Early food regimes literature tended to concentrate on the global scale analysis of implicitly negative trends in global food relations. In recent years, early food regimes authors like Harriet Friedmann and Philip McMichael have begun to consider the sites of resistance, difference and opportunity that have been emerging around, and into contestation with, new food regime relations. This paper examines the emerging global-scale governance mechanism of environmental food auditing—particularly those being promoted by supermarkets and other large food retailers—as an important new dynamic in our understanding of the politics and potentials of food regimes. Commencing with an examination of Friedmann’s corporate environmental food regime, two key dynamics are identified as being pivotal in the rise and decline of global-scale regimes: securing social legitimacy for food relations and the importance of ecological dynamics in global food relations. By extending McMichael’s notion of ‘Food from Nowhere’ versus ‘Food from Somewhere’, the paper interrogates the emergence of a cluster of relations that comprise ‘Food from Somewhere’ and examines whether this cluster of relations has the potential to change some of the constituent ecological dynamics of food regimes. These ecological dynamics have historically been problematic, amply demonstrating Marx’s metabolic rift as the early food regimes solidified relationships between ‘ecologies at a distance’. By using socio-ecological resilience theory, ‘Food from Somewhere’ is characterized as having denser ecological feedbacks and a more complex information flow in comparison to the invisibility and distanciation characterizing earlier regimes as well as contemporary ‘Food from Nowhere’. The conclusion of this article is that while ‘Food from Somewhere’ does provide one site of opportunity for changing some key food relations and ecologies, the social legitimacy of this new form of food relations does rely on the ongoing existence of the opposite, more regressive, pole of world food relations. The key question for resolving this tension appears to be whether new food relations can open up spaces for future, more ecologically connected, global-scale food relations.  相似文献

The food regime concept is a key to unlock not only structured moments and transitions in the history of capitalist food relations, but also the history of capitalism itself. It is not about food per se, but about the relations within which food is produced, and through which capitalism is produced and reproduced. It provides, then, a fruitful perspective on the so-called ‘world food crisis’ of 2007–2008. This paper argues that the crisis stems from a long-term cycle of fossil-fuel dependence of industrial capitalism, combined with the inflation-producing effects of current biofuel offsets and financial speculation, and the concentration and centralization of agribusiness capital stemming from the enabling conjunctural policies of the corporate food regime. Rising costs, related to peak oil and fuel crop substitutes, combine with monopoly pricing by agribusiness to inflate food prices, globally transmitted under the liberalized terms of finance and trade associated with neoliberal policies.  相似文献

In 2007 new meat inspection regulations standardizing meat production throughout the Province of British Columbia (BC), Canada came into effect moving food for local consumption closer to continentally harmonized production standards. Critics argue that the economic viability of small-scale livestock farmers is threatened. Small-scale women farmers are central to the creation of alternative local agri-food networks in BC. Using gender as an analytically enabling tool this paper argues that public food-safety regulation can create the conditions for the dominance of private agri-food governance. The discursive creation of a feminized privileged consumer legitimates much non-democratic agri-food governance. The paper argues that more just and ecologically sustainable futures require a ‘gender troubling’ of agri-food governance in which the privileged identity of the food consumer is reconstructed as global citizen in the context of the food sovereignty of the farmers who produce their food.  相似文献

A benchmark question in contemporary food regimes scholarship is how to theorize agriculture’s incorporation into the WTO. For the most part, it has been theorized as an institutional mechanism that facilitates the ushering in of a new, so-called ‘third food regime’, in which food–society relations are governed by the overarching politics of the market. The collapse of the Doha Round negotiations in July 2008 makes it possible, for the first time, to offer a conclusive assessment as to whether this is the case. Using a broadly conceived world-historical framework, this article contends that the WTO is more appropriately theorized as a carryover from the politics of the crisis of the second food regime, rather than representing any putative successor. The Doha Round’s collapse in Geneva in July 2008 should put an end to speculation of a WTO-led transformation of global food politics towards unfettered market rule; the supposed basis for a neo-liberalized ‘third food regime’. Consequently, it is through analysis of the factors that framed the Doha Round’s collapse, rather than in the WTO itself, that provide insights into the defining elements of a new global politics of food.  相似文献

All authors in this symposium use a food regime perspective to ask questions about the present which—as these articles demonstrate—have several possible answers. History suggests a time perspective of 25–40 year cycles so far—a food regime 1870–1914, an experimental and chaotic era 1914–1947, and a food regime 1947–1973. It has been less than 40 years since 1973, when food regime analysts agree that a contested and experimental period began. There is no consensus on whether it has already ended or how it might issue into a new food regime. The conversation is more fruitful than the conclusions. The analysis of the financialization of food and farming has tended to focus on issues such as the impact on the productive and input sectors of the food chain, including the role of asset management companies, private equity consortia and other financial institutions in acquiring and managing farmland. However, processes of financialization impact along the whole agri-food supply chain, including the retail and food service sectors. This paper analyses the take-over by a private equity company of Somerfield, one of the UK’s leading supermarket chains, and the impact the subsequent restructuring had on the management and organization of the retailer’s operations. In doing so, the paper not only extends the analysis of the effects of financialization on the food system, but also raises questions about the extent to which the supermarkets are the dominant actors in the establishment and management of agri-food supply chains.  相似文献

Previous work in the agri-food tradition has framed food auditing as a novelty characteristic of a shift to neoliberal governance in agri-food systems and has tackled the analysis of food “quality” in the same light. This article argues that agri-food scholars’ recent interest in the contested qualities of food needs to be situated alongside a much longer history of contested cultural attributions of trust in food relations. It builds on an earlier discussion suggesting that, although neoliberalism has undoubtedly opened up new spaces for audit activity, older political and social dynamics operating around food audits were established long before the neoliberal historical moment. Breaking new ground (as far as is known) by looking further back than the early history of the organic social movement, it examines intersections of religious food auditing, migrant food culture, and commercial dynamics in food systems. Based on secondary sources, two contrasting case studies are presented to illustrate the flux and complexity for: New World Diaspora migrants to New York City of assuring food was kosher; and more recent Maghrebi migrants to southwest France of assuring food is halal. The article concludes by noting that the neoliberal moment stands not as the unique progenitor of a new style of food authority, but rather as the latest response to a wider rupture in the historically contingent arbitration of new forms of trust in food.  相似文献

We examine crime that emerges from the global restructuring of agriculture and food systems by employing the case of the Australian “Ship of Death,” whereby nearly 58,000 sheep were stranded at sea for almost 3 months in 2003, violating the Western Australia Animal Welfare Act of 2002. This case demonstrates that the acceleration of transnational trade networks, in the context of agri-food globalization, victimizes animals and constitutes a crime. Herein, we examine this case in depth and show how economic restructuring, driven by a “logic of capital” orientation, can exert pressure on the state causing it to fail to enforce its own regulations and in this way engage in criminal actions. For the past decade, supermarket chains have been positioned as the pre-eminent actor in global and national food systems. Some agri-food scholars argue that their ever-expanding transnational supply chains have established an era of stable production-consumption relations (or Food Regime), while others point to the conflicts they are encountering with governments, social movements and ‘alternative’ consumers. However, remarkably little attention has been paid to their relationship with communities and to community system sustainability. Based on fieldwork conducted in the Goulburn Valley, Australia, we argue that supermarket operations are contributing to community tensions through contestation over valued symbols and narratives about what desirable ‘progress’ looks like. We identified three interrelated points of tension being intensified by supermarket chains: whether progress is encapsulated by being an agricultural production or a modern consumption centre; whether progress should be based on a model of corporate capital or the local small business; and to what extent modern citizens can and should support community shopping instead of convenience shopping. For long-time residents, supermarkets are paradoxical actors appealing to, as well as, challenging the narrative of a community whose economic strength was based on the surrounding natural environment and local people’s endeavours. The concepts of solastalgia and structural nostalgia are relevant, with the former referring to the place-based distress experienced by residents whose local area is changing profoundly and the latter describing a process amplifying that distress. Through exploring the political paradoxes of community solastalgia, we raise new questions about supermarket authority within contemporary Food Regimes.  相似文献

Third-party certification is an increasingly prevalent tactic which agrifood activists use to “help” consumers shop ethically, and also to reorganize commodity markets. While consumers embrace the chance to “vote with their dollar,” academics question the potential for labels to foster widespread political, economic, and agroecological change. Yet, despite widespread critique, a mounting body of work appears resigned to accept that certification may be the only option available to activist groups in the context of neoliberal socio-economic orders. At the extreme, Guthman (Antipode 39(3): 457, 2007) posits that “at this political juncture… ‘there is no alternative.” This paper offers a different assessment of third-party certification, and points to interventions that are potentially more influential that are currently available to activist groups. Exploring the evolution of the Non-GMO Project—a novel certification for foods that are reasonably free of genetically engineered (GE) material—I make two arguments. First, I echo the literature’s critical perspective by illustrating how certification projects become vulnerable to industry capture. Reviewing its history and current context, I suggest that the Non-GMO Project would be better suited to helping companies avoid mounting public criticism than to substantially reorient agrifood production. Second, I explore the “politics of the possible” in the current political economy and argue that while neoliberalization and organizers’ places within the food system initially oriented the group towards the private sector, the choice to pursue certification arose directly from two industry partnerships. Consequently, current trends might favor market mechanisms, but certification is only one possible intervention that has emerged as a result of particular, and perhaps avoidable, circumstances. The article offers tentative delineation of alternatives ways that activists might intervene in agrifood and political economic systems given present constraints.  相似文献

In light of growing concerns about obesity, Winson (2004, Agriculture and Human Values 21(4): 299–312) calls for more research into the supermarket foodscape as a point of connection between consumers and food choice. In this study, we systematically examine the marketing of ready-to-eat breakfast cereals to children in Toronto, Ontario supermarkets. The supermarket cereal aisle is a relatively unstudied visual collage of competing brands, colors, spokes-characters, and incentives aimed at influencing consumer choice. We found that breakfast cereal products with higher-than-average levels of sugar, refined grains, and trans-fats are more likely to feature child-oriented marketing in the form of spokes-characters, themed cereal shapes/colors, and child incentives on cereal boxes. These forms of visual communication are consistent with a “health exploitive” pattern of targeted marketing to children in the supermarket setting. Only one aspect of visual communication is consistent with a “health protective” pattern of marketing to children—cereals shelved within reach of children aged 4–8 had less sugar per serving and were less likely to contain trans-fats than less reachable products. We discuss the implications of our findings for the measurement and regulation of marketing to children in North American supermarkets.

Brent Berry   who has a PhD from the University of Michigan, is an Assistant Professor of Sociology at the University of Toronto in Ontario, Canada. His most recent research has sought to untangle the casual processes underlying socioeconomic disparities in health over the lifecourse. Brent has also developed innovative visual approaches for systematically studying interracial friendships, homelessness, and marketing in supermarkets. Brent has also published work on race and ethnic relations, residential segregation, social theory, and family intergenerational support. His work has been published in Demography, Health, Evaluation Review, Ethnic and Racial Studies, the Journal of Family Issues, and the American Journal of Economics and Sociology. Taralyn McMullen   is a doctoral candidate in Sociology at the University of Toronto. Taralyn is interested in the sociology of health and illness, with emphasis on issues of food insecurity. Much is being made of local food. It is at once a social movement, a diet, and an economic strategy—a popular solution—to a global food system in great distress. Yet, despite its popularity or perhaps because of it, local food (especially in the US) is also something of a chimera if not a tool of the status quo. This paper reflects on and contrasts aspects of current local food rhetoric with Dalhberg’s notion of a regenerative food system. It identifies three problematic emphases—the locavore emphasis, the Wal-Mart emphasis, and the Pollan emphasis—and argues that they are shifting local food (as a concept and a social movement) away from the deeper concerns of equity, citizenship, place-building, and sustainability. It is suggested that local food activists and advocates might consider the use of multiple methodologies and forms of expression to explore the integration and reintegration of local food into diverse and redundant place-based practice. A short case study of a low-income, urban neighborhood in Lansing, Michigan, illustrates the value of contextual analysis for more fully enabling the local food movement and a regenerative food system.  相似文献

The significance of private standards and associated local level initiatives in agri-food value chains are increasingly recognised. However whilst issues related to compliance and impact at the smallholder or worker level have frequently been analysed, the governance implications in terms of how private standards affect national level institutions, public, private and non-governmental, have had less attention. This article applies an extended value chain framework for critical analysis of Private Standards Initiatives (PSIs) in agrifood chains, drawing on primary research on PSIs operating in Kenyan horticulture (Horticulture Ethical Business Initiative and KenyaGAP). The paper explores the legislative, executive and judicial aspects of governance in these southern PSIs highlighting how different stakeholders shape debates and act with agency. It is argued that governance is exercised ‘beyond the vertical’ in that one can identify wider horizontal processes of governance, including how the scope of key debates is constructed (especially in legislative governance) but analysis of executive governance emphasises the dominant role of the lead buyers.  相似文献

To understand the phenomenon of the rapidly increasing prevalence of overweight and obese children and youth, it is especially important to examine the school food environment, the role of structural factors in shaping this environment, and the resulting nutrition and health outcomes. The paper examines research on school food environments in the US and Canada. It notes evidence of widespread availability of poor nutrition products in both environments and delineates reasons for the situation, and examines initiatives presently being undertaken in a number of jurisdictions in both countries to encourage healthy eating in schools. Empirical data are presented from a pilot study of high schools in the Canadian province of Ontario. The study documents the extent of student purchasing of nutrient-poor foods and beverages, and the structural factors internal and external to the school that appear responsible for the availability of such products in food environments in this critical institutional sphere. The paper also examines positive local initiatives in high schools that seek to encourage healthy eating in schools.

Anthony Winson PhD   is a professor in the department of sociology and anthropology at the University of Guelph. He has written on agriculture, food and rural development, and restructuring issues related to Canada and the Third World for more than 20 years. Among his books are The Intimate Commodity: Food and the Development of the Agro-Industrial Complex in Canada (Garamond 1993) and, more recently, Contingent Work, Disrupted Lives (University of Toronto 2002, with Belinda Leach) which examines economic restructuring, the changing world of work, and the factors underlying sustainability in small manufacturing-dependent rural communities in several regions of Ontario. This book won the John Porter Book Prize of the Canadian Sociology and Anthropology Association for 2003. Dr. Winson’s current work is focused on the analysis of factors shaping the contemporary Canadian food environment and their role in producing what has been termed the “epidemic of obesity.” Particular attention is being paid to supermarkets and schools as part of broader-ranging research on the political economic context of the food environment.  相似文献

In order to implement environmental policies for sustainable and resilient land use we need to better understand how people relate to their agricultural land and how this affects their practices. In this paper I use an inductive, qualitative analysis of data gathered from interviews with kiwifruit orchardists and observations of their orchards to demonstrate how their interpretation of their relationship with their orchards affects their management practices. I suggest that these orchardists experience their orchards as having agency in four different ways—as wild, challenging, needy, and passive—and that these different perspectives result in practices which produce orchards that impact differently on sensory faculties—sight, touch, hearing, taste, and smell. This finding implies that land use policies that seek to change sensory aspects of the land which are in conflict with producers’, farmers’, or growers’ sense of relationship with the land—and how the land “should be”—are unlikely to succeed. That these orchardists produce fruit which is compliant with two comprehensive audit systems—one of which is organic—and also serve an international market, indicates that the constraints of such systems still allow orchardists to exercise autonomy, express their identity, and make sense of their orchard activities in different ways, indicating a potentially resilient and sustainable production system.  相似文献

In this paper I examine how knowledge claims operating through two types of governance techniques can guide product innovations in the agri-food sector. The notion that knowledge claims have strong social and material components informs the analysis undertaken, developed through a discussion of social science approaches to the role of human groups and biophysical properties in social change. I apply this socio-technical perspective to two case studies: defining dietary fiber and reducing saturated fat. The first involves attempts to produce an international definition of dietary fiber standards in the Codex Alimentarius Commission. The second involves efforts by food manufacturers to reduce the saturated fat content of food products in line with UK government guidelines. The case studies draw upon observations, document analysis, and over forty interviews. I suggest that although knowledge claims are active constituents of both governance processes, important differences are evident and arise from the history of scientific and technical controversies, and from the scope for articulating broader questions. In particular, the different criteria for judging “success” guide how knowledge claims are implicated in the governance of product innovation. I suggest that further work is required to understand the wider implications of efforts to change the composition of foods, not only for public heath, but also in relation to food security, quality, safety, and availability in a rapidly changing context. In order to do this successfully, knowledge claims made about the material properties of food should be made objects of social science analysis.  相似文献

With the proliferation of private standards many significant decisions regarding public health risks, food safety, and environmental impacts are increasingly taking place in the backstage of the global agro-food system. Using an analytical framework grounded in political economy, we explain the rise of private standards and specific actors – notably supermarkets – in the restructuring of agro-food networks. We argue that the global, political-economic, capitalist transformation – globalization – is a transition from a Fordist regime to a regime of flexible accumulation (Harvey, 1989). We also argue that the standard making process of this new regulatory regime is increasingly moving from the front stage – where it is open to public debate and democratic decision-making bodies – to the backstage – where it is dominated by large supermarket procurement offices. We assert that transnational supermarket chains are increasingly controlling what food is grown where, how, and by whom. We also contend that the decision-making processes of transnational supermarket chains are typically “black-boxed.” The Euro-Retailer Produce Working Group (EUREP) is presented as a case of private governance by transnational supermarket chains. We conclude by examining the limitations and long-term efficacy of a system of private governance in the global agro-food system. Survey data from cotton farmers in six southeastern states of the USA were used to estimate the demand and willingness-to-pay (WTP) for either retrofitting yield monitors onto cotton pickers or to purchase a yield monitor as an option with a new cotton picker. ‘Don’t know’ responses were either omitted, combined with ‘no’ responses or included as a separate category for comparing WTP and estimates of the price elasticity of demand. Our results suggest that treating the ‘don’t know’ response as a separate category provides WTP estimates that are more consistent with expectations than the other approaches. The estimated price elasticities and demand curves indicate that previous users of precision technology are more responsive to changes in price of cotton yield monitors and would be more likely to adopt them when the price decreases. These demand and WTP estimates provide important information that can be used by those who sell cotton yield monitors, as well as policy-makers who may wish to subsidize this technology. Referendum contingent valuation was useful for evaluating the demand for any new technology.  相似文献
