Originally created by the international peasant movement La Vía Campesina, the concept of ??food sovereignty?? is being used with increasing frequency by agrifood activists and others in the Global North. Using the analytical lens of framing, I explore the effects of this diffusion on the transformative potential of food sovereignty. US agrifood initiatives have recently been the subject of criticism for their lack of transformative potential, whether because they offer market-based solutions rather than demanding political ones or because they fail to adequately address existing social injustice. In this paper, I consider how food sovereignty measures up to this critique both as it was originally framed by Vía Campesina and as it is being reframed for the US context. First I briefly compare food sovereignty to community food security (CFS), which was developed more explicitly for the North American context and has been criticized for its lack of transformative potential. I then explore how the potential of food sovereignty has been affected as it is reframed to resonate with US audiences through an examination of its use on the web sites of US-based organizations. I find that, while some reframing of the concept to highlight consumer choice does seem to be occurring, it remains a primarily political concept. It may not, however, be fulfilling its potential for addressing social injustice in the US agrifood system because it tends to be used either in reference to international issues or, when applied to the US context, treated as a rough synonym for local control. I conclude that, if advocates can successfully guide the reframing process, food sovereignty could serve as a valuable counter-hegemonic vision to complement the more pragmatic and locally-grounded work of CFS advocates.  相似文献

The food justice movement is a budding social movement premised on ideologies that critique the structural oppression responsible for many injustices throughout the agrifood system. Tensions often arise however when a radical ideology in various versions from multiple previous movements is woven into mobilization efforts by organizations seeking to build the activist base needed to transform the agrifood system. I provide a detailed case study of the People’s Grocery, a food justice organization in West Oakland, California, to show how anti-oppression ideology provides the foundation upon which food justice activists mobilize. People’s Grocery builds off of previous social justice movements within West Oakland, reflected in activist meaning making around ideas of social justice and autonomy. However, the ongoing mobilization process also faces complications stemming from diverse individual interpretations of food justice—that may not be reflected in the stated goals of food justice organizations—as well as structural constraints. Consequently, building a social movement premised on food justice opens up social spaces for new activism, but may not be a panacea for solving food-related racial and economic inequality. The findings have implications for newly forming food justice organizations, future research on the food justice movement, as well as for theories on social movement mobilization.  相似文献

Third-party certification is an increasingly prevalent tactic which agrifood activists use to “help” consumers shop ethically, and also to reorganize commodity markets. While consumers embrace the chance to “vote with their dollar,” academics question the potential for labels to foster widespread political, economic, and agroecological change. Yet, despite widespread critique, a mounting body of work appears resigned to accept that certification may be the only option available to activist groups in the context of neoliberal socio-economic orders. At the extreme, Guthman (Antipode 39(3): 457, 2007) posits that “at this political juncture… ‘there is no alternative.” This paper offers a different assessment of third-party certification, and points to interventions that are potentially more influential that are currently available to activist groups. Exploring the evolution of the Non-GMO Project—a novel certification for foods that are reasonably free of genetically engineered (GE) material—I make two arguments. First, I echo the literature’s critical perspective by illustrating how certification projects become vulnerable to industry capture. Reviewing its history and current context, I suggest that the Non-GMO Project would be better suited to helping companies avoid mounting public criticism than to substantially reorient agrifood production. Second, I explore the “politics of the possible” in the current political economy and argue that while neoliberalization and organizers’ places within the food system initially oriented the group towards the private sector, the choice to pursue certification arose directly from two industry partnerships. Consequently, current trends might favor market mechanisms, but certification is only one possible intervention that has emerged as a result of particular, and perhaps avoidable, circumstances. The article offers tentative delineation of alternatives ways that activists might intervene in agrifood and political economic systems given present constraints.  相似文献

Farm-to-school (FTS) programs have garnered the attentions and energies of people in a diverse array of social locations in the food system and are serving as a sort of touchstone for many in the alternative agrifood movement. Yet, unlike other alternative agrifood initiatives, FTS programs intersect directly with the long-established institution of the welfare state, including its vestiges of New Deal farm programs and public entitlement. This paper explores how FTS is navigating the liminal terrain of public and private initiative, particularly the ways in which it interfaces with neoliberalism as both a material and discursive project. It examines the political emergence of school food programs and finds that FTS is strikingly similar to traditional school programs in objectives, but differs in approach. Yet, in their efforts to fill in the gaps created by political and economic neoliberalization, FTS advocates are in essence producing neoliberal forms and practices afresh. These include those associated with contingent labor relationships, private funding sources, and the devolution of responsibility to the local, all of which have serious consequences for social equity. The paper also discusses how FTS programs are employing the rhetoric of neoliberal governmentality, including personal responsibility and individual success, consumerism, and choice. While these may be tactical choices used to secure funding in a competitive environment, they may also contribute to the normalization of neoliberalism, further circumscribing the possibilities of what can be imagined and created to solve social problems.  相似文献

Despite much popular interest in food issues, there remains a lack of social justice in the American agrifood system, as evidenced by prevalent hunger and obesity in low-income populations and exploitation of farmworkers. While many consumers and alternative agrifood organizations express interest in and support social justice goals, the incorporation of these goals into on-the-ground alternatives is often tenuous. Academics have an important role in calling out social justice issues and developing the critical thinking skills that can redress inequality in the agrifood system. Academics can challenge ideological categories of inquiry and problem definition, include justice factors in defining research problems, and develop participatory, problem-solving research within social justice movements. In addition, scholars can educate students about the power of epistemologies, discourse, and ideology, thereby expanding the limits and boundaries of what is possible in transforming the agrifood system. In these ways, the academy can be a key player in the creation of a diverse agrifood movement that embraces the discourse of social justice.

The reaction to conventional agriculture and food systems has generated a host of alternative social movements in the past several decades. Many progressive agrifood researchers have researched these movements, exploring their strengths, weaknesses, and failures. Most such research is abstracted from the movements themselves. This paper proposes a new way of self-organization that, while fulfilling traditional university demands on researchers, will provide research support for progressive agrifood movements by transcending the boundaries of disciplines and individual universities.

Civic agriculture is an approach to agriculture and food production that—in contrast with the industrial food system—is embedded in local environmental, social, and economic contexts. Alongside proliferation of the alternative food projects that characterize civic agriculture, growing literature critiques how their implementation runs counter to the ideal of civic agriculture. This study assesses the relevance of three such critiques to urban farming, aiming to understand how different farming models balance civic and economic exchange, prioritize food justice, and create socially inclusive spaces. Using a case study approach that incorporated interviews, participant observation, and document review, I compare two urban farms in Baltimore, Maryland—a “community farm” that emphasizes community engagement, and a “commercial farm” that focuses on job creation. Findings reveal the community farm prioritizes civic participation and food access for low-income residents, and strives to create socially inclusive space. However, the farmers’ “outsider” status challenges community engagement efforts. The commercial farm focuses on financial sustainability rather than participatory processes or food equity, reflecting the use of food production as a means toward community development rather than propagation of a food citizenry. Both farms meet authentic needs that contribute to neighborhood improvement, though findings suggest a lack of interest by residents in obtaining urban farm food, raising concerns about its appeal and accessibility to diverse consumers. Though not equally participatory, equitable, or social inclusive, both farms exemplify projects physically and philosophically rooted in the local social context, necessary characteristics for promoting civic engagement with the food system.  相似文献

There is a fundamental divergence of opinion between the EU and the US over how food products derived from genetically modified organisms should be labeled. This has less to do with safety, as moves towards the international harmonization of safety standards continue apace, and rather more to do with the consumers' right to know about the origins of the food they are consuming. This paper uses a framework drawn from the global public goods (GPG) literature of economics and the work by international relations theorists on formal international organizations (FIO) to explain why there is presently no global consensus on the manner (voluntary or mandatory) in which GM food products should be labeled.  相似文献

The US poultry industry based on flexible accumulation has been advanced as the model of agro-industrial development for agrifood globalization. Similarly, Mexico has been presented as a noteworthy example of the negative effects of neoliberal restructuring associated with the globalization project. In this paper we use both of these assertions as points of departure to guide an investigation of the case of the restructuring of the Mexican poultry industry. Informed by a commodity systems analysis, archival data and key informant interviews are used to generate an overview of the history of the poultry industry in Mexico. A sociology of agrifood theoretical framework informed by regimes theory is employed to analyze the events of the case. We conclude that neoregulation related to the IMF and NAFTA restructuring in Mexico facilitated the diffusion of the US model of poultry production.  相似文献

While innovations have fostered the mass production of food at low costs, there are externalities or side effects associated with high-volume food processing. We focus on foodborne illness linked to two commodities: ground beef and bagged salad greens. In our analysis, we draw from the concepts of risk, reflexive modernization, and techniques of ethical neutralization. For each commodity, we find that systems organized for industrial goals overlook how production models foster cross-contamination and widespread outbreaks. Responses to outbreaks tend to rely on technological fixes, which do not constitute the reflexive change needed to holistically and effectively address foodborne illness in the long term. We contend that powerful anti-reflexivity movements resist calls for reform and successfully maintain industrial goals and organization. Actions that thwart changes in agrifood systems to better protect consumers are unethical, yet they continue to be successful. We argue that specific techniques of ethical neutralization play an important part in their success. Research on anti-reflexivity and techniques of neutralization will serve to further expose the ethical issues associated with the industrial agrifood system and foster new guiding principles and organizational designs for food production.  相似文献

I use the case of pesticide drift to discuss the neoliberal shift in agrifood activism and its implications for public health and social justice. I argue that the benefits of this shift have been achieved at the cost of privileging certain bodies and spaces over others and absolving the state of its responsibility to ensure the conditions of social justice. I use this critical intervention as a means of introducing several opportunities for strengthening agrifood research and advocacy. First, I call for increased critical attention to production agriculture and the regulatory arena. Second, I call for increased attention to ‘social justice’ within the food system, emphasizing the need to rekindle research on the immigrant farm labor force.

This paper addresses longstanding debates around changing patterns of farm ownership and structure on the North American plains. Over the last 150?years, the agrifood system has been transformed by a process of capitalist penetration through which non-farm capital has appropriated key links in the ??food chain??. Today, large, often transnational corporations dominate in the provision of farm inputs, as well as in food processing, distribution, and retailing. The paradox for food system scholars has been that primary food production (i.e., farming) has generally remained in the hands of independent, family-based operations, especially in the grains sector. This paradox has generated a substantial literature on the barriers to capitalist penetration in agriculture. I revisit these debates in light of two recent trends. First, I highlight the emergence of a class of farm family entrepreneurs comprised of very large, albeit family-owned, grain farming operations, in Saskatchewan. I provide a case study of a vertically integrated, family-based mega-farm to illustrate. Second, I discuss the implications of the launch of One Earth Farms, a corporate farming entity embodying altogether new strategies of land use, labor, and ownership. Structured as a partnership between a Toronto-based investment firm and nine First Nations bands, One Earth Farms brings together the interests of private investors who increasingly view agriculture as a profitable resource sector, and aboriginal communities hoping to redress the historical marginalization of First Nations farming. Despite the widespread use of the concept of embeddedness in the literature on agri-food networks, not much has been written on the process through which a food economy becomes embedded. To explore this dynamic and contribute to a more critical perspective on the meanings and implications of embeddedness in the context of food, this paper analyzes the emergence of saffron as a local food network in southern Tuscany. By adopting a constructivist approach, the analysis shows that embeddedness assumes simultaneously a social, spatial, and temporal dimension that are dynamically created by participants in the saffron economy as a response to specific market requirements. The paper concludes that a focus on how embeddedness is achieved in the context of food has both theoretical and empirical implications. Theoretically, it supports the need for a more holistic and actor-oriented approach that takes into consideration the tensions inherent in the process of embedding and also its ramifications outside of the social realm. Practically, a focus on how a food network comes to be embedded complicates the notion of food relocalization – an issue that raises empirical questions about the sustainability of local food networks and their contribution to rural development.  相似文献

As concerns over the negative social and environmental impacts of industrial agriculture become more widespread, efforts to define and regulate sustainable agriculture have proliferated in the US. Whereas the USDA spearheaded previous efforts, today such efforts have largely shifted to Tripartite Standards Regimes (TSRs). Using a case study of the Leonardo Academy’s initiative to develop a US sustainable agriculture standard, this paper examines the standards-development process and efforts by agribusiness to influence the process. Specifically, we analyze how politics operate in seemingly “depoliticized” TSRs, and how agribusiness and the USDA use “framing practices” and procedural complaints to influence the standard-development process. We contend that although governance mechanisms are a potentially powerful tool for advocates of alternative agrifood, their efficacy may be constrained by science-based requirements, an agribusiness countermovement, and a captured state.  相似文献

In this paper, we critically interrogate the benefits of an interdisciplinary and theoretically diverse dialogue between ‘local food’ and ‘alternative food networks’ (AFNs) and outline how this dialogue might be enriched by a closer engagement with discourses of food sovereignty and the politics of scale. In arguing for a shift towards a greater emphasis on food sovereignty, we contend that contemporary discourses of food security are inadequate for the ongoing task of ensuring a just and sustainable economy of food. Further, rather than treating the local and the global as ontologically given categories around which to contest the politics of food, it is our contention that recognising the socio-spatial aspects of the politics of scale has the potential to reinvigorate discourses of food security, food sovereignty and AFNs. Understanding scale as both fixed to a degree as well as contingent and dynamic has implications for an understanding of the role of food systems, for how the rescaled state privileges certain food systems and the possibilities for resistance through ‘jumping scale’ and food utopias. All of these aspects are significant if we are to fully comprehend and contest the challenges of envisioning and enacting real utopias of food sovereignty.  相似文献

This paper describes a role for rural sociology in linking agrifood system vulnerabilities to opportunities for encouraging sustainability and social justice. I argue that the California rice industry is particularly vulnerable for two reasons. First, a quarter of rice growers’ revenues derive from production-based subsidies that have been recently deemed illegal by the World Trade Organization. Second, about half of California’s rice sales depend on volatile export markets, which are susceptible to periodic market access disruptions. Such vulnerabilities present political opportunities to reconfigure the connection between production and consumption. By exploring how production subsidies could be transformed into multifunctionality payments, and investigating new regional markets, rural sociology can contribute to discussions about how to encourage a more sustainable and socially just California rice industry. My discussion aims to prompt rural sociologists to explore similar questions in comparable agrifood systems.

This paper investigates how Food Security (FS) is enacted in a southern region of Italy, characterized by high rates of mafias-related activity, arguing for the inclusion in the research of socio-cultural features and power relationships to explain how Alternative Food Networks (AFNs) can facilitate individual empowerment and community resilience. In fact, while FS entails legality and social justice, AFNs are intended as ‘instrumental value’ to reach the ‘terminal value’ of FS within an urban community in Sicily, as well as the space where citizens can act their individual and collective political food choices. Building on the social psychology literature and on ecologic-psychopolitical models (Christens and Perkins in J Commun Psychol 36(2):214–231, 2008), we discuss the case of Addiopizzo, a citizen project promoting the legality of their AFNs through the rejection of the payment of the pizzo (the protection money asked by racket) in the local food chain. The aim is to problematize the extent to which FS is able to re-localize ‘legal’ food in the market. This was done by reconnecting citizens to their space and territory in a socio-cultural context at risk where agro-food producers, retailers and consumers are not free to fully enact their citizenship agency because of a widespread illegal structure. The research findings show that Addiopizzo project enables citizens to act their social power: agro-food producers and retailers by subscribing to formal requirements based on values that reject racket; consumers by purchasing Addiopizzo labelled products; individuals and groups by participating further open-to-the-public activities that promote everyday politically oriented behaviour. The citizen empowerment and community resilience can be exerted within AFNs as they are interconnected paths of reflexivity and social learning within social adaptation. The paper concludes by advocating the role of urban communities as a pivotal agent to maintain positive social adaptations, where AFNs work as a socio-cultural synthesis of traditional and alternative producer–consumer ways of interaction, which are embodied in the FS value.  相似文献

A benchmark question in contemporary food regimes scholarship is how to theorize agriculture’s incorporation into the WTO. For the most part, it has been theorized as an institutional mechanism that facilitates the ushering in of a new, so-called ‘third food regime’, in which food–society relations are governed by the overarching politics of the market. The collapse of the Doha Round negotiations in July 2008 makes it possible, for the first time, to offer a conclusive assessment as to whether this is the case. Using a broadly conceived world-historical framework, this article contends that the WTO is more appropriately theorized as a carryover from the politics of the crisis of the second food regime, rather than representing any putative successor. The Doha Round’s collapse in Geneva in July 2008 should put an end to speculation of a WTO-led transformation of global food politics towards unfettered market rule; the supposed basis for a neo-liberalized ‘third food regime’. Consequently, it is through analysis of the factors that framed the Doha Round’s collapse, rather than in the WTO itself, that provide insights into the defining elements of a new global politics of food.  相似文献

The aim of this paper is to make possible dialogue between those who claim that technologies are coded with social, political, or ethical values and those who argue that they are value-neutral. To demonstrate the relevance of this bridge-building project, the controversy regarding agrifood biotechnology will be used as a case study. Drawing on work by L. H. Nelson about the nature of human knowledge-building enterprises and E. F. Kittay’s account of the relationally-constituted self, the argument will be made that all technologies embody the values of the communities that created them.
