Marine recreational fishing (MRF) is a high‐participation activity with large economic value and social benefits globally, and it impacts on some fish stocks. Although reporting MRF catches is a European Union legislative requirement, estimates are only available for some countries. Here, data on numbers of fishers, participation rates, days fished, expenditures, and catches of two widely targeted species were synthesized to provide European estimates of MRF and placed in the global context. Uncertainty assessment was not possible due to incomplete knowledge of error distributions; instead, a semi‐quantitative bias assessment was made. There were an estimated 8.7 million European recreational sea fishers corresponding to a participation rate of 1.6%. An estimated 77.6 million days were fished, and expenditure was €5.9 billion annually. There were higher participation, numbers of fishers, days fished and expenditure in the Atlantic than the Mediterranean, but the Mediterranean estimates were generally less robust. Comparisons with other regions showed that European MRF participation rates and expenditure were in the mid‐range, with higher participation in Oceania and the United States, higher expenditure in the United States, and lower participation and expenditure in South America and Africa. For both northern European sea bass (Dicentrarchus labrax, Moronidae) and western Baltic cod (Gadus morhua, Gadidae) stocks, MRF represented 27% of the total removals. This study highlights the importance of MRF and the need for bespoke, regular and statistically sound data collection to underpin European fisheries management. Solutions are proposed for future MRF data collection in Europe and other regions to support sustainable fisheries management.  相似文献

Abstract An assessment of the recreational fishery in north-west Trinidad was made by questioning participants about the principal fishing methods used, location of activities, catches, effort and cost of fishing. Surface handline methods (live baiting [à la vive] and trolling) and rod and line (banking) were the most common methods used and were pursued mainly in the summer months (April to August). Total fish landings from the fishery were estimated at 1000 t year-1, equivalent to about 10% of commercial catches for Trinidad. The principal species caught were kingfish, Scomberomorus cavalla (Cuv.), carite, Scomberomorus brasiliensis (Cuv.), cavalli, Caranx hippos (L.), snappers, Lutjanus spp., and groupers, Epinephelus spp. Many of the fishermen sold their catch to offset the costs of the fishing trip and thus competed with commercial fishermen. Recommendations for monitoring and possibly regulating the fishery through a licensing scheme are made.  相似文献

Recreational fishing (RF) is a large yet undervalued component of fisheries globally. While progress has been made in monitoring, assessing, and managing the sector in isolation, integration of RF into the management of multi-sector fisheries has been limited, particularly relative to the commercial sector. This marginalises recreational fishers and reduces the likelihood of achieving the sector's objectives and, more broadly, achieving fisheries sustainability. We examined the nature and extent of RF inclusion in harvest strategies (HSs) for marine fisheries across 15 regions in 11 nations to define the gap in inclusion that has developed between sectors. We focused on high-income nations with a high level of RF governance and used a questionnaire to elicit expert knowledge on HSs due to the paucity of published documents. In total, 339 HSs were considered. We found that RF inclusion in HSs was more similar to the small-scale sector (i.e., artisanal, cultural, or subsistence) than the commercial sector, with explicit operational objectives, data collection, performance indicators, reference points, and management controls lacking in many regions. Where specified, RF objectives focused on sustainability, economic value and catch allocation rather than directly relating to the recreational fishing experience. Conflicts with other sectors included competition with the commercial sector for limited resources, highlighting the importance of equitable resource allocation policies alongside HSs. We propose that RF be explicitly incorporated into HSs to ensure fisheries are ecologically, economically, and socially sustainable, and we recommend that fisheries organisations urgently review HSs for marine fisheries with a recreational component to close the harvest strategy gap among sectors.  相似文献

Abstract  High participation in recreational fishing in Finland was explained by the tradition of families occupying summer cottages and spending leisure time close to lakes or the sea shore in summer. The characteristics of cottage dwelling fishers and other recreational fishers were compared. The summer cottage culture enhances fishing participation of urban citizens, notably children and women. Children were often introduced to fishing while dwelling in the cottages with their family. Cottage fishers favour simple angling, but catch-oriented fishing with gill nets and wire traps is also popular. Preparing meals based on the catch is an important part of Finnish cottage life, where rural traditions are mixed with the modern and urban. Summer cottage dwellers form an important group to improve local management of problems arising from intense fishing participation and divergent interests in the country.  相似文献

The need to accurately quantify fishing effort has increased in recent years as fisheries have expanded around the world and many fish stocks and non‐target species are threatened with collapse. Quantification methods vary greatly among fisheries, and to date there has not been a comprehensive review of these methods. Here we review existing approaches to quantify fishing effort in small‐scale, recreational, industrial, and illegal, unreported and unregulated (IUU) fisheries. We present the strengths and limitations of existing methods, identifying the most robust methods and the critical knowledge gaps that must be addressed to improve our ability to quantify and map fishing effort. Although identifying the ‘best’ method ultimately depends on the intended application of the data, in general, quantification methods that are based on information on gear use and spatial distribution offer the best approaches to representing fishing effort on a broad scale. Integrating fisher’s knowledge and involving fishers in data collection and management decisions may be the most effective way to improve data quality and accessibility.  相似文献

Abstract Recall bias can influence estimates of fishing effort, with a general trend toward overestimation as the length of the recall period increases. Concern that recall bias may be affecting annual freshwater fishing effort estimates in New York led to the collection of effort data from three angler surveys during 2007 instead of one survey at the end of the year. However, to check for this potential bias and the impact that a change in recall period might have on comparisons with past surveys, a parallel survey with a 12‐month recall period was conducted. For the overall state‐wide estimate of fishing effort, the estimate from the three‐phase survey was slightly greater than from the 12‐month recall survey (the opposite of what was hypothesised). For the major water bodies, the differences were mostly significant but not always in the same direction between the two survey methods. Different results from one study compared with many others do not mean that past recommendations for shorter recall periods should be abandoned. However, the strength of this study – that the implementation methods (i.e. mail surveys) were identical – leads one to be more sceptical of past results.  相似文献

There is international recognition for greater inclusion of recreational fisheries catch data in species, fisheries and ecosystem assessments. Recreational charter fisheries provide important social services and contribute to total species catches. This study compares and validates industry logbook catch and effort data (1,357 trips) against observer data (154 trips) across six ports in a recreational charter fishery in eastern Australia. The mean numbers of clients and fishing effort (hours) per trip varied inconsistently between data sources and among ports. Logbooks did not adequately report released catches, and the mean number of species retained per trip was consistently underestimated in logbooks compared to observer data. For both data sources, catch rates of total individuals and key species displayed similar trends across different units of effort; catch per hour, client, client/hour and trip. The mean catch rates of total individuals and most key species, except those retained for bait, were similar across data sources, as were estimates of total fleet harvests. The length compositions of retained catches of some key species displayed truncation of larger organisms in the observer data whereas other species did not. Despite the shortcomings of the logbook data, future fishery and species monitoring strategies could include industry and observer data sources.  相似文献

ABSTRACT:   In this study, we developed a new automatic system, comprised of a radio frequency identification (RFID) system and global positioning system (GPS), for monitoring fishing effort, and effectiveness of effort, in fisheries using many pieces of fishing gear, such as hooks of longlines. The outline of this system is as follows. A single RFID tag with an identification (ID) number is attached to each piece of fishing gear. The RFID tag on the fishing gear passes the antenna of the RFID reader before being shot into the sea and after being hauled up from the sea. Data on the time and geographic location are measured by the GPS and recorded along with the ID number in a personal computer (PC). When a fish is caught, it is brought close to the fish-sorting table. Then, the second antenna of the RFID reader set at the side checks for a catch in the gear. The advantage of this system is that the fishing operation data can be collected without interfering with the fishermen's usual work. The prototype of the system was tested at a conger-eel tube fishery in Tokyo Bay and was able to record data on the time, the location and the catch of individual conger-eel tubes successfully.  相似文献

Abstract  Catch-and-release angling is a well-established practice in recreational angler behaviour and fisheries management. Accompanying this is a growing body of catch-and-release research that can be applied to reduce injury, mortality and sublethal alterations in behaviour and physiology. Here, the status of catch-and-release research from a symposium on the topic is summarised. Several general themes emerged including the need to: (1) better connect sublethal assessments to population-level processes; (2) enhance understanding of the variation in fish, fishing practices and gear and their role in catch and release; (3) better understand animal welfare issues related to catch and release; (4) increase the exchange of information on fishing-induced stress, injury and mortality between the recreational and commercial fishing sectors; and (5) improve procedures for measuring and understanding the effect of catch-and-release angling. Through design of better catch-and-release studies, strategies could be developed to further minimise stress, injury and mortality arising from catch-and-release angling. These strategies, when integrated with other fish population and fishery characteristics, can be used by anglers and managers to sustain or enhance recreational fishing resources.  相似文献

Effective management of recreational fisheries requires information on fine‐scale spatial patterns of recreational exploitation. Such information is particularly important for specially designated regions such as recreational‐only fishing areas (ROFAs). Using data acquired through progressive counts and interview‐based surveys, this study quantitatively compared recreational effort, harvest‐per‐unit‐effort (HPUE) and species composition among zonal habitats in three representative estuarine ROFAs in eastern Australia. The zones compared were as follows: (1) entrance channels; (2) lake areas; (3) artificial reefs; (4) tributary creeks; (5) rivers; and (6) canals. In most cases, effort was concentrated in the lake zones, which had the greatest access to fisheries resources. The lake and channel zones were associated with some of the highest HPUEs for key taxa [Acanthopagrus spp. (hybrid complex of Acanthopagrus butcheri (Munro) × Acanthopagrus australis (Owen)), Platycephalus fuscus (Cuvier), Sillago ciliata (Cuvier) and Girella tricuspidata (Quoy & Gaimard)] and a greater number of highly sought‐after species. Drawing on specific examples from these findings, this paper concludes by illustrating how spatial information on exploitation gained from this type of research can be used to meet the fundamental goals of recreational fisheries management at fine spatial scales.  相似文献

Abstract The catch-per-unit-effort (CPUE) and value-of-catch-per-unit-effort (VPUE) of reef-associated fish species from six Fijian native fishing grounds ( qoliqoli ) subject to different fishing intensities were determined using records of fishing activity from a voluntary logbook scheme. Line and spear fishing techniques were used for more than half the total fishing time (h person-1 d-1) in all qoliqoli , and yet the favoured technique in a given qoliqoli was frequently less efficient (lower CPUE) than other techniques. The popularity of relatively ineffective fishing methods implies that fishermen did not always attempt to maximize their catch rates. To compare fishing effort in different qoliqoli , all effort was rescaled on the basis of its recorded efficiency (measured as multispecies CPUE) and expressed as hours equivalent to boat-based spear fishing over coral by day to catch fish for sale. Total fishing intensity in the six qoliqoli ranged from 72 to 4310 h km-2 reef year-1. The relationship between catch and effort was linear at all fishing intensities, suggesting that the qoliqoli were all fished on a sustainable basis. Furthermore, whilst there was a significant difference in CPUE and VPUE between the one or two qoliqoli with lowest fishing intensity and all the others, there were no significant differences between these other qoliqoli in terms of the VPUE of the saleable multispecies boat catch or the CPUE of species from piscivorous and carnivorous genera ( Epinephelus, Lethrinus and Plectropomus ) which the fishermen prefer to catch.  相似文献

Recreational fisheries surveys are limited in time and place in many countries. This lack of data limits scientific understanding and sustainable management. Smartphone applications (apps) allow anglers to record the details of their fishing trips and catches. In this study, we describe the opportunities and challenges associated with angler apps as a source of recreational fisheries data, and propose minimum standards for data collection via angler apps. Angler apps are a potentially valuable source of conventional and novel data that are both frequent and extensive, and an opportunity to engage anglers through data sharing and citizen science. Realizing this potential requires that we address significant challenges related to angler recruitment and retention, data quality and bias, and integration with existing fisheries programmes. We propose solutions to each of these challenges. Given that the angler app market is diverse, competitive and unpredictable, we emphasize minimum standards for data collection as a way to ensure large and reliable data sets that can be compared and integrated across apps. These standards relate to trips and catches, and angler demographics and behaviour, and should be supported through consultation and research. Angler apps have the potential to fundamentally change how anglers interact with the resource and with management.  相似文献

This paper examines why Western Australia's Integrated Fisheries Management (IFM) policy was adopted, its development, achievements, lessons learned and future directions. Adopted in 2004, IFM aims to achieve and maintain fish resource sustainability through optimal catch share arrangements between competing users. It involves setting an allowable harvest level for each resource, using an independent allocation committee process to allocate explicit catch shares for commercial, recreational and customary sectors, and monitoring sectoral catch. IFM provides guidance for managing each sector within its catch share, providing access to that share, and developing reallocation mechanisms to transfer sectoral catch shares. The three most important multi‐sector resources, western rock lobster, Panulirus cygnus George, metropolitan Roe's abalone, Haliotis roei Grey, and west coast demersal scalefish, have undergone the allocation process. The first two are operational while the third is almost complete. Allocation outcomes demonstrate the need to account for each sector's catch, with credible scientific data to underpin decision‐making, independent transparent allocation processes, robust sectoral representation, workable reallocation mechanisms and management arrangements to ensure that all sectors can access their allocated share. IFM generates fair decisions for optimal resource use to reduce intersectoral conflict and provide better community outcomes, with wide applicability across other jurisdictions.  相似文献

目前,中国正加强远洋渔业的监督和规范管理,长期以来,观察员在远洋渔业管理中发挥重要作用,但其低覆盖率一直是亟待解决的问题,新出现的电子监控(electronic monitoring,EM)成为其有效替代和辅助手段。通过分析国内外远洋渔船EM技术发展,闸明了远洋渔船运用EM的必要性。介绍了EM的组成、具体方法、目标种类及其在远洋渔船常用3种渔具的应用;论述了现今EM系统在远洋渔船的适用性及功能和EM的优缺点:EM技术在远洋渔船已有应用且具有一些观察员无法具备的优势,但缺乏针对各类远洋渔船和目标鱼种监控的高质量应用示范,且对渔业数据相关处理技术的研究精度与深度还不够。最后对EM研究现状进行了总结并对EM技术未来的研究方向和重点提出了具体建议,可为远洋渔船应用电子监控相关研究提供参考。  相似文献

Derelict fishing gear is a highly visible source of marine plastic pollution, causing mortality and ecosystem degradation with uncertain long-term consequences. The quantity of derelict gear entering the oceans remains unknown because of heterogeneity in fishing gear and effort, as well as inadequate monitoring. Prior studies have been limited in scope to specific fisheries and regions, and large-scale estimates lack an empirical basis. It is critically important for decision makers to have credible information in order to design effective remediation efforts. We estimated the amount of industrial fishing effort and the associated plastic debris entering the ocean globally each year from lost fishing gear. Using remote observations of fishing vessel activity paired with technical fishing gear models, we generated a bounding estimate for gear operation and loss worldwide in 2018. We estimate that industrial trawl, purse-seine and pelagic longline fisheries operated 2.1 Mt of plastic gear over 2018 to obtain 49.7 Mt of retained and discarded catch, representing 74% of industrial marine capture globally. The median estimate for plastic gear lost during the use of these gear types was 48.4 kt (95% confidence interval: 28.4–99.5 kt). This estimate excludes abandoned and discarded gear. Improved observation, especially of small-scale fisheries, is needed to better understand the sources of derelict gear. These findings serve as a benchmark for future monitoring and management efforts to reduce derelict gear in the global ocean.  相似文献

Abstract  The accuracy of household reporting of subsistence fishing catch and effort and seafood consumption on the Fijian island of Ono-i-Lau was studied. A creel survey was carried out concurrently to validate the household survey data. Reported estimates of fishing participation, effort, and fish consumption were not significantly different to the creel survey estimates. Householder's appeared to overestimate the number of fish from the most abundant family Lethrinidae, and underestimate rarer fish. However, there was no significant difference between the reported and observed contribution of the majority of finfish families and invertebrate taxa. The reported and observed catch rate estimates were not significantly different, indicating that Ono-i-Lau villagers are relatively accurate in their estimation of the number and size of fish from recalled catches.  相似文献

The harvest of marine resources has long‐standing cultural and economic importance to The Bahamas and other small island developing states. Tourists and residents place a demand on local marine resources, particularly Caribbean spiny lobster, Panulirus argus (Latreille), queen conch, Lobatus gigas (Linnaeus) and Nassau grouper, Epinephelus striatus (Bloch), and many fishery products are also sold on the global market. Illegal, unreported and unregulated fishing coupled with inadequate regulations and enforcement are the main factors contributing to the decline of Bahamian fisheries along with other anthropogenic impacts. This article reviews the status of fisheries management in The Bahamas using economically and ecologically important species as case studies to highlight conservation successes, knowledge gaps and deficiencies in existing management approaches. The review concludes with an examination of how emerging fisheries and improved conservation management strategies have the potential to improve economic and food security throughout the archipelago.  相似文献

Skipjack tuna (Katsuwonus pelamis) ranks third among marine resources that sustain global fisheries. This study delimits the spatiotemporal habitat of the species in the south‐western Atlantic Ocean, based on operational oceanography. We used generalized additive models (GAMs) and catch data from six pole‐and‐line fishing vessels operating during 2014 and 2015 fishing seasons to assess the effect of environmental variables on catch. We also analysed Modis sensor images of sea surface temperature (SST) and surface chlorophyll‐α concentration (SCC) to describe fishing ground characteristics in time and space. Catch was positively related to thermocline depth (24–45 m), SST (22–24.5°C), SCC (0.08–0.14 mg/m³) and salinity (34.9–35.8). Through SST images, we identified that thermal fronts were the main surface feature associated with a higher probability to find skipjack. Also, we state that skipjack fishery is tightly related to shelf break because bottom topography drives the position of fronts in this area. Ocean colour fronts and plankton enrichment were important proxies, accessible through SCC, used to delineate skipjack fishing grounds. Catch per unit effort (CPUE) was higher towards summer (median 14 t/fishing day) due to the oceanographic characteristics of the southern region. High productivity in this sector of the Brazilian coast defines the main skipjack feeding areas and, as a consequence, the greatest abundance and availability for fishing.  相似文献
