“Scaling-up” is the next hurdle facing the local food movement. In order to effect broader systemic impacts, local food systems (LFS) will have to grow, and engage either more or larger consumers and producers. Encouraging the involvement of mid-sized farms looks to be an elegant solution, by broadening the accessibility of local food while providing alternative revenue streams for troubled family farms. Logistical, structural and regulatory barriers to increased scale in LFS are well known. Less is understood about the way in which scale developments affect the perception and legitimacy of LFS. This value-added opportunity begs the question: Is the value that adheres to local food scalable? Many familiar with local food discourse might suggest that important pieces of added value within LFS are generated by the reconnection of producer and consumer, the direct exchange through which this occurs, and the shared goals and values that provide the basis for reconnection. However, these assertions are based on tenuous assumptions about how interactions within the direct exchange produce value, and how LFS are governed. Examination shows that existing assumptions do not properly acknowledge the hybridity, diversity, and flexibility inherent in LFS. A clear analysis of the potential of scale in LFS will depend on understanding both how value is determined within LFS, and the processes through which these systems are governed. Such an analysis shows that, while scaled-up LFS will be challenged to maintain legitimacy and an identity as “alternative”, the establishment of an open governance process—based on a “negotiation of accommodations”—is likely to enhance their viability.  相似文献

Recent attention to communities “localizing” food systems has increased the need to understand the perspectives of people working to foster collaboration and the eventual transformation of the food system. University Cooperative Extension Educators (EEs) increasingly play a critical role in communities’ food systems across the United States, providing various resources to address local needs. A better understanding of EEs’ perspectives on food systems is therefore important. Inspired by the work of Stevenson, Ruhf, Lezberg, and Clancy on the social food movement, we conducted national virtual focus groups to examine EEs’ attitudes about how food system change should happen, for what reasons, and who has the resources, power, and influence to effect change. The institutions within which EEs are embedded shape their perceptions of available resources in the community, including authority and power (and who holds them). These resources, in turn, structure EEs’ goals and strategies for food system change. We find that EEs envision working within the current food system: building market-centric alternatives that address inequity for vulnerable consumers and producers. EEs bring many resources to the table but do not believe they can influence those who have the authority to change policy. While these findings could suggest EEs’ limited ability to be transformative change agents, EEs can potentially connect their efforts with new partners that share perceptions of food system problems and solutions. As EEs increasingly engage in food system work and with increasingly diverse stakeholders, they can access alternative, transformational frames within which to set goals and organize their work.  相似文献

As demand for locally grown food increases there have been calls to ‘scale-up’ local food production to regionally distribute food and to sell into more mainstream grocery and retail venues where consumers are already shopping. Growing research and practice focusing on how to improve, expand and conceptualize regional distribution systems includes strategies such as value chain development using the Agriculture of the Middle (AOTM) framework. When the Ohio Food Policy Advisory Council asked how they could scale-up the distribution of Ohio fresh fruits and vegetables to Ohioans, we decided to use this practical opportunity to not only provide recommendations to this council, but to simultaneously contribute to the literature on AOTM, value-based and spatially–proximate relationships, and conceptualizations of food system hybridity. We do this while examining an entire sub-sector of the Ohio agricultural economy, namely fruit and vegetables and applying the AOTM framework beyond the farm, namely to distributors and retailers. Through interviews with Ohio retailers and a survey of all fresh fruit and vegetable distributors Ohio we: (1) Describe current distribution systems within the state; (2) Identify firms interested in scaling-up distribution, and; (3) Inform state-level policy efforts by identifying opportunities to better target any state-level policy and program efforts. We demonstrate support for the concept of AOTM applied beyond the farm, for value chain development strategies that can transmit ‘quality’ via spatially proximate supply chains, and support for considering hybrid solutions, such as piggybacking for scaling-up local food systems. This work highlights the role a statewide food policy council can have in facilitating market development and their unique position to provide public sector and institutional support to facilitate meaningful connections in the food system.  相似文献

As world food and fuel prices threaten expanding urban populations, there is greater need for the urban poor to have access and claims over how and where food is produced and distributed. This is especially the case in marginalized urban settings where high proportions of the population are food insecure. The global movement for food sovereignty has been one attempt to reclaim rights and participation in the food system and challenge corporate food regimes. However, given its origins from the peasant farmers' movement, La Via Campesina, food sovereignty is often considered a rural issue when increasingly its demands for fair food systems are urban in nature. Through interviews with scholars, urban food activists, non-governmental and grassroots organizations in Oakland and New Orleans in the United States of America, we examine the extent to which food sovereignty has become embedded as a concept, strategy and practice. We consider food sovereignty alongside other dominant US social movements such as food justice, and find that while many organizations do not use the language of food sovereignty explicitly, the motives behind urban food activism are similar across movements as local actors draw on elements of each in practice. Overall, however, because of the different histories, geographic contexts, and relations to state and capital, food justice and food sovereignty differ as strategies and approaches. We conclude that the US urban food sovereignty movement is limited by neoliberal structural contexts that dampen its approach and radical framework. Similarly, we see restrictions on urban food justice movements that are also operating within a broader framework of market neoliberalism. However, we find that food justice was reported as an approach more aligned with the socio-historical context in both cities, due to its origins in broader class and race struggles.  相似文献

The term ‘food security’ has been used in multiple ways and addresses not only issues around availability and accessibility of foods, but also, among others, the sustainability of livelihoods at the local community level—an issue often seen as a basis for the proliferation of local and alternative food networks (AFNs). Accordingly, in this paper we attempt to develop a theoretical re-framing that is able to link food security with AFNs in arguing that the understanding of the two notions is dynamics and contingent upon the elements (actors, practices, geography) that construct them. We use an assemblage approach to analyze a case of Dunedin, a small-size city in New Zealand, in which the community aims to achieve food security through a local food strategy. Through a series of interviews with a group of food activists and academics, public discussions, and two local food forums, we found that food security was understood and performed in its local context through assembling diverse actors and objectives within the AFN. In conclusion, we offer assemblage thinking as an analytical tool to understand how seemingly precarious local food relations are stabilized and assembled so as to open possibilities of achieving food security.  相似文献

Although inclusion in formal value chains extends the prospect of improving the livelihoods of rural small-scale producers, such a step is often contingent on compliance with internationally-promoted food safety standards. Limited research has addressed the challenges this represents for small rural producers who, grounded in culturally-embedded food safety conceptions, face difficulties in complying. We address this gap here through a multiple case study involving four public school feeding programs that source meals from local rural providers in the Bolivian Altiplan. Institutional logics theory is used to describe public food safety regulations and to compare them to food safety conceptions in the local indigenous Aymara rural setting. We identify a value-based conflict that leads to non-compliance of formal food safety rules that jeopardizes the participation of small farmers in the market. These include: (1) partial adoption of formal rules; (2) selective adoption of convenient rules; and (3) ceremonial adoption to avoid compliance. Decoupling strategies allow local actors to largely disregard the formal food safety regulations while accommodating traditional cultural practices and continuing to access the market. However, these practices put the long-term sustainability of the farmers’ participation in potentially favorable opportunities at risk.  相似文献

While a growing body of scholarship identifies urban agriculture’s broad suite of benefits and drivers, it remains unclear how motivations to engage in urban agriculture (UA) interrelate or how they differ across cities and types of organizations. In this paper, we draw on survey responses collected from more than 250 UA organizations and businesses from 84 cities across the United States and Canada. Synthesizing the results of our quantitative analysis of responses (including principal components analysis), qualitative analysis of textual data excerpted from open-ended responses, and a review of existing literature, we describe six motivational frames that appear to guide organizations and businesses in their UA practice: Entrepreneurial, Sustainable Development, Educational, Eco-Centric, DIY Secessionist, and Radical. Identifying how practitioners stack functions and frame their work is a first step in helping to differentiate the diverse and often contradictory efforts transforming urban food environments. We demonstrate that a wide range of objectives drive UA and that political orientations and discourses differ by geography, organizational type and size, and funding regime. These six paradigms provide a basic framework for understanding UA that can guide more in-depth studies of the gap between intentions and outcomes, while helping link historically and geographically specific insights to wider social and political economic processes.  相似文献

In this article, I analyze discourse and identity relations within so-called ‘conventional’ agri-food networks as well as how the conventional sphere perceives, constructs and responds to alternative food movements in Canada. The paper is structured around three primary research questions: (1) How are conventional actors understanding conditions, changes, and challenges within conventional networks? (2) How do conventional actors apply this understanding in advancing conventional interests and discourses, and defending conventional networks? (3) How do conventional actors and discourse construct AFMs? For this research, I draw from survey, focus group, and in-depth interview data alongside text analysis from online sources. I elucidate the interests and motivations behind the identities, stories and messages emerging from the conventional sphere. I conclude that relationship building and communication between diverse agri-food actors may help to expand the range of agricultural knowledge, philosophies and solutions available to farmers, especially those whom are currently quite divided.  相似文献

The majority of literature on Slow Food focuses on the organization or actors involved in the movement. There is a dearth of material analyzing Carlo Petrini’s aspirations for Slow Food, particularly in light of his desire within Slow Food Nation (2007) and Terra Madre (2010) to make “freewill giving a part of economic discourse.” This essay corrects the literature gap through historicizing and critiquing Petrini’s alternative to global capitalism while rooting it in actually existing practices. First, Petrini’s problematic conceptualization of freewill giving will be compared to feminist theorizations and documentations of the gift economy. Second, Petrini’s avoidance of the toxic mimic of the gift, its subsumption to capitalism, will be amended by discussing how the gifting of food aid and emergency food networks actually reproduces inequality, poverty, and hunger. Third, Petrini’s example of gifting by a Trappist Monastery will be juxtaposed to the ongoing direct action strategies of Food Not Bombs, a much stronger example of an oppositional gift economy, one that is subsequently repressed by the state. In doing so, this essay seeks to expand discussion of the gift economy within the alternative food movement while amending many of the theoretical, historical, and political problems embedded within Petrini’s work, which performs a strong disservice to the politics of possibility embedded within gifting.  相似文献

Organic food standardization is an increasingly important strategy for dealing with consumer concerns about the environment, animal welfare, health, and the economic structure of food production. But the ways in which this consumer-oriented strategy is introduced, organized, and debated vary considerably across countries. In Sweden, a nongovernmental organization [KRAV (Association for Control of Organic Production)] – consisting of social movement organizations, associations for conventional and organic farmers, and the food industry – has been quite successful in promoting organic food labeling as an eco-label. KRAV has developed a complementary position vis-à-vis the state and EU regulatory framework. In the US, the federal government controls standardization. The government frames the label as a “marketing label,” thus rejecting the idea that organic food production would have any significant advantages for the environment or, indirectly, for human health. This framing is separate from the ones created by organic constituencies, leading to deeper controversies than in Sweden. The purpose of this paper is to examine why standardization has followed different patterns in the two settings. We analyze context factors (i.e., political culture, pre-regulatory arrangements, and organizational structures) and process factors (i.e., framing and organizing). What are the benefits of a state-centric versus a nonstate-driven approach regarding powerful standardization? The paper shows that both settings provide not only “threats of regulatory occupation” from actors not committed to organic principles but also avenues for substantial standardization in the future, albeit through different channels.  相似文献

Local food critics have recently argued that locavores, unaware of economic laws and principles, are ironically promoting a future characterized by less food security and more environmental destruction. In this paper, we critically examine the ways in which mainstream economics discourse is employed in arguments to undermine the proclaimed benefits of local food. We focus on several core concepts in economics—comparative advantage, scale, trade and efficiency—and show how they have been used to challenge claims about local food’s benefits in the areas of economy, environment, food security, and food quality. After reviewing the arguments, we then evaluate some shortcomings that emerge from this reliance on economic logic and, importantly, we assess what local food proponents may take away from these critiques. We conclude by identifying several pathways for future research.  相似文献

Externally,neoliberal policy reform restructures agrarianproduction in ways that favor individual overcollective management of natural resources.Internally, organizational problems createinefficiencies within both forestry ejidos(cooperative agrarian communities) and theirintermediate level forestry civil societies. Peasants'capacity to defend their interests and dealeffectively with their production problems throughstrong representative organizations is beingundermined by new rules for economic associationwithin the ejidos and by the turning over of technicalservice financing to the market. Though organizationalinnovations within the ejidos hold positive potential,existing civil societies merit continued assistance askey actors promoting sustainable forestry. Studyingcommon property management regimes across multiplelevels and dimensions reveals that in Mexico, policyreform overlooks the crucial social resourcesrepresented by peasant organization, undermining thepossibility of sustainable forest management whileassigning the peasant most of the cost ofconservation. If conservation is indeed encouraged bythe genuine participation of those with a stake insustainable use of natural resources, national andinternational communities that value Mexico's tropicalforests should also invest in both social and economiccosts of conservation.  相似文献

This paper examines evidence regarding neoliberalization of the social organization of Canadian food safety from a series of documents produced in response to the Canadian listeriosis outbreak in 2008. The outbreak is described, then interpreted within a neoliberal context, where: (1) neoliberalism operates as an ideology (2) that enables a socio-political and economic strategy within (3) a project pursued by coalitions seeking to consolidate power through (4) a process of neoliberalization. Following Gramsci’s work on power, it is argued that food safety serves as an attractor, organizing consent within a neoliberal context. Testimony before a parliamentary subcommittee, official reviews, an independent investigation, food inspection records, and media reports have been examined to identify the key factors associated with the outbreak and the process of neoliberalization. The events associated with the outbreak are described first, as activities and practices in organizational settings (governance, sanitation, and production), and secondly, as components in a food production network where consent is organized around food safety.  相似文献

Community initiatives to create more localized food systems ofteninclude the strategy of import substitution, i.e., increasing local foodproduction for local consumption. The purpose of this policy iseffectively to supplant some level of imported food into the region. Weargue that such action can carry social and environmental risks as wellas benefits and we have developed research parameters to measure theimpact of such strategies. Harriet Friedmann's seminal work (1991) onthe employment of import substitution by transnational corporationsprovides a framework to identify possible advantages and disadvantagesof the same approach locally. We propose local autonomy and sustainabledevelopment as positive indicators of a more localized food system.Three units of analysis are proposed to measure changes in localautonomy and sustainable development as a result of import substitutionschemes: fair labor trade, equity and democracy, and environmentalstewardship. We propose that this flexible framework of analysisincreases our ability to describe the shifting and integrated balancebetween more local and more global food systems.  相似文献

The American food system has produced both abundance and food insecurity, with production and consumption dealt with as separate issues. The new approach of community food security (CFS) seeks to re-link production and consumption, with the goal of ensuring both an adequate and accessible food supply in the present and the future. In its focus on consumption, CFS has prioritized the needs of low-income people; in its focus on production, it emphasizes local and regional food systems. These objectives are not necessarily compatible and may even be contradictory. This article describes the approach of community food security and raises some questions about how the movement can meet its goals of simultaneously meeting the food needs of low-income people and developing local food systems. It explores the conceptual and political promise and pitfalls of local, community-based approaches to food security and examines alternative economic strategies such as urban agriculture and community-supported agriculture. It concludes that community food security efforts are important additions to, but not subsitutes for, a nonretractable governmental safety net that protects against food insecurity.  相似文献

Recent scholarship has considered the implications of the rise of voluntary private standards in food and the role of private actors in a rapidly evolving, de-facto ‘mandatory’ sphere of governance. Standards are an important element of this globalising private sphere, but are an element that has been relatively peripheral in analyses of power in agri-food systems. Sociological thought has countered orthodox views of standards as simple tools of measurement, instead understanding their function as a governance mechanism that transforms many things, and people, during processes of standardisation. In a case study of the Australian retail supermarket duopoly and the proprietary standards required for market access this paper foregrounds retailers as standard owners and their role in third-party auditing and certification. Interview data from primary research into Australia’s food standards captures the multifaceted role supermarkets play as standard-owners, who are found to impinge on the independence of third-party certification while enforcing rigorous audit practices. We show how standard owners, in attempting to standardize the audit process, generate tensions within certification practices in a unique example of ritualism around audit. In examining standards to understand power in contemporary food governance, it is shown that retailers are drawn beyond standard-setting into certification and enforcement, that is characterized by a web of institutions and actors whose power to influence outcomes is uneven.  相似文献

Despite decades of struggle against the industrial food system, academics still question the impact of the alternative food movement. We consider what food movement leaders themselves say about their motivation to act and their capacity to scale up their impact. Based on semi-structured interviews with 27 food movement leaders in Michigan, our findings complicate the established academic narratives that revolve around notions of prefigurative and oppositional politics, and suggest pragmatic strategies that could scale up the pace and scope of food movement impacts. In contrast to the apolitical perspective some scholars see guiding alternative food movements, local leaders we interviewed see the food system from a structural-political lens. Though some see strength in fragmentation, most are not under the illusion that they can work alone and aspire to build their collective strength further. Concerns about organizational survival and conflicting views about the goals of the food movement, however, present ongoing challenges. Ultimately, we argue that there is a middle ground food movement leaders can walk between prefigurative and oppositional politics, one that still attempts to intentionally change the state, while also maintaining the inventiveness that can come from autonomous, grassroots initiatives. Specifically, interviewees suggested that increased strategic capacity around policy advocacy, critical food systems education, and negotiation could help them extend cross-movement networks and mainstream more equitable food policies, while continuing to experiment with customized solutions.  相似文献

A major strategy in the creation of sustainable economies is the establishment of alternative market institutions, such as fair trade and local market systems. However, the dynamics of these alternative markets are poorly understood. What are the rules of behavior by which these markets function? How do these markets maintain their separate identity as “alternative”: apart from the conventional (“free”) market system? Building on Lyson’s notion of civic agriculture, we argue that alternative markets maintain themselves through civic engagement. However, we argue that the civically-engaged practices of alternative markets are poorly understood. We seek, therefore, to begin a conversation about the everyday forms of civic engagement in alternative practice and to do this we introduce a few useful conceptual tools. Building upon ideas in science studies about the collaboration of scientists (Hess, Alternative pathways in science and industry, 2007) we argue that civic markets have their own “market fields” and “modes of governance” (Bulkeley et al., Environment and Planning A 39:2733–2753, 2007), their own fields of social interaction in which rules of behavior become stabilized and determine how the market works. The creation of a social field also requires the demarcation of boundaries, referred to in the science studies literature as “boundary work” (Gieryn, Cultural boundaries of science: Credibility on the line, 1999). We apply the idea of boundary work to understand how alternative market actors maintain boundaries between alternative and conventional markets. Finally, studies of collaboration in science have often centered on the object created through these interactions, an object that is partially material and partially a product of knowledge, what (Rheinberger, Toward a history of epistemic things: Synthesizing proteins in the test tube, 1997) calls an “epistemic object.” We use this idea to understand that the creation of alternative objects of exchange, such as organic food, are epistemic objects in that they combine both particular materialities and particular ways of knowing. Using these concepts, we will carry out a close analysis of the mode of governance in the national organic market, looking specifically a recent governance crisis in organic agriculture known as the Harvey lawsuit.  相似文献

Critics of modern agriculture decry the dominance of monocultural landscapes and look to multifunctionality as a desirable alternative that facilitates the production of public goods. In this study, we explored opportunities for multifunctional Midwestern agriculture through participatory research led by farmers, landowners, and other local actors. We suggest that agriculture typically fosters some degree of multifunctionality that arises from the divergent intentions of actors. The result is a scattered arrangement of what we term patchwork multifunctionality, a ubiquitous status quo in which individuals provide public goods without coordination. In contrast, interwoven multifunctionality describes deliberate collaboration to provide public goods, especially those cases where landowners work across fence lines to weave a synergistic landscape. Using examples from two case studies, we demonstrate the spectrum of patchwork and interwoven multifunctionality that currently exists in the Corn Belt, and present underutilized opportunities for public good creation.  相似文献
