Reciprocity and redistribution economies are often used by low-income households to increase access to food, adequate diets, and food security. A United States study of two high poverty rural counties and two low-income urban neighborhoods reveal poor urban households are more likely to access food through the redistribution economy than poor rural households. Reciprocal nonmarket food exchanges occur more frequently in low-income rural households studied compared to low-income urban ones. The rural low-income purposeful sample was significantly more likely to give food to family, friends, and neighbors and obtain food such as fish, meat, and garden produce from friends and family compared to the urban low-income group. Further, 58% of the low-income rural group had access to garden produce while only 23% of the low-income urban group reported access. In a rural random sample of the whole population in the two high poverty counties access to garden produce increased chances of attaining recommended vegetable and fruit servings controlling for income, education, and age. Access to a garden also significantly increased the variety of fruits and vegetables in diets.

As public and private resources are increasingly being directed towards the elimination of food deserts in urban areas, proper measurement of food access is essential. Amelioration has been approached through the use of farmers markets, virtual grocery stores, and corner store programs, but properly situating these assets in neighborhoods in need requires localized data on both the location and content of food outlets and the populations served. This paper examines the reliability of current techniques for identifying food deserts, and identifies some of the flaws in those approaches. Information derived from geographic information systems (GIS) mapping is the predominant means of determining food availability. In this study, food access in Bridgeport, CT, is examined utilizing both computer-based GIS mapping and on-the-ground observations. While the GIS output indicates generalized food accessibility issues, supplementation by survey data reduces the geographic extent of the food desert problem. Still, nearly 60,000 people (40 % of the population) reside in neighborhoods served only by small retailers who provide few healthy food options, and those at inflated prices. The high opportunity cost of travelling by bus to a major grocery store may outweigh the direct cost savings, and residents choose to consume locally available but unhealthy foods.  相似文献

Urban agriculture in Cuba has played an important role for citizens’ food supply since the collapse of the Eastern Block. Through the land reform of 2008 and the Lineamientos of 2011, the Cuban government has aimed to support agriculture in order to increase national food production and reduce imports. However, the implementation of the designed measures faced obstacles. Therefore, the research objective was to display how the government’s measures aiming to support domestic food production influenced urban agriculture. The qualitative research comprised semi-structured interviews with 15 urban farmers in Havana and revealed the respondents’ experiences with the land reform and the Lineamientos and the potential of the reforms to implement food sovereignty. Findings show that the land reform has facilitated access to land for newcomer and existing farmers. However, availability of agricultural inputs has been limited and they were often expensive. Thus, urban farmers frequently produced farm inputs at their plots and applied sustainable farming practices to minimize their dependence on external inputs. The reforms have generated private marketing opportunities and have stimulated urban farmers to increase production. At the same time, subsidies have been reduced and consumers have faced increasing food prices. In conclusion, the land reform and the Lineamientos have created framework conditions for food sovereignty. However, the challenge is to increase the coherence of the theoretic aim and the practical implementation of the reforms.  相似文献

Access to fruits and vegetables by low-income residents living in selected urban and rural Minnesotan communities was investigated. Communities were selected based on higher than state average poverty rates, limited access to grocery stores, and urban influence codes (USDA ERS codes). Four communities, two urban and two rural, were selected. Data were gathered from focus group discussions (n = 41), responses to a consumer survey (n = 396 in urban neighborhoods and n = 400 in rural communities), and an inventory of foodstuffs available at stores located in all the communities and at large grocery stores in neighborhoods adjacent to the urban communities. In the two urban neighborhoods, a significant number of foods (26% and 52%) were significantly more expensive than the Thrifty Food Plan’s (TFP) market basket price (MBP). Additionally, a significant number of foods in the two rural communities were more expensive (11% and 26%). In focus groups, participants identified major barriers to shopping in their community to be cost, quality of food, and food choice limitations. Results of the food inventory show that foods within the communities were costly, of fair or poor quality, and limited in number and type available, supporting complaints verbalized by focus group participants. Through focus groups and surveys, participants expressed concern that healthy food choices were not affordable within their communities and believed that people in their community suffered from food insecurity. The absence of quality, affordable food for low-income residents in these four Minnesota communities prevents or diminishes their ability to choose foods that help maintain a healthy lifestyle. Food insecurity, and its extreme form, hunger, occur whenever the accessibility to an adequate supply of nutritional and safe foods becomes restricted or unpredictable. They are recurring problems in certain regions of the US, as well as in many parts of the world. According to nation-wide surveys conducted by the US Bureau of the Census, between 1996 and 1998 an estimated 9.7% of US households were classified as food insecure (6.2% being food insecure without evidence of hunger, and 3.5% being food insecure with moderate to severe hunger). This means that approximately 10 million households each year did not always have access to enough food to meet basic needs. A potential tool in the fight against food insecurity and hunger is information technology (IT), since its use and range of application continue to grow at astonishing rates. The study presented here examined the question of how information technology, particularly the Internet, can be used to promote food security. The study used an action science research approach, and a case study strategy, with the food security system of Oktibbeha County, Mississippi selected as the case for study. The research design was a two-phase process. Phase one consisted of a needs assessment among food assistance organizations in Oktibbeha County, and included interviews of key food assistance personnel. Phase one also included a survey of IT subject matter experts to seek their opinions about the current state of Web-based information technology. Phase two involved an analysis of various IT implementation issues, as well as the development of a Web-based food security information system prototype tool. The needs assessment results indicated that (a) certain food security system and information needs existed among the food assistance organizations in Oktibbeha County, and (b) appropriate information technologies existed that could be applied to these needs. The food security needs related to better communication and coordination of information, such as program information, food site inventory information, client history information, food donation information, and nutrition education information. In regard to technology development, a variety of scenarios were examined. These included client-side approaches, server-side approaches, simple e-mail-based systems, Java-based systems, systems based on the Common Gateway Interface (CGI), and commercial database systems. In applying the needs assessment and survey results, the researcher developed a prototype Web site (including a series of online database tools) that could be used to promote food security in counties such as Oktibbeha County. The results of this research show that appropriate, Internet-based, IT holds promise for the reduction of certain social problems, such as food insecurity and hunger.  相似文献

Living in poverty is associated with high levels of protracted stress associated with health problems. Economic and food insecurity are particularly poignant aspects of poverty and condition the work of securing basic daily needs of families. Recent studies suggest that levels of stress increase as family food needs rise. This paper presents new findings which clarify the relationship of food provisioning to stress levels, by examining actual food provisioning strategies and food insecurity among the Northern Cheyenne Indians of southeastern Montana. Results clearly show that stress varies by types of food acquisition strategies. Contrary to our expectations, more complex strategies, including relatively unpredictable and cumbersome food provisioning activities, are not linked to higher stress levels in our analysis. Controlling for food security levels, households using a combination of local programs and informal subsistence sources are the least stressed, despite the demands of managing a large number of food sources. Households primarily using Food Stamps are the most likely to experience high levels of stress. Interviews with Food Stamp recipients show that potential sources of stress include inadequate allocations of Food Stamps, difficulty achieving and maintaining eligibility, challenges to complying with paperwork and appointment requirements, as well as personal obstacles and community barriers to making food stamps last. Analyses indicate that contradictions between local cultural norms for food provisioning and the realities of food insecurity in this context promote strategies emphasizing greater independence from federal food programs.  相似文献

Much of the developing world, including Kenya, is rapidly urbanizing. Rising food and fuel prices in recent years have put the food security of the urban poor in a precarious position. In cities worldwide, urban agriculture helps some poor people gain access to food, but urban agriculture is less common in densely populated slums that lack space. In the Kibera slums of Nairobi, Kenya, households have recently begun a new form of urban agriculture called sack gardening in which vegetables such as kale and Swiss chard are planted into large sacks filled with topsoil. This paper examines relationships among sack gardening, social capital, and food security in Kibera. We used a mixed methods approach, combining qualitative interviews with a household survey, as well as focus group discussions with both farmers and non-farmers. We present evidence that sack gardening increases social capital, especially for those households that undertake sack gardening in groups. We also find that sack gardening in the Kibera slums has a positive impact on household food security by improving household dietary diversity and by reducing the need to resort to painful coping mechanisms that are used during food shortages.  相似文献

Santa Barbara County exhibits some of the highest rates of food insecurity in California, as well as in the United States. Through ethnographic research of three low-income, predominantly Latino communities in Santa Barbara County, this study examined the degree to which households had been experiencing heightened levels of food insecurity since the economic recession and ensuing coping strategies, including gender-specific repercussions and coping strategies. Methods included administering a survey with 150 households and conducting observation and unstructured interviews at various local food-centered venues. Results indicated that households from the three communities were experiencing heightened levels of food insecurity and that all three communities were employing diversification of procurement, adjustments to a reduced or limited food budget, reliance on food assistance, and revitalization of the home as a site of domestic food production and preparation as coping strategies. The results also suggested that women suffered disproportionately higher psychological and physical costs associated with compounding crises. In conclusion, the experiences narrated by low-income households reflect a form of citizenship that appears compromised by a host of variables perceived to exist outside the realm of local control. Shifting toward an operational framework of food sovereignty may allow these communities to become more resilient in the face of future political, environmental, social, and economic stressors.  相似文献

The American food system has produced both abundance and food insecurity, with production and consumption dealt with as separate issues. The new approach of community food security (CFS) seeks to re-link production and consumption, with the goal of ensuring both an adequate and accessible food supply in the present and the future. In its focus on consumption, CFS has prioritized the needs of low-income people; in its focus on production, it emphasizes local and regional food systems. These objectives are not necessarily compatible and may even be contradictory. This article describes the approach of community food security and raises some questions about how the movement can meet its goals of simultaneously meeting the food needs of low-income people and developing local food systems. It explores the conceptual and political promise and pitfalls of local, community-based approaches to food security and examines alternative economic strategies such as urban agriculture and community-supported agriculture. It concludes that community food security efforts are important additions to, but not subsitutes for, a nonretractable governmental safety net that protects against food insecurity.  相似文献

This paper suggests looking at cuisines of poverty as practical and political systems practiced by urban and rural Palestinian citizens of Israel. It is an important and interesting case study within which political and economical considerations govern and enhance the development, change, and acceptance of culinary knowledge. Cuisines of poverty operate in two simultaneous arenas. As systems of practical knowledge, they repeatedly center on the ability to maintain the traditional kitchen, turning it into a tool-kit out of which information is recruited upon need. Simultaneously, cuisines of poverty reveal the inter-connection between the culinary discourse and the political one. It is where issues such as access to land, national and ethnic identity, and means to participation in the dominant culture are of major concern. The analysis of cuisines as operating on two complementary discourses contributes to the understanding of the relationship between food and the arena of power. This paper offers one explanation for the institutional basis of food insecurity in Australia, and argues that while alternative food networks and the food sovereignty movement perform a valuable function in building forms of social solidarity between urban consumers and rural producers, they currently make only a minor contribution to Australia’s food and nutrition security. The paper begins by identifying two key drivers of food security: household incomes (on the demand side) and nutrition-sensitive, ‘fair food’ agriculture (on the supply side). We focus on this second driver and argue that healthy populations require an agricultural sector that delivers dietary diversity via a fair and sustainable food system. In order to understand why nutrition-sensitive, fair food agriculture is not flourishing in Australia we introduce the development economics theory of urban bias. According to this theory, governments support capital intensive rather than labour intensive agriculture in order to deliver cheap food alongside the transfer of public revenues gained from rural agriculture to urban infrastructure, where the majority of the voting public resides. We chart the unfolding of the Urban Bias across the twentieth century and its consolidation through neo-liberal orthodoxy, and argue that agricultural policies do little to sustain, let alone revitalize, rural and regional Australia. We conclude that by observing food system dynamics through a re-spatialized lens, Urban Bias Theory is valuable in highlighting rural–urban socio-economic and political economy tensions, particularly regarding food system sustainability. It also sheds light on the cultural economy tensions for alternative food networks as they move beyond niche markets to simultaneously support urban food security and sustainable rural livelihoods.  相似文献

This is a community based research project using a case study of 20 people living in middle America who are food insecure, but do not use food pantries. The participants’ rate of actual hunger is twice that of food insecure community members who use food pantries. Since most of the participants are not poor, the Asset Vulnerability Framework (AVF) is used to classify causes of food insecurity. The purpose of the study is to identify why participants are food insecure and why they do not use food pantries. Findings reveal that the participants restrict the quality and quantity of food eaten as a strategy to manage their budget. Following AVF, this strategy allows them to offset lower returns to labor assets, cover rising costs of human capital investment, protect their two most important productive assets of housing and transportation, and compensate for household relationships that increase their vulnerability. In addition, food insecurity itself inhibited social capital formation, further increasing vulnerability. The main reasons the participants do not use food pantries is to protect their social capital assets: almost all of the participants hid their hunger from colleagues, friends, relatives, and even the people they lived with. The participants described fear of societal shaming and blaming as motivations for hiding their hunger. However, using food pantries could reduce their food insecurity. Therefore, there was a feedback loop between food insecurity and social capital: food insecurity reduced social capital and efforts to protect social capital prevented participants from improving food security by using food pantries.  相似文献

The treaties established between the United States federal government and American Indian nations imply U.S. recognition of Native political sovereignty. Political sovereignty encompasses not only the ability to govern oneself but also self-determination regarding resource use, including food. This paper addresses The White Pine Treaty of 1837, which acknowledges the Ojibwe people’s right to hunt, fish, and harvest wild rice in their traditional landscape. This acknowledgement by extension recognizes the Ojibwe’s right to food sovereignty. From the perspective of the Ojibwe, continuing these activities requires not simply controlling access to important food resources but also protecting their rights to maintain traditional relationships with the plants and animals that provide food and to manage the landscapes that provision them. Therefore, true food sovereignty necessitates protecting a people’s relationships with the landscape. Appropriation of wild rice over the past century, however, has threatened food sovereignty among the Ojibwe because it has compromised their ability to maintain their traditional relationship with a staple food resource that is also central to their identity. In light of the White Pine Treaty, this threat to the Ojibwe’s food sovereignty is effectively a threat to their political sovereignty and, we argue, a violation of the treaty agreement.  相似文献

The proliferation of emergency food programs in the United States over the past decade and a half has created a dilemma for advocates and others who approach issues of social provision from the standpoint of a commitment to social justice. While the soup kitchens, food pantries, food banks, and food rescue programs that comprise the emergency food system may be able to meet some of the urgent, immediate needs of poor people, they do so in ways that may further undermine rights and entitlements and erode the cultural basis of support for the welfare state. Should advocates of distributive justice work to improve such emergency programs, ignore them, or call for their abolition? This paper explores the history of advocates' involvement with emergency food, assesses the strengths and weaknesses of emergency food programs from a social justice standpoint, and offers some guidelines for action.  相似文献

The idea of food sovereignty has its roots primarily in the response of small producers in developing countries to decreasing levels of control over land, production practices, and food access. While the concerns of urban Chicagoans struggling with low food access may seem far from these issues, the authors believe that the ideas associated with food sovereignty will lead to the construction of solutions to what is often called the ??food desert?? issue that serve and empower communities in ways that less democratic solutions do not. In Chicago and elsewhere, residents and activists often see and experience racial and economic inequalities through the variety of stores and other food access sites available in their community. The connections between food access, respect, and activism are first considered through a set of statements of Chicagoans living in food access poor areas. We will then discuss these connections through the work and philosophy of activists in Chicago centered in food sovereignty and food justice. Particular focus will be placed on Growing Power, an urban food production, distribution, and learning organization working primarily in Milwaukee and Chicago, and Healthy South Chicago, a community coalition focused on health issues in a working class area of the city.  相似文献

Hunger in Canada     
Hunger is defined as the inability to obtain sufficient, nutritious, personally acceptable food through normal food channels or the uncertainty that one will be able to do so. After the depression of the 1930s, widespread concerns about hunger in Canada did not resurface until the recession of the early 1980s when the demand for food assistance rose dramatically. The development of an ad hoc charitable food distribution system ensued and by 1992, 2.1 million Canadians were receiving food assistance. In the absence of national monitoring systems, this remains the best available estimate of the prevalence of hunger. Hunger appears to be linked to poverty, unemployment, and numbers of people receiving social assistance. Although the Canadian social security system has traditionally been characterized by government-run universal and targeted programs designed to address income issues, hunger raises concerns about the current safety net. The primary response to hunger has been the proliferation of food banks, the agencies at the heart of the charitable food assistance system. On a smaller scale, community-based programs and advocacy initiatives have emerged. Nonetheless, the demand for food assistance continues to rise. Recent attention to communities “localizing” food systems has increased the need to understand the perspectives of people working to foster collaboration and the eventual transformation of the food system. University Cooperative Extension Educators (EEs) increasingly play a critical role in communities’ food systems across the United States, providing various resources to address local needs. A better understanding of EEs’ perspectives on food systems is therefore important. Inspired by the work of Stevenson, Ruhf, Lezberg, and Clancy on the social food movement, we conducted national virtual focus groups to examine EEs’ attitudes about how food system change should happen, for what reasons, and who has the resources, power, and influence to effect change. The institutions within which EEs are embedded shape their perceptions of available resources in the community, including authority and power (and who holds them). These resources, in turn, structure EEs’ goals and strategies for food system change. We find that EEs envision working within the current food system: building market-centric alternatives that address inequity for vulnerable consumers and producers. EEs bring many resources to the table but do not believe they can influence those who have the authority to change policy. While these findings could suggest EEs’ limited ability to be transformative change agents, EEs can potentially connect their efforts with new partners that share perceptions of food system problems and solutions. As EEs increasingly engage in food system work and with increasingly diverse stakeholders, they can access alternative, transformational frames within which to set goals and organize their work.  相似文献

Bangladesh continues to experience stubbornly high levels of rural malnutrition amid steady economic growth and poverty reduction. The policy response to tackling malnutrition shows an overwhelmingly technocratic bias, which depoliticizes the broader question of how the agro-food regime is structured. Taking an agrarian and human rights-based approach, this paper argues that rural malnutrition must be analyzed as symptomatic of a deepening agrarian crisis in which the obsession with productivity increases and commercialization overrides people’s democratic right to culturally appropriate, good, nutritious food. Using qualitative insights from a case study of three villages, this research illustrates how agricultural modernization and commercialization reproduce rural malnutrition by degrading local biodiversity and the rural poor’s access to nutrient-rich diets. In so doing, it undermines the official discourse’s simplistic and literal reading of malnutrition as a pathological health condition resulting from the mere absence of certain micronutrients in the human body, and thus questions the adequacy of the proposed solutions. Instead, this research suggests that solving malnutrition in large part involves facilitating the rural poor’s access to nutritious diets through democratizing and reorganizing the agriculture sector in a manner that is eco-friendly and unconstrained by market imperatives. It cautiously advances agroecology and food sovereignty as possible alternatives, while recognizing that overcoming the challenges agrarian class conflict, gender disparity and urban–rural divide pose would not be easy.  相似文献

Food safety is one of the major concerns in every country regardless of the economic and social development. The frequent occurrence of food scandals in the world has led the Chinese government to implement several strategies to fortify the food supply system to a high food safety standard. This relies heavily on laboratory testing services but conventional methods for detection of food contaminants and toxicants are limited by sophisticated sample preparation procedures,long analysis time,large instruments and professional personnel to meet the increasing demands. In this review,we have incorporated most of the current and potential rapid detection methods for many notorious food contaminants and toxicants including microbial agents,toxic ions,pesticides,veterinary drugs and preservatives,as well as detection of genetically modified food genes and adulterated edible oil. Development of rapid,accurate,easy-to-use and affordable testing methods could urge food handlers and the public to actively screen for food contaminants and toxicants instead of passively relying on monitoring by the government examination facility. This review also provides several recommendations including how to encourage the public to engage in the food safety management system and provide optimal education and financial assistance that may improve the current Chinese food safety control system.  相似文献

The persistence, and international expansion, of food banks as a non-governmental response to households experiencing food insecurity has been decried as an indicator of unacceptable levels of poverty in the countries in which they operate. In 1998, Poppendieck published a book, Sweet charity: emergency food and the end of entitlement, which has endured as an influential critique of food banks. Sweet charity‘s food bank critique is succinctly synthesized as encompassing seven deadly “ins” (1) inaccessibility, (2) inadequacy, (3) inappropriateness, (4) indignity, (5) inefficiency, (6) insufficiency, and (7) instability. The purpose of this paper is to examine if and how the contemporary food bank critique differs from Sweet charity’s “ins” as a strategy for the formulation of synthesizing arguments for policy advocacy. We used critical interpretive synthesis methodology to identify relationships within and/or between existing critiques in the peer-reviewed literature as a means to create “‘synthetic constructs’ (new constructs generated through synthesis)” of circulating critiques. We analyzed 33 articles on food banks published since Sweet charity, with the “ins” as a starting point for coding. We found that the list of original “ins” related primarily to food bank operations has been consolidated over time. We found additional “ins” that extend the food bank critique beyond operations (ineffectiveness, inequality, institutionalization, invalidation of entitlements, invisibility). No synthetic construct emerged linking the critique of operational challenges facing food banks with one that suggests that food banks may be perpetuating inequity, posing a challenge for mutually supportive policy advocacy.  相似文献
