn to irrigated agriculture to provide food for a growing population. Gendered analyses of irrigation projects reveal that in many cases women’s participation in irrigated agriculture has been limited due to a lack of access to land and water. Past research in the Upper Valley of the Senegal River suggests that variables other than access to land and water condition women’s participation in irrigated agriculture. Fully understanding women’s participation in irrigated agriculture demands examination of intra-household dynamics and livelihood strategies as well as the impacts of agricultural commodification.  相似文献

This paper addresses the motivations behind farmers’ pesticide use in two regions of Bangladesh. The paper considers farmers’ knowledge of arthropods and their perceptions about pests and pest damage, and identifies why many farmers do not use recommended pest management practices. We propose that using the novel approach of classifying farmers according to their motivations and constraints rather than observed pesticide use can improve training approaches and increase farmers’ uptake and retention of more appropriate integrated pest management technologies. Elizabeth J. Z. Robinson divides her time between Tanzania and the UK and is a research associate with the Centre for the Study of African Economies at the University of Oxford in the UK. She is an economist specializing in agriculture, natural resources, and the environment. She has over ten years of experience undertaking applied research in South Asia and sub-Saharan Africa as a fellow and lecturer in the Economics Department at the University of Oxford; at the Natural Resources Institute at the University of Greenwich in the UK; and with the World Bank and Rockefeller Foundation in the US. Sumona Rani Das is an agriculture economist who has been working for eight years with a non-government organization in Bangladesh named PROSHIKA. She is involved with monitoring and evaluation of PROSHIKA’s ongoing activities in agriculture, and is working as a team leader with an agriculture network to promote sustainable agriculture. She has special responsibility for motivation, training, project management, and documentation of different programs. Tim B. C. Chancellor is a crop protection specialist and currently is the leader of the Natural Resources Institute’s Plant, Animal and Human Health Group at the University of Greenwich in the UK. He has 17 years research and consultancy experience in vector ecology and in pest and disease management. Other skills include project management, monitoring and evaluation, and public-private partnerships. He is also Adviser to the UK government’s Department for International Development (DFID) Crop Protection Programme. Although it is the most widely accepted form of organic guarantee, third party certification can be inaccessible for small-scale producers and promotes a highly market-oriented vision of organics. By contrast, participatory guarantee systems (PGS) are based on principles of relationship-building, mutual learning, trust, context-specificity, local control, diversity, and collective action. This paper uses the case study of the Mexican Network of Local Organic Markets to explore how PGS can be used to support a more alternative vision of organics, grounded in the notion of food sovereignty. It presents some of the key challenges and opportunities associated with the approach, and highlights its potential to serve as a locally-based institution for collective action, thereby offering some structural support to alternative agri-food initiatives.  相似文献

【目的】从农场(户)组织结构角度分析云南省农业结构特征,为政府决策部门和有关职能部门制定云南省农业结构调整规划提供科学依据。【方法】查阅云南省、中国年鉴,采用列举对比法分析云南省农业结构特征及存在的问题,并提出对策建议。【结果】云南省农业结构呈以下特征:(1)云南省大部分农业生产者仍采用传统小农经济生产方式;(2)在土地家庭联产承包责任制基础上建立了新型农民合作经济组织,但仅有少数农户加入合作组织;(3)农业生产者文化素质低,较少受过专业培训;(4)农户收入低,且大部分收入均用于生活必须开支;(5)农业社会化服务体制不健全;(6)生产率低,农村存在大量隐性失业者;(7)农业产业化程度低,农业生产处于分散状态。【建议】政府应加大对农民的扶持力度、完善农业服务体系、提高劳动力素质、积极引导农户加入合作组织、加大农村金融贷款扶持力度、合理有序地做好农村剩余劳动力向其他产业转移的导向工作,切实有效地推动农业经济发展。  相似文献

以户为单位的土地分散小规模经营方式降低了农民谋求农业新技术的迫切性,加大了农技人员传播新技术的难度和成本,而且农户与农技人员之间难以形成利益联结机制,极大地降低了农技推广效率,通过引导土地流转、建立农民协会和改良集体经营机制等实现规模经营将有效提高农技推广效率.  相似文献
