乡村人居环境改善是城乡统筹发展的重要内容,也是美丽乡村建设的关键所在。笔者着眼于“以人为本”的视角,以重庆市铜梁区南城街道鱼溅村为例,通过村民参与式与数学模型定量的研究方法,研究乡村人居环境村民的满意度和优化方向。研究结果显示:鱼溅村人居环境的整体满意度水平一般,人居软环境系统的社会环境与经济环境满意度为一般和不满意,硬环境系统的设施环境和生态环境对整体满意度贡献率较高,结论表明鱼溅村亟需加强对人居软环境系统的优化;同时,研究还显示鱼溅村人居环境满意度的空间分布差异较大,这说明人居环境的优化需要合理布局、整体筹划。笔者最后提出了优化的对策,对山地丘陵地区的乡村人居环境建设具有普遍借鉴意义。  相似文献

The Minimal Living Standard Allowance System (MLSAS), established by the Chinese central government in the late 1990s, was intended to provide basic needs for urban and rural low-income populations. Although the subsidy standards of MLSAS have increased rapidly over the years, its distributions in time and space were found imbalanced. Using the per capita subsidy income (PCSI) data of 338 Chinese cities from 2008 to 2016, this study quantified the spatiotemporal patterns of the urban-rural gap and regional differences of MLSAS throughout China and identified the major influential socioeconomic factors of the observed patterns. The results showed that the PCSI of China's low-income populations increased rapidly but with large variations between urban and rural residents and between geographic regions. The PCSI in rural areas was much lower than that in urban areas, whereas the Gini coefficient of PCSI in urban areas was lower than that in rural areas, indicating the allowance from MLSAS was more unequal among rural residents. Additionally, the higher PCSI was concentrated mainly in three urban agglomerations in eastern China. Most cities in central and western China lagged in terms of PCSI. Correlation analysis between PCSI and socioeconomic factors indicated that the income and GDP per capita were the most important influencing factors. With a better understanding of the overall situation of the urban-rural gap and regional differences in implementing MLSAS, the current study should help improve the subsistence subsidy policies in China.  相似文献

As the floating population has become a vital issue influencing China's economic and social development and aroused broad concern, many scholars have paid attention to the factors that influence settlement intentions of the floating population, while their spatial differences are usually neglected in extant studies. To rectify this situation, this study employs a multi-scale geographically weighted regression model to investigate the spatial pattern of determinants on hukou transfer intentions of the floating population, based on the data of the China Migrants Dynamic Survey in 2016. The results demonstrate that the effects of various determinants present different spatial patterns: part of significance pattern (the average residence time in destination cities, the ratio of rural hukou holders, the number of flows, the ratio of family income to family expenditure, the geographical location), the “East-West” pattern (the ratio of self-employed migrants, the average wage of employed workers), the “Southwest-Northeast” pattern (the ratio of migrants in the secondary industry, the ratio of sharing town employees' social insurance, the ratio of floating population accompanied by children in destination cities, and the population density of municipal districts). Cities of different conditions should formulate different policies that are sensitive to their contexts.  相似文献

为缩小城乡居民消费结构差距,提高城乡居民消费水平和消费质量,本研究基于城乡视角,利用1993—2013 年间《河南省统计年鉴》数据,首先分析河南省城乡居民消费结构的变动情况及其差异,然后应用ELES模型,对城乡居民消费结构进行了静态分析。结果表明:1993—2013 年间河南省城乡居民食品、衣着、居住、家庭设备、医疗保健、交通通信、文教娱乐、杂项八大类消费品中,城镇居民消费水平明显高于农村居民,结构变化明显,城镇居民的消费结构优于农村居民,城镇居民整体消费欲望强于农村居民。受收入水平的影响,城乡居民消费结构中食品支出仍居于重要位置。农村居民各类需求的收入弹性均小于城镇居民,映射出农村居民低水平消费的基本态势。住房成为农村居民高度关注的重大消费项目,依然为生存型消费;而城镇居民较为关注的是交通通信、杂项和家庭设备,属于发展型与享受型消费。受消费品价格的影响,城镇居民杂项支出与农村居民居住支出变化较为剧烈,城乡居民消费次序存在一定的差异。因此,提升居民购买力、引导购买意愿、优化购买环境是缩小河南省城乡居民消费结构差异的主要路径。  相似文献

Under the system of political centralization and economic decentralization, the expanding scale of land finance and the increasingly severe environmental pressure have jointly become crucial features of China's urban development. Therefore, it is of great practical significance to study the intrinsic mechanism of land finance on haze pollution for China's economy to achieve kinetic energy transformation and green development. This paper empirically analyzes the impact of land finance on haze pollution using a dynamic spatial Durbin model based on panel data of 269 prefecture-level cities in China from 2004 to 2017. The statistical results show that haze pollution has a significant “snowball effect” and space spillover effect. Land finance has a significant positive effect on haze pollution. Land transfer both by agreement and by bid invitation, auction, and listing have significant positive effect on haze pollution. However, the promoting effect of land transfer by agreement on haze pollution is significantly higher than that of land sale by bid invitation, auction, and listing. Furthermore, regional heterogeneity implies that for cities in the eastern region, land finance is conducive to alleviating haze pollution. In contrast, for cities in the central and western regions, land finance significantly promotes haze pollution.  相似文献

Urbanization represents a challenge for plans aimed at controlling urban expansion and protecting farmland, such as the land use master plan (LUMP) instituted by the Chinese national government. This paper studies the effectiveness of such top–down plans under the authoritarian regime through the case study of Nanjing. In contrast to previous studies that compare actual and planned land‐use maps, we compare actual and planned land‐use patterns. We use land‐use change data to examine spatio‐temporal land‐use change between the years 1997 and 2014. The results indicate that the actual amount of urban‐rural built‐up land exceeded planned regulatory amount by 50,185 ha and the total farmland was 70,541 ha less than the target outlined in the LUMP (1997–2010). Based on these results, and the fact that the allowed total urban‐rural built‐up land had already been surpassed in 2014, it is to be expected that the target of farmland protection outlined in the LUMP (2006–2020) will be broken, signaling the ineffectiveness of the plan to control urban expansion and protect farmland. Plan‐led developments (e.g., new towns, development zones) and market forces (e.g., housing market, foreign direct investment) explain these developments. This study indicates that when cities embrace “growth‐led” development and entrepreneurial governance, the ability of plans to control urban expansion and protect farmland is severely limited.  相似文献

We combine the 2005 China Inter-Census Population Survey data and the 2004 China Manufacturing Census to test whether workers, particularly rural migrants, benefit from labor market Marshallian externalities. We find that workers in general, and rural migrants in particular, benefit from labor market pooling effects (measured by total employment in a city-industry cell) and human capital externalities (measured by share of workers with a college degree or above in a city-industry cell). These findings are robust to various sorting bias tests. However, rural migrants benefit much less than do local or urban workers, possibly because rural migrants lack social networks and are discriminated doubly in terms of being both “rural” and “migrants.” Our findings have policy implications on how Chinese cities can become skilled during the rapid urbanization process coupled with global competition.  相似文献

Commuting ties between rural places of residence and urban places of employment are among the most visible forms of rural–urban integration. For some rural areas, access to urban employment is a key source of population retention and growth. However, this access varies considerably across rural areas, with distance representing a primary deterrent. In addition to distance, the size of the urban community will also influence rural‐to‐urban commuting opportunities. In this paper, using Canadian data, we empirically estimated the influence of local rural population and job growth on rural out‐commuting within the urban hierarchy. We find consistent support for the deconcentration hypothesis where population moves to rural areas for lifestyle and quality of life reasons, while retaining urban employment. Further, we find some evidence that in addition to distance from the nearest urban center being a deterrent, increased remoteness from the top of the urban hierarchy exerts a positive influence on out‐commuting. Recognition of these types of rural–urban linkages through commuting is essential in designing Canadian rural policy and targeted programs that may effectively support local rural populations. In particular, they point to the need to have reasonable transportation infrastructure for urban accessibility, which should be complemented by other “built” infrastructure to improve the livability of rural communities.  相似文献

旨在分析不同得益主体对宅基地利用效益追求的侧重点,以三者统一为出发点,思考如何在宅基地产权缺失的背景下,处理国家、金融机构及农户的利益分配问题。利用SPSS 软件,选择二元Logistic模型,采用Wald法,分为3 个层面对不同效益进行量化,并从中选出显著性较高的不同指标。通过对其结果的分析,可以得出以下结论:首先,农户行为具有“理性经济人”的一般特征,但盲目性较大,难以维持稳定发展的趋势;其次,金融机构无法在相关法律法规框架内实现对宅基地抵押的实际操作,同时难以对宅基地进行客观的价值评估;第三,政府需要健全宅基地入市相关法律法规,加大基础设施建设,提升农村土地资产价值,提高农户抵御风险和偿还贷款的能力;第四,破解宅基地抵押入市的切入点应在于法的建立及权的确定。  相似文献

构建科学有效的宅基地流转机制是一个迫切需要解决的基础性课题。笔者利用江西省456户农户的实际调查数据,运用Logit回归模型研究家庭经济禀赋、政策认知对农户宅基地流转意愿的影响。研究结果表明:家庭经济禀赋中非农收入比重、家庭存款、家庭人均年收入对农户宅基地流转意愿具有显著正向影响;政策认知中“一户一宅”认知、流转规定认知程度对农户宅基地流转意愿具有显著负向影响。为此,应进一步提高农户非农就业机会,改善农民务工经商的就业环境、应加快制定“一户一宅”的配套制度,构建更加合理和更具有操作性的宅基地流转政策体系。  相似文献

在新型城镇发展与户籍改革的双重条件下,为发现城乡居民养老保险之间的差距,利用SPSS19.0软件对2012年中国内地总人口、收入与支出以及城乡居民养老保险的参保人数、基金收入与支出的统计数据进行因子分析,并分别按照总分、公因子得分值进行排名。通过对城乡居民养老保险相关数据的因子分析,结果发现:各个省市城乡居民养老保险发展水平有着较为明显的差异性的,两类公因子得分值排名前几名的省市是不同的,其总分也是不同的。通过因子分析,发现了省市之间的差距,这为以后解决养老保险水平的地区差异提供了理论与实践方面的支撑。  相似文献

Melbourne's Urban Growth Boundary (UGB) was legislated in 2002 and expanded substantially in 2010. Although based on strategic planning goals, UGBs have the capacity to influence land and housing markets. Landowners on the rural–urban fringe are a stakeholder group directly impacted by UGB policy, with multiple interests in containment policies and any land‐value effects. Following the 2010 expansion, substantial windfall profits to “instant millionaire” Melbourne landowners were openly reported. This paper critically interprets claims made by landowners in 264 public submissions responding to the proposed UGB expansion, and to an accompanying new policy instrument, the Growth Areas Infrastructure Contribution (GAIC). The GAIC was, in effect, a hypothecated tax on betterment expected to result from the UGB shift. Landowners commonly expressed fears that the UGB shift would not result in claimed value increases. On this basis, the GAIC was revised such that it is—at least in intention—a system wherein the tax is to be paid by housing developers and passed forward to homebuyers. The paper argues that the series of changes to the UGB and GAIC, including the modified “purchaser pays” system, may be understood as a response to rent‐seeking policy pressures from existing landowners as “insiders.” Although the unpopularity of the GAIC with landowners might have been anticipated, the outcome appears to legitimise their misinterpretation of the premise of development gain. A broader implication is that rent‐seeking behaviour by existing property owners can determine whether and how strategic planning policies are implemented.  相似文献

The relationship between commuting distances and where people work has been studied for urban contexts in both developed countries and developing countries. However, few studies have examined the situation in rural areas, and none look at commuting distances to non‐farm workplaces in rural areas of developing countries. This paper investigates how commuting distance, and thus accessibility, to local non‐farm work influences non‐farm employment and out‐migration from rural villages in Northeast Thailand. The main issues examined are: (i) the distance that rural residents travel to work in local non‐farm jobs; and (ii) the influence that local non‐farm employment has on the number of outmigrants from rural villages. The study finds: (i) distance between villages and non‐farm work sites impact the number of villagers who are employed in regular wage work; (ii) beyond 20 km villagers are less likely to travel to non‐farm employment using their own means of transportation; and (iii) employment in regular wage work decreases outmigration. The findings from this study contribute to the debates over the drivers of rural out‐migration, rural livelihood changes, and agrarian changes that are taking place in Southeast Asia.  相似文献

在城乡中国的背景下,“三权分置”的新时期中国农地制度创新理论为土地产权改革提供了机遇,农地承包权价值内涵构成及价格评估是值得深入研究的课题,这不仅给农用地流转提供依据,也是自然资源资产价值核算的关键。本研究从“三权分置”的政策背景演变入手,重释了承包权内涵及价值构成,并在分析影响价值因素的前提下探讨了采用收益还原法与叠加法来评估承包权基准地价。研究认为,(1)承包权是因农户具备了集体经济组织成员身份,从而享有对农村集体土地承包的权利;身份权特征明显,具有主体专一、财产收益、效益处分及有效占有等4个特点;(2)集体成员身份权具有身份性、平等性、共同性及约束性等4个特性,享受成员权的主体形式可以是农户家庭也可以是集体经济组织的个人或是两者的结合;(3)依据农地承包权的生产收益权价值和社会保障价值构成,采用收益还原法和叠加法两种方法来评估承包权价格,在确定社会保障价值时可以借用征地区片综合地价中的社保费用值来量化。本研究在维护农户土地权益前提下,以期为全面有序开展农地质量价格评估和价值核算提供有益参考。  相似文献

为探索气候变化感知在适应决策过程中的作用机理,本研究以深度访谈数据为基础,基于“感知-适应”分析框架,采用二元Probit模型和泊松回归模型,分析胶州湾地区居民气候变化适应决策和适应选择的影响因素。研究表明,胶州湾地区绝大多数居民已经感知到气候变化,半数以上居民采取了一定的适应措施,大多数居民对适应措施效果的感到满意。居民采取适应措施介于0-4项,平均为1.07项,适应措施的普及率和多样化仍有提升空间。影响胶州湾地区居民气候变化适应决策与适应选择的主要因素存在一定差异性,但“居民对气候变化的感知”不论是对适应决策还是对适应选择的影响都较大,其中又以“对降水变化的感知”和“对气象灾害损失的感知”最为显著。  相似文献

在把握江苏农村公共投资现状基础上,通过个案调查对农村居民公共物品需求进行考察并提出相应政策建议。笔者研究发现,农村居民公共物品需求明显表现出“生产第一、生活第二”规律,不同类型农村居民对公共投资的期望不存在显著差异;虽多数农村居民认识到“投资非农产业收益较高”,但多数农村居民仍非常重视农业生产,对农业生产公共物品的政府投资抱很大期望;农村居民对公共物品的期望排序与宏观层面农村公共投资收益率大小次序基本一致,农村居民急需的公共物品也是政府投资收益率较高的公共项目。  相似文献

Rapid population growth in Pacific island cities far exceeds employment opportunities and is contributing to rising urban inequality and social exclusions. Livelihoods in the informal urban sector, such as market vending, provide much needed income, rural–urban connectivity and food security, but remain largely excluded from policy and planning frameworks. Spatial, economic and social exclusions limit vendors’ economic advancement, their influence over decision‐making, and their access to basic services. Local communities close to informal markets fill some of the gaps left by the policy neglect, but investment and strategic management remains inadequate when vendors do not have secure market places and recognised rights to work. This article reports on a study of three informal markets in Honiara, Solomon Islands. These markets lack legal status but make significant contributions to urban development and economic opportunities. Drawing on surveys and focus groups with vendors and urban decision‐makers we explore the impact of informal markets on urban economies, how social and institutional relationships hinder vendors’ economic advancement, and the opportunities to create more inclusive livelihoods that could contribute to equitable cities.  相似文献
