Abstract  The accuracy of household reporting of subsistence fishing catch and effort and seafood consumption on the Fijian island of Ono-i-Lau was studied. A creel survey was carried out concurrently to validate the household survey data. Reported estimates of fishing participation, effort, and fish consumption were not significantly different to the creel survey estimates. Householder's appeared to overestimate the number of fish from the most abundant family Lethrinidae, and underestimate rarer fish. However, there was no significant difference between the reported and observed contribution of the majority of finfish families and invertebrate taxa. The reported and observed catch rate estimates were not significantly different, indicating that Ono-i-Lau villagers are relatively accurate in their estimation of the number and size of fish from recalled catches.  相似文献

Understanding and managing fishery selectivity to target species and desirable size are instrumental to fisheries management. China, as the world's largest producer of marine capture fisheries, has been widely perceived to possess unselective domestic fisheries. To date, this perception remains largely anecdotal and conjectural, hindering the development of evidence-based and effective management solutions. Here, we conducted a literature review to examine the magnitude and scale of unselective fisheries in China. By collating and analysing 140 fishery-level and 807 species-level records from 66 peer-reviewed publications from 2010 to 2021, we found that primary target species were absent in 59% of fisheries, while unidentifiable low-value and juvenile mixed catch were universal. Key commercial taxa were subject to nationwide multi-gear and multispecies fisheries, each involving an average of 3.33 types of gear and accounting for less than 25% of catch individually. The ‘permissible gears’ defined by the national gear regulatory catalogue were selective over target species and caught negligible by-products, though they were used less frequently, representing only 24% of catch records. While unselective fishing can provide seafood supplies for China's large population and potentially facilitate balanced harvest, management actions are needed to control the fishing pressure on primary target species and by-product species. Amid the ongoing fisheries management reform in China, we proposed management recommendations tailored to China's needs and social contexts, including accounting for the trade-off between socio-economic and ecological goals, contemplating impacts of unselective fishing when implementing TAC programmes, and strengthening fisheries monitoring to inform management at multiple scales.  相似文献

Artisanal coral reef fisheries provide food and employment to hundreds of millions of people in developing countries, making their sustainability a high priority. However, many of these fisheries are degraded and not yielding their maximum socioeconomic returns. We present a literature review that evaluates foci and trends in research effort on coral reef fisheries. We describe the types of data and categories of management recommendations presented in the 464 peer‐reviewed articles returned. Identified trends include a decline in articles reporting time‐series data, fish catch biomass and catch‐per‐unit effort, and an increase in articles containing bycatch and stakeholder interview data. Management implications were discussed in 80% of articles, with increasing frequency over time, but only 22% of articles made management recommendations based on the research presented in the article, as opposed to more general recommendations. Key future research priorities, which we deem underrepresented in the literature at present, are: (i) effectiveness of management approaches, (ii) ecological thresholds, trade‐offs and sustainable levels of extraction, (iii) effects of climate change, (iv) food security, (v) the role of aquaculture, (vi) access to and control of fishery resources, (vii) relationships between economic development and fishery exploitation, (viii) alternative livelihoods and (ix) integration of ecological and socioeconomic research.  相似文献

Billings Reservoir is an urban reservoir located in the São Paulo Metropolitan Region. It supports 101 active artisanal fishermen. To describe this fishery, landings were recorded daily between February 1996 and January 1997 at Colônia (23° 50' 57' S; 46° 40' 02' W). In every landing, a data collector recorded catch, effort, fishing gears and fishing grounds. A total of 147 593 kg of fish were recorded in 3515 fishing trips. The exotic Nile tilapia, Oreochromis niloticus (L.), was the main species exploited (81.4% of the annual catches). Five other species were also targeted: the characid Astyanax eigenmaniorum (Cope) (13.0% of the annual catches); the erythrinid Hoplias aff . malabaricus (Block) (2.1%); the exotic cyprinid Cyprinus carpio L. (Campos & Fernández-Yépez) (2.4%); the curimatid Cyphocharax modestus L. (1.1%); and the pimelodid Rhamdia sp. (0.1%). Two main groups of fishermen were discriminated using Principal Components Analysis; these were associated with the type of fishing gear and fishing strategies, i.e. those who exploited Nile tilapia with cast nets and beating gill nets, and those who exploited other species with set gill nets. Management and maintenance of this fishery should consider the positive top-down effects that Nile tilapia could have in controlling eutrophication and also the social benefits.  相似文献

Bycatch in fisheries has been recognized as a threat to many endangered populations of sea turtles, sea birds and marine mammals. Interactions between pelagic longline fisheries and critically endangered populations of leatherback sea turtles (Dermochelys coriacea) have led to temporary closures of the Hawaiian pelagic longline swordfish fishery and severe bycatch quotas. The negative impact of these events on both the populations of certain endangered species and the economic livelihood of the fishermen has resulted in a strong push from all sides to better understand bycatch events. Typically, analyses of longline catch and bycatch have examined fishing effort summarized over large areas (≥1°). Although aggregation of effort to this level may be necessary to account for uncertainty, confidentiality concerns, or to make comparisons across regions, it specifically limits the researcher's ability to characterize the local oceanographic factors that may drive individual bycatch events. Higher resolution analyses must be undertaken to identify such features. However, for these higher resolution analyses, the methods currently used to spatially represent pelagic longline fishing effort may significantly affect researcher's results. Here, we look at different methods to represent this fishing effort (i.e., points, centroids, polylines and polygons) at various resolutions (2 km to 5°) to better understand which method and spatial resolution are most appropriate. Our results validate the use of point features to represent fishing effort in previous low resolution studies of the Hawaiian pelagic longline fishery by showing that the set point method is suitable for studies with resolutions lower than 15 km. However, at higher resolutions (≤15 km) and in areas with more sparsely distributed fishing, aggregated effort values differed significantly between spatial representation methods. We demonstrate that the use of polygons to describe pelagic longline fishing effort is more representative and necessary for such high resolution analyses.  相似文献

The fauna of inland waters, especially in the tropics, consist of complex assemblages of numerous species, which are not accessible to analysis by conventional stock assessment methods. The formulation of policies for management and conservation requires alternative models which are capable of predicting the ways in which such assemblages change in response to fishing or other stresses. Historically, models which group species according to simple parameters have proved adequate to provide the level of advice needed to indicate ecosystem health and sustainability of yield from the fishery. Such models have received relatively little attention, and can be profitably further developed and refined. The present review concludes that, out of the various explanatory variables, the mean length of fish caught is one of the most significant together with the numbers of species in the catch and the time taken for catches in fluctuating systems to respond to floods. More complex indicators are based on emergent characteristics of the system such as the production:biomass or predator:prey ratios. Three major strategies are identified for management based on responses of fish assemblages to increases in effort.  相似文献

The growing awareness of the impact that recreational fishers can have on fish stocks has highlighted the paucity of information used to inform their management. Most of the available information on the scale and nature of recreational catch and effort has come from intermittent and labour‐intensive surveys that provide fragmented insights into often highly variable fisheries. Digital cameras offer a more cost‐effective means of continuously monitoring trends in recreational fishing effort, and it is surprising that greater use of this approach has not been made to date given its widespread use in other contexts. We share lessons learnt from four early adopter studies in New Zealand, Australia and Germany, where digital cameras have been used to monitor recreational fishing effort. Many of the challenges that we have encountered and overcome were initially unforeseen, and we suggest solutions and strategies to address these issues. We conclude that all aspects of a camera‐based monitoring system should be considered from the outset, to optimize the utility and value of the information they provide over the long term. Aspects to consider include the location and configuration of a camera system, ensuring service continuity, image quality, data storage, image interpretation and ultimately the analysis of any data collected. Robustly designed digital camera monitoring systems can be used to gain greater insight into recreational fishery dynamics, leading to more informed, responsive and effective fisheries management.  相似文献

The status of fisheries requires establishing and evaluating benchmarks derived from unfished ecosystems. Habitats, environmental conditions, properties of the fish communities and management systems could potentially influence the variability surrounding benchmarks. Consequently, eighteen variables including habitat, number of species, life histories, thermal and productivity environments were tested for influences on reef fish biomass in 62 reefs within old high compliance closures along the east African coastline. Biomass and weighted life history characteristics were classified and described for total, fishable, target and non‐target groups. Benchmark biomass fell within a 95% confidence interval of ~1,030–1,250 kg/ha and equally distributed among target and non‐target groups. While some relationships were statistically significant, most were weak, poorly sampled (ocean exposed reefs), had uncertain relationships with biomass (number of species), or the explained variation was bounded within the above confidence intervals (habitat and environment). Therefore, a regional unfished biomass benchmark (B0) of 1,150 and 560 kg/ha is recommended for total and target biomasses, respectively. Weighted life history metrics indicate that the target had slower life histories than the non‐target fish communities. Consequently, they will be fished unsustainably if yield recommendations are derived from the total, resilient or non‐target fish life history metrics. The intrinsic rates of increase (r) and target categorization of biomass were the most influential metrics in estimating yields.  相似文献

Reef fishes are significant socially, nutritionally and economically, yet biologically they are vulnerable to both over‐exploitation and degradation of their habitat. Their importance in the tropics for living conditions, human health, food security and economic development is enormous, with millions of people and hundreds of thousands of communities directly dependent, and many more indirectly so. Reef fish fisheries are also critical safety valves in times of economic or social hardship or disturbance, and are more efficient, less wasteful and support far more livelihoods per tonne produced than industrial scale fisheries. Yet, relative to other fisheries globally, those associated with coral reefs are under‐managed, under‐funded, under‐monitored, and as a consequence, poorly understood or little regarded by national governments. Even among non‐governmental organizations, which are increasingly active in tropical marine issues, there is typically little focus on reef‐associated resources, the interest being more on biodiversity per se or protection of coral reef habitat. This essay explores the background and history to this situation, examines fishery trends over the last 30 years, and charts a possible way forward given the current realities of funding, capacity, development patterns and scientific understanding of coral reef ecosystems. The luxury live reef food‐fish trade is used throughout as a case study because it exemplifies many of the problems and challenges of attaining sustainable use of coral reef‐associated resources. The thesis developed is that sustaining reef fish fisheries and conserving biodiversity can be complementary, rather than contradictory, in terms of yield from reef systems. I identify changes in perspectives needed to move forward, suggest that we must be cautious of ‘fashionable’ solutions or apparent ‘quick fixes’, and argue that fundamental decisions must be made concerning the short and long‐term values of coral reef‐associated resources, particularly fish, for food and cash and regarding alternative sources of protein. Not to address the problems will inevitably lead to growing poverty, hardship and social unrest in many areas.  相似文献

The need to accurately quantify fishing effort has increased in recent years as fisheries have expanded around the world and many fish stocks and non‐target species are threatened with collapse. Quantification methods vary greatly among fisheries, and to date there has not been a comprehensive review of these methods. Here we review existing approaches to quantify fishing effort in small‐scale, recreational, industrial, and illegal, unreported and unregulated (IUU) fisheries. We present the strengths and limitations of existing methods, identifying the most robust methods and the critical knowledge gaps that must be addressed to improve our ability to quantify and map fishing effort. Although identifying the ‘best’ method ultimately depends on the intended application of the data, in general, quantification methods that are based on information on gear use and spatial distribution offer the best approaches to representing fishing effort on a broad scale. Integrating fisher’s knowledge and involving fishers in data collection and management decisions may be the most effective way to improve data quality and accessibility.  相似文献

Floodplain fisheries were monitored from 1992 until 2000 in the Compartmentalization Pilot Project in Tangail, Bangladesh. In permanent floodplains about 165 ± 28 kg ha?1 of fish was caught annually. For seasonal floodplains, this figure was 83 ± 23 kg ha?1 yr?1. The fish catch exhibited a strong seasonal variation, with the highest catch in October, when the floodwater recedes towards the river, and the lowest catch during the dry season in April/May. The annual catch varied with the extent of flooding, with high catches in wet years and low catches in dry years. The extent of flooding was quantified through a Flood Index. Plotting the annual yields against this Flood Index provided a significant relation (P < 0.05), confirming the existence of a flood pulse. The fishing effort (f) and the catch‐per‐unit‐effort (CPUE) were significantly related (P < 0.05), whereby the fishing effort increased with increasing CPUE. The results are discussed within the frame of fisheries management in Bangladesh and highlight the need for long‐term data for proper evaluation of fisheries projects and the development of management schemes, and the difficulty of applying standard surplus production models in floodplain fisheries.  相似文献

While there has been a growing concern for the adverse ecological impacts of fishing, progress on incorporating these into operational fisheries management has been slow. Many fisheries management organizations have addressed the problem of overharvesting and over‐capitalization first. In this domain, the question of access regulation has gained growing recognition as a key dimension of fisheries sustainability, leading to recommendation and progressive implementation of rights‐based systems, in particular Individual Transferrable Quotas (ITQs). While adjustments in fishing capacity resulting from the implementation of these systems may entail a reduction in some unwanted ecosystem impacts of fishing, it is also recognized that they will not be sufficient to achieve the ecological outcomes increasingly demanded by the global community. There is thus a need to examine the possibilities for a common management framework for dealing with both over‐capitalization of fisheries and adverse ecological effects of fishing. In this paper, we examine the feasibility of incorporating greater ecosystem goods and services into ITQ policy instruments initially designed with a narrow focus on commercial target species. We consider the advantages and limitations of alternative approaches in this respect and identify some of the practical issues associated with the different alternatives, in particular the underpinning knowledge requirements. We argue that given the need for increasingly streamlined management processes, further investigation into practical ways forward in this domain is crucial if management of fisheries is to achieve economic efficiency while fully encompassing the ecologically sustainable development objectives of ecosystem‐based fisheries management.  相似文献

Abstract An assessment of the recreational fishery in north-west Trinidad was made by questioning participants about the principal fishing methods used, location of activities, catches, effort and cost of fishing. Surface handline methods (live baiting [à la vive] and trolling) and rod and line (banking) were the most common methods used and were pursued mainly in the summer months (April to August). Total fish landings from the fishery were estimated at 1000 t year-1, equivalent to about 10% of commercial catches for Trinidad. The principal species caught were kingfish, Scomberomorus cavalla (Cuv.), carite, Scomberomorus brasiliensis (Cuv.), cavalli, Caranx hippos (L.), snappers, Lutjanus spp., and groupers, Epinephelus spp. Many of the fishermen sold their catch to offset the costs of the fishing trip and thus competed with commercial fishermen. Recommendations for monitoring and possibly regulating the fishery through a licensing scheme are made.  相似文献

In the Abrolhos Bank (Southwest Atlantic), multidimensional indicators were used in sustainability assessments of data‐poor reef fisheries. Potential impacts, risks and stocks vulnerabilities were evaluated based on biological, environmental, social and economic aspects by combining both adapted productivity and susceptibility analysis (PSA) and scale intensity consequence analysis (SICA). Data were obtained from local surveys with stakeholders and experts and from literature. A value chain map revealed final consumers at many locations and middleman presence. Vulnerability to overexploitation ranged from low (Cephalopholis fulva (L.), Lutjanus synagris (L.) and Ocyurus chrysurus (Bloch)) to moderate (Lutjanus jocu (Bloch & Schneider), Epinephelus morio (Val.) and Mycteroperca bonaci Poey). While moderate consequences of the catches were observed to C. fulva, major consequences were identified to the other five stocks. The main threat to coral reef habitats was found to be mining wastes. Poor governance may constrain fisheries sustainability in the region, while the empowerment of fishers in both governance and post‐harvest processes should enhance it.  相似文献

Marine recreational fishing (MRF) is a high‐participation activity with large economic value and social benefits globally, and it impacts on some fish stocks. Although reporting MRF catches is a European Union legislative requirement, estimates are only available for some countries. Here, data on numbers of fishers, participation rates, days fished, expenditures, and catches of two widely targeted species were synthesized to provide European estimates of MRF and placed in the global context. Uncertainty assessment was not possible due to incomplete knowledge of error distributions; instead, a semi‐quantitative bias assessment was made. There were an estimated 8.7 million European recreational sea fishers corresponding to a participation rate of 1.6%. An estimated 77.6 million days were fished, and expenditure was €5.9 billion annually. There were higher participation, numbers of fishers, days fished and expenditure in the Atlantic than the Mediterranean, but the Mediterranean estimates were generally less robust. Comparisons with other regions showed that European MRF participation rates and expenditure were in the mid‐range, with higher participation in Oceania and the United States, higher expenditure in the United States, and lower participation and expenditure in South America and Africa. For both northern European sea bass (Dicentrarchus labrax, Moronidae) and western Baltic cod (Gadus morhua, Gadidae) stocks, MRF represented 27% of the total removals. This study highlights the importance of MRF and the need for bespoke, regular and statistically sound data collection to underpin European fisheries management. Solutions are proposed for future MRF data collection in Europe and other regions to support sustainable fisheries management.  相似文献

Fish stock assessment is a crucial tool for resource management. Small‐scale fisheries are often multispecies and multigear. This study focuses on the search for patterns in the Ilhéus small‐scale fishery using landing data from 2000 to 2006 and climatic data. Ocyurus chrysurus and Ephinephelus spp. were the most commonly landed fish. The number of fishing trips was higher in the winter, when winds were weaker and temperatures lower. When the temperature increased, catches of Seriola dumerili were higher. Coryphaena hippurus and some rays were more abundant in the summer in the presence of stronger winds, intense rainfall and higher air temperature. Large catches of Lutjanus spp. and Scomberomorus spp. were obtained in the autumn. There is an annual seasonality in the fishery, with a cyclical landing pattern regardless of the years considered. These results are important in view of climate change, and specific strategies for better fisheries management are recommended.  相似文献

Declining fisheries catches are a global trend, with management failing to keep pace with growth in fishing effort and technological advances. The economic value of Honduras’ catches was estimated within the industrial and artisanal sectors. Catches were found to be 2.9 times greater than the official statistics between 1950 and 2015. The merging of industrial and artisanal catch data masked the decline in industrial catches and hid the strong growth of artisanal fisheries. In 1996, annual artisanal fisheries landed catches surpassed the industrial fishery sector, and in 2000, the annual net value of artisanal fisheries eclipsed the value of the industrial fisheries. These data highlight the importance of artisanal fisheries in Honduras and challenge the long‐held belief that the industrial sector contributes more to the national economy. The global paucity of fisheries data highlights the need for comprehensive strategies to collect more detailed and accurate fisheries data.  相似文献

自由准入状态导致了渔业资源产权的不确定性, 过度投资和过度利用使得渔业资源过度消耗。要实现渔业资源的可持续发展就必须对渔业进行适当的规制。政府规制是指政府直接干预微观经济主体活动的一种行为方式, 可分为经济性规制和社会性规制。渔业规制关注的不仅仅是管理的合法性问题, 更多的是管理的最佳性问题, 即用最佳管理方式实现渔业的可持续性发展。随着现代社会政府与公民的二元对立观念不断减弱, 管理者与被管理者由对立转向合作, 传统的以(捕捞)许可为中心的渔业管理方式已经不适应现代渔业管理的发展, 有必要引进政府规制理论提升和改造命令控制式的渔业规制方式。本研究基于政府规制理论提出了“合作性治理”模式, 改变了“政府—渔民”两方博弈为多主体共同管理, 通过创设合理的产权制度、有效的激励性规制和成本效益分析方法建立起合作、共享机制以实现渔业管理的目的。  相似文献
