Concerns about farm animal welfare vary among individuals and societies. As people increasingly consider the values underlying current farm animal production methods, farm animal welfare policy debates have escalated. Recent food animal protection policies enacted in the European Union have fueled highly contentious discussions about the need for similar legislative activity in the United States. Policymakers and scientists in the United States are apprehensive about the scientific assessment, validation, and monitoring of animal welfare, as well as the unforeseen consequences of moving too hastily toward legislating farm animal welfare. The potential impact of such legislation on producers, food prices, animals, and concerned citizens must also be considered. Balancing the interests of all stakeholders has therefore presented a considerable challenge that has stymied US policymaking. In this review, we examine the roles of ethics and science in policy decisions, discuss how scientific knowledge relative to animal behavior has been incorporated into animal welfare policy, and identify opportunities for additional refinement of animal welfare science that may facilitate ethical and policy decisions about animal care.  相似文献

Consistency of assessment is essential to the farm assurance process. This study evaluated the inter-observer reliability of 31 farm assurance assessors, six veterinarians and four researchers for five pig welfare outcome measures proposed for inclusion into the UK pig farm assurance schemes. These were (1) tail lesions, (2) body lesions, (3) lameness, (4) pigs requiring hospitalisation and (5) oral behaviour. The following inter-observer reliability testing methods against a gold standard Trainer were used: a comparison of farm prevalence and the numbers of affected pigs in each pen identified by observers, Cohen's kappa (κ), Kendall's W, proportional agreement, sensitivity, and specificity. All measures achieved potentially high levels of inter-observer reliability and it was concluded that none should be excluded from farm assurance at this stage. However, across all the measures, 45% of observers did not record an overall farm prevalence 'close' to that of the gold standard Trainer. With the level of training and testing that took place in this study there would be a danger of significant bias occurring in a national assessment scheme. The data collected enabled some comparison of the methods used to assess inter-observer reliability. It is suggested that when the aim is to achieve agreement between observers on the overall farm prevalence the inter-observer reliability testing should focus on the closeness of the overall farm prevalence recorded by observers, but that other types of analysis may be helpful during training.  相似文献

An overview of the current European legislation concerning animal welfare is given. The legal requirements concern the housing and care of production animals (poultry, calves and swine), the transport of animals and the killing of animals (not only in slaughterhouses, but also in case of contagious animal disease outbreaks). General information concerning the principles and contents of European pieces of legislation as well as detailed information concerning requirements for individual animal species is given. Furthermore, other elements concerning animal welfare such as castration of piglets, ritual slaughter and animals used for experimental purposes are also reviewed. Finally, some recent initiatives in the field of animal welfare are mentioned and useful links are provided for finding the various legislative acts and additional supportive information.  相似文献

Animal welfare is of increasing importance for the European Community, which is reinforced by the Protocol to the EC Treaty on protection and welfare of animals. Animal welfare is being accorded an increasingly important role in today's civil society. Within the EU, this has been enshrined within the specific “Protocol on Protection and Welfare of Animals” annexed to the EC Treaty, obliging Member States and the EU Institutions to pay full regard to the welfare of animals when formulating and implementing Community legislation. There is a growing body of EU legislation on this issue, founded on sound scientific principles (including the role of EFSA in providing independent scientific advice), taking account of public concerns, stakeholder input and possible socio-economic implications. Recent CAP reforms also testify to animal welfare's growing stature in policy-making, with the introduction of the principle of cross-compliance regarding eligibility for direct payments and additional financial incentives for producers to achieve higher standards. Animal welfare is being increasingly perceived as an integral element of overall food quality, having important knock-on effects on animal health and food safety. On a worldwide level, the OIE (World Organisation for Animal Health) has embarked on an initiative to develop global animal welfare guidelines and standards mandated by 167 member countries and the issue remains on the agenda for future WTO negotiations. Consumers demand higher standards of animal protection and it is incumbent upon policy-makers and legislators to respond accordingly.  相似文献

Animals in the wild are facing a wide variety of challenges and ever-changing environmental stimuli. For successful coping, animals use both innate behavioural programs and their cognitive skills. In contrast, zoo- and farm animals have to cope with restricted husbandry conditions, which offer only few opportunities to adequately satisfy their various needs. Consequences could be sensory and cognitive underchallenge that can cause boredom and frustration as well as behavioural disturbances. Initially intended for improvement of management and husbandry, different forms of operant behavioural training have been applied firstly in zoo- and later also in farm animals. It has been suggested that successful coping with appropriate cognitive challenges is a source of positive emotions and may lead to improved welfare. Under the term cognitive enrichment, new approaches have been developed to integrate cognitive challenges into the housing of zoo- and farm animals. The present article reviews actual research in the field. Previous results indicate that, beyond improvement of management and handling routines, such approaches can positively affect animal behaviour and welfare. The combination of explorative and appetitive behaviour with successful learning improves environmental predictability and controllability for the animals, activates reward-related brain systems and can directly affect emotional processes of appraisal. For practical implementation in farm animal husbandry, it sounds promising to link individual access to e.g. automated feeders or milking systems with previously conditioned stimuli and/or discriminatory learning tasks. First experimental approaches in pigs, dwarf goats and cattle are available and will be discussed in the present article.  相似文献

OBJECTIVE: To provide an integrated view of relationships between assessment of animal welfare. societal expectations regarding animal welfare standards, the need for regulation, and two ethical strategies for promoting animal welfare, emphasising farm animals. APPROACH: Ideas in relevant papers and key insights were outlined and illustrated, where appropriate, by New Zealand experience with different facets of the welfare management of farm animals. CONCLUSIONS: An animal's welfare is good when its nutritional, environmental, health, behavioural and mental needs are met. Compromise may occur in one or more of these areas and is assessed by scientifically-informed best judgement using parameters validated by directed research and objective analysis in clinical and practical settings. There is a wide range of perceptions of what constitutes good and bad welfare in society, so that animal welfare standards cannot be left to individual preferences to determine. Rather, the promotion of animal welfare is seen as requiring central regulation, but managed in a way that allows for adjustments based on new scientific knowledge of animals' needs and changing societal perceptions of what is acceptable and unacceptable treatment of animals. Concepts of 'minimal welfare', representing the threshold of cruelty, and 'acceptable welfare', representing higher, more acceptable standards than those that merely avoid cruelty, are outlined. They are relevant to economic analyses, which deal with determinants of animal welfare standards based on financial costs and the desire of the public to feel broadly comfortable about the treatment of the animals that are used to serve their needs. Ethical strategies for promoting animal welfare can be divided broadly into the 'gold standard' approach and the 'incremental improvement' approach. The first defines the ideal that is to be required in a particular situation and will accept nothing less than that ideal, whereas the second aims to improve welfare in a step-wise fashion by setting a series of achievable goals, seeing each small advance as worthwhile progress towards the same ideal. 'Incremental improvement' is preferred. This also has application in veterinary practice where the professional commitment to maintain good welfare standards may at times conflict with financial constraints experienced by clients.  相似文献

Abstract

AIMS: To ascertain the levels of awareness of legislation governing the welfare of cats, and provision of basic care, including vaccination, by cat-owners within two locations in New Zealand. To assess the ability of respondents to differentiate between the terms ‘stray’ and ‘feral’.

METHODS: A face-to-face questionnaire, consisting of 12 questions in three sections, was distributed by volunteers within Auckland (n=255) and Kaitaia (n=99) to gather information pertinent to the study's aims. Section 1 covered respondents’ personal details; Section 2, ownership and care of cats, including whether or not the cats were vaccinated against feline immunodeficiency virus (FIV) and feline leukaemia virus (FeLV); and Section 3, awareness of legislation and differences between the terms ‘stray’ and ‘feral’.

RESULTS: Overall, fewer than half of respondents were aware of the animal welfare legislation within New Zealand or the semantic differences between the terms ‘stray’ and ‘feral’ as they appear in the dictionary. Respondents ≥41 years old, and individuals employed in the animal-related sector, were significantly more likely to be aware of the legislation and make the correct distinction between the terms compared with those aged ≤40, and those working in a non-animal-related profession.

A significantly greater percentage of cat-owners (42%) provided care for cats they did not own compared with non-owners (26%). Results also indicated a large majority of cat-owners may consider standard annual vaccinations to include vaccination against FIV and FeLV.

CONCLUSION: Dissemination of information about animal welfare legislation is important for the care of cats within New Zealand, and the definitions of the terms ‘stray’ and ‘feral’ need to be more clearly stated in order to prevent confusion. This is especially important when cats may be controlled using lethal measures under different legislative precedents that are not necessarily consistent with one another.

CLINICAL RELEVANCE: Veterinary clinics may act as a primary source for the dissemination of information about relevant welfare acts as well as preventative health care, thus improving the welfare of cats. Cat-owners need to be better educated about the diseases covered by annual vaccination.  相似文献

A survey to measure attitudes toward farm animal welfare was developed. We targeted animal science faculty because of their influence on animal production in the United States. We initially interviewed 34 faculty members from a large Midwestern public university to assist with questionnaire development. After our written survey was developed, we pilot-tested our questionnaire at this same university. Thereafter, we sent an e-mail advance notice, first survey, and follow-up survey/thank-you to the national population of animal science faculty members. With an n = 446 (response rate = 45%), we observed the following: 51% (for layer birds), 58% (for meat birds), 66% (for swine), 84% (for dairy), 86% (for sheep), and 87% (for beef) of our respondents agreed that the predominant methods used to produce various types of animal products provided appropriate levels of animal welfare. Our findings showed that greater than 90% of respondents support general principles of animal welfare, such as keeping animals free from unnecessary fear and distress. However, specific practices that have been shown to elicit distress (e.g., castration without anesthetic) were deemed a concern by only 32% of the respondents. Various industry practices/outcomes were assessed for level of concern and varied from a high of 83% of respondents agreeing that flooring effects on lameness in intensively farmed animals are a concern, to a low of 16% agreeing that early weaning in pigs is a concern. Summed attitude scores showed significant relationships with the demographic variables of gender (P < 0.01) and political ideology (P < 0.01), with women and those holding more liberal political views being more concerned about farm animal welfare issues. Gaining an awareness of various stakeholders' attitudes (e.g., animal scientists, veterinarians, producers, and consumers) toward farm animal welfare will assist animal welfare scientists in knowing which research topics to emphasize and, perhaps, where critical gaps in accessibility of knowledge exist.  相似文献
