Bottom trawling (nets towed along the seabed) spread around the British Isles from the 1820s, yet the collection of national fisheries statistics did not begin until 1886. Consequently, analysis of the impacts of trawling on fish stocks and habitats during this early period is difficult, yet without this information, we risk underestimating the extent of changes that have occurred as a result of trawling activities. We examined witness testimonies recorded during two Royal Commissions of Enquiry (1863–66 and 1883–85). These enquiries interviewed hundreds of fishers about the early effects of sail trawling and the changes they were witnessing to fish stocks, habitats and fishing practises during this time. We converted all quantitative statements of perceived change in fish stocks and fishing practices to relative change. Witnesses from the north‐east of England interviewed during 1863 revealed an average perceived decline in whitefish of 64% during their careers, which many blamed upon trawling. Between 1867 and 1892, trawl‐landing records from the same location suggest that this trajectory continued, with fish availability declining by 66% during the period. Fishers adapted to these declines by increasing distances travelled to fishing grounds and increasing gear size and quantity. However, inshore declines continued and by the early 1880s even trawl owners were calling for closures of territorial waters to trawling in order to protect fish nursery and spawning grounds. Until now, these testimonies have been largely forgotten, yet they reveal that alterations to near‐shore habitats as a result of trawling began long before official data collection was initiated.  相似文献

China is the world’s biggest fishing nation and a major player in the global seafood trade. Its fisheries development can decisively influence the global seafood trade, food security and marine conservation. In recent years, significant changes have taken place in China’s fisheries management priorities, policies and regulations. In this paper, we review the evolving fisheries management practices in China to delineate changes in the management policies, methods and their performances from 1949 to 2019. We determined that the following issues impede the development, implementation and enforcement of fisheries policies and regulations, namely the large size of the fishing fleet, large and poorly organized fisheries population, the “hidden” fishing capacity, uniform management approaches that sometimes fail to account for local conditions, lack of clearly defined and allocated fishing rights, limited data quality and availability, insufficient fisheries monitoring programmes, absence of a robust scientific input framework and insufficient stakeholder involvement. Combining those problems with China’s current management initiatives, we propose recommendations for China’s future fisheries reforms. We hope this paper can inform China’s marine fisheries policies and provide valuable references for further researches related to China’s sustainable fisheries management.  相似文献

The reform of the European Common Fisheries Policy (CFP) in 2013 decides whether the European fisheries can be put on a sustainable course in the next 10 years. The CFP reform must halt overexploitation of fish resources and stop harm to the marine environment by fishing activities. The European Commission published a reform proposal just recently. This proposal is already an important first step in the right direction, but is under threat of being watered down by the Fisheries Council. Necessary improvements of the current CFP include among others a binding definition of a sustainable stock management, a discard ban for all fish species, transferable fishing concessions and a cessation of all aid for building new vessels. These modifications pave the way for placing micromanagement in the hands of regions and fisheries so as to foster self‐responsibility among fishers and give greater consideration to regional circumstances.  相似文献

Managing fisheries resources to maintain healthy ecosystems is one of the main goals of the ecosystem approach to fisheries (EAF). While a number of international treaties call for the implementation of EAF, there are still gaps in the underlying methodology. One aspect that has received substantial scientific attention recently is fisheries‐induced evolution (FIE). Increasing evidence indicates that intensive fishing has the potential to exert strong directional selection on life‐history traits, behaviour, physiology, and morphology of exploited fish. Of particular concern is that reversing evolutionary responses to fishing can be much more difficult than reversing demographic or phenotypically plastic responses. Furthermore, like climate change, multiple agents cause FIE, with effects accumulating over time. Consequently, FIE may alter the utility derived from fish stocks, which in turn can modify the monetary value living aquatic resources provide to society. Quantifying and predicting the evolutionary effects of fishing is therefore important for both ecological and economic reasons. An important reason this is not happening is the lack of an appropriate assessment framework. We therefore describe the evolutionary impact assessment (EvoIA) as a structured approach for assessing the evolutionary consequences of fishing and evaluating the predicted evolutionary outcomes of alternative management options. EvoIA can contribute to EAF by clarifying how evolution may alter stock properties and ecological relations, support the precautionary approach to fisheries management by addressing a previously overlooked source of uncertainty and risk, and thus contribute to sustainable fisheries.  相似文献

Aquaculture can have negative environmental impacts, adding to the suite of anthropogenic stressors that challenge coastal ecosystems. However, a growing body of scientific evidence indicates that the commercial cultivation of bivalve shellfish and seaweed can deliver valuable ecosystem goods and services, including provision of new habitats for fish and mobile invertebrate species. We completed a systematic literature review of studies focused on understanding habitat-related interactions associated with bivalve and seaweed aquaculture, and a brief meta-analysis of 65 studies to evaluate fish and mobile macroinvertebrate populations at farms and reference sites. Bivalve and seaweed aquaculture were associated with higher abundance (n = 59, range: 0.05× to 473×, median lnRR = 0.67) and species richness (n = 29, range: 0.68× to 4.3×, median lnRR = 0.13) of wild, mobile macrofauna. Suspended or elevated mussel and oyster culture yielded the largest increases in wild macrofaunal abundance and species richness. We describe the major mechanisms and pathways by which bivalve and seaweed aquaculture may positively influence the structure and function of faunal communities—including provision of structured habitat, provision of food resources and enhanced reproduction and recruitment—and identify the role of the species cultivated and cultivation gear in affecting habitat value. Given the continued deterioration of coastal habitats and increasing investments into their restoration, understanding how industry activities such as aquaculture can be designed to deliver food within ecological limits and have positive influences on ecosystem goods and services is essential in ensuring ecological, social and economic objectives can be achieved.  相似文献

Cephalopods are a key component of marine food webs, providing sustenance for myriad marine species. Cephalopods are also of increasing economic importance as evidenced by the rapid rise in their global landings over recent decades. If fisheries continue on this trajectory, conflicts may transpire among cephalopod and finfish fisheries, particularly in ecosystems where cephalopods are highly valuable both directly as a landed commodity and indirectly as prey for other harvested species. We provide the first measure of the ecosystem services that cephalopods contribute to fisheries in 28 marine ecosystems, both as a commodity and an ecological support service. We also evaluate how current demands on cephalopods compare to mid‐20th century conditions. We find that cephalopod contributions to fisheries vary widely, but are substantial in many ecosystems. Commodity and supportive services provided by cephalopods contributed as much as 55% of fishery landings (tonnes) and 70% of landed values ($USD). The contribution of cephalopods as a commodity was generally greatest in the coastal ecosystems, whereas their contribution as a supportive service was highest in open ocean systems. Further, the commodity and supportive services provided by cephalopods to fisheries landings increased in most of the coastal ecosystems between the mid‐20th century (years 1960–70) and contemporary periods (years 1990–2004), indicating the rising demand for cephalopods. Current demands have no historical precedent and ecosystems in which cephalopods are highly exploited as a targeted resource and as an ecological support service should be further evaluated to prevent the unsustainable development of marine fisheries within them.  相似文献

近年来海洋渔业面临资源衰退、渔场减少、因渔民众多而监管成本高等问题,严重阻碍了我国海洋渔业经济的可持续发展。文章首先从交易成本的视觉对渔民协会在实现海洋渔业经济可持续发展中的作用进行了理论分析,然后以江苏海安县老坝港镇捕捞协会为对象,对理论推演的结论进行了实证检验。研究表明,老坝港捕捞渔民协会的成立,一方面能够在保证转业者福利不低于捕捞业的情况下,协助转业者寻找替代性就业机会,从而有利于降低捕捞业的劳动力人数,减轻对渔业资源的压力;另一方面能使政府在市场经济条件下提高管理效率、降低政府和渔民的交易成本,有利于促进海洋捕捞渔业的可持续发展。  相似文献

Application of environmental DNA (eDNA) analysis has attracted the attention of researchers, advisors and managers of living marine resources and biodiversity. The apparent simplicity and cost‐effectiveness of eDNA analysis make it highly attractive as species distributions can be revealed from water samples. Further, species‐specific analyses indicate that eDNA concentrations correlate with biomass and abundance, suggesting the possibility for quantitative applications estimating abundance and biomass of specific organisms in marine ecosystems, such as for stock assessment. However, the path from detecting occurrence of an organism to quantitative estimates is long and indirect, not least as eDNA concentration depends on several physical, chemical and biological factors which influence its production, persistence and transport in marine ecosystems. Here, we provide an overview of basic principles in relation to eDNA analysis with potential for marine fisheries application. We describe fundamental processes governing eDNA generation, breakdown and transport and summarize current uncertainties about these processes. We describe five major challenges in relation to application in fisheries assessment, where there is immediate need for knowledge building in marine systems, and point to apparent weaknesses of eDNA compared to established marine fisheries monitoring methods. We provide an overview of emerging applications of interest to fisheries management and point to recent technological advances, which could improve analysis efficiency. We advise precaution against exaggerating the present scope for application of eDNA analysis in fisheries monitoring, but also argue that with informed insights into strengths and limitations, eDNA analysis can become an integrated tool in fisheries assessment and management.  相似文献

There has been much recent discussion about the idea that large whales are potential competitors with fisheries for available marine resources. Based on this idea, often referred to as the ‘whales eat fish’ conflict, culling whales has been proposed as a way to increase resources available for human consumption and thereby ensuring global food security. However, the scientific basis for such arguments remains unclear, especially in the Caribbean waters where baleen whales generally do not feed. In this article, we (i) develop an ecosystem model describing the trophic interactions between whales, fish and fisheries in the Caribbean waters, (ii) calculate the level of overlap between cetaceans and fisheries for food resources, and (iii) simulate the removal of cetaceans from the Caribbean waters in order to quantify the potential increase in available biomass of commercially important fish. Ten groups of cetaceans are considered in the model, including baleen whales, toothed whales and small cetaceans. Our results suggest that baleen whales are not a threat to fisheries in Caribbean waters, while toothed cetaceans seem to be more impacted by fisheries than they actually impacting them. Whales target different types of food resources and consume significantly less than what is taken by fisheries. Moreover, simulated reductions in large whale abundance do not produce any appreciable increase in biomass of the commercially important fish species. In some cases, the presence of some whales actually improves fishery yield as a result of indirect predation effects.  相似文献

Evaluating historical changes in the exploitation of marine organisms is a key challenge in fisheries ecology and marine conservation. In the Eastern Pacific, marine turtles were exploited for millennia before systematic monitoring began <50 years ago. Using ethnographic and historical data, we generated a detailed reconstruction of the East Pacific green sea turtle (Chelonia mydas) fishery in Mexico's Baja California peninsula from 1700 to 1990. Sea turtles from the region's important feeding areas were a staple food source from the earliest phases of human occupation, dating back at least 12,000 years. In contrast with regions such as the Caribbean, small human populations and limited market access resulted in apparently sustainable turtle harvests until the second half of the 20th century. We found that the estimated annual catches between 1960 and 1980 exceeded the estimated annual catches of the previous 250 years by an order of magnitude, leading to the collapse of the fishery and the depletion of the green turtle population. A total ban on sea turtle captures in 1990, comprehensive nesting beach protection, and significant conservation efforts resulted in increases in breeding females on nesting beaches and catch rates in scientific monitoring on main feeding grounds since the early 2000s. This provides a positive outlook for this once‐depleted population segment. Although further research is needed to evaluate current conservation status, we have identified a date, between 1950 and 1960, which can serve as a reliable temporal reference for future evaluations of historical baseline abundance in this region.  相似文献

  1. Mahseer (Tor spp., Cyprinidae) are iconic, large-bodied, migratory freshwater fishes of Asian rivers. Long valued as a food source and serving other societal roles, these fishes are severely threatened by a broad range of interacting and escalating human impacts, including dam construction, water pollution, over-exploitation, and habitat destruction. Mahseer fishes are therefore beneficial to people, both directly and as indicators of ecosystem functionality and the associated ecosystem service benefits provided by the rivers that they inhabit.
  2. A literature review demonstrated that wild mahseer populations have a direct role in 11 of the 36 ecosystem services assessed and are indicative of a further 18 ecosystem services provided by the habitats that support them.
  3. Recognition of this range of ecosystem service benefits is helpful in describing to non-specialist public and policy-making communities the diversity of values provided by mahseer fishes and their supporting habitats, and hence the importance of their conservation.
  4. Assessment of the broad range of ecosystem services to which mahseer contribute is an approach that could usefully be applied to promote the benefits of conserving other ‘umbrella’ taxa and the habitats that support them.

Aquaculture is the fastest growing form of food production across the globe. The expansion of the industry has brought about a diversity of approaches to mitigate social and ecological impacts associated with aquaculture production systems. At the same time, there is a growing interest in utilizing aquaculture for conservation purposes including species recovery, habitat restoration and offsetting the impacts of wild capture on vulnerable harvested species. The diversification of the aquaculture sector and the overlapping use of terminology to describe alternative aquaculture approaches can create challenges for policy makers, managers and industry practitioners. Clear distinction between alternative aquaculture approaches and intent may improve regulatory, permitting, monitoring and consumer awareness outcomes. Here, we examine the use of four primary aquaculture approaches in the scientific literature: ‘commercial aquaculture’, ‘conservation aquaculture’, ‘restorative aquaculture’ and ‘regenerative aquaculture’ to elucidate the similarities and differences and improve understanding of the approaches. We propose definitions for the terms based on empirical analysis of related words used in scientific texts and fitness into a particular initiative. In addition, we discuss the use of those terms within the context of benefits to ‘people and nature’, namely activities that include economic, social and environmental outcomes and the variability therein. Clear definition of terms and related activities in a burgeoning field can minimize semantic confusion while improving opportunities to craft robust policy guidelines and improve stakeholder understanding and practice of aquaculture activities.  相似文献

The Pilica River has warmed at a rate of 0.06°C per year since 1969, threatening the ecological services provided by the Sulejów Reservoir. Gillnet sampling revealed that the reservoir is inhabited by a cyprinid‐dominated fish assemblage with roach, Rutilus rutilus (L.) (42% of the total biomass), the dominant species. However, the interest of the anglers was primarily focused on common bream, Abramis brama (L.) (almost 65% of the catch), as revealed by the catch statistics (2004–2014). No direct evidence was found that the temperature increase had an influence on the recreational fishery or fish assemblage structure. On the other hand, changes in the fish assemblage that were reflected in angler catch composition were observed. A decrease in the catch of common bream in gillnets was accompanied by a shift in angler choices towards roach and other fish species. The sustainability of recreational fisheries is more likely to be influenced by changes in the economic status of society, water quality (toxic cyanobacteria blooms) and water management practices in Poland. The question arises about which species will dominate in the impoundment in the future if the warming trend continues and common carp, Cyprinus carpio L., stocking is maintained.  相似文献

Historical information has provided key insights into long-term ecological change to marine species and ecosystems, with value to fisheries. Yet, pathways to integrate these diverse data sources into fisheries decision-making have not been clear. Here, we identify an array of biological, ecological, and social information suitable for contemporary science-based decision-making, derived from local ecological knowledge, historical archives, archaeological middens and palaeoecological material. We outline two broad pathways to integrate these historical data into fisheries decision-making, demonstrating that data-driven use of historical information is relevant across a range of management contexts. First, historical information can inform fisheries assessments that range from simple to complex, affecting indicators of stock status. Second, it can inform estimates of biological potential and social preference, affecting the choice of fisheries reference points. Using the Caribbean Sea as an example, we illustrate these ideas with case studies representing diverse species and historical data types. Integrating historical data can improve indicators of the current state of fish populations and result in management decisions based on a more complete understanding of a potential range of variation, avoiding shifted baselines. The urgency of this work is underscored by accelerating environmental changes and the rapid loss of invaluable historical information sources. By illuminating pathways, our goal is to increase the accessibility of these types of information and to underscore that scientists, managers, and resource users have roles to play in identifying and integrating relevant long-term data at various spatial and temporal scales to sustainably manage marine fisheries.  相似文献

The increasing need to account for the many factors that influence fish population dynamics, particularly those external to the population, has led to repeated calls for an ecosystem approach to fisheries management (EAFM). Yet systematically and clearly addressing these factors, and hence implementing EAFM, has suffered from a lack of clear operational guidance. Here, we propose 13 main factors (shift in location, migration route or timing, overfishing (three types), decrease in physiology, increase in predation, increase in competition, decrease in prey availability, increase in disease or parasites and a decline in habitat quality or habitat quantity) that can negatively influence fish populations via mechanisms readily observable in ~20 population features. Using these features as part of a diagnostic framework, we develop flow charts that link probable mechanism(s) underlying population change to the most judicious management actions. We then apply the framework for example case studies that have well‐known and documented population dynamics. To our knowledge, this is the first attempt to provide a clearly defined matrix of all the probable responses to the most common factors influencing fish populations, and to examine possible diagnostics simultaneously, comparatively and relatively in an attempt to elucidate the most probable mechanisms responsible. The framework we propose aims to operationalize EAFM, thereby not only better diagnosing factors influencing fish populations, but also suggesting the most appropriate management interventions, and ultimately leading to improved fisheries. We assert the framework proposed should result in both better use of limited analytical and observational resources and more tailored and effective management actions.  相似文献

海洋捕捞事关国际粮食安全和海洋生态系统健康。得益于科学技术的进步, 当代海洋捕捞发展迅速, 但依然面临着渔业资源衰退、海洋底栖环境破坏、兼捕与抛弃、废弃渔具引起的幽灵捕捞和塑料污染、气候变化、区域发展不平横等系列问题。本文综述了国内外为缓解上述问题在海洋捕捞管理、技术创新、最佳实践探索等方面的工作进展, 并提出了如下发展建议: (1) 应进一步加强生态友好型渔具渔法、高效节能技术、废弃渔具回收利用技术、生物可降解材料等方面的基础和应用研究; (2) 开展减少兼捕、降低底拖网对底栖环境的影响、海洋捕捞高效节能、减少废弃渔具流向海洋等方面最佳实践的探索; (3) 加强激励机制的研究和应用, 加强对废弃渔具回收产业的政策扶持, 完善海洋捕捞管理体系和废弃渔具管理体系建设, 增强治理能力; (4) 加强国家或地区间渔业合作, 分享管理知识, 促进区域间平衡发展。(5) 加强气候变化应对策略的探索研究。立足长远、多措并举, 促进海洋捕捞可持续发展。  相似文献

Marine aquaculture is growing quickly and has substantial effects on people and the environment. Existing research has demonstrated that marine aquaculture can contribute to ecosystem service provisioning that extends beyond production of a resource; however, the extent and significance of these goods and services are not well understood. Here we review existing knowledge of ecosystem service provision by marine aquaculture by systematically examining 129 peer reviewed papers that describe the provision of nine distinct ecosystem services by operational or experimental marine aquaculture farms. We quantify service provision and classify services by type and by farm characteristics. We show that while certain services, such as nutrient absorption by kelp aquaculture, are well understood and have been documented across multiple species, scales and environments, the evidence for other services, such as the cultural service of tourism, is currently minimal. Importantly, we identify ecosystem services associated with a diversity of farm types (including fish, bivalve, algae and polyculture farms) but find that certain services were most often delivered by specific farm types (e.g. habitat services were most often associated with fish farms). Incorporating acknowledgement of ecosystem services into farm design and planning has the potential to improve environmental performance and sustainable management of aquaculture. However, outstanding questions, including how spatial expansion of marine aquaculture will affect the provisioning of these services, are important challenges facing sustainable development.  相似文献
