Internationally, conservation easements are increasingly popular land management tools for private landowners, government agencies and non-governmental organizations seeking to preserve forests and other natural settings. This paper reports a study of the design and use of conservation easements by organizations and public agencies in the USA. More than 355 conservation organizations and 16 state agencies holding at least 3,598 forestland easements were identified. Demonstrated shortfalls in baseline forest inventories, record keeping, and professionally-developed management plans were evident on working forest easements. Failure to address these shortcomings runs the risk of jeopardizing the legitimacy of the easement approach even where favorable legal and tax conditions exist. Management restrictions varied broadly, with a minority of respondents prohibiting such techniques as clearcutting and salvage logging. Concerns for the use of chemicals, best management practices, and streamside management zones were commonly reflected in easement language, whereas logging road design and the cultivation of old-growth conditions remain largely undeveloped. Implications from the US experience, where easements are relatively well-developed, highlights the need for professional forestry advice—particularly for non-industrial or small-scale forest owners—in both easement development and implementation, the need for careful planning, and the need to carefully consider the respective goals of the forest landowners in crafting the easement documents. In the cases of developing nations, consideration of the differing needs of landowners may require increased flexibility in management documents.  相似文献

Tropical forests worldwide are undergoing rapid changes due to increasing human populations and varied land use practices. In an effort to protect these forests and their species, the number of protected areas has increased exponentially in recent decades. Clearly protected areas play a crucial role in conservation efforts and this strategy has been found to be successful in several studies. However, protected areas are often embedded within a matrix of other land cover types, including non-protected forests, agricultural fields, or urban areas. It is therefore critical for park management to think beyond the borders of their protected areas and work to maintain ecological integrity of the surrounding matrix and the connectivity between protected areas. This study integrates remote sensing, GIS and field observations to examine the effects of different management strategies on land cover changes. As a case study we examine a tiger reserve in Central India which is surrounded by commercially managed forests, representative of many protected areas throughout India. Findings of this study show that while protected areas play an important role in conservation, alternative approaches including favorable management policies could also be effective to extend conservation over larger areas.  相似文献

The Beaver Hills region of central Alberta is located at the interface of the southern boreal mixedwood forest and the aspen parkland, an area now dominated by agriculture, urban and industrial development. Increasing anthropogenic land cover will eventually isolate remaining natural habitats currently protected in parks and reserves. This paper analyzes land cover and land cover change (LCC) in the Beaver Hills moraine and surrounding areas using a structured hierarchical satellite imagery classification applied to Landsat Multi Spectral Scanner and Thematic Mapper from 1977, 1987, and 1998. Our goal was to quantify deforestation and habitat fragmentation trends and then discuss how this information could be used to develop a conservation approach that will protect current areas against further habitat loss. We found that the rate of deforestation in the lands surrounding the moraine was similar to the broad trend at the southern periphery of the Canadian boreal forest region: annual rate of change in forest cover was −0.82%/year. However, in the Beaver Hills there was a net gain of +0.61%/year, due to regeneration of low quality agricultural lands. All fragmentation indices used indicated an increase in forest fragmentation. We designed a network of protected areas and remaining large forest patches, based on the UNESCO-MAB biosphere model. Our results underline concerns regarding the increasing isolation of national parks and biological reserves in Canada.  相似文献

With a predicted rise in average global surface temperature at an unprecedented rate, as well as changes in precipitation and disturbance regimes, climate change will bring forth new challenges for nature conservation in forest ecosystems. Species and habitats to be protected will be affected as well as related concepts and area specific objectives. Climate change impacts are likely to be aggravated by other anthropogenic stresses such as fragmentation, deposition or habitat destruction. To be reliable and effective, current objectives and guidelines of forest conservation need to be reassessed and improved. Our study analyses possible impacts of climate change on forests and identifies key future challenges for nature conservation in forests and ecosystem research. We reviewed 130 papers on climate change impacts on forest ecosystems and species published between 1995 and 2010. The geographical focus of the study is Central Europe. Papers were analysed accounting for direct and indirect impacts of gradual changes as well as stochastic disturbance events in forest ecosystems and their possible consequences for nature conservation.Even though broader aspects of nature conservation (protected areas, biodiversity) are frequently mentioned, little attention is given to forest-specific nature conservation. Particular aspects are insufficiently represented, such as the influence of climate change on different forest succession stages, the development of dead wood volume and quality, responses of secondary broadleaved species, azonal or extrazonal forests as well as ancient woodlands or remnants of historical silvicultural systems. Challenges arise in the context of great uncertainties about future developments. Nature conservation concepts and objectives in forests need to be adapted either within a permanent evaluation process or through the inclusion of further changes a priori, even if they are to some extent unpredictable. In some cases adaptation measures within nature conservation (e.g. adjusting protected areas) may conflict with interests of other stakeholders. Further research, particularly on interrelations between different impacts and the adaptive capacity of current forest ecosystems, associated species and existing genotypes is urgently needed. The scale and complexity of the task at hand calls for the establishment and further strengthening of international research networks.  相似文献

A voluntary conservation approach may reveal environmentally minded landowners who are willing to protect their lands with a compensation that is lower than the market price based compensation. Consequently, voluntary conservation programs may induce lower costs than traditional obligatory programs, such as a land taking. We compared the costs accrued from land purchasing with those from temporal land leasing. The costs included both direct costs, such as fees of land acquisition and compensation payments in land leasing, and transaction costs. We used a data set from a Finnish pilot program called Trading in Natural Values (TNV). In this new practice landowners and the authority that represents the Finnish government sign a fixed-term contract. According to these contracts the forest owners produce biodiversity services on their lands and receive a compensation payment. We developed a framework where land purchasing and leasing can be treated equivalently in terms of duration of time, so that their costs can be compared consistently. Land purchasing and leasing yielded quite similar cost levels. This indicates that the competitive bidding process in TNV has not worked properly.  相似文献

Carbon markets have the potential to reward landowners for improved forest management and forest conservation. To date, the Over the Counter (OTC) voluntary market represents the greatest opportunity for forest landowners to participate in carbon transactions. However, lack of a consistent carbon price signal and sporadic demand coupled by high transaction costs has prevented widespread participation from family forest landowners. Adoption of a U.S. based cap-and-trade program reduces price risk and may provide incentives for sustainable forest management across large areas. Yet few studies have examined the supply side of carbon offsets and factors affecting project financial viability. To address this gap, we assessed how (1) property characteristics (i.e. stocking level, forest type, size etc.); (2) silvicultural treatments; and (3) protocol and legislative requirements affect the financial viability of compliance forest offset projects, focusing on California's Air Resource Board (ARB) program due to its significance as the world's second largest carbon market. We used forest inventory data from 25 properties in the northeastern United States to examine the viability of the sites as ARB offset projects. We utilized the U.S. Forest Service Forest Vegetation Simulator for our growth and yield simulations. To examine the factors that influence project viability, we used a classification and regression tree analysis performed in S-Plus software. Results indicate C stocking and property size are the most important property characteristics driving return on investment. However, protocol requirements and legislative assumptions impacting long-term monitoring costs are also important factors. While reduced price risk in a compliance carbon market has the potential to improve forest management in North America; high initial project development costs, long-term monitoring obligations, and legislative uncertainty are significant barriers that will limit family forest landowner market participation. The model developed here can be used by U.S. landowners to assess the financial viability of their property as a compliance offset project and can be utilized by policymakers to develop cost-effective climate change policy.  相似文献

Forest riparian buffers are an important means of conserving land. The Conservation Reserve Enhancement Program (CREP) offers financial incentives to landowners to install forested riparian buffers under 10–15 year contracts. This study explores whether Pennsylvania CREP participants who had established a riparian buffer would also place it under a permanent conservation easement. A mail questionnaire was developed and administered to 685 CREP participants. It was found that the majority of the respondents are likely to leave their buffer intact when the CREP contract expires, but are hesitant to agree to conservation easements. Property rights, education and finances are among the key issues affecting acceptance of conservation easements.  相似文献

Roads and topography can determine patterns of land use and distribution of forest cover, particularly in tropical regions. We evaluated how road density, land use, and topography affected forest fragmentation, deforestation and forest regrowth in a Brazilian Atlantic Forest region near the city of São Paulo. We mapped roads and land use/land cover for three years (1962, 1981 and 2000) from historical aerial photographs, and summarized the distribution of roads, land use/land cover and topography within a grid of 94 non-overlapping 100 ha squares. We used generalized least squares regression models for data analysis. Our models showed that forest fragmentation and deforestation depended on topography, land use and road density, whereas forest regrowth depended primarily on land use. However, the relationships between these variables and forest dynamics changed in the two studied periods; land use and slope were the strongest predictors from 1962 to 1981, and past (1962) road density and land use were the strongest predictors for the following period (1981–2000). Roads had the strongest relationship with deforestation and forest fragmentation when the expansions of agriculture and buildings were limited to already deforested areas, and when there was a rapid expansion of development, under influence of São Paulo city. Furthermore, the past (1962) road network was more important than the recent road network (1981) when explaining forest dynamics between 1981 and 2000, suggesting a long-term effect of roads. Roads are permanent scars on the landscape and facilitate deforestation and forest fragmentation due to increased accessibility and land valorization, which control land-use and land-cover dynamics. Topography directly affected deforestation, agriculture and road expansion, mainly between 1962 and 1981. Forest are thus in peril where there are more roads, and long-term conservation strategies should consider ways to mitigate roads as permanent landscape features and drivers facilitators of deforestation and forest fragmentation.  相似文献

The Kakamega Forest is the only remaining tropical rainforest fragment in Western Kenya and hosts large numbers of endemic animal and plant species. Protected areas were established decades ago in order to preserve the forest's unique biodiversity from being converted into agricultural land by the regions large number of small-scale farmers. Nonetheless, recent research shows that degradation continues at alarming rates. In this paper we address an important challenge faced by protected area management, namely, the design of a cost-effective incentive scheme that balances local demand for subsistence non-timber forest products against conservation interests. Using primary data collected from 369 randomly selected farm-households we combine a farm-household classification with mathematical programming in order to estimate the opportunity costs of conserving the Kakamega Forest and restricting access to non-timber forest product resources. We validate our model and analyze the impact of changes in major economic frame conditions on our results before we derive recommendations for an improved protected area management in the study region. Our findings suggest that a more flexible approach to determining the price of recently established forest product extraction permits would greatly enhance management efficiency without significantly compromising local wellbeing.  相似文献

Shifting agriculture, fire, and over exploitation of wood and copal resin are the major causes of Guibourtia copallifera Benn. vulnerability in the south-west of Burkina Faso. Conservation of endangered species requires a thorough understanding of the dynamics of small populations. In the present study, we investigated the diversity and the dynamics of G. copallifera communities in two different types of land use history, a protected area (stated forest of Comoé-Leraba) and an unprotected area (the woodlands of Tourni and Timba). A total of 17 rectangular plots (50 m × 20 m) were sampled in both protected and unprotected areas. All woody species were systematically identified, measured and classified into diameter and height classes. In the two different types of land use, the dynamics of G. copallifera’s communities were good, and the diversities were similar and low with high β diversity.  相似文献

Summary

With increasing opportunity costs of keeping land in forests because of increasing values for other land uses, such as for developed uses, forest ownership may become less attractive for some landowners and the return on investment less viable for both private and public landowners. This raises the question of what will become of the forests and the resources the forest supports, such as water and wildlife, if owners of the forests find it too costly to manage the forest. Land markets provide evidence on revealed behavior about what people are willing to actually pay for a bundle of rights necessary to gain access to land that can provide forest-based goods and services into perpetuity. However, owing to market failures and the nature of some forest land values, markets do not always reveal true forest land values, as discussed below. Allocation of land by use and cover types is a key determinant in sustainable forest management, with changes in land values providing important signals to land managers. Land valuation differs under market-oriented economies, emerging values in transition economies, and administered values in countries with command economies and is influenced by interactions between the environment and humans, including land ownership, use, and management.  相似文献

Setting aside parcels of land is the main conservation strategy to reduce the rate of biodiversity loss worldwide. Because funding for biological conservation is limited, it is important to distinguish the most efficient ways to use it. Here, we assess implications of alternative measures to conserve biodiversity in managed boreal forest landscapes. We calculated four alternative spatio-temporal scenarios and compared these to the current management regime over 100-year time period. In the alternative scenarios, a fixed amount of funding was invested in (1) permanent large reserves (each tens of ha in size), (2) permanent small reserves (each a few ha in size), (3) temporary small reserves (based on 10-year contracts with private land owners), and (4) green-tree retention (small groups of trees retained on clear-cuts). To assess biodiversity implications, we used habitat suitability indices to calculate overall habitat availability for five groups of red-listed and habitat-specific species associated with decaying spruce logs. The possibilities for timber harvests did not differ among the scenarios, but biodiversity performance was different. The scenarios with permanent reserves tended to outperform other scenarios, suggesting that conservation policies based on permanent reserves are the most cost-efficient in the long term. Results, however, varied among time scales and species groups. In the short term, a strategy of investment in temporary small reserves was the most efficient. Habitat for species associated with old spruce dead-wood and preferring shade was rare throughout all simulations, and therefore, it is likely that these species cannot be sustained in managed forests. Species that live on fresh dead-wood and are associated with forest edges coped well in all scenarios suggesting that such species will persist in managed landscapes without additional conservation efforts. Explicit definition of conservation objectives and time frames for conservation action are thus prerequisites for successful conservation planning.  相似文献

Financial sustainability of protected areas is one of the main challenges of management. Financial self-sufficiency is an important element in improving conservation effort in these areas. This study seeks to review best practices in recreational fee systems in different countries and to find a relevant entry fee for a wildlife sanctuary in Malaysia. The revenue of the National Elephant Conservation Center (NECC) in Kuala Gandah, Malaysia, comes from several sources, including the national government, but all these budgetary sources are strained by tighter public budgets and greater demands. The present study investigates the introduction of visitor entrance fees to supplement an otherwise inadequate budget for supporting the operational costs of the sanctuary. Factor analysis and a double-bounded contingent valuation method were combined to estimate tourists' willingness to pay (WTP) the proposed entrance fee. Factor analysis showed that respondents' motivation to support the NECC with user fees is conditioned by their direct experiences with elephants, their satisfaction with NECC's educational programs and services, and other experiences it gives to users. The WTP model considered respondents' four motivation factors with their sociodemographic characteristics. Since NECC visitors arrive from both within and outside the country, this study suggests to center managers a two-tier fee structure (residents vs. nonresidents of Malaysia), based upon mean WTP estimates. This study further suggests that revenue from such an entrance fee for NECC could support the Center's management and development costs.  相似文献

Traditional forestry education and outreach activities tend to focus on transfer-of-knowledge, often through workshops initiated and led by professionals to “teach” landowners about forest management and conservation. Less than 10 percent of family forest owners in the US have a management plan, participated in cost-share programs, certified their forest land, or hold a conservation easement, suggesting flaws in this traditional model. Some researchers and practitioners have suggested the need for a paradigm shift away from transfer-of-knowledge to more facilitative, participatory approaches, among which peer learning has gained growing attention and is supported by a number of behavioral theories. By analyzing data from participant feedback of a peer learning pilot program in Massachusetts and a follow-up mail survey, this paper examines the perceived usefulness of peer-to-peer interactions and the effect of peer learning over time. The results suggest peer learning did not only appeal to landowners with forestry background, but also succeeded in attracting inexperienced landowners. Participants rated their peer-to-peer experience positively. The retention of information obtained through the program was reflected by participants’ ability to correctly identify foresters, land trust organizations, and reasonable sources of forestry or land management advice. Participants also shared a strong willingness to spread information obtained through peer learning. This study contributes to the identification of potential barriers to and opportunities for peer learning, informs forestry extension efforts in the US and beyond, and highlights the importance of integrating peer learning into the broader forestry education, technical assistance, and financial incentive programs to increase participation and promote sustainable forest management and conservation.  相似文献

We apply a recently developed conservation prioritization method (Zonation algorithm) to a national-scale conservation planning task. The Finnish Forest and Park Service (Metsähallitus) was given the mandate to expand the current protected areas in southern Finland by 10 000 ha. The question is which areas should be selected out of the total area of 1 760 000 ha. The data available include a nation-wide GIS data set describing general features of forests at the resolution of 25 m × 25 m for entire Finland and another data set about biodiversity features within the current state-managed conservation areas. Ecologically, the key information includes forest age and the volume of growing stock for 20 forest types representing different productivity classes and dominant tree species. Our analysis employs four different connectivity components to identify forest areas that are (i) locally of high quality and internally well connected, (ii) well connected to surrounding high-quality forests, (iii) well connected to existing conservation areas, and (iv) large enough to allow efficient implementation. Expert evaluation of the results suggested that the present quantitative analysis was helpful in identifying areas with high conservation value systematically across southern Finland. Our analysis also showed that the highest forest conservation potential in Finland is located on privately owned land. The present techniques can be applied to many large-scale planning and management projects.  相似文献

Western Uganda is home to growing populations of smallholder agriculturalists, expanding commodity plantations, and protected forests. In this setting, we document a shift in who uses forest edge land and how it is used. In developing countries, protected forest edges are traditionally sites where marginalized people can subsist, but increasing land competition has the potential to change this scenario. We used longitudinal field data spanning two decades to characterize the evolution of landownership and land use neighboring Kibale National Park. The number of households has more than doubled since 1993. Land values are rising, and people buying land near the park in recent years are significantly wealthier and have more off-farm income than those who acquired land there in earlier periods. The reverse is true of renters. More people are growing inedible perennial cash crops like eucalyptus, tea, and coffee, especially those with larger amounts of land and capital. Some long-term residents are prospering, while others are squeezed onto ever smaller pieces of land and opting for precarious rental arrangements as land competition increases. We discuss the implications of this transitioning park neighborhood, both for conservation and local livelihoods.  相似文献

The focus of forest-based systems for sequestering carbon has largely been on creating permanent stores of carbon on defined areas of land with a single payment to the forest owner for the carbon. In terms of forest management, this focus leads to two outcomes, continuing production of timber if the forest area is sufficiently large to create an effective permanent carbon pool, or a cessation of harvesting if the forest area is too small. In addition, the payment system for carbon is generally based on matching a specific buyer and seller of carbon using a single payment to the forest owner. In combination, both of these factors create a carbon sequestration system that is too inflexible to attract anything but the largest land or forest owners. The paper presents an alternative system for carbon sequestration, carbon banking. Carbon banking treats sequestered carbon in the same way that a financial institution treats capital. In essence, forest owners ‘deposit’ carbon, in exchange for an annual payment, and those who need carbon offsets ‘borrow’ carbon by making an annual payment. The role of the carbon bank is to aggregate deposits of carbon and use these to meet various demands for carbon. There are a number of benefits of this system. It provides an opportunity for small forest owners with different types, age classes and management strategies to participate in carbon markets because payments are based on current carbon sequestered. It also allows participants in the carbon market to receive current value for carbon rather than what effectively represents the capitalised value of the future benefits of sequestering carbon, thus removing some uncertainty about locking into the wrong value for carbon.  相似文献
