A METHOD FOR THE ORIENTATION OF CHINESE CHARACTERS IN THE INTERFACE PROGRAMMING OF AUTO CAD DXF DOCUMENT

The orientation of Chinese characters is very importantin the interface programming design of Auto CAD DXF documents.Beca-use some parameters are automatically computed by the Auto CADsystem,it is very difficult for Chinese characters to be oriented in DXFinterface programmings.This paper reports the calculating method of ori-ented parameters and the orientation method of Chinese characters in theinterface programming of DXF documents,and gives a general Fortran 77subroutine for the orientation of Chinese characters.The method solves thedifficulty of the orientation of Chinese characters in the interface program-mings of DXF documents,and makes it convenient for various CAD pic-tures to be oriented in Chinese Characters.     

人民公社阶段的农地产权制度变迁及其绩效

研究人民公社阶段的农地产权制度变迁与绩效，是为了分析人民公社制度得以长期维持的原因，以期为新时期农村经济体制改革提供启示与借鉴。文章在相关文献资料的基础上，采用实证描述与规范研究分析方法，探讨人民公社阶段的农地产权制度的演进、特征、变迁的原因、内在缺陷以及制度绩效，研究表明，人民公社阶段农地产权严重残缺、缺少激励机制、组织管理费用高昂，这种制度安排实际上一开始就处于非均衡状态，依靠国家主流的意识形态和超经济强制来维持，致使人民公社阶段农地产权制度效率低下。改革开放后，中国社会政治和意识形态方面的约束放松，获取存在于人民公社制度之外的巨大外部利润，推动了农地产权制度创新。     

Rehabilitation project of the Dabanshan highland road tunnel

The rehabilitation project of road tunnel in highland area and cold region is an important and worthy exploring research field. The development of the defects of crack in the liner, water leakage, structural deterioration and frost defects for Dabanshan road tunnel are studied. After an insight into the cause and development of tunnel defects, the water leakage and frost damage are considered as the root of defect, so restoration of drainage system and the reinstallation of cold prevention system are the focuses of the rehabilitation project. For consideration of safety, cover arch is installed for the tunnel structure enforcement as well. Results indicate measures in Dabanshan road tunnel rehabilitation project are effective for road tunnel of high altitude and tunnel in cold region.     

AuthorizedAdministration of Electronic Documents in Enterprises

When prominence of security problems increasing,it is of importance to savethe sensitive electronic documents into database. The user-role mechanism is employed in the process of managing documents. However, it can't provide the flexibility of authorized access because of the dynamic generating particularity of the electronic documents which need maintaining continually. A tree model of entity authorization is introduced based on discretionary access control mechanism. The approach can grealty simplify the authorization, increase the flexibility and is more accordant with the practical requirement of enterprises.     

关于城市化进程中被征地农民的权益保障问题

研究目的：在中国城市化进程中，失地农民愈来愈多，在当前的制度安排下，失地农民面临着严重的生存与发展问题，提出了维护失地农民权益的思路与政策建议。研究方法：归纳分析法和文献资料法。研究结果：分析了当前失地农民权益受损的主要原因，指出了对待失地农民利益应遵循平等与公平、按市场经济规律办事以及共同富裕的原则，提出从严格界定“公共利益”；明晰集体土地产权，合理确定各土地产权的补偿标准；实施多元化的征地补偿方式，将失地农民纳入社会保障体系等保障失地农民权益的思路。研究结论：解决失地农民的生存与发展问题，让失地农民分享城市化与经济发展的成果，这才是真正的和谐社会，才是真正的城市化。     

WTO框架下新疆棉花环境保护计划项目内容分析与探讨

依据WTO规则和新疆独特的自然生态条件,明确提出新疆棉花环境保护计划内容。通过在国内外多地实地考察调研,并与相关人员交流,同时查询相关文献资料(含统计数据、网上信息和政府文件等),了解WTO棉花补贴规则和新疆水资源、风沙、土壤盐碱化以及病虫草害等特点。新疆棉花环境保护计划包括新疆生态水供给、土地荒漠化治理、土壤改良和病虫草害生态防治四项内容,并阐述各项目设立理由与具体方案。为避免黄箱政策补贴引发的国际贸易纠纷,作者认为在新疆开展棉花环境保护计划行动十分必要,但由于WTO对环境保护补贴有明确的前置条件,再加上我国棉花环境保护补贴存在总量控制的现实问题,因而在落实环境保护计划方案时,应把环境保护计划与WTO 的其它补贴规则作为一个整体统筹考虑。     

浅谈农业科技档案与案卷整理

对农业科技档案的特点、种类和组卷工作进行了一些粗浅的分析,认为农业科技文件的收集、整理,归档,都要从农业科技档案的特点出发,既要将重要文件材料收集齐全完整,又要考虑到方便实用。采用以科研档案的成套性、科技文件材料重要程度为主的原则,结合多种方法组卷是一个比较切实可行的方法。     

经营性建设用地征地补偿方式探究——土地权益入股

研究目的：通过分析经营性建设用地征地补偿实行土地权益入股的可行性和实行此种方式应具备的条件,为完善中国征地制度,保护失地农民利益提供一种思路。研究方法主要是文献资料法和理性分析法。研究结论：从理论常识、法律依据、企业需求、农民需求、政府等方面分析对经营性建设用地征地补偿方式实行土地权益入股是可行性的,并提出了实行此种方式应具备的基础条件、前提条件、技术条件和法律保证。     

城市社区养老模式下对中国农村社区养老的探索

在老龄化问题日益凸显和国家对养老服务体系重视的背景下,为使广大农村社区老人的晚年生活有所保障,破解中国日趋尖锐的养老服务难题,实现构建中国幸福家庭、和谐农村的新目标,通过文献研究和调查研究的方法对兰州市社区养老模式进行大量的调查和分析。结果发现城市社区养老模式对于有效解决广大农村社区养老问题提供了借鉴性的指导意义,这种符合实际的创新性的城市社区养老模式是对中国传统家庭养老功能弱化、机构养老功能问题繁多等困境解决的一种模式上的有益探索。城市社区养老模式中多元化的供给主体、多种类的服务内容、社区养老服务意识的培养等经验对建立和完善农村社区养老具有一定的参考价值。

Repeated game theory intrusion detection model for the Internet of Things

The existing security methods cannot be applied to the Internet of Things due to the defects of communication nodes. To solve this problem, an intrusion detection model based on repeated game theory is presented. A repeated game model algorithm for detecting malicious nodes is built, and the algorithm of Quantal Response Equilibrium (QRE) is used for optimizing the model and making results reach the Nash equilibrium. Moreover, a common punishment strategy is introduced to improve the success of transfer data in this model. The results of the simulation represent that this model can restrain malicious nodes attacking effectively and improve the efficiency of network.     

中国地理标志制度构建取向研究

中国虽然建立起了地理标志的保护制度,但对于地理标志的认识还十分欠缺,反映到制度上还存在着许多不完善的地方。笔者从地理标志概念入手,从认识上澄清了对地理标志内涵的片面理解,并且创新地提出了地理标志的性质及产权问题,指出了构建中国新型地理标志制度要从国情出发,通过对中国地理标志保护现状以及制度缺陷的分析,提出了构建新型地理标志制度的政策取向。

主要采用文献资料法、比较归纳法、综合分析法,以寒地黑土农业区为切入点,重点考证了黑龙江省中部地带寒地黑土农业区少数民族传统体育文化（文化特征、文化个性、文化根源、体育项目、非物质体育文化遗产、民族体育文化产业）,意在为更好地保护与传承少数民族传统体育文化提供科学可行的参考。

为选择更适合研究者研究细菌VBNC状态的检测方法。通过对目前已知的几种VBNC状态细菌常用检测方法的原理、方法及应用列举,分析对比其优缺点。为发展新的检测方法提供思路,并对未来的研究方向做了展望。     

探析耕地保护中的政府行为

采用文献资料法和理论分析法对中国耕地保护中政府行为进行研究,发现地方政府保护耕地的效率并不高,中央政府耕地总量动态平衡政策的实际作用远不如其理论设想。因此,必须完善耕地保护的政策体系,通过建立合理的利益分配机制、改革现行征地制度、提高农业比较利益和科学制定土地利用计划促使地方政府自觉保护耕地,注重提高耕地的综合生产能力。     

A New Method of Online Adaptive Classification of Web Pages

The web documents classification is an important research content of web mining. Document vector space model is the foundation of automatic classification of documents, while it is difficult to eliminate redundant attributes and reduce the dimension of the vector space. The Rough Sets Theory is applied to generalize the information system comprised by document samples set, and to compute the best reducing properties set. So dimension of document feature space is reduced greatly, and disturbance to document classification is decreased too, which improve the efficiency of classification. In addition, using the advantage of adaptive classification and incremental learning of Fuzzy ARTMAP neural network, the online adaptive classification of web document is achieved.     

Secure Storage Management Technology of Electronic Documents on Information-integrated Platform in Enterprises

A great deal of electronic documents will be produced in enterprises, many of which in the form of disk files are stored in the computers of each department. Some are shared through the sharing mechanism, but they are difficult to manage and maintain. Security problems and information-isolated island may occur for some of these documents. A new technology of electronic document administration are introduced, in which authorized administration mechanism are taken and the documents are classified, encrypted, compressed and then transported via intranet and stored in database. Its application in enterprises has proved that documents can be shared and queried dynamically, conveniently and reliably by using the technology.     

转基因水稻发展态势研究

为了揭示转基因水稻研究领域的发展态势,采用文献计量学方法,对1982—2012年期间Web of Science收录的转基因水稻研究领域学术文献,分别从文献的国家/地区、研究作者、研究机构、载文期刊、被引频次、涉猎学科及影响力等多角度进行了分析和研究。结果表明,转基因水稻文献6625篇,中国1462篇,位居第一;累计被引频次125170次,中国17380次,位居第三。表明中国在转基因水稻研究领域尚处于国际领先行列,发文量位居榜首,但被引频次和均被引频次均不高,质量与影响力都还与美国、日本存在较大差距。转基因水稻研究涉及582种期刊,1290家机构,85个国家/地区,5120位作者,内容涵盖数十个学科,八十多个方向,表明转基因水稻载文期刊呈离散状态,研究涉及的领域较广,属典型交叉学科。中国转基因水稻领域现整体处于蓬勃发展态势,建议可持续跟踪和加大科研力量投入。     

Information security system of digital enterprise and itsimplementation scheme

The general framework and security demands of digital enterprises are analyzed. The information security system is constructed, which includes physical security, network security, support layer system security, application layer system security, data and documents security. Aiming at the security of internal information security such as data and documents, a comprehensive solution including identity authentication, centralized equipments control, document security management, document encryption, and security audit are put forward. Based on the above information security system, an implementation scheme for typical digital enterprise is proposed.     

“荠”及其相关植物的原植物考证

在中国的古籍文献中,记载了很多与“荠”相关的植物名称,比如《诗经》、《周礼》等。为了确定这些植物名称的原植物,利用植物分类学的方法,根据古代典籍的记载,明确历史上对这些植物在形态特征方面的描绘与记载,利用比较形态学的手段开展工作,并得出结论认为“荠”古今同名,学名是现代分类群中十字花科的荠,拉丁名为Capsella bursa-pastoris (L.) Medic.。同时也确定了其他5 个与“荠”有关的植物名称的原植物学名。对“荠”及其相关植物的研究,从植物学的角度揭示出,“药食同源”是中国先民深入认识和利用该类植物食用价值与药用价值的综合统一;对“荠”的认识不断深入的过程,也是人们主动认识植物学、运用植物学知识的过程。
