This paper explores the influence over time of past policies on people’s attitudes towards the use of forestland in Bangladesh. The discourses of the attitudes of people were captured from the observed social tradition towards forest resources. Forests were reserved systematically and solely through the Forest Department. The conservation processes were not participatory, and rights and tenure were strictly controlled. People were socially excluded and alienated from the forest, and the socio-political factors stimulated negative attitudes among people. Forests were considered to be government property, and therefore managing forests was the responsibility of the government. People only used forest resources to meet their own requirements, either with formal permission or illegally. This situation continued even after the independence of Bangladesh in 1971. As a result, the forests of Bangladesh have been degraded heavily in recent decades.  相似文献

Currently, many researchers argue in favor of decentralization, as it facilitates more locally based and innovative forest policy. However, many local government administrations, especially those of municipalities, lack sufficient resources to function efficiently under a decentralized regime. There is an urgent need to reassess administrative systems that can handle both decentralization and responsible administration. In this paper, resource management systems are evaluated in terms of comprehensiveness of resource management, professionalism of resource management, and public participation, by means of a comparative study of the New Zealand and Finnish systems. Finland has the advantage of nurturing and retaining experts, as a result of having specialized local organizations formed by the central government ministries. However, in Finland, it is difficult to achieve comprehensiveness and public participation, because such complex coordination is required among the vertically divided administrative organizations and between the national and local governments. In contrast, comprehensiveness and public participation are easily achieved in New Zealand because local governments are responsible for almost all resource management. However, its small-scale local governments, in particular, have serious difficulty in obtaining the services of experts. There are many lessons to learn from New Zealand about using public participation to achieve comprehensive resource management by local governments. At the same time, the effectiveness of the Finnish system, which centers on the national government, is undeniably effective in securing professionals. It is necessary to devise a combination of both systems that suits Japans situation and capitalizes on the advantages of both systems.  相似文献

Natural forest in Sri Lanka has been decreased significantly in the last few decades. The remaining natural forests especially in floristic region seven have undergone less conservation efforts in the past. Considering the capacity of the government and dependence on forest resources by local villagers, the only way for conservation of these forests in the Southwest lowland is forest management through local participation. Management plans for community-based resource management have been completed. However promotion of such management requires integrated measures, which are beyond jurisdiction of Forest Department. A holistic approach with political commitment concerning buffer zone villages and economic incentives with income generation opportunities supported by external inputs are expected to be implemented as a matter of urgency.  相似文献

An integrated tree plantation approach combining indigenous livelihoods and industrial wood production is being implemented in West Kalimantan, Indonesia. In this study the economics of land-use was investigated in villages within the plantation scheme. The effect of three alternative land-use scenarios and costs and benefits of each land-use type were studied using linear programming. The scenarios were based 1) on the current land-use, 2) on the integrated tree plantation system with incentives and government regulations, and 3) on a financially optimal land-use distribution. Additionally, plant species richness in different land-use types was surveyed. The scenarios had different kinds of effects on villages varying in respect to their possibilities for land-use intensification. In villages with extensive land use, establishment of tree plantations without any land-use regulations increased the potential economic return on land, resulting in conversion of natural and man-made semi-natural forests into swidden fields. In villages with more sedentary agriculture, the plantation scheme did not create pressures towards remaining forests even in the case of financially optimal land-use distribution. Incorporation of land-use regulations prevented further deforestation but also decreased households' economic returns. The results also showed that conversion of Imperata grasslands to any other land-use increased species richness. Incentives, restrictions or regulations aiming at conserving natural and semi-natural forests are needed to ensure conservation of biodiversity and long-term improvements in local livelihoods. It can be concluded that tree plantations can be combined with other land-use practices: They can improve the economic return on land without further degradation of the environment.This revised version was published online in November 2005 with corrections to the Cover Date.  相似文献

The current forest planning system of Japan has been in place since the formulation of the Forest Law back in 1897. During this time, although addressing specified forests as demonstrated in the system for protection forests, in a more general sense, the execution of the forest planning system has placed forestry management at the core. In other words, it has instead been forest administration delivered in a manner relevant to forestry management. This trend is exhibited in, for instance, policies for the reorganization of common forest, the forest management planning system, forest owners associations, the proceeds-sharing reforestation system, cooperative silviculture management, and valley forestry revitalization; which have all been implemented.In this paper I review the results of these practices and explore the contemporary forest owners pattern of behavior. I also discuss the passive attitudes among forest owners, especially in comparison with the attitudes prevalent during the postwar reforestation era, continuing up to the 1960s, and the current tendency towards neglect in the afforested areas, as well as the increasing number of forest owners giving up forestry practice.In the postwar era (up to the 1960s), forestry had been following an upward trend of development that motivated forest owners to afforest, as this was the optimal choice for increasing the familys stocks for future generations (in the manner of holding an asset), and thus a rapid expansion of plantation forests resulted. By the 1970s, when domestic wood supply became less than a half of all domestic wood demand (it is still declining now), forest owners gradually began to lose interest in reforestation and care of the forest as a method of increasing assets. The current share of domestic wood supply in total consumption has dropped to 20%, and the annual cut volume is only 23% of the annual volume increment.Forests are as much a public property as they are private and, moreover, represent a globally significant resource. Active stewardship, such as materializing internationally agreed notions of sustainable forest management, promoting forest certification systems, and complying with the Kyoto Protocol, are now important issues, both domestically and internationally.The paradoxical gap between current forestry trends and public aspirations for forests is widening with each year, thus creating a grave social problem. I have been focusing on forestry revitalization as the primary step towards the resolution of this issue. As the logical basis for executing this policy, I review the relations between forest resource policies and forestry policies.At the same time, by reviewing the forest planning system and its developmental process, I sought to investigate what new policies would fulfill the need to realize the public functions of forests while revitalizing forestry, form the point of view of forestry policies and their influence on the forest planning system. I have concluded that there is a case for separating forest management from forest ownership in units of forest compartments; namely to establish an incorporative management system by which forest owners can invest in their stands.  相似文献

The extension strategy used by the CARE International in Kenya Agroforestry Extension Project (AEP) is described. This strategy is evaluated in terms of documented changes in farmer's agroforestry practices and the importance of AEP relative to other changes in economic incentives, institutional support, and land use and tenure rules for agroforestry. The project served mainly to increase awareness of the multipurpose potential of agroforestry, expand available technical options, and strengthen local institutions. Its community-based extension approach was more suitable for local conditions than commodity-based, training-and-visit, farming systems, or media-based extension. Projects are encouraged to tailor extension design to local circumstances, use community participation to guide extension priorities, and use extensionists as catalysts and information brokers.Research undertaken while the author was a Principal Scientist at the International Council for Research in Agroforestry, Nairobi, Kenya.  相似文献

Universally, trees have been recognized as an important component of urban landscapes for millennia because they provide a wide range of benefits to society. Although the planting of trees has been an integral and important part of human settlements in Nepal, the concept of urban forestry is poorly understood and often neglected. This paper investigates urban peoples?? perceptions towards urban forests as well as the perceived benefits related to the use and existence of urban forests in Lalitpur, Nepal. A survey was conducted among residents and visitors to an urban park. Most respondents held positive attitudes towards urban forests and were aware of the benefits provided. Despite involvement of various agents from both government and non-governmental organizations in promoting urban forests, greenery was declining in the city. The loss and degradation of urban forests adversely affected the ecosystems because the city is suffering from water, air and soil pollution. In recent years, the local government has promoted urban greenery; however, there are no accompanying legislation or regulations governing urban forestry. Therefore, concrete scientific and professional knowledge is required in order to manage the forestry in the city.  相似文献

Wood plastic plywood (WPPW), composed of veneer and styrofoam, was manufactured without special adhesives such as urea–formaldehyde or phenol–formaldehyde resins, and its vibrational properties were investigated. WPPW can be produced at 1MPa and 160°C for 9min (three-ply) and 12min (five-ply). The dynamic Youngs modulus reached its highest value when the styrofoam thickness was 30mm. The sound velocity and dynamic Youngs modulus had minimum values at a grain angle of 45°. The results for dynamic Youngs moduli measured by a longitudinal vibration method and an in-plane flexural vibration method were almost the same. Dynamic shear moduli were measured by an in-plane surface wave propagation test and an in-plane flexural vibration method. From the experimental results, the dynamic shear moduli at 0° and 90° by the two methods were relatively close, although the surface wave propagation test results were higher than those from the flexural vibration method. Dynamic shear moduli at a grain angle of 45° measured by the in-plane surface wave propagation test and calculated from theory were relatively close. The surface wave propagation test results were smaller than the results calculated from theory. The shear stress distribution factors were about 1.000–1.189 for WPPW.  相似文献

This study presents data on the biomass and net aerial primaryproductivity (NAPP) of two contrasting East Anglian salt marshes.One site was at Tollesbury, Essex where the marshes are of theestuarine type and are subject to marsh degradation and erosionwhile the other site was 130 km to the north at Stiffkey, Norfolkwhere the barrier-type marshes are still actively developing withno signs of erosion. The NAPP was determined by the method ofSmalley with quadrats being harvested monthly with replacement.At the lowest levels at Tollesbury there was Pioneer Marshwhich was dominated by a mixture of Salicornia spp. and Astertripolium. At higher levels at Tollesbury there was LowerMarsh which was dominated by a mixture of Atriplex portulacoides andPuccinellia maritima. Over the four years of the studyPuccinellia became the dominant species following a markeddecrease in the extent and vigour of Atriplex. At Stiffkey theMiddle Marsh was at a much higher level and the vegetation waspredominantly a short dense sward with Atriplex portulacoides,Puccinellia maritima and Limonium vulgare together with smallerquantities of Armeria maritima and Plantago maritima. The meanNAPPs over three years of the Pioneer and Lower Marsh atTollesbury (467 & 519 g m-2 yr-1respectively) were similar butin 1993 the NAPPs recorded at Tollesbury were higher than thoserecorded at Stiffkey (625 & 583 compared with 458 g m-2yr-1).Smalleys method is difficult to apply to communities wherespecies dominance is variable, especially when dominance isshared between species with markedly different growth patterns.The results for NAPP obtained from the salt marshes at Tollesburyand Stiffkey are discussed in relation to results obtained byother workers from comparable areas in England and theNetherlands. Attention is also drawn to the possibly largerbelow-ground component of production that is frequentlyoverlooked. The importance of salt marshes in relation to othercoastal communities lies in the export of a proportion of theorganic matter produced and this mainly depends on theabove-ground production.  相似文献

In the assessment of the structural adequacy of oriented strand board (OSB) members by design calculation, the need for the boards Poissons ratios often becomes evident. However, mention of Poissons ratios as a relevant mechanical property is seldom made in wood-based panel test and design standards. The short-term principal Poissons ratios of a typical OSB has been determined from tension tests. Mean values of 0.23 and 0.16 have been obtained for the major and minor Poissons ratios, respectively. The experimentally determined Poissons ratios appear consistent with the values estimated from the panel shear and tension moduli of elasticity. Complementary values of the Poissons ratios in bending have been estimated from the bending moduli of elasticity and tension test results for the panel. Efficiency in the assessment of OSB by design calculation follows from knowledge of Poissons ratios. However, for this benefit to be realised in routine design, the Poissons ratios of structural grade OSB need to be available.  相似文献

Population pressure, expansion of small-scale agriculture and shifting cultivation are commonly cited as the causes of tropical deforestation. A close examination of deforestation and agriculture in the Philippine uplands reveals, however, that the vast majority of agriculturists must be sedentary farmers. In addition, the importance of population pressure as a cause of deforestation in the Philippines cannot be supported by the available evidence. Lastly, the concept of arable land is shown to be of limited value in discussing upland agriculture in the Philippines.  相似文献

Summary

The gorilla and elephant populations of Kahuzi-Biega National Park in the Democratic Republic of the Congo (DRC) have recently suffered from intensive commercial and subsistence poaching. In just four years, the highland sector of the park lost more than 95% of its elephant population and about 50% of its gorilla population. This tragedy was precipitated by the recent political and economic crises in the region. Many factors contributed to increased hunting of wildlife for food known as “bushmeat.” Among the principal factors were starvation and economic desperation in local communities, the spread of small arms, and the collapse of park protection during the civil wars. The incentive to hunt gorillas in the park may have developed gradually with the collapse of the Mobutu regime, the influx of refugees, and the two subsequent civil wars. Local re sentments felt toward the park and its authorities may have contributed to the willingness of local people to engage in illegal exploitation of wildlife resources. By promoting ecotourism and improving the infrastructure of the park and surrounding villages, the Institut Congolais pour la Conservation de la Nature (ICCN) and the German Technical Agency for Cooperation (GTZ) have made great efforts to improve local conditions. Local people, including park guards and guides, established a non-governmental organization that played an important role in the spread of conservation knowledge and the reduction of conflict among local people. Since the park began employing former poachers in 1999 and resumed conservation ac tivities, gorilla poaching has decreased significantly. The broader civil conflict continues and sporadic poaching is still common. This paper con siders and recommends optimal and urgent conservation measures to im prove the protection of the park and its gorillas.  相似文献

In this paper consideration is first given to how community forestry practitioners have commonly understood the term participation, and why the concept of conflict does not seem to have overlapped with notions of participation. Failure to perceive conflict as inherent in participation is shown to have led to problems in implementation of community forestry programmes. The emerging awareness of conflict today is shown to be associated with the move away from community forestry in the form of village-based tree planting schemes towards community forest management, which involves devolution of state authority over natural forests. The paper presents a number of methods for managing conflict and discusses their strong and weak points. Using the experience of the introduction of participation as a comparison, the paper considers the extent to which conflict management might be adopted as standard practice by forest agencies in community forestry. The paper concludes that because of the limited mandate of forest agencies, it is unlikely that they will be able to use conflict management tools to bring about social justice in forest conflict situations. However, the paper suggests that use of such tools could result in heightened awareness of the importance of conflict and in this way improve forest practice.This revised version was published online in November 2005 with corrections to the Cover Date.  相似文献

为了解影响自然保护区社区居民保护态度的主要原因,对屏边大围山国家级自然保护区及其周边的6个村寨进行调查,采用非参数检验和逐步线性回归分析方法分析人口特征和社会经济的各种因子对居民保护态度的主要影响.结果表明,不同村寨对保护区态度的影响存在显著差异(N=6,X2=7.98,P=0.04);性别(N=171,X2=7.92,P=0.04)和家庭拥有旱地面积(N=171,X2=8,P=0.04)也是影响保护态度的主要原因;其他因素对保护态度影响不显著.调查社区居民对保护政策的满意度及目前的政策需求认为,落实搬迁,解决土地权属问题,寻找新的经济作物及其种植地点,发展社区经济,完善农村基础设施建设是当前获得社区居民对保护区建设与管理支持的最主要办法.另外,提高管理人员素质和护林员待遇,解决公平问题对自然保护区的管理亦至关重要.  相似文献

The paper reviews modern attitudes to and uses of imperata grasslands in parts of Southeast Asia, including government and NGO efforts at reforestation. It is argued that the perspective of small farmers has usually been inadequately considered in planning the rehabilitation of Imperata. A historical overview of the impact of changes in land use, population, vegetation dynamics and human adaptation on the creation, disappearance or persistence of Imperata provides a context for the present concerns and emphasizes the wide variability of the situation at the local level. Nine questions are proposed as needing consideration whenever changes are planned to a grassland-based system. They cover three main areas: 1) the origins, past and present uses of the grasslands (including the present land tenure position and variations in uses by ethnic group, socio-economic status and gender); 2) perceptions by farmers of the opportunities and constraints provided by local micro-environments, particularly vegetation types; 3) farmer suggestions for ways of improving their economic status and the potential benefits of agroforestry innovations. These questions are applied to one case study area, the Riam Kiwa valley of South Kalimantan, Indonesia.  相似文献

By enacting the Forest Rights Act 2006, the Government of India aimed to protect the rights of the forest dwellers; at the same time, it sought to involve the forest dwellers in protecting the forests. But the forest dwellers are critical of this Act, on the ground that it does not consider tribal customary laws, which are essential to protect both the forests and the rights of the forest dwellers. This paper examines the perceptions and attitudes of the dwellers of village forest and encroachers towards biodiversity conservation under the rights enshrined in the Forest Rights Act 2006. A survey was conducted in190 households in four village forests and two encroached villages under reserved forests of Sonitpur and Golaghat districts of Assam in Northeast India. The majority of the respondents were found to have positive attitudes towards environmental issues in general and protection of biodiversity loss in particular. Village-type, residents’ occupation, caste, source of fuel for cooking, educational qualifications and size of land holding were found to be significantly associated with attitudes towards biodiversity conservation. It is concluded that conducting an environmental education program and rights-holders’ monitoring system on the impact of their use of forest resources will support conservation of biodiversity.  相似文献

The effect of length of cuttings, 10 to 50 cm long, on establishment and productivity of short-rotation plantations was investigated in five trials, for periods of 2 to 9 years. The trials were established on abandoned agricultural fields planted with unrooted Salix Aquatica cuttings. The effect of cutting length was very similar in all five trials: the longer the cuttings (up to 30–50 cm), the better the survival and growth. In most trials the greatest difference in survival was between cutting lengths of 10 and 20 cm, especially in unfavorable growing conditions. In an annually harvested trial during the 9-year test period, a cutting length up to 30 cm affected biomass production per stool positively. In two trials grown with 5-year rotation, the longest cuttings produced 7 times the above-ground biomass of the shortest ones. Results of these trials also emphasize the importance of establishment for the future success of willow plantations.  相似文献
