Wild capture fisheries provide substantial input to the global economy through employment and revenue. The coastal zone is especially productive, accounting for just 7% of the total area of the ocean, but supporting an estimated 50% of the world's fisheries. Vegetated coastal ecosystems—seagrass meadows, tidal marshes and mangrove forests—are widely cited as providing nutritional input that underpin coastal fisheries production; however, quantitative evidence of this relationship is scarce. Using Australia as a case study, we synthesized fisheries stable isotope data to estimate nutritional input derived from coastal vegetated ecosystems and combined these “proportional contribution” estimates with total annual catch data from commercial fisheries to determine species‐specific dollar values for coastal vegetated ecosystems. Based on the data from 96 commercially important fish species across Australian states (total landings 14 × 106 tonnes pa), we provide a conservative estimate that Australia's coastal vegetated ecosystems contribute at least 78 million AUD per year to the fisheries economy. Two thirds of this contribution came from tidal marshes and seagrasses that were both equally valued at 31.5 million AUD per year (39.4%) followed by mangroves at 14.9 million AUD per year (18.6%). The highest dollar values of coastal ecosystems originated from eastern king prawn (Melicertus plebejus) and giant mud crab (Scylla serrata). This study demonstrates the substantial economic value supported by Australia's coastal vegetated ecosystems through commercial fisheries harvest. These estimates create further impetus to conserve and restore coastal wetlands and maintain their support of coastal fisheries into the future.  相似文献

Abstract

This study analyzed the contribution of the catfish industry to the economy of Chicot County, Arkansas, using an input-output model. The objective was to quantify the economic contribution of the industry in terms of creating new dollars, jobs, and income to the local community. Mail surveys and personal interviews were used to collect data from catfish farmers, processors and other businesses related to the catfish industry. For farmers, the information solicited included production and marketing costs, sales and employment. Out of approximately 85 questionnaires administered to catfish farms, 44 usable questionnaires were obtained for a response rate of 52%. Businesses directly related to the catfish industry provided information on employment and sales and included: processors, seiners and haulers, pond builders, tractor and equipment dealers, and feed bin manufacturers. Other businesses with indirect ties to the catfish industry included: input supply companies, banks, fertilizer and chemical companies, auto shops, electricians, and bookkeeping firms. The survey data were used to modify the IMPLAN database for Chicot County to reflect the 2001 level of catfish production, processing and services available to support the industry. This database was then used to estimate the economic impact of the industry to the county's economy. In 2001, the 85 catfish farmers in the county operated about 7,859 ha (19,500 acres). The farm-gate value of catfish production exceeded $63 million. Employment on catfish farms was approximately 510. In addition, 59 other businesses depended on the catfish industry. Results indicated that total employment created in Chicot County by businesses directly or indirectly involved with the catfish industry was 2,665 jobs. This represented 48% of all employment in Chicot County. Total tax revenue (federal, state, and local taxes) generated from both direct and indirect catfish businesses was $22 million. Combined, the total economic impact of the catfish industry in Chicot County, including direct, indirect and induced effects, was over $384 million. The output multiplier calculated for live catfish production was 6.05. Thus, each $1 of earnings by catfish farms generated $6.05 total economic activity in the Chicot County economy. If current economic difficulties should result in contractions in catfish acreage in Chicot County by 10%, unemployment rates would increase by 2%. This study demonstrates the importance of the catfish industry to the economy of Chicot County.  相似文献

The rising share of aquaculture in supplying seafood changes the mixture of species in the world's market, because capture fisheries target carnivorous species whereas aquaculture focuses on species that are lower in the food chain. Trophic level correlates with production volume (tons/yr) and with unit value (US$/ton) in aquaculture but not in capture fisheries (FAO's fisheries data). Apparently, sustainability and economics in aquaculture both depend on ecological efficiency, i.e., the use of resources and the production of waste. Species feeding low in the food chain use efficiently the natural resources. Each level up the food chain inflates costs related to the use of resources, the production of waste and the maintenance of water quality. This effect has further repercussions on the economics of aquaculture: (1) cost influences profit and unit price, and (2) price influences demand and market share. The overall ecological efficiency, sustainability and economics of culturing carnivorous fish are improved by growing them in an ecological balance with species from low trophic levels in integrated multi-trophic aquaculture.  相似文献

The efficiency of Finnish inland fisheries administration has improved during the past 15 years because of changes in fisheries legislation. The establishment of regional management units particularly has improved the practice of co-management, which has allowed the participation of many relevant interest groups in the decision-making process. The long-term private market equilibrium supply for recreational fishing with active types of gear accounted for 50% of the Finnish lake surface area. Presently the public sector has become involved in the supply of recreational fishing licences. The improvement in the system owes much to political initiatives. As regards commercial fishing, state-ownership of fishing grounds is a channel for recruitment into the occupation. Private ownership has led to a suboptimal allocation of fisheries resources, particularly in the commercial branch of the industry. However, by giving priority to social instead of economic goals the statutory fishery associations will help to maintain social and community values, which are locally important.  相似文献

The Danube Delta was designated a Biosphere Reserve in 1990. Subsequently the sustainable use of the fish stocks within the reserve became a challenge for management. The fisheries exploit a variety of habitats distributed over about 580 000 ha of wetland. They yield between 5000 and 10 000 t year–1, equivalent in value to 6.3 million US$, making this one of the most important inland fisheries in Europe. Approximately 15 000 inhabitants within the Delta and a further 160 000 from adjacent regions depend fully or partly on the fishery resource. The fisheries are diverse, consisting of lake, river, marine coastal and anadromous fisheries. Fisheries in the Delta operated under an open access system during the transition from a fully controlled state economy to a market economy. New fishing regulations have been established to minimise the risk of the fisheries collapsing as a result of the open access regime. Core regulations including close seasons and closed areas, minimum mesh sizes and fish lengths, output controls (catch quota), and input regulations (limited access to fishery) were introduced.  相似文献

Over‐exploitation and economic underperformance are widespread in the world's fisheries. Global climate change is further affecting the distribution of marine species, raising concern for the persistence of biodiversity and presenting additional challenges to fisheries management. However, few studies have attempted to extend bioclimatic projections to assess the socio‐economic impacts of climate‐induced range shifts. This study investigates the potential implications of changes in relative environmental suitability and fisheries catch potential on UK fisheries by linking species distribution modelling with cost‐benefit analyses. We develop scenarios and apply a multimodel approach to explore the economic sensitivity of UK fisheries and key sources of uncertainty in the modelling procedure. We projected changes in maximum potential catch of key species and the resulting responses in terms of net present value (NPV) over a 45‐year period under scenarios of change in fuel price, discount rate and government subsidies. Results suggest that total maximum potential catch will decrease within the UK EEZ by 2050, resulting in a median decrease in NPV of 10%. This value decreases further when trends of fuel price change are extrapolated into the future, becoming negative when capacity‐enhancing subsidies are removed. Despite the variation in predictions from alternative models and data input, the direction of change in NPV is robust. This study highlights key factors influencing future profitability of UK fisheries and the importance of enhancing adaptive capacity in UK fisheries.  相似文献

The joint viability, or co‐viability, of a Mediterranean Sea mixed demersal fishery was examined by applying a bioeconomic fisheries model to the main seven target stocks of the fishery under biological, social and economic constraints. The stocks of interest were hake, black‐bellied angler, deep‐water rose shrimp, red mullet, blue and red shrimp, Norway lobster and blue whiting, all of which were assessed as overexploited. Their combined production corresponds to 34% by volume and 52% by value of the landings of the demersal fishery studied. Simulation scenarios based on effort reduction, changes in the selectivity pattern and implementing a fisheries restricted area were compared over the simulation horizon of 2015–2030. The latter two scenarios were also examined in terms of full or partial compliance. The effect of a discard ban on the economy of the fleet was also analysed. The results show that the fishery is not co‐viable because some stocks are not viable in the projection period, but social and economic viability was ensured in all cases. As is often the case for mixed fisheries, a unique management measure is unlikely to improve the situation of all stocks simultaneously, but all the management measures tested are better than the status quo.  相似文献

Understanding the dynamic spatial distribution characteristics and evolving trends in recreational fisheries development is of great importance for formulating policy for responsibly managing recreational fisheries. However, regional economic differences among China's recreational fisheries have yet to be examined and quantified. In this study, a methodological approach applies a series of techniques, including Kernel density estimates, Gini coefficients and Theil indexes, to provide a comprehensive analysis of the dynamic distribution and evolution of recreational fisheries in China. Results showed that recreational fisheries in China have been developing rapidly since the early 21st Century. The total economic value of recreational fisheries in China increased from 5.4 billion Yuan in 2003 to 90.2 billion Yuan in 2018. However, there is a serious imbalance of development of recreational fisheries between regions. Specifically, the combined economic value of recreational fisheries in the main provinces of Shandong, Hubei and Guangdong accounted for 53.4% of recreational value for the whole country, whereas the combined contribution for the bottom 20 of the 31 provinces in the country together accounted for only 10.1%. Analysis of temporal variation at four points in time by kernel density estimation revealed that the development of recreational fisheries exhibited a polarised tendency both among the provinces within the eastern, central and western regions and among the 31 provinces of China. Based on the results of the Theil index decomposition, the overall differences in China's recreational fisheries economy mostly came from differences within each region, which accounted for over 90% of the overall difference. This study provided a means to understand and visualise how key dimensions of recreational fisheries development vary within each region and within the 31 provinces of China, and provides a basis for making short-term and long-term policies aimed at promoting coordinated and sustainable development of recreational fisheries in China.  相似文献

We examine the claim in Christensen that Maximum Economic Yield (MEY) is equal to Maximum Sustainable Yield (MSY). The basis for this claim is that MEY considers only the ‘catching’ of fish and that when the full value‐chain is considered; it is the MSY level that maximizes economic value. We argue that to maximize society’s benefit from a given sector of an economy, resources need to be allocated across all sectors such that additional net benefits from employing one more unit of society’s resources are equalized across all sectors of the economy. In this way, the opportunity cost of employing society’s resources across all economic sectors is minimized. In an economy where all resources are fully utilized, further value added in the value chain for fish is an additional cost and has the effect of reducing fishing effort and optimum yield rather than the opposite. In a less developed economy or a developed one in recession where all resources are not fully used, the multiplier effect could be important, and if it is high for fisheries it would be an argument to maximize sustainable yield and effort. We show, using current input‐output data, that this is not the case. Furthermore, from a simple principle of optimization, we know that to optimize a sector that consists of many segments through time, one has to optimize every portion of the chain through time.  相似文献

Marine fisheries contribute to the global economy, from the catching of fish through to the provision of support services for the fishing industry. General lack of data and uncertainty about the level of employment in marine fisheries can lead to underestimation of fishing effort and hence over‐exploited fisheries, or result in inaccurate projections of economic and societal costs and benefits. To address this gap, a database of marine fisheries employment for 144 coastal nations was compiled. Gaps in employment data that emerged were filled using a Monte Carlo approach to estimate the number of direct and indirect fisheries jobs. We focused on estimating jobs in the small‐scale fishing sector. We characterized small‐scale fishing as (i) primarily geared towards household consumption or sale at the local level; (ii) conducted at a low level of economic activity; (iii) minimally mechanized; (iv) conducted within inshore areas; (v) minimally managed; and/or (vi) undertaken for cultural or ceremonial purposes. In total, we estimated that 260 ± 6 million people are involved in global marine fisheries, encompassing full‐time and part‐time jobs in the direct and indirect sectors, with 22 ± 0.45 million of those being small‐scale fishers. This is equivalent to 203 ± 34 million full‐time equivalent jobs. Study results can be used to improve management decision making and highlight the need to improve monitoring and reporting of the number of people employed in marine fisheries globally.  相似文献

Milkfish has been farmed in Taiwan for over 300 years. Faced with limited land resources, a labor shortage, decreasing demand, and growth of imported fisheries products, the industry is looking at the problem of how to maintain a sustainable and efficient production. This study specifies a stochastic production frontier function to estimate potential milkfish farm output and efficiency by using 1997–1999 data from a survey of 433 aquaculture milkfish farms. Both Translog and Cobb–Douglas frontier production models are estimated using the maximum likelihood estimation method. Empirical results show that the Translog stochastic production function model fits the data better and that milkfish farming in Taiwan exhibits diminishing returns to scale. We also compare estimated maximum potential milkfish production per hectare under various pond conditions to provide managers with information about how to boost efficiency. In addition, this study estimates substitution elasticities and complementarity of input factors for milkfish farms to provide helpful information for milkfish farmers on how to reallocate input resources and help raise milkfish productivity through improvements in technical efficiency.  相似文献

Declining fisheries catches are a global trend, with management failing to keep pace with growth in fishing effort and technological advances. The economic value of Honduras’ catches was estimated within the industrial and artisanal sectors. Catches were found to be 2.9 times greater than the official statistics between 1950 and 2015. The merging of industrial and artisanal catch data masked the decline in industrial catches and hid the strong growth of artisanal fisheries. In 1996, annual artisanal fisheries landed catches surpassed the industrial fishery sector, and in 2000, the annual net value of artisanal fisheries eclipsed the value of the industrial fisheries. These data highlight the importance of artisanal fisheries in Honduras and challenge the long‐held belief that the industrial sector contributes more to the national economy. The global paucity of fisheries data highlights the need for comprehensive strategies to collect more detailed and accurate fisheries data.  相似文献

Inland fisheries play important roles in food and economic security in the riparian countries surrounding the Great Lakes of Africa. However, the lakes are being systematically degraded by anthropogenic pressures, in combination with the huge population growth prevalent in the region. This paper summarises the outcomes of an international conference to develop a ‘Strategy for Conservation and Sustainable Development of the African Great Lakes Region in a Changing Climate’, held in Uganda in 2017, with particular attention on the potential for fisheries and aquaculture. The paper highlights options for addressing the problems facing the aquatic resources and specifically the importance of effective management of the fisheries and ecosystems of the Great Lakes to achieving the UN Sustainable Development Goals to ensure food and nutritional security and sustainable livelihoods. There is need to improve fisheries assessment and determine the value of the fisheries (and aquaculture). Fisheries legislation, regulation and enforcement need revision and co‐management mechanisms require rethinking. There is considerable potential for aquaculture, and especially cage culture, to increase fish production, but there is an urgent need to address technical, social, environmental and input requirements. It is also imperative that best practices guidelines are developed that will support cage culture production practices.  相似文献

Developing socioeconomic indicators for ecosystem-based fisheries management is particularly important. This is because socioeconomic factors have direct effects on ecosystems, and ecosystems have direct effects on socioeconomic factors. Therefore, it is imperative that socioeconomic indicators are developed and evaluated in order to predict changes in ecosystems and to provide advice for effective fisheries management. In this study, socioeconomic indicators have been developed to be combined with biological and ecological indicators, in order to conduct the ecosystem-based fisheries assessment. In terms of socioeconomic indicators, five socioeconomic criteria were considered as important attributes of socioeconomic changes. These were economic production, business conditions, levels of income, the state of the market, and levels of employment. In order to establish reference points for the evaluation of indicators, target reference points and limit reference points were set through a comparison with other industries or other fisheries rather than by using the Traffic Light System (TLS) method, which has been used in many previous studies. In addition, on the basis of the application of developed indicators and reference points to the Korean large purse seine fishery, the socioeconomic conditions of the fishery and the usefulness of the indicators were evaluated and management implications were discussed.  相似文献

Increasing urban drift of the Fijian population coupled with an increasing proportion of Fijians in full time employment has led to escalating demands for fish and an associated rise in fish prices. Traditionally-managed reef fisheries are now exploited to meet existing subsistence needs and to supply large urban markets. The fishing strategies employed by three fishing communities were compared at different stages of their development from primitive to market economies. It was suggested that the fishing-rights owners have expanded their fisheries for economic gain, but that such expansion has, to date, had minimal impact on favoured fishing tactics and management regimes. However, the socioeconomic impact of the transition to a market economy is profound, with increasing reliance upon income from the fishery.  相似文献

Individual quota (IQ) management systems in commercial marine fisheries are highly diverse, differing in the security, durability and exclusivity of the harvesting privilege and the transferability of quota units. This diversity in the degree of harvest rights may influence the effectiveness of IQ fisheries to meet management objectives. We conducted a global meta‐analysis of 167 stocks managed under IQs to test whether the strength of harvest rights impacts the conservation status of stocks in terms of catch, exploitation rate and biomass relative to management targets. We used non‐parametric methods to assess non‐linear relationships and linear regression models to explicitly consider interactions among predictors. Most IQ fisheries consistently met fleet‐wide quota limits (94% of stocks had recent catches below or within 10% of quotas), but only 2/3 of IQ fisheries adhered to sustainable management targets for biomass and exploitation rate (68% of stocks had exploitation rates below or within 10% of targets and 63% of stocks had biomass above or within 10% of biomass targets). Strikingly, when exclusivity of the harvesting privilege was low, exploitation rates depended on whether IQ implementation was industry‐driven (exploitation below targets) or government‐mandated (exploitation above targets). At high levels of exclusivity, exploitation rates converged to just below management targets. Transferability of quota units was associated with stock biomass closer to and slightly above target levels than stocks with non‐transferable quota. However, regional differences had the strongest effect on biomass, suggesting that other management or biological attributes of regional fishery systems have greater influence on marine populations.  相似文献

Abstract  The characteristics and contribution of a developing recreational fishery to the local, regional and national economy of Angola were evaluated in 2006. Annual angling effort was 13 435 h, while the estimated total catch of the three target species [leerfish, Lichia amia (L.), west coast dusky kob, Argyrosomus coronus (Griffiths & Heemstra) and shad, Pomatomus saltatrix (L.)], was 5913 fish with a mass of 27 975 kg. Catch per unit effort (CPUE) for all teleost species combined was 0.44 fish per angler h−1 and 2.08 kg per angler h−1. Total harvest of the three species was 576 fish with a total mass of 2221.6 kg. The total contribution of this recreational fishery (mostly anglers from South Africa) to the local economy was US$ 1007 per harvested fish and US$ 243 per harvested kg. This equated to a contribution to the local, regional and national economies of US$ 151 685, US$ 44 767 and US$ 344 364 respectively. Although the regional contribution was less than half of the national contribution, it was regionally significant when the low population density and the general absence of other formal sector employment opportunities are considered. As a result of the largely undisturbed nature of the southern Angolan coastline, the catch, effort and CPUE information was considered suitable as a baseline for a cost-effective method of future fisheries monitoring in the region.  相似文献
