1. The run up to the review of the European Union's (EU's) Common Fisheries Policy (CFP) in 2002 affords a timely opportunity to examine the impact of one lobby—the environmental lobby—on its operations. 2. The conventional view of the CFP is that it is driven primarily by economic objectives, and that environmental considerations take a back seat. The CFP is broadly concerned with maximizing output, employment and income from the fishery within the constraints imposed by the biological state of the stocks. 3. However, there are indications that this picture is changing and that the CFP is beginning to take account of the environment. Some of the credit for this change must go to Environmental Non‐Governmental Organizations (ENGOs) which have recently been campaigning heavily for more effective management of commercial fishing. But the success that they have had so far appears to be mainly confined to single issues, such as the drift‐net ban. 4. In the bigger battle, for protection of the entire marine ecosystem against the damage caused by fishing, ENGOs have yet to achieve a significant breakthrough, though there are some signs that the tide is slowly turning in their favour on this wider issue. The need to accurately quantify fishing effort has increased in recent years as fisheries have expanded around the world and many fish stocks and non‐target species are threatened with collapse. Quantification methods vary greatly among fisheries, and to date there has not been a comprehensive review of these methods. Here we review existing approaches to quantify fishing effort in small‐scale, recreational, industrial, and illegal, unreported and unregulated (IUU) fisheries. We present the strengths and limitations of existing methods, identifying the most robust methods and the critical knowledge gaps that must be addressed to improve our ability to quantify and map fishing effort. Although identifying the ‘best’ method ultimately depends on the intended application of the data, in general, quantification methods that are based on information on gear use and spatial distribution offer the best approaches to representing fishing effort on a broad scale. Integrating fisher’s knowledge and involving fishers in data collection and management decisions may be the most effective way to improve data quality and accessibility. 相似文献

Discards are the portion of animal and plant material in the catch that is dumped back at sea. The Common Fisheries Policy plan proposed by the European Commission for 2014–2020 presents a controversial goal: to enforce the landing of fishing discards as a measure to encourage their reduction. This historical and political decision will shape the future of the fishing exploitation in European Seas. Discards generated by European fleets are not negligible, and its reduction is an ecological, socioeconomical and moral imperative. However, it must be achieved through the reduction in discards at source and the promotion of selective and non‐destructive gears. We argue it is doubtful that this discard ban will result in an effective reduction of discards. The proposed measure may, in fact, negatively affect ecosystems at all levels of biological hierarchy by disregarding the Ecosystem‐Based Approach to Fisheries and the Precautionary Principle. It could negatively impact several species by increasing fishing mortality, also commercial species if discards are not accounted in the total allowable catch. Communities preying on discards will likely be affected. The role discards currently play in the energy turnover of current ecosystems will be modified and should be fully evaluated. The landing of discards will likely generate new markets of fishmeal due to the growing demands for marine living resources. The ban will require substantial public investment to deal with technical problems on board and to control and enforce. Therefore, this measure should be only implemented after rigorous scientific and technical studies have been developed. 相似文献

Statistical methods are often used to analyse commercial catch and effort data to provide standardised fishing effort and/or a relative index of fish abundance for input into stock assessment models. Achieving reliable results has proved difficult in Australia's Northern Prawn Fishery (NPF), due to a combination of such factors as the biological characteristics of the animals, some aspects of the fleet dynamics, and the changes in fishing technology. For this set of data, we compared four modelling approaches (linear models, mixed models, generalised estimating equations, and generalised linear models) with respect to the outcomes of the standardised fishing effort or the relative index of abundance. We also varied the number and form of vessel covariates in the models. Within a subset of data from this fishery, modelling correlation structures did not alter the conclusions from simpler statistical models. The random-effects models also yielded similar results. This is because the estimators are all consistent even if the correlation structure is mis-specified, and the data set is very large. However, the standard errors from different models differed, suggesting that different methods have different statistical efficiency. We suggest that there is value in modelling the variance function and the correlation structure, to make valid and efficient statistical inferences and gain insight into the data. We found that fishing power was separable from the indices of prawn abundance only when we offset the impact of vessel characteristics at assumed values from external sources. This may be due to the large degree of confounding within the data, and the extreme temporal changes in certain aspects of individual vessels, the fleet and the fleet dynamics. 相似文献

Marine recreational fishing (MRF) is a high‐participation activity with large economic value and social benefits globally, and it impacts on some fish stocks. Although reporting MRF catches is a European Union legislative requirement, estimates are only available for some countries. Here, data on numbers of fishers, participation rates, days fished, expenditures, and catches of two widely targeted species were synthesized to provide European estimates of MRF and placed in the global context. Uncertainty assessment was not possible due to incomplete knowledge of error distributions; instead, a semi‐quantitative bias assessment was made. There were an estimated 8.7 million European recreational sea fishers corresponding to a participation rate of 1.6%. An estimated 77.6 million days were fished, and expenditure was €5.9 billion annually. There were higher participation, numbers of fishers, days fished and expenditure in the Atlantic than the Mediterranean, but the Mediterranean estimates were generally less robust. Comparisons with other regions showed that European MRF participation rates and expenditure were in the mid‐range, with higher participation in Oceania and the United States, higher expenditure in the United States, and lower participation and expenditure in South America and Africa. For both northern European sea bass (Dicentrarchus labrax, Moronidae) and western Baltic cod (Gadus morhua, Gadidae) stocks, MRF represented 27% of the total removals. This study highlights the importance of MRF and the need for bespoke, regular and statistically sound data collection to underpin European fisheries management. Solutions are proposed for future MRF data collection in Europe and other regions to support sustainable fisheries management. 相似文献

As a key parameter in the management of fish populations, individual growth rate (GR) variations were examined in the European eel (Anguilla anguilla; > 150 mm) using extensive mark–recapture surveys in the lotic habitats of two small rivers of western France: the Frémur, supposed to be saturated, and at the same latitude, the Oir with densities fivefold lower than those of the Frémur. In both systems, generalised linear models were used to test whether spatiotemporal factors such as dominant habitat type or local density affect GR variability. In the presumed unsaturated system, the Oir, GR variability is mainly explained by a set of habitat suitability drivers (density, dominant habitat type). In the Frémur, GRs appear independent of differences in habitat density or productivity. Below saturation, an increase in density will decrease the GR through intraspecific competition. At saturation, intraspecific competition reaches such high levels that regardless of eel density and productivity, the resources available by individual are similar throughout the system. In these circumstances, the effect of density on growth was presumed undetectable. Despite these contrasted results, mean GRs observed in both catchments were closed (~20 mm·year?1). This is an unexpected result as GR is expected to be higher in unsaturated systems. This similarity could be explained by the difference between the two systems in terms of: (i) sex ratio (the Frémur is dominated by male, whereas the female is dominant in the Oir), (ii) habitat type distribution or (iii) possible interspecific competition (important salmonid populations in the Oir). 相似文献

Validation of the accuracy of household reporting of subsistence fishing catch and effort: a Fijian case study 总被引:1,自引:0,他引:1
Abstract The accuracy of household reporting of subsistence fishing catch and effort and seafood consumption on the Fijian island of Ono-i-Lau was studied. A creel survey was carried out concurrently to validate the household survey data. Reported estimates of fishing participation, effort, and fish consumption were not significantly different to the creel survey estimates. Householder's appeared to overestimate the number of fish from the most abundant family Lethrinidae, and underestimate rarer fish. However, there was no significant difference between the reported and observed contribution of the majority of finfish families and invertebrate taxa. The reported and observed catch rate estimates were not significantly different, indicating that Ono-i-Lau villagers are relatively accurate in their estimation of the number and size of fish from recalled catches. 相似文献

As increasing amounts of novel raw materials are used in aquafeed production, it is important to measure their quality against existing ingredients and their effects upon production strategies. A first step to achieving this goal begins with an improved understanding of the underlying growth potential of each farmed species across a range of dietary ingredients and farming practices. Species‐specific physiological limitations and metabolic effects of both single chemicals and complex chemical matrixes are factors to be considered in producing robust fish and a healthy aquaculture sector. The industry must also consider ethical, environmental and economic issues and optimize feed management practices. This review summarizes current knowledge on European sea bass (Dicentrarchus labrax) nutritional requirements, presents current feed management practices for this species, gives insights on a secure framework for using plant ingredients in exchange for traditional marine raw materials and outlines its growth potential through a meta‐analysis of the best‐performance results available in peer‐reviewed scientific publications for this species. As the best‐performing fish were mostly those fed high fish meal fish oil control diets, the summarized results have the potential to be used as a quality control for benchmarking future scientific research in this fish species. 相似文献

A tale of two seas: a meta‐analysis of crustacean stocks in the NE Atlantic and the Mediterranean Sea 下载免费PDF全文
Meta‐analysis of marine biological resources can elucidate general trends and patterns to inform scientists and improve management. Crustacean stocks are indispensable for European and global fisheries; however, studies of their aggregate development have been rare and confined to smaller spatial and temporal scales compared to fish stocks. Here, we study the aggregate development of 63 NE Atlantic and Mediterranean crustacean stocks of six species (Nephrops norvegicus, Pandalus borealis, Parapenaeus longirostris, Aristeus antennatus, Aristaeomorpha foliacea and Squilla mantis) in 1990–2013 using biomass index data from official stock assessments. We implemented a dynamic factor analysis (DFA) to identify common underlying trends in biomass indices and investigate the correlation with the North Atlantic Oscillation (NAO) index. The analysis revealed increasing and decreasing trends in the northern and southern NE Atlantic, respectively, and stable or slowly increasing trends in the Mediterranean, which were not related to NAO. A separate meta‐analysis of the fishing mortality (F) and biomass (B) of 39 analytically assessed crustacean stocks was also carried out to explore their development relative to MSY. NE Atlantic crustacean stocks have been exploited on average close to FMSY and remained well above BMSY in 1995–2013, while Mediterranean stocks have been exploited 2–4 times above FMSY in 2002–2012. Aggregate trends of European crustacean stocks are somewhat opposite to trends of fish stocks, suggesting possible cascading effects. This study highlights the two‐speed fisheries management performance in the northern and southern European seas, despite most stocks being managed in the context of the European Union's Common Fisheries Policy. 相似文献

Triplicate groups of European sea bass (Dicentrarchus labrax L.), of initial weight 90 g, were fed four practical‐type diets in which the added oil was 1000 g kg?1 fish oil (FO) (control diet), 600 g kg?1 rapeseed oil (RO) and 400 g kg?1 FO, 600 g kg?1 linseed oil (LO) and 400 g kg?1 FO, and 600 g kg?1 olive oil (OO) and 400 g kg?1 FO for 34 weeks. After sampling, the remaining fish were switched to the 1000 g kg?1 FO diet for a further 14 weeks. Fatty acid composition of flesh total lipid was influenced by dietary fatty acid input but specific fatty acids were selectively retained or utilized. There was selective deposition and retention of docosahexaenoic acid (DHA; 22:6n‐3). Eicosapentaenoic acid (EPA; 20:5n‐3) and DHA were significantly reduced and linolenic (LNA; 18:3n‐3), linoleic (LA; 18:2n‐6) and oleic (OA; 18:1n‐9) acids significantly increased in flesh lipids following the inclusion of 600 g kg?1 RO, LO and OO in the diets. No significant differences were found among different treatments on plasma concentrations of prostaglandin E2 and prostaglandin F2α. Evaluation of non‐specific immune function, showed that the number of circulating leucocytes was significantly affected (P < 0.001), as was macrophage respiratory burst activity (P < 0.006) in fish fed vegetable oil diets. Accumulation of large amounts of lipid droplets were observed within the hepatocytes in relation to decreased levels of dietary n‐3 HUFA, although no signs of cellular necrosis was evident. After feeding a FO finishing diet for 14 weeks, DHA and total n‐3 HUFA levels were restored to values in control fish although EPA remained 18% higher in control than in the other treatments. This study suggests that vegetable oils such as RO, LO and OO can potentially be used as partial substitutes for dietary FO in European sea bass culture, during the grow out phase, without compromising growth rates but may alter some immune parameters. 相似文献

Abstract – This study examined potential adverse effects of surgically implanted passive integrated transponder (PIT) tags (12 × 2.1 mm) on bullhead ( Cottus gobio L.) of three different length-classes (I: 50–64 mm, II: 65–79 mm, III: 80–94 mm). During a 7-week laboratory experiment, the rate of PIT tag loss, incision closure time, survival, growth and swimming capacity were tested. The PIT tag weight to fish body weight ratio varied between 1.04% and 4.85%. The mean incision closure time differed significantly among length-classes and varied between 2.8 (I) and 4.3 (III) weeks. Nevertheless, PIT tag retention did not differ among length-classes and was ≥90%. The survival of untagged, sham-tagged and PIT-tagged bullheads was ≥90% and did not differ within or among length-classes. Finally, within each length-class, there was no difference in growth and swimming capacity among treatments. Hence, these results suggest the applicability of PIT tags for individually tagging bullheads ≥50 mm. 相似文献

Inspections by customs agents at Barcelona airport discovered 420 kg of contraband glass eels prepared for shipment to Hong Kong. After confiscation of these animals by police, they were transported to holding facilities to be maintained until after a judicial hearing. Upon arrival, they were separated into two groups and held under ambient flow‐through conditions in fresh water. During their captivity period, several peaks in mortality occurred and multiple bacterial strains were isolated from moribund animals. Sequencing of 16S rDNA was used to determine specific identity of the isolates. An initial isolation of Pseudomonas anguilliseptica was treated with oxytetracycline. A subsequent isolation of Delftia acidovorans proved resistant to oxytetracycline and was treated with gentamicin in combination with sulphadiazine–trimethoprim. Once the health condition of the animals was stabilized, they were partitioned into groups and subsequently released as part of a restocking effort for the species following the guidelines of Regulation (EC) 1100/2007 (Anon 2007). This represents the first record for both bacterial species in the host Anguilla anguilla in the Spanish Mediterranean. 相似文献
