Timber scarcity relates to the evolution of stocks in both natural forests and tree plantations, relative to the demand from timber processing industries. Several economic indicators are used to evaluate timber scarcity. In particular, the market price of timber stumpage is believed to send a signal to investors in timber growing and to further regulate mill investments, thus preventing industrial overcapacities from emerging relative to future available wood supply. Our analysis of the Indonesian Pulp and Paper industry, one that expanded impressively in the 1990's and installed large overcapacities, gives us the elements to discuss the applicability of market price as a scarcity signal. Specific conditions, usually found in the developing world, most importantly weak or compromised public governance, flawed corporate governance, and the monopsony character of wood supply mechanisms, prevent the development of a market price scarcity signal. In this paper, special attention is paid to the complexity of the wood supply chain and the nature of the actors involved. This, together with the absence of pricing transparency, allows industrial overcapacities to occur, leading to the depletion of the natural forest. A key unresolved mystery here is why the private capital providers made no effort to detect this obvious and critical risk to the repayment capacity of their investments. The apparent absence of any government role in enforcing sustainable harvest or capacity levels results from state capture and governance failure, topics fully discussed elsewhere in the Indonesian case. The situation has implications for supply modeling as well as for public and private policies.  相似文献

The large-scale pulp investment model, with its pressure on land, has created conflict and caused major disagreements and open hostility amongst the social movement and NGO networks, state actors, and the pulp and paper companies in Brazil. In this article, Ethical Analysis was applied in the assessment of the dynamics and possibilities of conflict resolution related to the expansion of pulpwood plantations in Brazil's Bahia State, particularly near Veracel Celulose. Ethical Analysis as a tool identifies the complex dynamics of contention through identifying bridges and rifts in the social, ecological and economic viewpoints of the main actors. The analysis was based on field research, interviews, and a review of existing literature. The results indicated that the conflict is marked by politics of power, and as long as this stage continues, the politics of cooperation and conflict resolution would be hard to achieve. The key actors have diverging interests, values and principles, and different ways of presenting their viewpoints. The current investment context is economically and institutionally peripheral and socially weak. Without a radical rethinking and emphasis on ethical and structural reworking of the investment model, the conflict will likely continue to deepen, aggravating investment risk for large-scale business and industrial forestry.  相似文献

Moso bamboo plantations (Phyllostachys pubescens) are one of the most important forest types in southern China, but there is little information on the effects of their establishment and silvicultural practices on soil CO2 efflux. The objectives of this study were to evaluate the effect of land use change from a natural broadleaf evergreen forest to Moso bamboo plantations and their management practices on soil CO2 efflux in a subtropical region of China using static closed chamber method. Regardless of the land uses or management practices, the effluxes over a 12-month period had a seasonal pattern, with the maximum effluxes observed in summer and the minimum in winter. Whereas there was no significant difference in the total annual soil CO2 efflux between the natural broadleaf evergreen forest (BL) and the conventionally managed bamboo forests (CM), soil CO2 efflux in the intensively managed bamboo forest (IM) was significantly higher. Soil temperature was the most important environmental factor affecting soil CO2 efflux rates for all three land uses. Soil moisture also had a significant positive correlation with soil CO2 efflux rates. Soil temperature and moisture had greater influence on soil CO2 efflux rate in the IM than the CM and BL forests. Soil dissolved organic C had a positive correlation with soil CO2 efflux rate in the CM, but had no significant correlation with that in the IM or the BL forests. Our study for the first time demonstrated that conversion of the natural subtropical broadleaf evergreen forest to Moso bamboo does not increase soil CO2 efflux. However, when bamboo forests are under intensive management with regular tillage, fertiliser application and weeding, significantly more soil CO2 emission occurs. Therefore, best management practices should be developed to reduce soil CO2 efflux in Moso bamboo plantations in the subtropical regions of China.  相似文献

This paper analyses the changes in spatial patterns of agricultural land use during the period 1976–2000 along the altitudinal gradients in a watershed in Nepal. Land change patterns during this period were examined using information on land use derived from satellite images from 1976, 1990 and 2000. During the 24-year period from 1976 to 2000 agricultural land use increased by 35% at a cost of loss of forestland. Agricultural expansion was most conspicuous at higher elevations (1150–2000-m). About 36%, 18% and 6% of forestland was converted into agricultural activities from higher, middle and lower elevations respectively in the period from 1990 to 2000. Spatial distribution of living standard parameters, including farm family income and, food availability obtained from family surveys, shows a decreasing trend as the elevation increases whereas percentage of food bought shows an increasing trend. In this way it was found that, lost forest areas were smaller when located around high-income areas with good quality agricultural land and near an administrative centre as compared to areas located around low-income areas with low quality agricultural land and far from an administrative centre. Additionally, a regression model is constructed, to link the socioeconomic variables with the conversion of forestland into agricultural activities, breaking the study area into smaller zones. The spatial trajectories of these zones are then contrasted, paying particular attention to the socioeconomic conditions and institutional arrangements governing access to land resources. The study finds that while overall land change patterns in the region are largely explained by elevation and the socioeconomic conditions of people living adjacent to the forestland, more specifically, in sub-regional areas, trajectories reflect the signatures of institutions governing access to land. As sustainability of the watershed is dependent on forests, continued depletion of forest resources will result in poor economic returns from agriculture for local people together with loss of ecosystem services.  相似文献

TheProjet Recherche Appliquée en Milieu Réel is situated on the Adja Plateau, Southwest Benin. The project is responsible for a FSR&D programme that aims at sustainable use of the so-calledTerres de barre. Technologies tested in this context include seasonal fallowing, usingMucuna pruriens cv. group Utilis (weed control, green manure), planted fallows using fast-growing species such asAcacia auriculiformis and hedgerow intercropping systems (various woody auxiliary species). In this paper the local farming system is analyzed to identify key parameters that determine the possibilities for technology adoption. Parameters include: function and history of fields; tenureship; the field's position with regard to fertility flows in the farming system.The paper also aims at understanding the reasons behind low crop yields, in this case maize. An analysis of the soil's chemical fertility, using a computer-based fertility assessment model and data from literature, shows some anomalies with respect to the availability of nutrients from organic matter. Data presented on the use of green manures and oil palm fallow compared to cultivated fields make it likely that organic matter management is a crucial factor in sustainable use of these soils (maintenance of soil structure and soil life). Given key parameters, a matrix is used to determine potential niches in the farming system for the various biomass production technologies mentioned previously, including the locally developed planted fallow based on oil palm.  相似文献
