Influence of Real Estate Mortgage Reform on the Chongqing Real Estate Enterprises and Countermeasures

In this paper, primarily, the real estate mortgage reform by the Central Bank of China is introduced. The influence of the reform on Chongqing Real estate enterprises by analyzing the problems existed in real estate development in Chongqing is expounded. To decrease the influence, the developer and the government should make efforts together. For the developers, they can find more ways to finance the projects, optimize the products supply system and strengthen the risk-resisting abilities. For the government, it should find all the ways to create a suitable external environment for the real estate market.     

Analysis of Adverse Selection in the Credit Market and the Impact of Mortgage Means

From the impact of mortgage loan on the degreeof investment risk and the expected profit of bank,the authors draw the conclusion that the risk of mortgage loan is larger than the risk of credit loan when the gage is not enough by comparing mortgage loan with credit loan. And they also analyse the relation of the gage, loan rate, and adverse selection. The gage and loan rate are presented which can be use as themeans of examining information for the bank.     

农业种植结构调整补偿政策研究

为解决中国农产品禁产区种植结构调整导致农户可能出现的损失问题,需要研究从国家层面制定补偿政策及补偿方案,以维护农户受损的利益。采用问卷调查的形式,对湖南省湘潭市400户农户开展了实地访谈,在此基础上,通过召开专家咨询会议,调研了种植结构调整试点的实施情况。从调查数据以及调研信息分析的结果来看,与一般意义上的农业生态补偿不同的是,种植结构调整补偿政策及补偿方案的制定涉及的内容更多,也更加复杂,其影响因素包括补偿主体、补偿标准、资金来源等,需要重新界定和解读,并根据实际的农业生产情况做出相应的调整。此外,与种植结构调整相配套的耕地治理技术尚未成熟,需要加大研发投入及开展试点工作,尽快形成技术标准和规范,并以法律条文的形式予以保障和支持。     

信合保险在信用社小额信贷及农村金融中的作用

中国实施农村信用社发放农户小额信用贷款已经有5年。在实施的过程中，同以往其他贷款一样，出现了呆帐、坏帐、道德风险和产业风险测算不准、信用调查不实和评级不准等问题，不仅造成了信用社的贷款风险过大,而且也使农户贷款愈加困难。及时对农户小额信用贷款中存在的这些问题进行理论和实践上的创新性研究是十分必要的。研究的对象主要是信合保险这种新的金融实体，通过开展信合保险，不仅可以有效降低农村信用社的贷款风险，在一定程度上解决农户贷款难的问题，而且对改善农户生活水平也能起到一定的作用。开展信合保险也能健全农村的信贷保险机制，改善农村金融环境，推动农村经济的进一步发展。

In this paper the principal factors influencing the development of great enterprises have been analyzed in depth from the point of operating mechanism within the enterprise, then the channels promoting the development of great enterprises have been proposed.     

Matter-element Evaluation Model on the Personal Credit of University Students Loan and It''s Application

This paper analyzes the current situation of university students' credit evaluation and set up an evaluation index system of university students' credit to compensate a loan.Based on this index system,this paper sets up a matter-element evaluation model on the individual credit of university students loan by means of extensible engineering method.The grade of individual credit and the index for evaluating the level of individual credit are made as matter-element,meanwhile,the classical field,the segment field,the weight coefficient are obtained.Dependence function is established based on the grade of individual credit and then the grade is judged by calculating the synthetic dependence degree.Finally,this paper presents the evaluation method by giving an example.This method is simple in calculation,reasonable in evaluation with high applicability.     

福建农村中小企业正规信贷融资约束问题研究

本文通过调查问卷形式调查了福建农村中小企业借贷与融资需求状况,得出了福建农村中小企业存在正规信贷融资约束的结论,剖析了其产生约束的原因,并从企业、银行、金融生态环境三个方面提出相应的对策。     

基于产业集群的农产品加工企业品牌建设途径研究

以湖北省为例,结合农产品加工产业集群的特点,将其分成资源驱动型、贸易驱动型和大企业园区型3种类型,并以湖北省为例,采用案例分析方法,对每种类型产业集群内的企业品牌建设途径进行深入研究。     

A Study on the Phases Division of Real Estate Project Life Cycle in China

Recently,many large and medium-sized real estate companies in China have attempted to construct a standard project management system regarding project culture,organization and value chain,to enhance their ability of integrating resources and effectively delivering projects.An appropriate definition of project phases is the base of standard management for these enterprises.According to the existed literature and the observation of some real estate companies,a Six-Phase(SP) approach is presented.The method standardizes real estate project in China by dividing a project life cycle into six phases.A case study shows that the six phases correspond appropriately with those suggested by the departments of four real estate companies.An industry survey by means of questionnaire has also been conducted.The respondents,most of which are the CEOs from 50 real estate companies in China,agreed that this approach is reasonable and acceptable.     

基于政策工具的罗非鱼主产区产业政策分析与评价

基于政策工具的视角,采用内容分析法,对中国罗非鱼主产区地方政府出台的罗非鱼产业政策进行计量分析和评价。从基本政策工具和产业链两个维度出发,构建罗非鱼产业政策分析框架,并对政策文本进行单元编码和统计分析,在量化分析的基础上剖析中国罗非鱼产业政策在政策工具设计和构建中存在的问题,为未来罗非鱼产业政策的完善和优化提出建议,以期为中国罗非鱼产业政策的制定提供有益的参考。     

呼伦贝尔市农业结构调整最优方案

根据不同区域气候特点和产量水平,运用系统工程理论中的线性规划方法对该市的作物种植结构进行了调整,在种植面积基本不变的情况下,净产值增加了15.3%和17.3%;并在不同的气候区域设计了不同作物种植的最佳组合方案。这对增加农业种植效益和农民收入,有效改善生态环境,保持农业的可持续发展等方面都具有显著的经济、社会和生态效益。     

中国的经济环境政策及退耕还林还草政策取向

在对中国环境经济政策内涵及作用分析的基础上,针对西欧环境经济政策成功的经验及对中国的启示：政府与农户签订长期合同、发放补助金和实施减免税政策等。并结合中国西部地区退耕还林的调研结果述评,提出了中国退耕还林政策的取向：实行长期的补贴政策、尊重农户意愿、改善林业投资环境、对退耕还林成果实行产业化经营运作等。     

农业结构调整对粮食安全的影响及其规避途径

本文根据广西农业结构调整和粮食生产现状,探讨了在新形势下农业结构调整对粮食安全的影响,提出了以提高思想认识为先导、以加强主产区建设为重点、以推进结构调整为主线、以推动产业化经营为手段、以加快科技进步为依托、以加大政策支持为保障等规避粮食安全隐患的有效途径。     

中国茶产业组织结构创新的对策探讨

从产业组织理论观点出发,分析了现阶段中国茶产业基本经济特征,指出了影响产业经济绩效提高的市场结构方面问题及其成因。在此基础上,讨论了茶产业结构调整的动力和目标、基本要求和条件、实施对策等。     

现代化进程中山东省农业生产效率测算与分析

为了对山东省农业生产投入产出效率进行有效评价,进而为科学推进低耗高产的可持续农业提供实践性参考,运用DEA（数据包络分析）方法对山东省17地市1993-2008年16年间的农业生产效率进行了实证分析,结果表明山东省各地市农业生产综合效率均值在演变趋势上分为3个阶段;不同区域在综合效率、技术效率和规模效率上存在着显著的差异;鲁西地区农业生产在农技推广和科技成果转化上存在明显不足,鲁中地区农业生产资料的投入结构急需改善。最后提出在具体实践过程中,应依靠科学技术进步和生产要素重组来提高农业生产效率。     

早籼稻塑盘育秧抛栽高产群体发育指标 及其调控技术研究

试验以早籼稻塑盘育秧抛栽密度、施N量、N素花粒肥比重等3个栽培因子优化设计的15种处理水平组合方案的实施，建立了15种产量差异显著的20套田间小区群体。通过对各小区群体的产量及与产量显著相关的29个群、个体性状（发育指标）统计分析研究，证明了早籼稻盘育抛栽高产群体的发育类型具有多样性，建立了试验因子与产量和29个群、个体性状间的回归模型；模拟出3个产量水平段（＜7500、7500~9000 和＞9000kg/hm2）的群、个体性状发育指标值和两种产量水平（7500~9000 和＞9000kg/hm2）的栽培因子适宜取值范围；初步提出了早籼稻盘育抛栽高产群体发育指标及其建立与调控技术方案。

Research on Relationship between the Level of Urbanization and the Growth of Real Estate Investment

The population proportion index is usually introduced to measure the level of urbanization, which is an important index to the national economy. The fast development of urbanization would inevitably cause the increase of the investment in real estate industry. Introducing the Granger Test of Causality analytical method, in this paper the relationship between the level of urbanization and the investment in real estate industry from 1986 to 2003 in China is analyzed. It reveals that both of them are on the stage of constant up - rising, and the correlation index of 0. 205 shows that the relationship between them is a mutual promoting causality.
