The realisation that climate change might necessitate resettlement of people displaced initially raised interest in the experience of development‐forced displacement and resettlement (DFDR). Looking back, in 1980 the first international policy on involuntary resettlement was approved to address perceived weaknesses in state property and expropriation law to safeguard people in the way of development projects. Since then international policy and praxis have brought global attention to developmentally displaced people but have not guaranteed them an effective safeguard. Recently, renewed attention has focussed on state legal and governance frameworks substantively and procedurally. Identifying four key policy objectives that resonate with climate change displacement I analyse their treatment in a data base of DFDR laws and regulations from 40 Asia Pacific states. This analysis finds overall little legal congruence. Innovative new formulations in some Asian state laws address recent public criticisms and research findings, but mostly are yet to demonstrate positive outcomes for displaced people. Pacific states increasingly abandon expropriation law to negotiate lease terms for public infrastructure projects with customary landowners that do not extinguish customary title. Any laws governing climate change relocations must protect rights, livelihoods, well‐being, inclusive decision‐making and community initiatives with procedures whilst not relinquishing climate‐change‐reducing action.  相似文献

Abstract: The Millennium Development Goals (MDGs) are a set of international development targets agreed to by members of the United Nations in 2000. The goals aim to improve many of the dimensions of extreme poverty and are to be achieved by 2015. This paper provides an overview of the issues relevant to the achievement of the MDGs in the Asia‐Pacific region. The paper begins by discussing the critiques of the MDGs before assessing whether countries in the region are on track to achieve them. Issues relating to data availability and accuracy are discussed and the need to tailor the MDG targets to the special circumstances of some Asia‐Pacific countries is examined. The paper proceeds by discussing the role of international assistance via international foreign development aid and non‐governmental organisations in the achievement of the MDGs. The paper concludes with some policy implications for the international donor community.  相似文献

Abstract: Asia‐Pacific cities are experiencing substantial environmental problems, which require innovative policy approaches. One newly emergent policy strand is that of ‘sustainable consumption’. This approach aims to reduce environmental degradation by encouraging all consumers to adopt more environmentally friendly modes of behaviour, especially those living in congested and environmentally degraded urban areas. Although a promising initiative, significant conceptual and practical problems exist with sustainable consumption's current policy framework. However, rather than abandon the idea completely, consumption should become central to researching environmental issues in Asia‐Pacific cities. Here, a ‘political ecology’ approach frames all forms of consumption as revealing political, economic and cultural practices and modes of distributions that give rise to current unsustainable outcomes. Through in‐depth examinations of current forms of consumption, this approach aims to offer a challenging perspective for future research into Asia‐Pacific urban environmental problems.  相似文献

Abstract: Despite recent literature pointing to the need for a multidimensional approach to border processes, transport links across borders are usually uncritically associated with cross‐border ‘integration’. This paper focuses on examining the roles played by transport facilities in border processes. It uses case studies of three key transport links at the border between Singapore and Johor, Malaysia. As would conventionally be expected, enhancing these links was often seen in terms of the economic opportunities expected to arise from the easing of bottlenecks. However, the findings also reveal multiple roles for the transport links at this border, many of which cannot be enlisted in any simple conception of cross‐border integration, even when clear enhancement of the links is involved. These roles include: as ‘filters’ (or ‘valves’) used to encourage or discourage certain flows; as ‘gateways’ asserting territoriality; and as ‘bargaining chips’ in the bilateral relationship. A role as ‘collision points’ between policy regimes was also surprisingly important. However, contrary to usual expectations none of the transport links examined appear in the guise of ‘bridges’, contributing towards integrated governance. These findings highlight the complexity of border processes, and underline the contingent interactions between different dimensions of cross‐border processes sometimes simplistically conflated as ‘integration’.  相似文献

Abstract: As the Pacific Islands continue to urbanise, existing models of governance and planning are coming under greater pressure and scrutiny. Both the city council approach and the ‘good’ urban governance agenda of donors have weaknesses in the region, especially in dealing with peri‐urban settlements where the most rapid urban population growth is occurring. This is resulting in increased social discontent and conflict. This paper critiques the ways in which Pacific Island towns and cities are governed and calls for an approach which is more inclusive (and less hierarchical) and informed by concepts of citizenship and social justice. Indeed, policy makers will need to broaden their concepts and practices of governance if many Pacific cities are to be socially, politically, and envir‐onmentally sustainable. However, the political‐economy of urban development in the region is not proving conducive to consensus, with conflict a more likely outcome in the foreseeable future.  相似文献

Out of a total of 38 million people living with HIV/AIDS globally today, the Asia‐Pacific is home to about 7.4 million – a figure which constitutes a sharp rise to previous years. In absolute numbers, infections in Asia are projected to exceed African figures within a decade. This has largely to do with economic changes towards market‐based capitalism, widening socioeconomic disparities and increased levels of mobility (internal and cross‐border), as for instance in China and Indonesia. Overall, the epidemic in Asia has been described as more complex than in Africa involving a multiplicity of transmission modes. The case studies presented in the contributions to this special issue discuss the connections between issues of mobility, gender, (trans)nationalism and sexuality in understanding the HIV/AIDS challenge in the region. The various ways in meeting the challenges of HIV/AIDS in Southeast and East Asia are analysed, whereby non‐governmental and community‐based responses often emerge as more effective than state interventions.  相似文献

Addressing the multiple dimensions of gender inequality requires commitments by policy‐makers, practitioners and scholars to transformative practices. One challenge is to assemble a coherent conceptual framework from diverse knowledges and experiences. In this paper, we present a framework that emerged from our involvement in changing market culture in the Pacific, which we name a radical empowerment of women approach. We draw on detailed narratives from women market vendors and women‐led new initiatives in marketplaces to explain this approach. We argue that the primary focus of recently developed projects for marketplaces in the Pacific is technical and infrastructural, which is insufficient for addressing gendered political and economic causes of poor market management and oppressive conditions for women vendors. By exploring the complex array of motives and effects of the desire to transform or improve marketplaces in the Pacific, we caution against simplistic technical or infrastructural solutions. This paper also introduces the practice of working as a cooperative, hybrid research collaboration. The knowledges and analyses that we bring to this issue demonstrate that substantive analysis generated from diverse and shifting ‘locations’ and roles, but underpinned by a shared vision of, and commitment to, gender justice, can provide distinctive policy and research insights.  相似文献

Abstract: Although capitalism is now widely seen to be the world's only remaining form of political economy, most discussion of capitalism is vague regarding what it is and gives it little analytical importance. In this paper, I attempt to determine whether two more explicit conceptions of capitalism – those of Ellen Meiksins Wood and Hernando de Soto – can shed any light on the literature on rural smallholder commodity production in the Asia Pacific, and vice versa. I use the papers collected in this volume to analyse the relevance of ‘market dependence’ (Wood) and the various ‘mysteries of capital’ (de Soto) for agrarian relations in the Asia Pacific. The paper tries to point towards a definition of capitalism that distinguishes it from such related terms as commercialisation, markets, and globalisation.  相似文献

This paper explores cross‐border ethnic relations as an important socio‐economic strategy for the borderland Iban population in West Kalimantan, Indonesia. Iban seeking more lucrative wage work have long used their ethnic identity to facilitate circular labour migration across the international border into Sarawak, Malaysia, a strategy which has also compromised their claims to Indonesian citizenship. Drawing on long‐term field research among the West Kalimantan Iban, we examine the close interconnections among cross‐border labour migration, ethnicity, identity, and citizenship, and how this plays into contemporary issues related to Indonesian political and economic change.  相似文献

This article examines international migration in the Pacific and argues that there should be still greater opportunities for the people of Pacific countries to migrate between their home states and the developed states of the Pacific Rim. The case for borders that are more permeable to human migration is based in part on the common Pacific predicament of poor resource endowments, rapidly growing populations, depletion and degradation of existing resources, and threats posed by anthropogenic climate change. Coupled with this is a history of colonisation that has left some Pacific peoples with liberal access to economic opportunities in developed states by virtue of their citizenship or preferential visa status, while others have no such opportunities. Both New Zealand and the United States have been reasonably generous in facilitating migration from Polynesia and Micronesia. It is Australia that stands out as the Pacific neighbour with the greatest capacity to develop new migration streams. The seasonal worker scheme announced by the Australian Government in August 2008 takes a cautious but valuable step along this path, yet there is scope for further expanding Pacific access by broadening the geographical, temporal and material scope of existing migration arrangements.  相似文献

Abstract: Global flows of people and information in the Asia–Pacific region are creating new forms of place that stretch across national boundaries and rural–urban distinctions. These new mobile forms of place link long‐inhabited rural areas to cities, national centres, and to rural frontiers within the nation. Here, we describe new forms of place that are being produced by contemporary migration and economic change, using data from the Philippines and applying Appadurai's theorisation of translocality. Our analysis links these flows of overseas migrants to concomitant processes of economic change, migration and new rural livelihoods. We outline changing practices of place within the Philippines, exploring ways that transnational migration can articulate with apparently ‘local’ development and the flow‐on effects from migration on the spatial patterns of rural livelihoods.  相似文献

New Zealand's external orientations during the 1990s expanded under conditions of enhanced globalisation and interdependence. Increased external activity heightened the necessity for independent assessment, strong global citizenship credentials, and active multilateralism. This served trade diversification, consolidated the anti‐nuclear policy, and helped to support international law, human rights, and environmental policy objectives. Commonwealth and United Nations membership was utilised to advance these objectives. Relations with Australia attained added institutionalisation, but efforts to forge closer relations with Asia delivered results subject to global economic vicissitudes and reluctance by the United States and Japan to commit to multilateral problem solving. Relations with the South Pacific encountered growing governance, resource management and equity challenges, although New Zealand contributed significantly towards a resolution of a decade of conflict on Bougainville. The public dimension of New Zealand's foreign relations expanded as officials developed increasingly diverse routines of dialogue with local non‐governmental interests.  相似文献

We suggest the value of considering Pacific Latin America and the South Pacific in relationship to each other in contexts of climate change and investment in extractive industry. The paper explores the interactions between extractive industry, climate change and environmental governance through the lenses of double exposure, double movements, resilience and risk. The first part of the paper addresses the nature and scope of investments in extractive industries in this ‘other Pacific’. The geography of these investments is changing the actual and perceived distribution of exposure and risk in the region. The nature of this risk is also being affected by climate change and its implications for the geographies of water and land‐use. Much of the contention surrounding extractive industries can be understood as conflicts over the unequal distribution of this risk, how to interpret its significance and the ways in which resilience might be enhanced to respond to it. The final section of the paper discusses the ways in which mining governance and governance for resilience converge and, on the basis of recent experiences in El Salvador, analyses the difficulties in governing extractive industry in a way that manages risk and builds resilience.  相似文献

In building Samoan academic researcher capacity in Samoa, we argue that there is a need to first establish the kind of researcher community advocated by Linda Tuhiwai Smith, and to do so through developing research tools, such as the talanoa and faafaletui, in partnership with researcher capacity‐building initiatives such as the applied postgraduate social and health research methods course (coded PUBX731‐HSA505) run by the Centre for International Health, University of Otago, in partnership with the National University of Samoa. This paper offers a commentary on the talanoa and faafaletui as Pacific research methodologies, and asks what its value might be for researchers in Samoa. It reflects on the learning experiences of staff and students of the applied social and health research methods course in relation to the talanoa and faafaletui as Pacific research methodologies or methods. It concludes that developing Pacific research and researcher capacity in Pacific Island countries, such as Samoa, must include opening up spaces within these communities to critically engage what is Pacific or Samoan or indigenous about these research tools, methods or methodologies, and how they might differ in form or substance from other methods or methodologies.  相似文献

Vietnamese ‘blue boats’ – small wooden‐hulled fishing boats – are now entering the territorial waters of Pacific Island countries and illegally catching high‐value species found on remote coastal reefs. Crossing several international boundaries and traversing a distance of over 5000 km, these intrusions have alarmed Oceanic countries, including Australia. Lacking administrative capacity as well as jurisdictional authority to effectively control the vast stretches of island coastlines individually, governments and intergovernmental bodies in the region have called for strengthened coordination of surveillance efforts while also pressuring Vietnam diplomatically. This paper reviews these latest developments and is the first to provide a focused assessment of the issue. Through the lens of Copenhagen School of securitisation theory, we analyse responses of national and regional actors and their portrayal in online media to understand how blue boats are constructed as a security threat within a narrative of maritime, food and human security. Arguably, Australia together with the Forum Fisheries Agency, who advise on the governance of offshore tuna resources, have so far acted most decisively – in a way that might see them extend their strategic role in the region. We propose a comprehensive empirical research agenda to better understand and manage this nascent, flammable and largely unpredictable inter‐regional phenomenon.  相似文献

Although economically interdependent, political rivalry between Japan and China have brought about the inability of the Association of Southeast Asian Nations Plus Three (APT) process to transform itself into an East Asia Summit (EAS) as originally envisioned. The existence of the APT and the EAS as two separate entities not only reflected the politico‐security rivalry between the two neighbours but more importantly affected the direction and progress of East Asian regionalism as a whole. Aiming to provide a historical account of the EAS process and examine Japan's role in the development of the EAS framework, this paper argues that Japan has put greater attention on the EAS and made numerous unilateral initiatives to develop it. While Japan does not seek ultimate power, it considers the EAS as an excellent opportunity to: (i) raise its influence in the region vis‐à‐vis China; (ii) elevate the status of the EAS in region‐building and (iii) check Chinese advances by fulfilling its long‐held policy of having other Asia Pacific countries, primarily Australia and New Zealand, join. Nevertheless, the decision to expand the EAS to include the USA and Russia will have some adverse effects on Japan's unilateral ambitions and the furtherance of regionalisation processes.  相似文献

Cyberjaya is one of a long line of aspiring science and technology parks in the Asia‐Pacific region that have attempted to create a successful technopole, and in doing so become the ‘Silicon Valley of Asia’. The paper attends to the place‐making strategies through which Cyberjaya was positioned as a new ‘global hub’ for information communication technology and multimedia industries, framed as an extremely ‘sticky place’ (Markusen, 1996). That is, a place within a global economic system where local skills, infrastructure and capital attracts and makes research and development and corporate headquarters reluctant to leave. The paper considers that despite considerable infrastructural investment and state‐led urban boosterism to ‘sell’ Cyberjaya to prospective investors, more than 10 years after its completion in 1999 the development has become little more than a zone of disconnected business process outsourcing industries comprising low value‐added outsourcing activities.  相似文献

Abstract: Education has increasingly come to be seen as a potent development tool, not least because the quality of the education system today affects a country's development for decades to come. The migration of teachers – both internationally by way of emigration and internally within countries – may adversely affect the quality of education especially in a country like Fiji with a limited human resource capacity. The emigration of workers, particularly of highly skilled workers who are endowed with high levels of human capital, has severe implications for a small country like Fiji. The emigration of teachers who are the largest professional group of migrants has led to the filling of vacancies by less experienced and junior teachers and is widely believed to have led to falling educational standards. In addition to international migration, there is substantial internal migration of teachers, mostly away from remote schools to urban areas. Rural schools find it particularly difficult to recruit and keep qualified and experienced personnel. In the process, rural areas have been drained of some of their best human resources. This article provides an overview of the scale of migration of secondary teachers from Fiji, raises development issues connected to the international and internal migration of teachers, describes policy responses that this migration has elicited and identifies areas requiring further research with a view to making policy recommendations as well as contributing to the literature on skilled migration in the Pacific.  相似文献

In the last 30 years international migration has been transformed from being of little or no significance in Asia to being of substantial economic, social, political and demographic importance. Two types of migration which have increased greatly in significance since the 1970s are international labour migration and refugee movements. Throughout most of the last two decades Asia has had more refugees than any other world region, although numbers have declined in the 1990s with the success of resettlement and repatriation programmes for Indochinese refugees. On the other hand, international labour migration has continued to increase in scale and importance, with the majority of workers moving between Asian countries in the 1990s, although the Middle East remains an important destination. It is argued that two elements, proliferating migrant social networks and the emergence of a vibrant immigration industry, have given a momentum to international migration which to some extent limits the power of nation states to control it. There is some concern among countries in the region that the increase in migration is creating excessive economic dependence upon the export of labour. Fears that migration threatens social cohesion depend upon the extent to which migrants settle permanently in destination areas.  相似文献
