This study analyzes the evolution of China’s regional inequalities during the reform period of 1978–1998 based on three geographical scales, both output and livelihood indicators of economic well‐being and three measures of inequality. The results indicate that interprovincial and regional inequalities declined between 1978 and 1990, but have widened steadily since 1990. Urban‐rural disparity diminished before 1984, then experienced a decade‐long surge afterwards to peak in 1994 at a much higher level and since 1994, it has been declining again. The levels of regional inequalities in China appear to be sensitive to changes in government development strategies and regional policies. Differential growth of the provincial economies shaped by the coast‐oriented and urban‐biased development strategies as well as selective open‐door policy implemented by the Chinese government after the reform is the key to understanding the wax and wane in China’s regional inequalities. This paper discusses the factors that account for the changing regional inequalities in post‐reform China and argues that government policies are likely to continue to influence the future trajectories of inequality change.  相似文献

The Minimal Living Standard Allowance System (MLSAS), established by the Chinese central government in the late 1990s, was intended to provide basic needs for urban and rural low-income populations. Although the subsidy standards of MLSAS have increased rapidly over the years, its distributions in time and space were found imbalanced. Using the per capita subsidy income (PCSI) data of 338 Chinese cities from 2008 to 2016, this study quantified the spatiotemporal patterns of the urban-rural gap and regional differences of MLSAS throughout China and identified the major influential socioeconomic factors of the observed patterns. The results showed that the PCSI of China's low-income populations increased rapidly but with large variations between urban and rural residents and between geographic regions. The PCSI in rural areas was much lower than that in urban areas, whereas the Gini coefficient of PCSI in urban areas was lower than that in rural areas, indicating the allowance from MLSAS was more unequal among rural residents. Additionally, the higher PCSI was concentrated mainly in three urban agglomerations in eastern China. Most cities in central and western China lagged in terms of PCSI. Correlation analysis between PCSI and socioeconomic factors indicated that the income and GDP per capita were the most important influencing factors. With a better understanding of the overall situation of the urban-rural gap and regional differences in implementing MLSAS, the current study should help improve the subsistence subsidy policies in China.  相似文献

Facilitating entrepreneurship to address regional income disparity continues to be a major concern of policy makers across the globe. This study explores the temporal pattern of income disparity for Canadian provinces in two estimation steps. First, an econometric growth regression model is applied to identify the impact of entrepreneurship on regional economic growth. The estimation results suggest that entrepreneurship, measured in terms of the self‐employment rate, plays a pivotal role in determining regional development in Canada. Second, a dynamic vector autoregression model is employed to simulate long‐run regional growth effects that result from policy shocks affecting entrepreneurship. Compared to other growth drivers, entrepreneurship is found to have more pronounced and long‐term stimulative effects on regional development for the period of 1987–2007.  相似文献

Utilizing Chinese data for the years of 1998, 2000, 2005, and 2008, this research traces the growth of the creative economy and the enlarging income inequality in China's urban economy. While the creative sector now makes up close to 30 percent of China's urban private employment, industry‐based earnings disparity has also increased substantively. Provinces with larger creative economy also tend to have higher level of wage inequality among workers of the creative sector, the working sector, and the service sector. Several other factors, especially internal migration flow, size of manufacturing, and ownership structure in local economy, are found to be significantly linked to inequality as well.  相似文献

Despite high economic growth over the past 30 years, China's substantial and persistent regional disparities have been the subject of continuing concern to policy makers, as well as the target of a wide variety of policies. An important issue in the policy debate about whether and how best to attack these disparities is whether measures designed to improve regional equality come at a cost to national development, i.e., whether there is a trade‐off between the level of national output and the equality of its distribution across the regions. There is little analysis of this issue in the literature. We help fill this gap by setting up a two‐region model designed to capture some of the salient features of the Chinese economy. We subject this model to a number of policy shocks and assess the effects on regional disparities in per capita output, on the one hand, and on aggregate output on the other to investigate the trade‐off. We also consider income and welfare as alternatives to output. We find, first, that disparities in per capita output, income, and welfare may move in different directions so that it is important to specify which disparity is being targeted. Second, since both disparities and aggregate outcomes are endogenous, how they move together depends on the nature of the shock driving the model. Thus, some policies designed to reduce disparities face a trade‐off and others do not. Only a reduction in internal migration restrictions unambiguously reduces all three disparity measures and increases aggregate output, income, and welfare. All other policies considered face a trade‐off in at least one dimension. Third, whether there is a trade‐off depends also on the time horizon—some policies face a trade‐off in the short run and not in the long run and vice versa.  相似文献

This study examines energy choice, consumption pattern and household energy expenditure in Khyber Pakhtunkhwa (KPK) using the Linear Approximate Almost Ideal Demand System (LA‐AIDS). The study used micro‐level data to estimate the price and expenditure elasticities by employing (SUR) methodology. Empirical findings showed that energy choice, consumption patterns, and demand are different for urban‐rural households in the province. Each household living in KPK spent 1838.81 Rupees (9.92%) on energy purchases out of its total average monthly expenditure of Rs. 18,542.79. Compared to urban households, households living in rural areas spend more on energy consumption in a proportionate manner. The expenditure elasticities estimated for all energy sources are positive and statistically significant. Furthermore, the result showed that expenditure elasticities estimated for urban and rural households are less than one, suggesting that all the sources of energy are necessities. Natural gas and electricity are the main energy sources for urban households, while firewood and electricity are key energy sources for rural households in the province. The study suggested that rural households need to switch from conventional energy sources to modern and renewable energy sources, which would reduce the cost of energy use.  相似文献

This paper examines the degree to which creative industries stimulate regional productivity growth in a developing country, Indonesia. The Indonesian government promotes long‐established “traditional” craft businesses as creative industries, but they pay less attention to new knowledge creation and focus on highlighting heritage values as selling points. Our findings show that the “real” creative industries are still scarce and found mostly in fairly advanced urban regions. These industries are more likely to be an indicator than a driver of regional economic development. Meanwhile, those traditional businesses are much larger than creative industries and potentially contribute to regional productivity through consumption activities, thereby requiring different policy strategies.  相似文献

Uneven development has long been a critical issue in geography and urban studies, leading to economically inefficient urbanization, environmentally unbalanced regions, and socially unequal livelihoods. As one result, primate cities and urban primacy form within a hierarchical urban system, to which urban and regional planning must positively respond. It is worth noting that Thailand has experienced a number of important urbanization issues related to developing countries, such as semicolonialism and internal colonialism. This study aims to investigate regional uneven development based on primacy theory and the rank‐size rule, which are common in most Asian and developing countries. We examined the urbanization processes in Thailand, from 2000 to 2015, by looking at factors of population, GDP, land use, transportation networks, and nighttime light, which provide very recent regional development patterns. The second set of analyses explained the degree of primacy among different provinces and their ranking hierarchies. By presenting the persistent disparities of contemporary urbanization in Thailand and exploring its driving forces, this study offers insights into planning and policy and underscores the importance of regional coordinated development for achieving sustainable urbanization in Southeast Asian countries.  相似文献

Labor market areas (LMAs) have long been a staple of regional and urban analysis. As commuting patterns have expanded over time, these areas have become larger and more complex, and the dichotomous designation of a county either belonging to an LMA or not may no longer be adequate. We apply recent advances in network science to conduct a more refined analysis of U.S. commuting patterns, and examine their effects on local economic growth. Results show that network degree and entropy measures explain variations in county per capita income growth patterns. Higher in‐ and out‐commuting entropies are associated with lower per capita income growth, but their interaction enhances economic growth in places simultaneously open to both in‐ and out‐commuters. Using these results, common ground may be found for creating new forms of regional governance that better reflect local realities of cross‐county border flows of workers and economic activity.  相似文献

Decreasing spatial transaction and trade costs have given rise to growing economic specialization of cities. While most studies focus on industries as the primary manifestation of urban specialization, a growing body of literature examines occupational functions, i.e., activities and tasks performed within a given industry or firm. This paper explores how the two dimensions (industries and functions) interact across the urban system and their relative importance over time. Is there a trend toward increasing functional specialization in the Canadian urban system? How much of this phenomenon is attributable to spatial shifts in regional industrial structures as opposed to spatial divisions within industries? The paper uses a unique data set drawn from Statistics Canada Census microdata files between 1971 and 2006. Based on the employed population, the data are spatially organized and cross‐tabulated over industries and occupational groups. A decomposition methodology is used to compare the relative weights of industry and regional (functional) effects in accounting for the changing spatial division of functions across Canadian urban areas. Clear patterns of increasing functional specialization are found within the Canadian urban system. Regional effects are generally greater than industry effects, suggesting that spatial divisions of functions (spatial shifts within industries) are progressing more rapidly than regional shifts in industrial structure.  相似文献

The bid-rent curve has long been recognized as a persistent law in urban and regional studies. We challenge this orthodox theory by highlighting two limitations in demystifying patterns of urban land redevelopment and rural land use utility in transitional China. Empirical evidence shows that distance still matters to both urban and rural land use transition. However, the property-oriented and scale-sensitive functional structure of redevelopment is not exactly what Alonso suggested. The temptation of urbanization, coupled with the resistance of rural revitalization, results in an inverted bid-rent curve in terms of the utilization of rural housing land. The dual-track nature of both urban–rural household registration (hukou) and land use systems contributes a lot for these unconventional findings. We can therefore summarize that transition of land use in both urban and rural China is largely institutionally driven, and the Chinese government is the dominant agent of creating a unique trajectory of spatial restructuring.  相似文献

This paper examines the vertical and horizontal dimensions of human capital across regions within the U.S., ranging from densely populated city centers to isolated and sparsely populated rural areas. To do so, we classify detailed geographic areas into categories along the entire urban–rural hierarchy. An occupation‐based cluster analysis is then used to complement the conventional measure of human capital, based on college attainment, by measuring the types of skills available in the regional workforce. We find that differences in human capital across the urban–rural hierarchy are related to both the types of work performed in urban and rural areas and that a higher share of college‐educated workers is present in urban areas regardless of the skills typically required to perform the job.  相似文献

Land‐use and ‐cover change is a topic of increasing concern as interest in forest and agricultural land preservation grows. Urban and residential land use is quickly replacing extractive land use in southern Indiana. The interaction between land quality and urban growth pressures is also causing secondary forest growth and forest clearing to occur jointly in a complex spatial pattern. It is argued that similar processes fuel the abandonment of agricultural land leading to private forest regrowth, changes in topography and land quality, and declining real farm product prices. However, the impact of urban growth and development on forests depends more strongly on changes in both the residential housing and labor markets. Using location quotient analysis of aggregate employment patterns, and the relationship between regional labor market changes, the extent of private forest cover was examined from 1967 to 1998. Then an econometric model of land‐use shares in forty southern Indiana counties was developed based on the net benefits to agriculture, forestland, and urban uses. To test the need to control explicitly for changes in residential demand and regional economic structure, a series of nested models was estimated. Some evidence was found that changing agricultural profitability is leading to private forest regrowth. It was also uncovered that the ratio of urban to forest land uses is better explained by incorporating measures of residential land value and industrial concentration than simply considering population density alone.  相似文献

为缩小城乡居民消费结构差距,提高城乡居民消费水平和消费质量,本研究基于城乡视角,利用1993—2013 年间《河南省统计年鉴》数据,首先分析河南省城乡居民消费结构的变动情况及其差异,然后应用ELES模型,对城乡居民消费结构进行了静态分析。结果表明:1993—2013 年间河南省城乡居民食品、衣着、居住、家庭设备、医疗保健、交通通信、文教娱乐、杂项八大类消费品中,城镇居民消费水平明显高于农村居民,结构变化明显,城镇居民的消费结构优于农村居民,城镇居民整体消费欲望强于农村居民。受收入水平的影响,城乡居民消费结构中食品支出仍居于重要位置。农村居民各类需求的收入弹性均小于城镇居民,映射出农村居民低水平消费的基本态势。住房成为农村居民高度关注的重大消费项目,依然为生存型消费;而城镇居民较为关注的是交通通信、杂项和家庭设备,属于发展型与享受型消费。受消费品价格的影响,城镇居民杂项支出与农村居民居住支出变化较为剧烈,城乡居民消费次序存在一定的差异。因此,提升居民购买力、引导购买意愿、优化购买环境是缩小河南省城乡居民消费结构差异的主要路径。  相似文献

Urbanization represents a challenge for plans aimed at controlling urban expansion and protecting farmland, such as the land use master plan (LUMP) instituted by the Chinese national government. This paper studies the effectiveness of such top–down plans under the authoritarian regime through the case study of Nanjing. In contrast to previous studies that compare actual and planned land‐use maps, we compare actual and planned land‐use patterns. We use land‐use change data to examine spatio‐temporal land‐use change between the years 1997 and 2014. The results indicate that the actual amount of urban‐rural built‐up land exceeded planned regulatory amount by 50,185 ha and the total farmland was 70,541 ha less than the target outlined in the LUMP (1997–2010). Based on these results, and the fact that the allowed total urban‐rural built‐up land had already been surpassed in 2014, it is to be expected that the target of farmland protection outlined in the LUMP (2006–2020) will be broken, signaling the ineffectiveness of the plan to control urban expansion and protect farmland. Plan‐led developments (e.g., new towns, development zones) and market forces (e.g., housing market, foreign direct investment) explain these developments. This study indicates that when cities embrace “growth‐led” development and entrepreneurial governance, the ability of plans to control urban expansion and protect farmland is severely limited.  相似文献

This paper introduces a new way of decomposing regional inequality. It divides the Beijing–Tianjin–Hebei metropolitan region into three sets of districts in terms of the urban–rural resource flows: urban, peri‐urban, and peripheral areas. Unlike the administrative divisions, these three sets of districts show how resource flows and agglomerates at the regional level. The paper decomposes regional inequality according to the three sets of districts. The paper's findings show that regional inequality decreased between 1990 and 1994, after which it remained steady. The study, for the first time, brings peri‐urban areas into a regional decomposition analysis, and contributes to the understanding of urban–rural resource flows and inequality changes at the regional level.  相似文献

This paper offers an economic‐geographical interpretation of the role of transnational corporations (TNCs) in urban and regional development that is grounded in Dunning and Lundan's (2008 ) Multinational Enterprises and the Global Economy. I argue that TNCs and their activity are indisputably one of the keys to understanding urban and regional development in today's globalizing world economy. To support this perspective, I will deploy the recently developed analytical framework of global production networks (GPNs) to unpack the complex and mutually dependent relationships between TNCs and urban and regional development. The paper first provides a critique of several recent influential theories of urban and regional growth and identifies the omitted components in such important actors as TNCs. It then offers an analysis of TNCs as key agents of urban and regional development on the basis of ideas on TNC strategies, networks, and regional institutions expressed in Multinational Enterprises. Finally, I draw upon a relational view of TNCs in GPNs to illustrate how urban and regional development is increasingly a “globalizing” phenomenon. Situated in recent work in economic geography, I elaborate on the concept of strategic coupling as an interfacing mechanism bringing together TNCs and development at the urban and regional scales.  相似文献

Abstract: Asia‐Pacific cities are experiencing substantial environmental problems, which require innovative policy approaches. One newly emergent policy strand is that of ‘sustainable consumption’. This approach aims to reduce environmental degradation by encouraging all consumers to adopt more environmentally friendly modes of behaviour, especially those living in congested and environmentally degraded urban areas. Although a promising initiative, significant conceptual and practical problems exist with sustainable consumption's current policy framework. However, rather than abandon the idea completely, consumption should become central to researching environmental issues in Asia‐Pacific cities. Here, a ‘political ecology’ approach frames all forms of consumption as revealing political, economic and cultural practices and modes of distributions that give rise to current unsustainable outcomes. Through in‐depth examinations of current forms of consumption, this approach aims to offer a challenging perspective for future research into Asia‐Pacific urban environmental problems.  相似文献

While suburban areas have been typically related with urban sprawl, low density, cheap land price and low‐end manufacturing industries, relatively little attention has been paid to the spatial organization of innovation in suburban areas. In some Chinese cities, development zones (kai fa qu) in their suburban areas which are generally regarded as major spaces for traditional manufacturing industries have been transforming into spaces for innovation. This paper provides a case study of Nanjing, the capital of Jiangsu province in Eastern China by investigating and explaining the learning and innovation processes in suburban development zones. Drawing upon a unique database on 733 state‐certified high‐tech firms in Nanjing from 2008 to 2012 which contains detailed information on their addresses and number of patents, we observe strong spatial disparity in the distribution of innovation. Suburban districts of Nanjing where its three national‐level development zones and many provincial‐level development zones are located have become major spaces for innovation of the city. The planning of industrial clusters in development zones, the place‐based investment in the suburbs, and the suburbanization of universities are three major mechanisms behind the learning and innovation processes in Nanjing’s suburban development zones.  相似文献

The Republic of Kiribati is a small, highly infertile Pacific Island nation and is one of the most challenging locations to attempt to support dense urban populations. Kiribati, like other nations in the Pacific, faces an urban future where food insecurity, unemployment, waste management and malnutrition will become increasing issues. Homegardening is suggested as one way to address many of these problems. However, the most recent study on agriculture production in urban centres in Kiribati shows that, in general, intensive cultivation of homegardens is not a common practice. This disparity between theory and practice creates an opportunity to re‐examine homegardening in Kiribati and, more broadly, in the Pacific. This paper examines the practice of homegardening in urban centres in Kiribati and explores reasons why change has or has not occurred through interviews with homegardeners and government/donor representatives. Results show that homegardening has increased significantly in the past five years, largely because of the promotion of homegardens and organic composting systems by donor organisations. While findings further endorse homegardening as an excellent theoretical solution to many of the problems that confront urban settlements in Kiribati and the Pacific, it raises additional questions regarding the continuation of homegarden schemes beyond donor support programmes.  相似文献
