基于遥感生态指数的黄山世界遗产地生态环境评价   总被引:1,自引:1,他引:0  
[目的]定量评价黄山世界遗产地的生态环境质量,为有关部门制定规划和管理决策提供科学依据。[方法]以黄山世界遗产地核心区和缓冲区共同作为研究区,基于Landsat卫星影像提取绿度、湿度、干度、热度指标分量,并利用主成分分析方法构建遥感生态指数(RSEI)。结合地理信息系统空间分析和统计方法对研究区内生态环境质量进行定量评价。[结果] 1992—2017年研究区内RSEI指标数值由0.573上升为0.638,生态环境质量呈明显上升趋势。在3期数据中,RSEI等级为中和良的比例均达到了65%以上,占主导地位,保护区内整体生态环境质量较好。RSEI等级为差和较差的土地中,有近63.6%的土地转变为RSEI等级更高的土地,保护区内生态环境质量明显改善。[结论]黄山世界遗产地生态环境质量稳步提升,有关部门的保护措施初见成效,需进一步协调发展与保护的关系,实现黄山世界遗产地的可持续发展。  相似文献

It has been assumed that marine habitats and resources, especially, are almost unlimited, and that if one habitat became degraded or a particular fisheries resource depleted, there always would be another to replace it. Therefore, natural resource management principals are beginning to include human motivation and responses as part of the marine and coastal systems that are being studied and managed. Managers of marine resources face the challenge of balancing conservation and development objectives in the context of the inherent uncertainty of natural systems and the political and social pressures of human systems. Natural resource managers, scientists and the general public seem to share a vision for the future as a world in which societal and economic decisions will be strongly coupled with an increasingly comprehensive understanding of the environment. This in turn will lead to both socio-economic health and ecosystem health. A paradigm shift is being seen in the evolution of the role of scientists in society from simply observers of the natural world with tenuous linkages to resource managers and the public, to partners in modern society's quest for answers to pressing questions related to sustainable use and conservation of natural resources. A US Agency for International Development supported, joint effort between the US National Oceanic and Atmospheric Administration, the Government of Israel and the Hashemite Kingdom of Jordan to conduct a comprehensive research and monitoring program directed at the new Binational Red Sea Marine Pearce Park will be a pioneering effort to employ and test this new paradigm.  相似文献

Marine reserves are increasingly advocated not only as conservation but also as fisheries management tools to safeguard the decline of coastal fishing resources. Still, conclusive evidence of their functioning is lacking, amongst others due to the influence of spatio-temporal variations in fish populations and habitat heterogeneity which could hamper a sound data interpretation. We conducted a spatial analysis of the benefits of the Medes Island Marine Reserve by combining geostatistical and Geographic Information System (GIS) tools. Concurrently, we analysed effects of trends reflecting habitat heterogeneity and spatial structuring of data on spatial predictions of fish catch per unit effort (CPUE) and length. Predicted spatial patterns showed the complexity and simultaneous action of trend factors leading to mostly non-linear gradients in CPUE and length data. CPUE of total fish and CPUE and length of common pandora (Pagellus erythrinus) increased close to the Integral Reserve due to direct and indirect reserve effects. CPUE and length of striped red mullet (Mullus surmuletus) slightly increased also near the Integral Reserve, but distinct reserve effects could not be identified due to the strong influence of artificial reefs. We conclude that the spatial dimension of the Buffer Zone, where artisanal fisheries are allowed, permits in general protection only for target species, favouring a habitat with no discontinuities from the reserve outwards. Our spatial approach to assess reserve benefits provides major insights into complex systems like coastal marine reserves in the northwestern Mediterranean. In addition, it contributes to a crucial aspect of marine conservation, viz. the decision on the spatial dimension of protected areas.  相似文献

Small-scale fisheries provide over half the world’s wild-caught seafood, employ over 99% of its fishers, and are frequently promoted as a sustainable alternative to large-scale industrial fisheries. However, few studies have quantitatively examined how possible habitat impacts and non-target species composition vary across gears used in small-scale fisheries, as data are sparse and conservation efforts are largely focused on more iconic species. Here, we quantify and compare the ecosystem impacts of four fishing gears (lobster traps, fish traps, set gillnets, drift gillnets) used in small-scale fisheries of Baja California, Mexico, using at-sea observations and field experiments. Set gillnets had the highest overall impact on both non-target species and habitat, with discard rates higher than most industrial fisheries (34.3% by weight), and an estimated 19.2% of Eisenia arborea kelp and 16.8% of gorgonian corals damaged or removed within 1 m of the net path. Fish traps had the lowest discard rates (0.11%) while lobster traps and drift gillnets had intermediate discard rates (15.1% and 18.5% respectively). In contrast with gillnets, traps caused minimal immediate damage to gorgonian corals and rarely interacted with kelp. Results indicate that ecological impacts depend more on fishing gear type and habitat characteristics than the size of fishing vessels, calling into question broad generalizations that small-scale fisheries are inherently more sustainable than industrial fisheries. Our findings highlight the ecological impacts of artisanal gillnet fisheries as priorities for research, management, and conservation efforts in Baja California and other coastal areas.  相似文献

Vegetation change and anthropogenic development are altering ecosystems and decreasing biodiversity. Successful management of ecosystems threatened by multiple stressors requires development of ecosystem conservation plans rather than single species plans. We selected the big sagebrush (Artemisia tridentata Nutt.) ecosystem to demonstrate this approach. The area occupied by the sagebrush ecosystem is declining and becoming increasingly fragmented at an alarming rate because of conifer encroachment, exotic annual grass invasion, and anthropogenic development. This is causing range-wide declines and localized extirpations of sagebrush associated fauna and flora. To develop an ecosystem conservation plan, a synthesis of existing knowledge is needed to prioritize and direct management and research. Based on the synthesis, we concluded that efforts to restore higher elevation conifer-encroached, sagebrush communities were frequently successful, while restoration of exotic annual grass-invaded, lower elevation, sagebrush communities often failed. Overcoming exotic annual grass invasion is challenging and needs additional research to improve the probability of restoration and identify areas where success would be more probable. Management of fire regimes will be paramount to conserving sagebrush communities, as infrequent fires facilitate conifer encroachment and too frequent fires promote exotic annual grasses. Anthropogenic development needs to be mitigated and reduced to protect sagebrush communities and this probably includes more conservation easements and other incentives to landowners to not develop their properties. Threats to the sustainability of sagebrush ecosystem are daunting, but a coordinated ecosystem conservation plan that focuses on applying successful practices and research to overcome limitations to conservation is most likely to yield success.  相似文献

在日本乡村景观也被称为里山。近年来,普通市民逐渐成为各种里山保护活动的主角。里山保护运动促进了里山的有效管理。本文以日本海上森林国营里山公园建设为例,论述了市民参与在乡村景观保护中的重要作用。爱知世博会时,市民发现海上森林是里山,为保护里山生态系统,日本环保组织和当地市民团体通过努力在世博会会场保留海上森林的里山原貌,会后使它成为纪念世博会的国营公园,并最终获得成功;国营公园倡导会为更好地保护里山,从反对世博会运动转向认可世博会,并制定了将海上森林建成国营里山公园的总体规划。本文提出为了保护里山,里山保护运动要在市民志愿者、行政主体与当地居民之间形成高效的协商协作机制。日本的做法对我国的乡村景观建设具有一定的借鉴意义。一方面,环保组织在保护乡村景观中的作用不容忽视;另一方面,政府应尽快出台乡村景观保护的法律法规,社会应引导大众逐步形成对传统乡村景观的保护意识和观念,并参与到乡村景观的建设和保护中。  相似文献

Japan has a variety of laws to conserve and manage wildlife and biodiversity. This article reviews Japanese laws from conservation of endangered species to the fish and game code, and indicates the issues and challenges they face. It then discusses the issues and challenges for management in the application of the laws.The Japanese statute for conservation of endangered species corresponds to the US Endangered Species Act in appearance, but is much more limited in application and scope. There is no legal channel, such as lawsuits, to assure citizens’ and experts’ input. With respect to general species, management of fish and animals are divided; the fish code’s scope is limited to fishery purposes. Control of wildlife damage is the biggest emphasis in the wildlife code. Reform to bring principles of scientific management into pest control has begun, but conventional culling is still the norm.Japan’ wildlife and fish management is distinctive in relying upon local resource users, instead of on a strong regulatory agency. This is a consequence of traditional communal management, and is apparent in coastal fisheries. The depopulation and exhaustion of rural communities, however, makes it difficult to rely on the community for management. In particular, wildlife management, which relies on aging hunters, is facing a turning point. To address these changes, agencies must be strengthened and lawmakers must enact a mechanism to assure sound science in wildlife policy, while working to revitalize rural communities.  相似文献

The goal of this paper is to evaluate the relative efficiency of two strategies that favour dung beetles conservation (Scarabaeinae, Aphodiinae, Geotrupinae) in Southern Europe: extensive grazing and wild ungulate management. We conducted a study in the French Cévennes national park/UNESCO World Biosphere Reserve where dung beetles are distributed in a dichotomous sheep (grasslands, shrublands) and deer (clearings, shrublands, forests) droppings dominating abroad landscape. Natural sheep droppings and deer lumps dung beetle assemblages have been sampled two consecutive years during spring, summer and autumn in five representative habitats. This sampling of natural assemblages allowed for the estimation of (i) the density of trophic resource in the habitats, (ii) the regional dung beetle fauna and the distribution of species among the habitats and (iii) the density of beetles in natural droppings and the evenness of assemblages. High diversity, high species density in droppings and high evenness were observed in grazed shrubland, whereas fewer species were observed in deer lumps. Our results clearly showed that, while wild ungulates manure is not enough to ensure the conservation of the regional dung beetle species pool, the spatial habitat heterogeneity of grazed shrubland allows the local coexistence of numerous species. Consequently, one may expect that the conservation of European dung beetle fauna, especially Scarabaeinae and several long lifetime species, could be enhanced by extensive grazing.  相似文献

Sea turtles interact with a variety of fishing gears across their broad geographic distributions and ontogenetic habitat shifts. Cumulative assessments of multi-gear bycatch impacts on sea turtle populations are critical for coherent fisheries bycatch management, but such estimates are difficult to achieve, due to low fisheries observer effort, and a single-species, single-fishery management focus. We compiled the first cumulative estimates of sea turtle bycatch across fisheries of the United States between 1990 and 2007, before and after implementation of fisheries-specific bycatch mitigation measures. An annual mean of 346,500 turtle interactions was estimated to result in 71,000 annual deaths prior to establishment of bycatch mitigation measures in US fisheries. Current bycatch estimates (since implementation of mitigation measures) are ∼60% lower (137,800 interactions) and mortality estimates are ∼94% lower (4600 deaths) than pre-regulation estimates. The Southeast/Gulf of Mexico Shrimp Trawl fishery accounts for the overwhelming majority of sea turtle bycatch (up to 98%) in US fisheries, but estimates of bycatch in this fishery are fraught with high uncertainty due to lack of observer coverage. Our estimates represent minimum annual interactions and mortality because our methods were conservative and we could not analyze unobserved fisheries potentially interacting with sea turtles. Although considerable progress has been made in reducing sea turtle bycatch in US fisheries, management still needs improvement. We suggest that sea turtle bycatch limits be set across US fisheries, using an approach similar to the Potential Biological Removal algorithm mandated by the Marine Mammal Protection Act.  相似文献

Many commercially important fish species use coastal marine environments such as mangroves, tidal flats and seagrass beds as nurseries or breeding grounds. The ecological importance of spatially connected habitats to conservation is well established for terrestrial environments. However, few studies have applied spatial metrics, including measures of structural connectivity to marine environments. We examined the relationship between catch-per-unit-effort for commercially caught species and the spatial patterning of mapped benthic habitat types along the coast of Queensland, Australia in their dominant fisheries (trawl, line, net or pot fisheries). We quantified the composition and spatial configuration of seascapes and calculated coastline length, number of estuaries, river length and geographical latitude using 12 metrics within ninety 30-nautical-mile grid cells, which supported inshore fish catch data from 21 species groups. Multiple regression analysis and non-metric multidimensional scaling plots indicated that ecological linkages may exist between geomorphic coastal features and nearshore fisheries production for a number of species groups. Connectivity indices for mangroves, salt marsh and channels explained the largest proportion (30–70%), suggesting the importance of connected tidal wetlands for fisheries. Barramundi (Lates calcarifer) catch-per-unit-effort was best explained by the number of wetland patches, mangrove connectivity and wetland connectivity (r2 = 0.38, n = 28). Catch-per-unit-effort for the Gulf of Carpentaria was highly correlated with wetland connectivity, the number of estuaries and seagrass patch density (r = 0.57, n = 29). The findings could guide the spatial design of marine protected area networks to maintain ecosystem services and avoid potential disruption to connectivity caused by habitat removal or modification. Application of the same approach to analyses of finer spatial scales would enable catch information to be related to particular estuarine habitats and provide better understanding of the importance of habitat connectivity for fisheries.  相似文献

The emerging science and policy arena of marine ecosystem-based management is beset with the challenging question of how to assess the urgency of problems influencing different ecosystem components. In this paper, we introduce a synthetic and efficient framework to identify land- or sea-based activities that pose the greatest risk to valued members of marine ecosystems, including mammals, fishes, and invertebrates. Ecosystem-based risk is scored along two axes of information: the exposure of a population to an activity, and the sensitivity of the population to that activity, given a particular level of exposure. Risk is illustrated in a variety of ways, including two-dimensional contour plots and maps showing regional variation in risk. We apply this risk assessment framework to regional populations of indicator species in Puget Sound, WA, USA. This case study provides insight into how risk varies for particular activity–species combinations, and, because it is applied to indicator species, it also provides an estimate of how different activities influence risk to overall ecosystem structure and function. More generally, the risk assessment approach highlights the linkages between land-based activities and risk to marine species and can be used to evaluate the potential impacts of a diversity of human activities on coastal oceans. The framework is scalable, transparent, and repeatable and can be used now to facilitate the implementation of ecosystem-based management, including integrated ecosystem assessments and coastal and marine spatial planning.  相似文献

Marine protected areas (MPAs) are considered as an effective tool in marine coastal management, and considered able to enhance local fisheries through adult fish spillover. Indirect evidence of fish spillover could be obtained by horizontal gradients in fish abundance. To address this question, the existence of gradients of fish abundance and biomass across marine reserve boundaries was assessed in six Mediterranean MPAs using underwater visual censuses performed at various distances from the core of the MPA, in integral reserve (IR), to buffer zone (BZ) and fished areas. A reserve effect was evidenced with higher values of fish species richness (×1.1), abundance (×1.3), and biomass (×4.7) recorded inside MPAs compared to adjacent fished areas. Linear correlations revealed significant negative gradients in mean fish biomass in all the reserves studied after the effect of habitat had been removed, whereas negative gradients in abundance were less conspicuous. Generalized additive models suggested two main patterns of biomass gradients, with a sharp decrease at the IR-BZ boundary or at the BZ-fished area boundary. It was estimated that fish spillover beneficial to local fisheries occurred mostly at a small spatial scale (100s of metres). The existence of regular patterns of negative fish biomass gradients from within MPAs to fished areas was consistent with the hypothesis of adult fish biomass spillover processes from marine reserves and could be considered as a general pattern in this Mediterranean region.  相似文献

Marine protected areas (MPAs) are increasingly envisaged as a tool to manage coastal ecosystems and fisheries. Assessment of their performance with respect to management objectives is therefore important. A number of MPAs provided conservation benefits for fished species. Observed benefits do not apply to all species at all times, and responses to protection are also highly variable among fish taxa. Among the many empirical studies on marine reserves, only a few designs considered ‘before and after data’ and spatial variation. In this paper, we are interested in assessing the effect of a no-take reserve on the reef fish assemblage in a northwestern Mediterranean example. Data were obtained from a three-year survey using underwater visual censuses (UVC), before and after MPA establishment. Permutational multivariate analysis of variance (PERMANOVA) and multivariate regression trees (MRT) were used to evaluate the effects of reserve protection on the reef fish assemblage, while accounting for habitat. Modelled biological responses were abundances and diversity indices calculated at different levels of the assemblage. Significant effects were found for many of these metrics. In addition to PERMANOVA, univariate models provided more insight into the magnitude and direction of effects. The most sensitive metrics were related to large species and species targeted by fishing. These results may be used to choose the metrics that are more suitable as community-based indicators of MPA impact in the perspective of monitoring programs.  相似文献

The concentration of over 25,000 ungulates inside Ngorongoro Crater on a 250 km2 patch of the African plains was a major reason for designating the Ngorongoro Conservation Area as a World Heritage Site in 1979. As one of East Africa’s premier tourist attractions, it is also a major source of foreign exchange for Tanzania. This paper reports the decline of populations of wildebeest, Thomson’s and Grant’s gazelles since the mid-1980s and the rise to dominance of the buffalo, the results of research carried out from 1996 to 2000 on the Crater ungulates, and discusses natural and anthropogenic factors that may be linked to the population changes.Samples comparing young:adult female ratios in Ngorongoro and Serengeti populations indicated higher survival rates of Crater wildebeest and zebra young, and lower survival rates of Thomson’s gazelle. The possibility that predation by lions and spotted hyenas was responsible for reductions in the ungulate populations is belied by corresponding declines in the number of predators.Further research in the Ngorongoro Conservation Area is urgently needed to increase understanding of this complex ecosystem and promote effective stewardship, not only of Ngorongoro Crater but of the Serengeti ecosystem, of which the NCA is an integral part, comprising an International Biosphere Reserve. Our recommendations include establishment of a scientific advisory board and a research center that would attract and accommodate Tanzanian and foreign scientists.  相似文献

Changes in biodiversity may disrupt the ecological functions performed by species assemblages. Hence, we urgently need to examine the implications of biodiversity loss not only in terms of species conservation but also in terms of sustainability of ecosystem services. The ability of protected areas to maintain local species richness has been clearly demonstrated. However, preserving goods and services provided by ecosystems requires not only the conservation of species richness but also the conservation of the most ‘original’ species, i.e. the ones with the highest average rarity of their attributes which are likely to perform some unique functions in ecosystems. We proposed a new conservation of biological originality (CBO) index as well as associated randomization tests to quantify the ability of protected areas to maintain viable populations for the most original species. As an application, we used long-term fisheries data collected in the Bonifacio Strait Natural Reserve (BSNR) to determine the species which benefited from the protection reinforcement in 1999. We also estimated a set of 14 ecomorphological functional traits on the 37 fish species caught in the BSNR and we obtained a functional originality value for each species. As a result, we found that functional originality was significantly protected in the fish assemblage of the BSNR: species with the most original functional trait combinations became more abundant after 1999. Our finding suggests that protecting most original species is an insurance against functional diversity erosion in the BSNR. More generally, our new index can be used to test whether protected areas may protect preferentially the most original species and whether restorative management promotes the reestablishment of the most original species with particular habitat requirements.  相似文献

葡萄园文化遗产是《世界遗产名录》中数量最多的一类农业文化遗产.基于《世界遗产名录》中葡萄园文化遗产的有关信息,对世界葡萄园文化遗产的地理分布特征及其成因进行研究.结果表明:葡萄园文化遗产的入选时间跨度较小,其数量随着时间的变化呈阶段性递增趋势,2000-2005年是葡萄园文化景观入选《世界遗产名录》最为集中的阶段;葡萄园文化遗产的空间分布呈组团状,但分布不均衡,主要以欧洲国家居多;葡萄园文化遗产的地理分布受生态因子、国家经济发展水平和对遗产的重视与保护程度、世界遗产评选的政策导向和行动等因素的影响.中国传统生态农业模式类型多样,潜在的文化价值巨大,借助“全球重要农业文化遗产”保护项目的平台,我国应该在全国范围内加快开展农业文化遗产的普查与价值挖掘工作,促进农业文化遗产地的生物-文化多样性的保护和经济社会的可持续发展,为申报世界遗产做好必要的准备工作.  相似文献
