ABSTRACT

This article establishes principles conveyed by criteria and indicators as a useful tool for measuring progress made toward sustainable forest management (SFM). Pedagogically, the conceptual construction raises questions on the following topics: (a) the various management practices and policies that exist in the high forest zone, (b) how criteria and indicators for assessments are selected, and (c) how progress made toward SFM is measured. Performance scores are established for indicators identified within the three sectors (forest ecosystems, forest communities, and the economy) for sustainability assessment. Measuring progress toward SFM operations are quantitatively performed with estimated maximum and minimum thresholds levels at which resource-use would be sustained using the Measure of Forest Resource-Use Sustainability Scale (MoFRUSS). The outcome of the measurement operations, as depicted by MoFRUSS, reveals the actual extent to which stakeholder’s initiatives toward sustainable forest management has progressed and in which direction it is moving. It also offers optional policy baskets for resource management interventions from which the socio-eco economic bundle is recommended if the forestry sector of Ghana’s Vision 2020 (sustainable development) is to be achieved with improved societal well-being, improved environmental health and vitality, and improved economic growth and development.  相似文献

Numerous efforts around the world are underway to apply the Montreal criteria and indicators to assess the sustainability of temperate and boreal forests. In this paper, we describe a logic-based system for evaluating the sustainability of forests at regional and national levels. We believe that such a system can make evaluation of sustainability more consistent and transparent. This effort also makes two points abundantly clear: (1) a systematic way to organize expert judgment about ecological, economic, social and institutional relationships (here, using ‘fuzzy logic’) is crucial to building such a system and (2) that the structure of this logic-based system reflects a policy framework and a series of decisions about values and what is meant by ‘sustainability’.  相似文献

From a conceptual point of view, national forest management standards in Latin American countries have progressed significantly in recent years. Examples include the Costa Rican Standards and Procedures for Sustainable Forest Management and Certification, developed by the National Commission for Forest Certification and in Nicaragua, the National Institute of Forestry proposal of principles, criteria and indicators for sustainable forest management. In line with general approaches worldwide, these national standards primarily focus on the fulfillment of sound forest practice. There is comparatively little emphasis on the assessment of management outcomes or changes in key components of the eco- and social-systems that result from management impacts. Essentially, there is little emphasis on adaptive management, though arguments that management cannot be sustainable if it is not adaptive are persuasive. This study sought to contribute to the development of standards that include elements for adaptive management that define, communicate and evaluate sustainable forest management in Costa Rica and Nicaragua. Elements from the national standards and the CIFOR generic C&I template (predominantly focused on forest management outcomes) were used as a starting point. The basic research process consisted of three phases of evaluation (in-office, desk and field). The evaluations were carried out by multidisciplinary, international groups of experts in forest ecology, management and policy. This study demonstrated the value of forums and workshops that facilitate exchange between forest scientists and policymakers; the innovation and application of a practical, applicable and scientifically based methodology for developing national level C&I; and acceptance of this methodology by key players in the fields of forest management and policy. These experiences and the resulting proposals of C&I for the evaluation of ecologically sustainable forest management are expected to be used as points of reference for future development of forest policy in Costa Rica and Nicaragua, and to contribute to the overall understanding of C&I development processes in the region.  相似文献

Sustainable forest management is the process of managing forest to achieve one or more clearly specified objectives without diminishing the forest’s ability to continue providing goods and services in perpetuity. In this paper, we show how the African Timber Organization/International Tropical Timber Organization principles, criteria and indicators for the sustainable management of African forests can help timber companies assess their progress towards this goal in Gabon. Through a partnership between International Tropical Timber Organization project PD 124/01 Rev. 2(M), the World Wildlife Fund, and the ministry responsible for forests in Gabon, audits were conducted between 2012 and 2014 to evaluate the implementation of sustainable forest management in 14 forest concessions in Gabon. In general, results show that Principle 4, linked to the well-being of workers and local populations, proved the most difficult principle to implement, while Principle 3, dealing with maintaining ecological functions, was the least problematic. A number of companies were found to be experiencing significant difficulties in implementing management plans. It is also clear that independent forest certification has become a key element for ensuring the successful implementation of sustainable forest management.  相似文献

Summary

The Pacific Rim is rich in forest resources. It contains the world's largest contiguous forest areas, high levels of biodiversity, millions of forest-dependent people, and the world's leading wood-product exporting and importing nations. However, because of a range of issues, the Pacific Rim region is also experiencing high rates of deforestation and forest degradation. An important step in addressing these issues and moving toward sustainable forest management is improved monitoring and information reporting at the local, national, and international levels. A number of criteria and indicators initiatives have been developed throughout the countries of the Pacific Rim. These have ranged from international processes to local initiatives such as forest certification. Although there is considerable variability in the issues facing forest policy makers in the countries of the Pacific Rim, it is often expected that criteria and indicators will reflect a level of comparability. This paper presents the results of a comparative analysis designed to identify similarities and differences in sustainable forest management criteria and indicators initiatives in the Pacific Rim region. When considered in the context of globalization, the research findings support international efforts to encourage comparability in sustainable forest management-related monitoring and information reporting.  相似文献

Although the importance of aboriginal knowledge, values and perspectives in sustainable development has been recognised for many decades, worldwide examples exist showing that aboriginal involvement is less then effective. How and where to include aboriginal needs and goals has however been problematic. Ultimately, aboriginal forest values need to be considered with scientific strategies and their role and compatibility with forest conditions needs to be explored. Criteria and indicator (C&I) frameworks can be used as a platform to include community needs and goals in management decisions. This review compares aboriginal forest ecological perspectives defined by Canadian local level C&I frameworks with non-aboriginal local level C&I frameworks to identify their differences at the indicator level. Three major themes mark the differences between aboriginal and non-aboriginal indicators: (1) aboriginal frameworks introduce ecological indicators of cultural importance; (2) there is an aesthetic concern for forest operations especially if they affect cultural owners; and (3) indicators regarding the access to resources are more complex and include the sustainability of the productivity, proximity, integrity and quality of resources used in traditional activities. Results show that First Nation forest sustainability issues are in effect a combination of forest conditions and values. Inclusion of forest values in C&I frameworks is necessary because: (1) aboriginal communities do not dissociate culture from the environment and thus forest values from forest condition, (2) they have an impact on resulting forest management strategies and decisions, and (3) they offer a holistic approach to sustainability issues and a better picture of local environmental contexts.  相似文献

Participatory forest management is credited for supporting social learning processes and fostering capacity of forest users for collaboration and collective actions. Despite more than a decade of practice, the empirical evidence substantiating the contribution of participatory management for the capacity development of forest users is scarce. This study assesses a participatory forest management program in Madhupur Sal forest, Bangladesh, by comparing the capacity of de-facto groups of participants and nonparticipants and identifies factors that influence the capacity development. Data were collected using a mixed method approach which combines both qualitative and quantitative methods of data collection. Results indicate that participants differed from nonparticipants significantly in terms of various capacity dimensions related to collective actions. Extension services, credit support, trust within society, information and communication influence the level of capacities in tribal population to adapt and respond to changes. The initiatives to manage natural resources are likely to be more successful if the forest management program initiators consider several factors that influence the capacity development of resource users.  相似文献

This article studies recent changes in forest regimes in Europe from an analytical perspective, combining both property-rights theory and policy analysis. Important elements of the institutional framework for forests can be identified through the application of theories from institutional economics (property and use rights) and public policy analysis. Different examples of important changes in the institutional framework in European countries illustrate which components were most likely to change in recent years: the order frame of property and use rights in Central and Eastern Europe, due to the breakdown of the socialist systems; the implicit use rights for the public due to growing needs in leisure activities and nature protection; and the implementation arrangement, where the state gradually withdraws from forest management activities. A first analysis of the triggers and dynamics of the changes shows that slow and incremental changes in public policies are much more likely to occur than any reform of the property rights or forest tenures. In order to explain the changing institutional framework, it is necessary to take into account not only the contingent external triggers, but also the logic of learning processes and the actor networks in place.  相似文献

Sustainable Forest Management (SFM) is an integral component of sustainable development. Iran is a Near East country with low forest cover. Iran uses 7 criteria and 65 indicators for regional and national monitoring of forest management. We evaluated the status of SFM in Iran, and a location imaging in its path towards SFM was provided by existing validation data and library references for the Criteria and Indicators (C&I) adopted in the Near East, We identify challenges and opportunities associated with SFM in Iran. Although the information to evaluate the trend of SFM in Iran was incomplete, we compiled some information on the basis of C&I. Comparison of some indicators with the values for the rest of the world revealed that the situation in Iran is very different. Although some indicators revealed a better situation in Iran, Iran lags the rest of the world in the implementation of SFM. Iran, like many countries, is trying hard to find ways to sustainably use its forests. Not all C&I for assessment of SFM in Iran have been determined or defined. However, a consistent and comprehensive framework of criteria and indicators to monitor progress towards SFM is being applied. Defining some C&I is still at an early stage.  相似文献

The present study introduces an exploratory data analysis based on structural indicators with the aim to assess the effect of silvicultural practices on tree stand structure. The study was carried out in three Italian beech forests of different ages with stand structures that originated from dissimilar regeneration and cultivation techniques(Cansiglio, northern Italy, Chiarano, central Italy,and Mongiana, southern Italy). Ten structural indicators were considered when investigating the latent multivariate relationship between stand structure attributes before and after thinning operations by using a multiway factor analysis(MFA). The MFA results identified the older stand at Cansiglio as more homogeneous for cultivation regimes,and more stable to practices when compared with the younger sites(Chiarano and Mongiana). Heterogeneous stands were sensitive to silvicultural practice thus suggesting their possible impact on forest attributes. The proposed approach proved to be an operational tool to evaluate comprehensively the response of forest structure to planned interventions.  相似文献

The Forest Stewardship Council (FSC) aims to promote environmentally responsible forest management globally. However, quantifiable evidence of effects of FSC on forest management practices is lacking. FSC has been present in the Russian forestry arena for over 20 years. In this case study, we compare ecological indicators of forest management in FSC-certified and non-certified companies in Primorsky Krai of the Russian Far East. Those indicators include percent of forest cover loss and gain on forest concessions managed by three certified and three non-certified companies. We also interview a range of stakeholders involved with forest management or in forest policy planning in Russia to provide context for this case study. Results indicate no difference between certified and non-certified companies with regard to forest cover loss from 2008 to 2015 or forest cover gain from 2000 to 2012. Stakeholder interviews reveal that while forest certification is viewed positively and considered an efficient mechanism to improve forest management, the stakeholders doubt its ability to stimulate quantifiable changes in forest management practices in Russia and the Far East specifically. We focus on Primorsky Krai because of its unique geographic location, where its neighbors China and Japan significantly influence Primorsky Krai’s export market.  相似文献

Forest management in Romania is based on sustained yield. However, the current sustained-yield policy may be outdated and may not be the best way of achieving Romania's intended objectives of biological sustainability and community stability. The existing policy also does not incorporate objectives consistent with Romania's new economic and social systems. We examine the potential economic net benefits from timber harvests that could result from changes to the existing sustained-yield policy by comparing the state-approved management plan of a community forest with three alternative forest management plans. We find that the three alternatives appreciably increase the potential economic net benefits. Certain aspects of these alternative plans deviate from Romania's current sustained-yield criteria; however, the costs associated with changes to the current regime could be balanced by the economic net benefits of implementing an alternative management plan. To employ the same static forest management policy throughout time without adapting to a dynamic socio-economic environment will likely lead to inefficient, ineffective, and unproductive utilization of Romania's forest resources.  相似文献

Soil organic matter (SOM) has been adopted as an indicator of soil fertility based on the rationale that SOM contributes significantly to soil physical, chemical, and biological properties that affect vital ecosystem processes of forests in Australia. A study was undertaken to evaluate the utility of SOM as an indicator of SFM at two long-term experimental sites in native eucalypt forests, including Silvertop Ash (E. sieberi L. Johnson) and Mountain Ash (E. regnans F. Muell.) in Victoria. This study examines the relative contributions made by various sources of carbon in soil profiles (0–30 cm) of forest soils, viz. mineral soil (<2 mm), plant residues, charcoal (>2 mm), and rock fragments (>2 mm). The long-term changes in these fractions in response to management-induced soil physical disturbance and fire (unburnt, moderate and high intensity) were evaluated. After 10 years, carbon levels in the fine soil fraction (soil <2 mm including fine charcoal) were similar across the range of fire disturbance classes in Mountain Ash forest (20–25 kg/m2) and Silvertop Ash forest (7–8 kg/m2). Likewise differences in carbon associated with other fractions, viz. microbial biomass, labile carbon, plant residues and rock fragments were comparatively small and could not be attributed to fire disturbance. Burning increased the charcoal carbon fraction from 5 to 23 kg/m2 in Mountain Ash forest and from 1 to 3 kg/m2 in Silvertop Ash forest. Taking into account, the percentage area affected by fire, increases in total soil carbon in these forests were estimated at 25 and 7 t/ha, respectively.

The effects of physical disturbance of soils were examined at one site in Mountain Ash forest where soil cultivation was used as site preparation rather than the standard practice of burning of logging residues. Total carbon in soil profiles decreased from 29 to 21 kg/m2 where soil disturbance was severe, i.e. topsoil removed and subsoil disturbed. This was mainly due to a decrease in charcoal carbon from 6.8 to 1.7 kg/m2 but severe soil disturbance also increased the amount of carbon associated with rock fragments from 1.6 to 3.5 kg/m2.

Management-induced fire increased the coarse charcoal content of soil profiles substantially, thus increasing total carbon content as well as the proportion of recalcitrant carbon in SOM. In contrast, there was little change in the carbon content of the fine soil fraction including the labile and biologically active fractions indicating that these SOM fractions most relevant to ecosystem processes showed little long-term impact from soil disturbance and fire. Conventional sampling of the fine soil fraction (<2 mm) only represented between 50% and 70% of total carbon in the soil profiles. In contrast, total nitrogen in this fraction represented between 75% and 90% of the nitrogen in soil profiles and was less affected by changes in the contributions of N made by coarse fractions. Monitoring of soil N rather than C as an indicator of soil fertility and SFM may be more appropriate for forest soils with significant charcoal content.  相似文献

In this paper, we examine national conditions that encourage the growth of a private regulatory environmental system to govern forests. Economic, institutional and social capital variables for 117 countries are used to examine factors determining forest certification under the Forest Stewardship Council and domestic competitor schemes. Although economic factors, such as forest exports and GDP, are important in explaining the likelihood that a country's forest management practices are certified, the regression results support the idea that economic institutions and the social context under which firms and forest landowners seek certification matters. The ability of citizens to influence the political process is also significant; in particular, the likelihood that firms and forest owners will seek to certify their forest practices is significantly reduced if women have little or no effective voice in civil society.  相似文献

采用多级采样的方法研究了孟加拉国农村耕作区内棕榈树的传统利用模式和当地的管理经验。农民管理棕榈主要为获取树液产品,生产以糖为主的次生品。树液可直接用作饮料,也可加工成糖蜜或酒精饮料。7块不同地块为棕榈提供生长环境,20.40%的棕榈种植在果园内。尽管中等级的农民拥有多数棕榈(33%),但是主要管理棕榈的是没有土地的农民,他们靠棕榈维持生计。这些农民将自己的智慧应用到棕榈管理当中,从种植到开孔取树液再到产品加工。如果能更科学地管理棕榈,加上农民的智慧,棕榈业将会对当地经济发展起到重要作用,也会丰富当地生物多样性。  相似文献

ABSTRACT

This study examines a participatory forest management program and its impacts on forest conditions in Gebradima Forest, southwest Ethiopia. Vegetation data were collected from both participatory forest management (PFM) and nonparticipatory forest management (non-PFM) forest blocks. A total of 54 plots (27 from each forest block) measuring 20 m × 20 m were employed to collect species composition and structural data. Results indicated that a total of 51 different woody plant species (49 at PFM and 43 at non-PFM blocks), representing 31 families were recorded, with 41 species were shared for both forest sites. Species diversity and evenness were higher in the forest with PFM (H´ = 3.29, E = .85) compared to the forest without PFM (H´ = 2.97, E = .79). The overall mean values of tree/shrub and seedling density per hectare, diameter class (≤ 20 cm) were also significantly (p < .05) higher in PFM forest than non-PFM forests. However, no significant variations were observed in sapling density per hectare and basal area between the two studied forest blocks. It can be concluded that PFM had a positive effect on forest conditions compared with a similar forest without PFM. Hence, it is important to scaling up PFM in neighboring forests.  相似文献

Some studies have attributed forest shrinkage to population growth, economic development, conversion of forest land to agricultural use and harvesting of trees for timber and fuelwood. But the statistical support for these hypotheses is not strong. This paper attempts to test the above hypotheses statistically in the case of Bangladesh. Factor analysis extracted 4 important factors—(a) exploitation of forests for timber, fuelwood, tea, and shrimp production, (b) demographic pressure in agriculture, (c) economic development, and (d) expansion of crop lands—as causes of deforestation. The statistical test supports the hypotheses that the exploitation of forests for timber, fuelwood, tea and shrimp production, and conversion of forests to crop lands have a negative influence on forest cover. Economic development and demographic pressure in agriculture are also negatively correlated with forest cover. Results of regression analysis show the conversion of forests to agricultural land is the most important cause of deforestation. Other important causes, in order of their relative importance, are the relative price of forest products, population growth, economic development, demographic pressure in agriculture, increasing production of shrimps, export of tea and shrimps, increasing production of timber and fuelwood, and expansion of tea lands. The statistical tests support the above relationships.  相似文献
