Coral reefs support numerous ornamental fisheries, but there are concerns about stock sustainability due to the volume of animals caught. Such impacts are difficult to quantify and manage because fishery data are often lacking. Here, we suggest a framework that integrates several data‐poor assessment and management methods in order to provide management guidance for fisheries that differ widely in the kinds and amounts of data available. First, a resource manager could assess the status of the ecosystem (using quantitative metrics where data are available and semi‐quantitative risk assessment where they are not) and determine whether overall fishing mortality should be reduced. Next, productivity susceptibility analysis can be used to estimate vulnerability to fishing using basic information on life history and the nature of the fishery. Information on the relative degree of exploitation (e.g. export data or ratios of fish density inside and outside no‐take marine reserves) is then combined with the vulnerability ranks to prioritize species for precautionary management and further analysis. For example, species that are both highly exploited and vulnerable are good candidates for precautionary reductions in allowable capture. Species that appear to be less vulnerable could be managed on a stock‐specific basis to prevent over‐exploitation of some species resulting from the use of aggregate catch limits. The framework could be applied to coral reef ornamental fisheries which typically lack landings, catch‐per‐unit‐effort and age‐size data to generate management guidance to reduce overfishing risk. Abstract The 2006 reauthorisation of the Magnuson‐Stevens Fishery Conservation and Management Act requires annual catch limits for all target and non‐target species within federally managed fisheries in the United States. In Alaska, both target and non‐target species in the Alaska groundfish fisheries have been managed using catch limits since the early 1990s. Non‐target species that are caught incidentally in a fishery require monitoring to ensure that the population is not negatively impacted by commercial fishing. Resource assessment scientists have been challenged with obtaining sufficient data to recommend an acceptable catch level for management of these species. This paper reviews three case studies where a catch limit is determined for non‐target species when certain data are limited: (1) varying levels of biomass and catch data for all species within a species group or complex; (2) adequate catch data but no biomass data; (3) emerging target fishery of data‐poor species, plus an example of how a complex of ecosystem component species is managed.  相似文献

An assessment of vulnerability in Alaska groundfish   总被引:1,自引:0,他引:1  
Federal fishery management rules in the United States have recently changed, necessitating an examination of which fish stocks require annual catch limits and how appropriate stock complexes are formed. We used an analytical approach termed productivity-susceptibility analysis (PSA) to analyze the vulnerability of federally managed Alaska groundfish stocks to overfishing. The focus of the effort was non-target stocks that have limited data available for determining stock status and vulnerability. The PSA approach was originally created to assess risks to bycatch in Australian trawl fisheries and compares productivity attributes (e.g. life-history traits) to factors that determine a stock's susceptibility to fishing impacts, producing a combined score indicative of a stock's relative vulnerability to overfishing. We used a form of the PSA developed by a working group from the U.S. National Marine Fisheries Service specifically for use in assessing vulnerability in federally managed fisheries. Alaska groundfish displayed a wide range of vulnerability scores, and this result was mainly due to variability in productivity scores. Susceptibility scores varied less than productivity scores and were centered on an intermediate value. The inclusion of target stocks in the PSA was valuable for assessing the relative vulnerability of the non-target stocks. Sensitivity analyses indicated that PSAs respond differently to changes in attribute scores depending on their initial conditions, and managers should be careful in interpreting changes in PSA results when stocks are re-evaluated.  相似文献

Human impacts on the world's oceans have been substantial, leading to concerns about the extinction of marine taxa. We have compiled 133 local, regional and global extinctions of marine populations. There is typically a 53‐year lag between the last sighting of an organism and the reported date of the extinction at whatever scale this has occurred. Most disappearances (80%) were detected using indirect historical comparative methods, which suggests that marine extinctions may have been underestimated because of low‐detection power. Exploitation caused most marine losses at various scales (55%), followed closely by habitat loss (37%), while the remainder were linked to invasive species, climate change, pollution and disease. Several perceptions concerning the vulnerability of marine organisms appear to be too general and insufficiently conservative. Marine species cannot be considered less vulnerable on the basis of biological attributes such as high fecundity or large‐scale dispersal characteristics. For commercially exploited species, it is often argued that economic extinction of exploited populations will occur before biological extinction, but this is not the case for non‐target species caught in multispecies fisheries or species with high commercial value, especially if this value increases as species become rare. The perceived high potential for recovery, high variability and low extinction vulnerability of fish populations have been invoked to avoid listing commercial species of fishes under international threat criteria. However, we need to learn more about recovery, which may be hampered by negative population growth at small population sizes (Allee effect or depensation) or ecosystem shifts, as well as about spatial dynamics and connectivity of subpopulations before we can truly understand the nature of responses to severe depletions. The evidence suggests that fish populations do not fluctuate more than those of mammals, birds and butterflies, and that fishes may exhibit vulnerability similar to mammals, birds and butterflies. There is an urgent need for improved methods of detecting marine extinctions at various spatial scales, and for predicting the vulnerability of species.  相似文献

Worldwide, most sea cucumber fisheries are ineffectively managed, leading to declining stocks and potentially eroding the resilience of fisheries. We analyse trends in catches, fishery status, fishing participation and regulatory measures among 77 sea cucumber fisheries through data from recent fishery reports and fishery managers. Critical gaps in fisheries biology knowledge of even commonly targeted species undermine the expected success of management strategies. Most tropical fisheries are small‐scale, older and typified by numerous (>8) species, whereas temperate fisheries are often emerging, mono‐specific and industrialized. Fisher participation data indicated about 3 million sea cucumber fishers worldwide. Fisher participation rates were significantly related to the average annual yield. permanova analysis showed that over‐exploited and depleted fisheries employed different sets of measures than fisheries with healthier stocks, and a non‐metric multidimensional scaling ordination illustrated that a broad set of regulatory measures typified sustainable fisheries. SIMPER and regression tree analyses identified that the dissimilarity was most related to enforcement capacity, number of species harvested, fleet (vessel) controls, limited entry controls and rotational closures. The national Human Development Index was significantly lower in countries with over‐exploited and depleted fisheries. Where possible, managers should limit the number of fishers and vessel size and establish short lists of permissible commercial species in multispecies fisheries. Our findings emphasize an imperative to support the enforcement capacity in low‐income countries, in which risk of biodiversity loss is exceptionally high. Solutions for greater resilience of sea cucumber stocks must be embedded within those for poverty reduction and alternative livelihood options.  相似文献

根据2014年5月在厦门白哈礁人工鱼礁拟投海域及对照海域开展的本底调查所获的渔业资源资料,对人工鱼礁拟投海域和对照区渔业生物的种类组成、数量分布、优势种和多样性等进行了分析研究。调查共鉴定出渔业生物23种,其中笼壶作业12种,刺网作业20种,渔获种类均以蟹类为主。笼壶作业平均生物量为16.34g/(h·10笼),刺网作业平均生物量为37.00g/(h·片)。综合笼壶作业和刺网作业的调查结果,拟建礁区及周边海域春季渔业资源经济种类少、渔获比重小,生物种类多样性水平低,渔业资源结构总体质量较低。  相似文献

Despite a scarcity of pertinent information, it has been possible to reconstruct time series of marine fisheries catches for Equatorial Guinea from 1950 to 2010 using per capita fish consumption and population numbers for small‐scale fisheries, catch rates and number of vessels for industrial fisheries and discard rates to estimate the discarded bycatch. Small‐scale fisheries, industrial large‐scale fisheries, domestic and legal and illegal foreign fisheries and their discards are all included. Total catches were estimated at 2.7 million tonnes over the time period considered, of which 653 000 t were caught domestically compared to 187 000 t reported by FAO. This shows that fisheries have more importance for Equatorial Guinea's food security than the official data suggest. In contrast to what is suggested by official figures, fisheries were shown to be strongly impacted by civil and political unrest; notably, they declined overall because of civil and political conflicts, socio‐demographic dynamics, and a growing role of the newly discovered oil resources, which directly and indirectly threaten the food security of the people of Equatorial Guinea.  相似文献

Fishery improvement projects (FIPs) are emerging as a popular market‐based means to improve fisheries sustainability and have been employed in scores of fisheries around the world; however, project ability to realize improvements has been highly variable, and little is known about how fishery and project conditions affect improvement efforts. In order to evaluate the effectiveness of the FIP model as a tool for improving diverse fisheries around the world, we compile a unique dataset of social, ecological and economic characteristics for over 60 FIPs globally, which we use to identify key attributes correlated with improvements in fishing practices, management and/or on‐the‐water outcomes. Using a random forest classifier, we identify three important attributes related to FIP effectiveness in demonstrating improvements. Specifically, FIPs are more likely to have achieved improvements with increased cumulative project time, when regional‐level management arrangements are present and when the target species has a moderate inherent vulnerability to fishing. Interestingly, improvements were not correlated with a number of expected features, including a fishery's socio‐economic setting or baseline performance against the desired sustainability standard (e.g. the Marine Stewardship Council fisheries standard). This study improves our understanding of factors related to FIP effectiveness in improving fisheries practices and management and provides key insights for practitioners into important attributes to consider when implementing the FIP model to promote fisheries sustainability.  相似文献

We conducted a meta‐analysis of literature reporting on the use of circle hooks and J‐hooks in pelagic longline fisheries. Our study included more data than previous meta‐analyses of the effects of hook type, due to both a larger number of relevant studies available in recent years and a more general modelling approach. Data from 42 empirical studies were analysed using a random effects model to compare the effects of circle hooks and J‐hooks on catch rate (43 species) and at‐vessel mortality (31 species) of target and bycatch species. Catch rates with circle hooks were greater for 11 species, including four tuna species, six shark species and one Istiophorid billfish. Catch rates on circle hooks were lower for seven species, including two Istiophorid billfishes and two species of sea turtle. At‐vessel mortality was significantly lower with circle hooks in 12 species, including three tuna species, three Istiophorid billfishes, swordfish (Xiphias gladius) and three shark species. No species had significantly greater at‐vessel mortality when captured with a circle hook rather than a J‐hook. While our general approach increased model variability compared to more detailed studies, results were consistent with trends identified in previous studies that compared the catch rates and at‐vessel mortality (between hook types) for a number of species. Our results suggest that circle hooks can be a promising tool to reduce mortality of some bycatch species in pelagic longline fisheries, although the effects depend on the species and the metric (catch rate or at‐vessel mortality), emphasizing the need for fishery‐specific data in conservation and management decisions.  相似文献

The biological impact and the social characteristics of different artisanal (professional) and recreational fishing techniques on the marine resources of a coastal Mediterranean area were compared. Data were from artisanal and recreational surveys carried out between 2006 and 2010. Competition between recreational (particularly spear fishing) and artisanal fishers for the natural resources is important as 52% of the 98 species surveyed were caught by both types of fishers. A total of 87 species were caught by all artisanal fishing gears together (of which 84% were retained and 16% discarded). Recreational fishing caught 58 species of which none was systematically discarded. The two fishing techniques that raise major environmental concerns are spear fishing (very selective in terms of species and/or sizes and high intrinsic vulnerability of catches) and trammel netting (highest number of species discarded and highest number of species endangered). Important challenges from the social standpoint were found that need to be taken into account in the management of coastal fisheries in the Mediterranean Sea including: progressive disappearance of the artisanal fisheries, ageing of the artisanal fisher populations and decline in the number of fishing gears used by artisanal fishers.  相似文献

Estimated declines in shark and ray populations worldwide have raised major, widespread concern about the impacts of global fisheries on elasmobranchs. The mechanisms causing elasmobranch mortality during fisheries’ capture are not fully understood, but we must gain greater clarity on this topic for fisheries managers to develop effective conservation plans to mitigate further population declines. To evaluate how two important factors, respiratory mode and fishing gear type, impact elasmobranch survival, we compiled publicly available data sources on the immediate mortality percentages of 83 species and post‐release mortality percentages of 40 species. Using Bayesian models, we found that sharks and rays captured in longlines had significantly lower immediate mortality than those caught in trawls or gillnets. Our models also predicted the mean total discard mortality (combined immediate and post‐release mortality) percentages of obligate ram‐ventilating elasmobranchs caught in longline, gillnet and trawl gear types to be 49.8, 79.0 and 84.2%, respectively. In contrast, total discard mortality percentages of stationary‐respiring species were significantly lower (longline capture mean = 7.2%, gillnet capture mean = 25.3%, trawl capture mean = 41.9%). Our global meta‐analysis provides the first quantified demonstration of how mortality is affected by these two factors across a broad range of species. Our results and approach can be applied to data‐deficient elasmobranchs and fisheries to identify species that are likely to experience high rates of mortality due to respiratory mode and/or fishing methods used, so that appropriate mitigation measures can be prioritized and investigated.  相似文献

The majority of the world's fisheries, by number, are data‐poor/limited, and there is a growing body of literature pertaining to approaches to estimate data‐limited stock status. There are at least two drivers for assessing the status of data‐limited fisheries. The first is to try to understand and report on the global or regional status of fisheries across many stocks. The second is to attempt to assess individual data‐limited stocks, for status reporting and/or guiding management decisions. These drivers have led to attempts to find simple, generic, low‐cost solutions, including the broad application of generically parameterised models, and the blanket application of a single, or limited number of possible, analytical approach(es). It is unclear that generic methods function as intended, especially when taken out of their original design context or used without care. If the intention is to resolve individual stock status for the purposes of management, there is concern with the indiscriminate application of a single method to a suite of stocks irrespective of the particular circumstances of each. We examine why caution needs to be exercised, and provide guidance on the appropriate application of data‐limited assessment methods (DLMs). We recommend: (a) obtaining better data, (b) using care in acknowledging and interpreting uncertainties in the results of DLMs, (c) embedding DLMs in harvest strategies that are robust to the higher levels of uncertainty in the output of DLMs by including precautionary management measures or buffers and (d) selecting and applying DLMs appropriate to specific species’ and fisheries’ data and context.  相似文献

Fishery collapses cause substantial economic and ecological harm, but common management actions often fail to prevent overfishing. Minimum length limits are perhaps the most common fishing regulation used in both commercial and recreational fisheries, but their conservation benefits can be influenced by discard mortality of fish caught and released below the legal length. We constructed a computer model to evaluate how discard mortality could influence the conservation utility of minimum length regulations. We evaluated policy performance across two disparate fish life‐history types: short‐lived high‐productivity (SLHP) and long‐lived low‐productivity (LLLP) species. For the life‐history types, fishing mortality rates and minimum length limits that we examined, length limits alone generally failed to achieve sustainability when discard mortality rate exceeded about 0.2 for SLHP species and 0.05 for LLLP species. At these levels of discard mortality, reductions in overall fishing mortality (e.g. lower fishing effort) were required to prevent recruitment overfishing if fishing mortality was high. Similarly, relatively low discard mortality rates (>0.05) rendered maximum yield unobtainable and caused a substantial shift in the shape of the yield response surfaces. An analysis of fishery efficiency showed that length limits caused the simulated fisheries to be much less efficient, potentially exposing the target species and ecosystem to increased negative effects of the fishing process. Our findings suggest that for overexploited fisheries with moderate‐to‐high discard mortality rates, reductions in fishing mortality will be required to meet management goals. Resource managers should carefully consider impacts of cryptic mortality sources (e.g. discard mortality) on fishery sustainability, especially in recreational fisheries where release rates are high and effort is increasing in many areas of the world.  相似文献

Blue marlin is distributed throughout tropical and temperate waters in the Pacific Ocean. However, the preference of this species for particular habitats may impact its vulnerability to being caught. The relationship between spatio‐temporal patterns of blue marlin abundance and environmental factors is examined using generalized additive models fitted to catch and effort data from longline fisheries. The presence of blue marlin, and the catch rate given presence, are modeled separately. Latitude, longitude, and sea‐surface temperature explain the greatest proportion of the deviance. Spatial distributions of relative density of blue marlin, based on combining the probability of presence and relative density given presence, indicate that there is seasonal variation in the distribution of blue marlin, and that the highest densities occur in the tropics. Seasonal patterns in the relative density of blue marlin appear to be related to shifts in SST. The distribution and relative abundance of blue marlin are sufficiently heterogeneous in space and time that the results of analyses of catch and effort data to identify ‘hotspots’ could be used as the basis for time‐area management to reduce the amount of blue marlin bycaught in longline fisheries.  相似文献

An amalgam of empirical data from laboratory and field studies is needed to build robust, theoretical models of climate impacts that can provide science‐based advice for sustainable management of fish and shellfish resources. Using a semi‐systematic literature review, Gap Analysis and multilevel meta‐analysis, we assessed the status of empirical knowledge on the direct effects of climate change on 37 high‐value species targeted by European fisheries and aquaculture sectors operating in marine and freshwater regions. Knowledge on potential climate change‐related drivers (single or combined) on several responses (vital rates) across four categories (exploitation sector, region, life stage, species), was considerably unbalanced as well as biased, including a low number of studies (a) examining the interaction of abiotic factors, (b) offering opportunities to assess local adaptation, (c) targeting lower‐value species. The meta‐analysis revealed that projected warming would increase mean growth rates in fish and mollusks and significantly elevate metabolic rates in fish. Decreased levels of dissolved oxygen depressed rates of growth and metabolism across coherent species groups (e.g., small pelagics, etc.) while expected declines in pH reduced growth in most species groups and increased mortality in bivalves. The meta‐analytical results were influenced by the study design and moderators (e.g., life stage, season). Although meta‐analytic tools have become increasingly popular, when performed on the limited available data, these analyses cannot grasp relevant population effects, even in species with a long history of study. We recommend actions to overcome these shortcomings and improve mechanistic (cause‐and‐effect) projections of climate impacts on fish and shellfish.  相似文献

Well‐managed fisheries support healthy ocean ecosystems, coastal livelihoods and food security for millions of people. However, many communities lack the resources to implement effective fisheries management. No‐take marine reserves are a ubiquitous management intervention that provide conservation benefits and under certain circumstances can provide long‐term fishery benefits as a result of larval and adult emigration from reserve boundaries. But, support for marine reserves by fishery participants is often limited due to short‐term economic impacts resulting from foregone yields. In this study, we examine the timing and magnitude of economic impacts of marine reserves by utilizing a novel metric that discounts future economic benefits of enhanced productivity resulting from reserve protection. We ask under what circumstances long‐term benefits outweigh short‐term impacts of marine reserve implementation. We simulate fisheries for six species commonly caught in coastal environments and show that while conservation benefits accrue rapidly, more than a decade is often required to provide net fisheries benefits, even under circumstances favourable for reserves. We explore a suite of strategies for mitigating these short‐term economic losses, including flexible reserve designs, loans and enhanced ex‐vessel revenues. Results indicate that market‐based incentives show promise to offset short‐term economic losses. Our findings highlight the importance of understanding and communicating likely outcomes from marine reserve implementation and the need to engage supply chain actors to incentivize marine conservation that minimizes impacts to fishermen.  相似文献

In the Abrolhos Bank (Southwest Atlantic), multidimensional indicators were used in sustainability assessments of data‐poor reef fisheries. Potential impacts, risks and stocks vulnerabilities were evaluated based on biological, environmental, social and economic aspects by combining both adapted productivity and susceptibility analysis (PSA) and scale intensity consequence analysis (SICA). Data were obtained from local surveys with stakeholders and experts and from literature. A value chain map revealed final consumers at many locations and middleman presence. Vulnerability to overexploitation ranged from low (Cephalopholis fulva (L.), Lutjanus synagris (L.) and Ocyurus chrysurus (Bloch)) to moderate (Lutjanus jocu (Bloch & Schneider), Epinephelus morio (Val.) and Mycteroperca bonaci Poey). While moderate consequences of the catches were observed to C. fulva, major consequences were identified to the other five stocks. The main threat to coral reef habitats was found to be mining wastes. Poor governance may constrain fisheries sustainability in the region, while the empowerment of fishers in both governance and post‐harvest processes should enhance it.  相似文献

Tropical fisheries are among the most productive fisheries in the world, often providing the primary source of protein for the local population. Despite their importance, data on these systems are relatively limited, thus hampering management and policy development. Here, the implications of increasing fishing pressure are explored by critically evaluating the perceptions of the fishers who rely on these ecosystems to survive. A total of 169 fishers in 26 different fish‐dependent communities in the Tonlé Sap Lake, Cambodia, were surveyed to understand their perceptions of the impact that fishing has had on the ecosystem. The Tonlé Sap is one of the largest, yet poorest studied, freshwater fisheries in the world. Consistent with “fishing down the food web” theory of fisheries, survey data revealed that although fishers observed the total size of fish catch remaining consistent over recent years there has been a drastic decline in the size of individual fish, as well as a reduction in the diversity of species caught. These perceptions are examined with reference to food web theories that explore how fishing pressure leads to ecosystem change, including the more recent “indiscriminate fisheries” theory.  相似文献

The UK coastal trap fisheries target two key species, European lobster Homarus gammarus (L.) and brown crab Cancer pagurus L. Their stock status is assessed periodically using size‐based, yield‐per‐recruit analysis. Fishery trends are described using landings and, where available, effort data to estimate catch per unit of effort (CPUE), nominally proportional to abundance. Despite being caught together, assessments assume that concurrent capture of these species does not distort their individual CPUE estimates. Here, an in situ experiment tested impacts of inter‐specific and intra‐specific interactions by pre‐loading baited traps with different species and observing subsequent catches. Pre‐loaded European lobster significantly reduced brown crab catches, whereas, other species produced no such effects. The findings highlight the likely inconsistency of using CPUE as an index of abundance if landings data originate from a mixed‐species fishery in which species interactions and targeting behaviour of fishers are unknown or un‐quantified.  相似文献
