As one of the former Soviet republics, Tajikistan is facing a slow transition from a communist command-and-control system to a more market oriented, decentralized and participatory forestry. In the last 25 years, the country's forestry sector has undergone several reorganizations. In the process of a current reform, the overall aim of this study is to gain a broader understanding of the current state of forest sector in Tajikistan. Our specific objectives are a) to describe the current institutional network's complexity, (b) to analyze stakeholders' perceptions on the key challenges towards good forest governance, (c) and give recommendations to tackle the key challenges, so that important forest ecosystem services (ES) may be enhanced, thus, also contribute to the development of the sector. We elaborate a generic framework, which simplifies complex interaction of governance and forests ecosystem services. Quantitative and qualitative data were collected through questionnaire-based interviews with stakeholders of the forestry sector. The results indicate that the forestry sector is still far from representing good forest governance, however the newly established structure seems to be a first step. Yet, challenges in establishing sound legal frameworks, decision-making transparency, and implementation enforcement must still be overcome. While it is too early and challenging to assess the impacts of forest governance on ES and vice versa, the survey respondents highlight the importance of provisioning services for the development of the forest sector. Given the post-Soviet background, almost all member countries developed along similar lines. Therefore, the study results are not only of significance for Tajikistan, but also countries with similar history and socio-economic context.  相似文献

Our study focuses on exploring on the dimensionality of sustainability in perceived consumer value regarding wooden products in the Finnish context. Factors affecting consumer value on sustainability were derived from the literature on sustainable consumption and tested on a specific case of wooden terrace products through a developed survey instrument. The dimensions of sustainability-based consumer value were identified using a factor analysis on data consisting of 208 responses collected in the home and building material retail sector in May–June 2013. Four-dimensional structure for consumer value concerning sustainable and responsible wooden products is identified to consist of “Information and product origin,” “Consumer activity,” “Product image,” and “Quality.” The first two, sustainability-related factors were more strongly valued by elderly as well as by female respondents, while “Quality” and “Image” were more preferred by young and middle-aged respondent groups. As for the conclusion, our results suggest that improving the sustainability information content, launching awareness campaigns and environmental education as well as applying greenness as a complementary product attribute would be some of the solutions to attract larger consumer groups.  相似文献

Politics increasingly introduces initiatives supporting a shift toward a bioeconomy aiming at a society relying strongly on renewable biological sources while achieving economic growth efficiently and sustainably. However, the agenda of bioeconomy comprises different “shades of green,” in the sense that different actors stress different aspects of the concept, when embracing it in communication. This conceptual paper aims to present policy and socioeconomic theoretical frameworks and research areas relevant for a more holistic understanding of the bioeconomy concept applied to the forest sector, and identify a core set of potential contributions from social sciences for enhancing the bioeconomy in the forest sector. The paper focuses on studies within policy analysis, economics, and business administration disciplines. Thus it presents diverse disciplinary perspectives on the forest sector in a bioeconomy. Furthermore, innovation and sustainability have been identified as issues relevant to be approached across these disciplines.  相似文献

This study employs survey and ground truthing methodologies for determining individuals' concerns for forest loss and its environmental impacts in Cameroon. The aim of this practical modelling exercise is to acquire information from people experiencing actual conditions of forest loss on the ground. The information acquired through the modelling exercise is used to conceptualise people's concerns about the problem of forest loss in Cameroon. These concerns are aggregated into groups and qualitative public policy analysis methods (Benefit/Cost Analysis, Cost Effectiveness Analysis, and Multi-Goal Analysis) are used to facilitate the identification of goals, constraints and objectives. Based on identified goals, constrains and objectives, seven policy options are proposed to mitigate the problem of forest loss in Cameroon. The analysis in this study show that market failure, policy failure, institutional weakness, debt crises, and population growth are issues that intricately work together to produce the negative outcome that is being witnessed in the forest sector of Cameroon.  相似文献

The aim of this study was to evaluate the influence of forest structure (mainly resulting from human uses) and forest type (the identity of the dominant tree species) on biodiversity. We determined the diversity of two taxonomical groups: the understory vegetation and the edaphic carabid beetle fauna. We selected eight types of forest ecosystems (five replicates or stands per forest type): pine (Pinus sylvestris) plantations of three age classes (10, 40 and 80 years since reforestation), an old-growth relict natural pine forest, and four types of oak (Quercus pyrenaica) stands: mature forests with livestock grazing and firewood extraction, mature forests where uses have been abandoned, “dehesa” ecosystems and shrubby oak ecosystems. The results obtained by a global PCA analysis indicated that both tree size and dominant species influenced the ordination of the 40 forest stands. In general, carabids were more sensitive to changes in forest heterogeneity and responded more clearly to the analysed structural variables than the understory vegetation, although the species richness of both groups was significantly correlated and higher in case of oak forests. Pine forest ecosystems were characterised by the lowest species richness for both taxonomical groups, the lowest plant diversity and by the lowest coefficients of variation and, consequently, low structural heterogeneity. As a result, it was very difficult to discriminate the effects of the spatial heterogeneity and the dominant tree species on biodiversity.  相似文献

Most forestry property in Andalusia is privately held. One of the most important possibilities for economic development of rural areas is the use of pasture lands (dehesa in Spanish). During the spring–summer season, swine grazing takes advantage of grasses between the trees, and during winter (harsher times), they use Quercus tree fruit. Swine production has a direct economic impact on the rural areas' activities. Wildfires are the most significant disturbance in the Mediterranean ecosystems therefore; it is important to study the potential negative impact of wildfires on the swine resource. The public sector is responsible for the application and valuation of policies or activities creating wealth in forest areas while protecting the environment and preventing greater impacts and damages.  相似文献

Abstract

A partial equilibrium forest sector model which is augmented to include bioenergy was applied to project the use of bioenergy based on forest fuels and forest industry by-products in Norway for three different scenarios of the future prices of electricity and oil. The impacts on forestry and forest industries of the different energy price scenarios were also studied. The advantage of the suggested methodology is that it allows for assessments of the economic potential of bioenergy, taking into account the competition for raw materials, the specific heat demand of various regions, and interregional and international trade. Bioenergy will, according to this study, be fairly competitive in some market segments with the current price levels of electricity and oil, and only a minor increase (decrease) in energy (roundwood) prices would release substantially increased bioenergy production levels. Pulpwood prices of pine and non-coniferous species are projected to increase substantially when assuming increasing energy prices. Except for particleboard mills, production levels of forest industries appeared relatively insensitive to the energy price changes.  相似文献

With the expected rising temperatures, outbreaks of insect pests may be more frequent, which can have large consequences on forest ecosystems and may therefore negatively affect the forestry sector. In order to be better able to predict where, but not if, outbreaks may occur in future we investigated the potential future (2070) geographical distribution of 30 prospective insect pest species (Coleoptera and Lepidoptera) by applying species distribution modelling. We also assessed the geographical extent to which the boreal forest in Sweden may be affected. We found that numerous species may experience large increases in their potential distribution in future, which may result in outbreaks in “new” areas. It is therefore likely that more trees will be infested by pests in future, which may have large implications for the Swedish forestry sector.  相似文献

Climate is a critical factor affecting forest ecosystems and their capacity to produce goods and services. Effects of climate change on forests depend on ecosystem-specific factors including dimensions of climate (temperature, precipitation, drought, wind etc.). Available information is not sufficient to support a quantitative assessment of the ecological, social and economic consequences. The present study assessed shifts in forest cover types of Western Himalayan Eco-region (700?4500 m). 100 randomly selected samples (75 for training and 25 for testing the model), genetic algorithm of rule set parameters and climatic envelopes were used to assess the distribution of five prominent forest cover types (Temperate evergreen, Tropical semi-evergreen, Temperate conifer, Subtropical conifer, and Tropical moist deciduous forests). Modelling was conducted for four different scenarios, current scenario, changed precipitation (8% increase), changed temperature (1.07°C increase), and both changed temperature and precipitation. On increasing precipitation a downward shift in the temperate evergreen and tropical semi-evergreen was observed, while sub-tropical conifer and tropical moist-deciduous forests showed a slight upward shift and temperate conifer showed no shift. On increasing temperature, an upward shift in all forest types was observed except sub-tropical conifer forests without significant changes. When both temperature and precipitation were changed, the actual distribution was maintained and slight upward shift was observed in all the forest types except sub-tropical conifer. It is important to understand the likely impacts of the projected climate change on the forest ecosystems, so that better management and conservation strategies can be adopted for the biodiversity and forest dependent community. Knowledge of impact mechanisms also enables identification and mitigation of some of the conditions that increase vulnerability to climate change in the forest sector.  相似文献

The impact of forest management activities on the ability of forest ecosystems to sequester and store atmospheric carbon is of increasing scientific and social concern. The nature of these impacts varies among forest ecosystems, and spatially and temporally explicit ecosystem models are useful for quantifying the impacts of a number of alternative management regimes for the same forest landscape. The LANDIS-II forest dynamics simulation model is used to quantify changes to the live overstory and coarse woody debris pools under several forest management scenarios in a high-latitude South American forest landscape dominated by two species of southern beech, Nothofagus betuloides and N. pumilio. Both harvest type (clearcutting vs. partial overstory retention) and rotation length (100 years vs. 200 years) were significant predictors of carbon storage in the simulation models. The prompt regeneration of harvest units greatly enhanced carbon storage in clearcutting scenarios. The woody debris pool was particularly sensitive to both harvest type and rotation length, with large decreases noted under short rotation clearcutting. The roles of extended rotations and partial overstory retention are noted for enhancing net carbon storage on the forest landscape.  相似文献

Abstract

The process of protection (e.g. reserves, agreements) on the lands of non-industrial private forest (NIPF) owners sometimes leads to conflicts (conflict: a perceived threat to needs, interests or concerns; in this study, “threat” was important). To investigate predictive factors for such conflicts in southern Sweden, a questionnaire was sent to 132 NIPF owners with woodland key habitat (WKH; identified biodiversity values). The response rate was 77% and conflict was reported by 22.5% of respondents, while 14% reported good relations with authorities. The respondents reported conflict due to rules for cutting, protection and compensation. Compared with other owners, those reporting conflict were younger (mean 54 versus 62 years old), had more negative opinion about the personal contact with the authority, had twice as large an area of WKH and had more negative opinion about the WKH. Logistic regression revealed four variables that predicted conflict: area of WKH on property, opinion about WKH, opinion about personal contact and, especially, age of respondent. Younger forest owners may be more dependent upon income from harvesting than older owners. Conflicts were frequent and the factors identified here should be taken into account in forest conservation work.  相似文献

Abstract

The cluster concept in economics contributes to new research on the forest sector's role in national and regional economies, yet incompatible cluster definitions and a variety of methodologies impede an objective comparison of findings. However, governmental statistical reporting systems are not well suited for a direct assessment of the forest sector due to classificatory and methodological shortcomings. This research presents a more standardized approach in the form of a statistics-based method for forest sector benchmarking and monitoring. The specification of the method included an extended cluster definition based on the Classification of Economic Activities in the European Union (NACE) and the validation of two suitable national statistical reporting systems. Testing the method in a case study for Germany demonstrates its capacity to provide consistent socioeconomic information on forest and wood-based industries in a sectoral, spatial and temporal dimension. In 2004, the German forest cluster accounted for 100,000 companies, 150 billion Euro gross turnover and over 900,000 employees (approximately 3.5% of the national economy) and ranked among the strongest manufacturing sectors. Individual wood-based industries indicated regional concentrations in federal states of Germany. Over the past decade, the forest sector was marked by considerable losses in turnover and employment, which increasingly deviated from the overall economic development of Germany. The research contributes to a more standardized, empirical understanding of the forest sector's role in national and regional economies, supporting rational decision making in cluster policy and management.  相似文献

In the last 10 years the Sri Lankan government has changed its policy regarding its remaining rain forest from one that promoted commercial exploitation to one of conservation. The growing importance of uplands as catchments for water production, biodiversity conservation and other downstream services has been recognized by the Sri Lankan government. It is therefore timely that we review 15 years of research investigating rain forest dynamics of southwest Sri Lanka with the objective of using this knowledge for forest restoration. We provide six common principles for understanding the integrity of rain forest dynamics in southwest Sri Lanka. The principles are: (i) disturbances provide the simultaneous initiation and/or release of a new forest stand; (ii) that disturbances are generally non-lethal to the groundstory vegetation; (iii) disturbances are variable in severity, type and extent across rain forest topography; (iv) guild diversity (habitat diversity) is dependent upon “advance regeneration”; (v) tree canopy stratification is based on both “static” and “dynamic” processes; and (vi) canopy dominant late-successional tree species are site specialists restricted to particular topographic positions of the rain forest. These principles are applied to determine effects of two rain forest degradation processes that have been characterized as chronic (continuous detrimental impacts) and acute (one-time detrimental impacts). Restoration pathways are suggested that range from: (i) the simple prevention of disturbance to promote release of rain forest succession; (ii) site-specific enrichment planting protocols for canopy trees; (iii) sequential amelioration of arrested fern and grasslands by use of plantation analogs of old field pine to facilitate secondary succession of rain forest, and plantings of late-seral rain forest tree species; and (iv) establishment and release of successionally compatible mixed-species plantations. We summarize with a synthesis of the restoration techniques proposed for reforestation using native vegetation on cleared conservation areas and parks, and for the stabilization of eroded upland watersheds. We conclude with a comparative analysis with restoration work done in other tropical forest regions.  相似文献

In the international discussion on labels for sustainably produced wood products based on the certification of sustainable forest management (SFM), little attention has been paid to what is probably the most crucial part of any market-based instrument: the potential impact on forest products markets. This paper analyses the potential impact of SFM-certification on forest products markets using a simulation model of the Western European forest sector. Two scenarios with assumptions regarding certification (chain-of-custody costs, timber supply reduction from certified forests) are projected for the period 1995–2015 and tested against the results of a base scenario (‘business as usual’). In general, the results show that rather modest changes are to be expected from SFM-certification in forest products markets. The market impact of a timber supply reduction from certified forest would be more distinct than the impacts of chain-of-custody costs. Industry gross profits would decrease more than production. Due to the large share of roundwood costs in total costs, the sawmill industry would be affected more by even small changes in raw-material prices than the panel and paper industry.  相似文献

With the start of economic reforms in 1978, China's forest sector was caught up in a whirlwind of change. It began with the devolution of forest tenures in rural areas, but led to reform of state-owned forest enterprises via introduction of stumpage fees and liberalized forest product prices. From the early 1990s to 1998, while China increasingly embraced the market economy, the nation's natural forests continued to be depleted despite repeated emphasis on sustainable development. Then, in the wake of the 1998 floods in the Yangtze River basin, there was a shift in focus from timber production to environmental protection, with policy redirected toward the rehabilitation of damaged forest ecosystems, afforestation in desertified and degraded areas, and a ban on logging in natural forests. We provide an overview of the central themes of reform in China's forestry sector, identify the major factors that influenced policy formulation, and show that the outcomes of China's forest policy changes in the aggregate represent a paradigm shift.  相似文献

Integrated forest management–pursuing multiple management objectives on the same area–is one important approach to reconciling conflicting demands towards forests. While a few studies have examined its implementation at a local level, the literature is thus far lacking detailed analyses of how forestry professionals perceive and implement the integration of multiple demands towards public forests, as well as what factors are influencing local level decision-making. This study attempts to fill this gap. Focusing on nature conservation aspects and their integration into public forest management, where a primary objective is timber production, we examine the implementation of integrated forest management in five German Länder (German federal states) as perceived by state forest enterprise rangers (Revierleiter). Our findings indicate a great willingness and commitment among forest rangers to implement integrative nature conservation approaches through integrated forest management. However, there are also a number of factors that hinder their implementation. In particular there is a mismatch between the demands placed on rangers and the support provided to them regarding time, more flexible timber targets, and financial as well as personnel resources. We argue that the practical implementation of integrative nature conservation requires more favorable conditions which can actually facilitate the balancing of multiple demands through integrated forest management.  相似文献

Forest policy and management are subject to various and often conflicting demands, which internationally have led to distinct policy responses and related management paradigms. These range from a strong focus on commodity production complemented by economic rationalities – e.g. focusing on plantations – to community-based or social forestry approaches highlighting local participation and stakeholder engagement, to a focus on ecosystem services and conservation. A major challenge involves the potential orientation of the overall forest policy and management paradigm either towards integrating manifold demands more or less evenly across an area, or towards dividing the land base into forest areas with different management priorities. The specific reconciliation and integration of both sides of the spectrum have been at the centre of scientific and political discussion on forest policy and management for several decades.In this context, the “German model” of integrative and multifunctional forest management has received international attention. It is regarded as an example for integrating diverse (societal and ecological) demands into a timber-production-oriented management approach. At the same time, the model's primary focus on timber production has been criticised by some.In this paper, we analyse the political dimension of the German model by tracing the birth and evolution of the so-called LÖWE programme, a much noticed governmental forest management programme in the German state of Lower Saxony. LÖWE has frequently been presented as a particularly successful example of multifunctional forestry. We first assess the specific societal and political circumstances that led to the establishment of the programme 20 years ago. Subsequently, we assess its political function in forest policy debates about various demands on Lower Saxony's public forests. We show that the evolution of the programme can be interpreted in two distinct but non-exclusive ways. On the one hand, LÖWE was a strategic success story for the Forest Service because it aligned (and also appeased) conflicting demands in line with the changing political priorities. On the other hand, it also embodied a learning process towards environmental policy integration. By underlining LÖWE as an example of the German model of integrative multifunctional forest management, we reiterate the strategic importance of this model in the German context and also highlight future challenges and related research needs.  相似文献

Key message

More and more environmental and resource economists are taking a particular interest in research on forest ecosystem services (FES), especially in a context of climate change. Spatial and temporal issues are crucial to economic analyses and for the design of conservation policies. Interdisciplinary research involving ecological and economic disciplines is a prerequisite for the more effective management of forest ecosystems.

Context

Economists define non-market ecosystem services (ES) as public or common goods due to their characteristics of non-rivalry in terms of consumption and/or non-excludability. Just because they do not have a price does not mean that ES have no economic value because their social benefits are undoubtedly considerable. These features, associated with the market demand for timber and a poor climate risk assessment, may lead to the under-provision of non-market forest ES and the over-harvesting of timber.

Aims

In this article, we review research questions that are central to the enhancement of FES provision. Beyond the economic modelling of the joint provision of FES, we focus on issues related to the design of public policies to guide forest management. The objective is to provide crucial insights concerning the importance of a spatial and sustainable provision of FES.

Results

First, we provide an economic interpretation of the FES concept and a review of economic models of forest management. Second, we explain how spatial and temporal dimensions of FES can have major implications on their supply and demand. Both dimensions explain why FESs have to be taken into account in production decisions and public policies (including the design of payment for environmental services (PESs)).

Conclusion

A better understanding of FES provision and public policies to be enhanced is not possible without accounting for spatial and temporal dimensions. This helps to analyse the impact of intervention on FES and the cost-effectiveness of economic instruments, implying a coordinated effort to bring together ecological and economic data and models.

Technical change is developing rapidly in some parts of the forest sector, especially in the pulp and paper industry where wood fiber is being substituted by waste paper. In forest sector models, the processing of wood and other input into products is frequently represented by activity analysis (input–output). In this context, technical change translates in changes over time of the input–output (I–O) coefficients and of the manufacturing cost (labor, capital, and materials, excluding wood and fiber). In the case of the global forest products model, the I–O coefficients and the manufacturing costs are determined empirically from historical data, while correcting for possible reporting errors. The method consists of goal programming. The objective function is the sum of the weighted absolute value of the deviations from estimated and observed production in each country of interest. The constraints express the relationship between the multiple output (sawnwood, panels, pulp, paper) and input (wood, waste paper, other fiber) and prior knowledge on the limits of the I–O coefficients. The paper presents observed technical changes from 1993 to 2010 and projections to 2030 with their consequences for the global forest sector in terms of prices, production and consumption, value added, and carbon sequestration in forest biomass.  相似文献

Based on qualitative interviews with Swedish forest owners this study focuses on climate change, risk management and forest governance from the perspective of the forest owners. The Swedish forest governance system has undergone extensive deregulation, with the result that social norms and knowledge dissemination are seen by the state as important means of influencing forest owners' understandings and practices. Drawing on Foucault's concept of governmentality this study contributes knowledge on how forest owners understand and manage climate-related risk and their acceptance of advice. From the interview study, three main conclusions can be drawn: (1) forest owners' considerations largely concern ordinary forestry activities; (2) knowledge about forest management and climate adaptation combines experiences and ideas from various sources; and (3) risk awareness and knowledge of “best practices” are not enough to ensure change in forestry practices. The results of this study show that the forest owners have to be selective and negotiate about what knowledge to consider relevant and meaningful for their own forest practice. Accordingly, local forest management can be understood as situated in a web of multifarious interests, claims, concerns and knowledges, where climate change adaptation is but one of several aspects that forest owners have to consider.  相似文献
