From a conceptual point of view, national forest management standards in Latin American countries have progressed significantly in recent years. Examples include the Costa Rican Standards and Procedures for Sustainable Forest Management and Certification, developed by the National Commission for Forest Certification and in Nicaragua, the National Institute of Forestry proposal of principles, criteria and indicators for sustainable forest management. In line with general approaches worldwide, these national standards primarily focus on the fulfillment of sound forest practice. There is comparatively little emphasis on the assessment of management outcomes or changes in key components of the eco- and social-systems that result from management impacts. Essentially, there is little emphasis on adaptive management, though arguments that management cannot be sustainable if it is not adaptive are persuasive. This study sought to contribute to the development of standards that include elements for adaptive management that define, communicate and evaluate sustainable forest management in Costa Rica and Nicaragua. Elements from the national standards and the CIFOR generic C&I template (predominantly focused on forest management outcomes) were used as a starting point. The basic research process consisted of three phases of evaluation (in-office, desk and field). The evaluations were carried out by multidisciplinary, international groups of experts in forest ecology, management and policy. This study demonstrated the value of forums and workshops that facilitate exchange between forest scientists and policymakers; the innovation and application of a practical, applicable and scientifically based methodology for developing national level C&I; and acceptance of this methodology by key players in the fields of forest management and policy. These experiences and the resulting proposals of C&I for the evaluation of ecologically sustainable forest management are expected to be used as points of reference for future development of forest policy in Costa Rica and Nicaragua, and to contribute to the overall understanding of C&I development processes in the region. 相似文献

Forest policy and sustainable forest management in Bangladesh: an analysis from national and international perspectives 总被引:2,自引:0,他引:2
This paper includes a review of international sustainable forestry development followed by an analysis of forest policies
in Bangladesh. There have been four different government forest policies in Bangladesh since 1894. The first two forest policies
(1894 and 1955) were exploitative in nature. Most of the regulatory documents were developed during the first two policy periods.
The third forest policy instituted in 1979 by the sovereign Bangladesh government had contradictory elements and mutually
inconsistent policy statements. It addressed for the first time forestry extension through mass motivation campaign. Current
forest policy formulated in 1994 has been considered to be the most elaborate policy in the history of the country. Under
this policy, participatory social forestry has been institutionalized in Bangladesh. The analysis shows that, although it
is possible to attain the stated policy targets, progress is slow and is blocked on several fronts. A number of identified
technical, managerial and logistical problems are hindering policy and program implementation. In addition, corruption contributes
to the observed problems. The real strength of Bangladesh forestry is locally based, participatory forestry, co-management
of protected areas and highly motivated people who increasingly recognize the need for a healthy forest ecosystem that will
provide future economic stability. Because it is the rich homestead forests of Bangladesh that generate the majority of commercial
forestry products, it is important that education continues at the grass-roots level. In addition, educated forestry and environment
professionals have been identified as the future driving forces towards better, and sustainable, forest management. Results
of this study make it clear that Bangladesh and other developing countries are not presently in a position to accept and adopt
internationally derived forest policies due to inadequate institutional support, political instability and poor governance.
Therefore, along with development of criteria and indicators of sustainable forest management and forest certification, international
policy scientists must consider institutional development, professional skill development, identification and adoption of
indigenous technology and long-term financial support in developing countries. Without these, all international processes,
policies and directives will be of little value and produce few substantive results. 相似文献

ABSTRACTThis article establishes principles conveyed by criteria and indicators as a useful tool for measuring progress made toward sustainable forest management (SFM). Pedagogically, the conceptual construction raises questions on the following topics: (a) the various management practices and policies that exist in the high forest zone, (b) how criteria and indicators for assessments are selected, and (c) how progress made toward SFM is measured. Performance scores are established for indicators identified within the three sectors (forest ecosystems, forest communities, and the economy) for sustainability assessment. Measuring progress toward SFM operations are quantitatively performed with estimated maximum and minimum thresholds levels at which resource-use would be sustained using the Measure of Forest Resource-Use Sustainability Scale (MoFRUSS). The outcome of the measurement operations, as depicted by MoFRUSS, reveals the actual extent to which stakeholder’s initiatives toward sustainable forest management has progressed and in which direction it is moving. It also offers optional policy baskets for resource management interventions from which the socio-eco economic bundle is recommended if the forestry sector of Ghana’s Vision 2020 (sustainable development) is to be achieved with improved societal well-being, improved environmental health and vitality, and improved economic growth and development. 相似文献

Sustainable forest management is the process of managing forest to achieve one or more clearly specified objectives without diminishing the forest’s ability to continue providing goods and services in perpetuity. In this paper, we show how the African Timber Organization/International Tropical Timber Organization principles, criteria and indicators for the sustainable management of African forests can help timber companies assess their progress towards this goal in Gabon. Through a partnership between International Tropical Timber Organization project PD 124/01 Rev. 2(M), the World Wildlife Fund, and the ministry responsible for forests in Gabon, audits were conducted between 2012 and 2014 to evaluate the implementation of sustainable forest management in 14 forest concessions in Gabon. In general, results show that Principle 4, linked to the well-being of workers and local populations, proved the most difficult principle to implement, while Principle 3, dealing with maintaining ecological functions, was the least problematic. A number of companies were found to be experiencing significant difficulties in implementing management plans. It is also clear that independent forest certification has become a key element for ensuring the successful implementation of sustainable forest management. 相似文献

Numerous efforts around the world are underway to apply the Montreal criteria and indicators to assess the sustainability of temperate and boreal forests. In this paper, we describe a logic-based system for evaluating the sustainability of forests at regional and national levels. We believe that such a system can make evaluation of sustainability more consistent and transparent. This effort also makes two points abundantly clear: (1) a systematic way to organize expert judgment about ecological, economic, social and institutional relationships (here, using ‘fuzzy logic’) is crucial to building such a system and (2) that the structure of this logic-based system reflects a policy framework and a series of decisions about values and what is meant by ‘sustainability’. 相似文献

International protocols, such as those of the Montreal Process (MP), specify desired outcomes without specifying the process and components required to attain those outcomes. We suggest that the process and its components are critical to achieve desired outcomes. We discuss recent progress in northwestern North America, on three topics that will facilitate development of and reporting in sustainability protocols: (1) common terms and comparable guidelines for soil disturbance, (2) cost-effective techniques for monitoring and assessing soil disturbance, and (3) improved methods to rate soils for risk of detrimental soil disturbance. Uniform terms for soil disturbance will facilitate reporting and exchange of information. Reliable monitoring techniques and tracking the consequences of soil disturbance for forest growth and hydrology are paramount for improving understanding and predictions of the practical consequences of forest practices. To track consequences, we urge creation of regional research and operations databases that can be used to: (1) address MP values, (2) define detrimental soil disturbances, (3) develop risk rating systems for operational application, and (4) improve best management practices (BMPs) and ameliorative treatments that avoid or correct detrimental disturbances. 相似文献

This study analyzes the sustainability of community forest management, representing four forest types of two physiographic region Hills and Terai of Nepal. We assess the sustainability based on species composition, stand density, growing stock volume, and growth-to-removal ratio using inventory data of 109 permanent forest plots from four consecutive intervals of three to five years. In addition, forest users, forest committee members, and forest officials were consulted. We observed increment on the representation of economically valuable tree species in all forest types of both regions. The pole-size tree dominates in all forest types with declining number of trees and regeneration. In case of Hills forests, they were over-harvested until 2013 but were under-harvested in the recent period. In contrary, forests were under-harvested in the Terai. We found that ecological objectives of sustainable management are fully achieved while economic benefits remained unharnessed where harvesting is far below the growth. We conclude that maintaining a large number of trees may contribute to ecological but not on economical sustainability. We argue to rationalize annual harvest in all categories of the forest to enhance resource conditions together with regular benefits to the local communities. 相似文献

Tropical forests could satisfy multiple demands for goods and services both for present and future generations. Yet integrated approaches to natural forest management remain elusive across the tropics. In this paper we examine one combination of uses: selective harvesting of timber and non-timber forest product (NTFP) extraction. We analyze the current status of this combination and speculate on prospects and challenges regarding: (i) resource inventory, (ii) ecology and silviculture, (iii) conflict in the use of multipurpose tree species, (iv) wildlife conservation and use, (v) tenure, and (vi) product certification. Our conclusions remain preliminary due to the relative paucity of published studies and lessons learned on what has worked and what has not in the context of integrated management for timber and NTFPs. We propose at least three ways where further research is merited. One, in improving ‘opportunistic’ situations driven by selective timber harvesting that also enhance NTFP values. Two, to explicitly enhance both timber and NTFP values through targeted management interventions. Three, to explicitly assess biophysical, social, regulatory and institutional aspects so that combined benefits are maximized. Interventions for enhancing the compatibility of timber and NTFP extraction must be scaled in relation to the size of the area being managed, applied timber harvesting intensities, and the dynamics of multi-actor, forest partnerships (e.g., between the private sector and local communities). In addition, training and education issues may have to be re-crafted with multiple-use management approaches inserted into tropical forestry curricula. 相似文献

African mahoganies of the genus Entandrophragma are among the most valuable and important timber species harvested in Central Africa, representing more than 70% of total export volume from many areas. In spite of the importance of these species, relatively little is known about their regeneration ecology and little effort has gone into understanding the reasons for the consistently reported regeneration failures after logging. I assessed seed survival to germination (Entandrophragma angolense) and seedling survivorship (E. cylindricum) in three different forest types – monodominant Gilbertiodendron, mixed species, and fallow forest – under three different treatments – control, small mesh chicken wire, and large mesh chicken wire – to evaluate the relative importance of different causes of mortality. All seeds were eaten in controls and in both exclosure treatments within Gilbertiodendron forest in a matter of days. Seed survivorship to germination within exclosures in mixed species and fallow forest increased by approximately 10 and 25%, respectively, compared to Gilbertiodendron forest. Six-month seedling survivorship in controls was 37, 12, and 9% in Gilbertiodendron, mixed species and fallow forest, respectively. Seedling mortality was due to different causes in each forest type. In Gilbertiodendron forest controls, an equivalent percentage of seedlings died due to fungal and insect attack (27 and 28%, respectively), while in mixed species forest controls 28 and 55% of seedlings died of these causes, respectively. In fallow forest controls, 48% of seedlings died from predation and/or uprooting by small mammals, all in the first few weeks post-sowing; insect attack (26%) and drought (13%) were other important causes of seedling deaths. Protecting seedlings with exclosures had a dramatic effect on seedling survivorship within the fallow forest, increasing to over 50%. 相似文献

Some studies have attributed forest shrinkage to population growth, economic development, conversion of forest land to agricultural
use and harvesting of trees for timber and fuelwood. But the statistical support for these hypotheses is not strong. This
paper attempts to test the above hypotheses statistically in the case of Bangladesh. Factor analysis extracted 4 important
factors—(a) exploitation of forests for timber, fuelwood, tea, and shrimp production, (b) demographic pressure in agriculture,
(c) economic development, and (d) expansion of crop lands—as causes of deforestation. The statistical test supports the hypotheses
that the exploitation of forests for timber, fuelwood, tea and shrimp production, and conversion of forests to crop lands
have a negative influence on forest cover. Economic development and demographic pressure in agriculture are also negatively
correlated with forest cover. Results of regression analysis show the conversion of forests to agricultural land is the most
important cause of deforestation. Other important causes, in order of their relative importance, are the relative price of
forest products, population growth, economic development, demographic pressure in agriculture, increasing production of shrimps,
export of tea and shrimps, increasing production of timber and fuelwood, and expansion of tea lands. The statistical tests

Selective logging is one of the main economical activities in tropical and subtropical forests. While most of the effects of this activity on bird communities have been studied by comparing exploited vs. non-exploited areas; the use of human-created treefall gaps by birds is relatively unknown. We studied habitat structure, resource abundance (fruits, flowers and arthropods) and bird activity in logging gaps of different age (1-year-old and 10- to 20-year-old) in a mountain forest (Yungas) of northwest Argentina in both dry and wet seasons. In less than a year after creation, short herbs colonize logging gaps increasing the abundance of arthropods in the ground and the activity of understory insectivores. During dry seasons recently created gaps become an important source of resources for understory frugivores-insectivores. Later on in succession logging gaps are invaded by exotic graminoid vegetation and tall herbs (dispersed through extraction tracks) which can impede the colonization and development of pioneer trees and natural regeneration. Probably as a consequence of a high abundance of fruits and flowers in the understory and a very low abundance of these resources in the canopy, old gaps were mainly used by understory frugivores-insectivores while arboreal frugivores were rare. Because arboreal frugivores disperse most tree seeds in tropical and subtropical forests, the low activity of this guild in logging gaps contribute to the low observed regeneration. Sustainable timber harvest in tropical and subtropical forests should include gap and logging track management to minimize the invasion by exotic graminoid vegetation and facilitate natural succession. 相似文献

Forest soil measurements were made at over 180 sites distributed throughout the H.J. Andrews Experimental Forest (HJA) in the Oregon Cascade Mountains. The influences of both elevation and aspect on soil variables were measured in the early (1998) and late summer (1994). Increased elevation significantly increased soil moisture, mean annual precipitation, soil organic matter, labile C and mineralizable N, microbial activities, extractable ammonium, and denitrification potentials. In contrast, bulk density, pH and soil temperature (1998 only) were significantly lower at the higher elevations. Relative to labile C, mineralizable N was preferentially sequestered at higher elevations. Aspect significantly affected annual mean temperature and precipitation, soil moisture and temperature, soil organic matter, mineralizable N, extractable ammonium, denitrification, and microbial activities. There were no significant higher statistical interactions between elevation and aspect on climatic or soil factors. Soil organic matter (SOM) accumulation at higher elevations is likely driven by a reduction in decomposition rates rather that an increase in primary productivity, however, SOM accumulation on north facing slopes is probably due to both a decrease in decomposition and an increase in primary production. Models of climate change effects on temperate forest soils based on elevational studies may not apply to aspect gradients since plant productivity may not respond to temperature–moisture gradients in the same way across all topographical features. 相似文献

Understorey condition scoring is a rapid assessment field technique for appraising and delimiting the various stages of ecological and structural decline in fire-degraded, lowland, tropical moist forest. The scoring system is designed to be incorporated into stock survey. It is simple and consistent, with only minimal time and labour requirements. The degree of degradation is assessed from the vegetation structure contained within the first 2 m of the stand's vertical profile and is assigned to one of six categories. Sample plots of 20 m radius are used to distinguish localised, degraded areas from natural forest chablis and a high sampling intensity is employed to enable accurate mapping of the forest condition. Establishing the spatial extent and degree of degradation facilitates a more appropriate determination of the allowable cut at the sub-compartmental level, thereby affording protection to affected areas of forest against further ecological and structural deterioration. In addition, the system can be used for long-term condition monitoring and targeting dry-season fire-control operations. 相似文献
