Increasingly the environment, and climate risks in particular, are influencing migration and planned resettlement in Vietnam, raising the spectre of increased displacement in a country already confronting serious challenges around sustainable land and water use as well as urbanisation. Planned resettlement has emerged as part of a suite of measures being pursued as part of disaster risk reduction and climate change adaptation strategies. This paper provides an historical, political, legal and environmental overview of resettlement in Vietnam identifying key challenges for framing resettlement as climate change adaptation. The paper outlines the scale of past resettlement in Vietnam, identifying the drivers and implications for vulnerability. Detailed case studies of resettlement are reviewed. Through this review, the paper reflects on the growing threat of climate change and the likelihood of increased displacement associated with worsening climate risks to identify some critical considerations for planned resettlement in climate change adaptation planning.  相似文献

Despite an improving regulatory framework and policies governing compensation and resettlement, the majority of the millions displaced worldwide each year by hydropower dam construction continue to experience marginalisation and impoverishment, suggesting that external financial support must be supplemented by strengthened community‐based resilience. In order to understand more about the innate resources of displaced rural communities, we applied a community resilience approach to two resettled Co‐tu ethnic minority villages in an upland area in central Vietnam to identify their community capitals and their application in improving livelihoods and living conditions. We found that weak human and financial capital constrained the ability of the resettled residents to adopt new livelihoods or migrate to seek employment. Reduced forest and river access also problematised responses to a lack of agricultural land. However, traditionally strong village affinity and social networks were retained. In addition, indigenous skills such as housing construction, honed by a highly mobile traditional lifestyle, allowed residents to construct culturally significant structures like community houses and modify or augment received housing stock. These elements of social and cultural capital eased the process of post‐resettlement adaptation. We conclude that governments should reassess current resettlement policies that prioritise financial compensation and should incorporate awareness of the adaptive resilience and limitations fostered by indigenous knowledge and practices in resettlement action plans.  相似文献

This article examines international migration in the Pacific and argues that there should be still greater opportunities for the people of Pacific countries to migrate between their home states and the developed states of the Pacific Rim. The case for borders that are more permeable to human migration is based in part on the common Pacific predicament of poor resource endowments, rapidly growing populations, depletion and degradation of existing resources, and threats posed by anthropogenic climate change. Coupled with this is a history of colonisation that has left some Pacific peoples with liberal access to economic opportunities in developed states by virtue of their citizenship or preferential visa status, while others have no such opportunities. Both New Zealand and the United States have been reasonably generous in facilitating migration from Polynesia and Micronesia. It is Australia that stands out as the Pacific neighbour with the greatest capacity to develop new migration streams. The seasonal worker scheme announced by the Australian Government in August 2008 takes a cautious but valuable step along this path, yet there is scope for further expanding Pacific access by broadening the geographical, temporal and material scope of existing migration arrangements.  相似文献

The paper conceptualises the process of voluntary relocation undertaken by rural farmers to informal settlements in coastal cities. These are journeys that occur without formal institutional support, utilising migrants' own agency. Learning from these community‐driven relocations has merit in rethinking climate change adaptation at the regional level. In this paper we present stories of 17 families who have progressively relocated to the fringes of Khulna city in southwestern Bangladesh. We observe three key attributes: first, relocations are slow, neither singular nor immediately completed, but rather take months of careful back and forth journeys of family members between their places of origin and destination. Second, relocations rely on small networks of relatives and acquaintances at the destination. Third, relocations are built on shared responsibilities distributed among a range of actors in places of origin and destination. We conclude that these slow, small and shared relocations are likely to be realised as forms of ongoing adaptation by rural farmers if their aspirational mobilities, social relations and supports are maintained at a regional scale. This kind of migration as adaptation may bring about just outcomes for those displaced without necessarily promoting rigid planning interventions that tend to fix resettlement solutions in place and time.  相似文献

半农半牧区是全球气候变化反应敏感的生态脆弱带。该地区农业基础设施落后,人口与资源矛盾突出,生产力水平低下,经济欠发达,受气候变化影响,农民的生产生活水平的维持与提高面临着十分严峻的挑战。本调查研究以内蒙古赤峰市林西县为例,利用1954~2009年气象数据资料分析了该地区56年来年际和主要季节温度、降水变化趋势;同时,选用60个农户家庭调查样本,研究了农户家庭基本状况与经营现状、农牧户家庭对气候变化及其影响的感知与应对策略。最后,在全面总结研究结果的基础上提出增强农户家庭气候变化适应能力的对策建议。  相似文献

We suggest the value of considering Pacific Latin America and the South Pacific in relationship to each other in contexts of climate change and investment in extractive industry. The paper explores the interactions between extractive industry, climate change and environmental governance through the lenses of double exposure, double movements, resilience and risk. The first part of the paper addresses the nature and scope of investments in extractive industries in this ‘other Pacific’. The geography of these investments is changing the actual and perceived distribution of exposure and risk in the region. The nature of this risk is also being affected by climate change and its implications for the geographies of water and land‐use. Much of the contention surrounding extractive industries can be understood as conflicts over the unequal distribution of this risk, how to interpret its significance and the ways in which resilience might be enhanced to respond to it. The final section of the paper discusses the ways in which mining governance and governance for resilience converge and, on the basis of recent experiences in El Salvador, analyses the difficulties in governing extractive industry in a way that manages risk and builds resilience.  相似文献

Gas exchange and chlorophyll a fluorescence transient were examined in leaves of sorghum at high temperatures. No changes were found in photosynthetic rate (Pn) and photosystem II (PS II) performance index on absorption base (PI(abs)) at 40 °C for 1 h. But transpiration rate was enhanced significantly, which served as a self‐protection response for dissipating heat. The Pn decreased significantly at 40 °C for 3 h, and the decrease became greater at 45 °C. Decrease in Pn mainly resulted from stomatal limitation at 40 °C for 3 h, whereas it was due to non‐stomatal limitation at 45 °C. Decline in PS II function indicated by the significant decrease in PI(abs), trapped energy flux and electron transport flux were responsible for the decrease in Pn at 45 °C. PS II reaction centre and oxygen‐evolving complex in the donor side were not affected at high temperatures, but electron transport in the acceptor side was sensitive to high temperature. The PS II function recovered completely 1 day after high temperature stress even as high as 45 °C, which is favourable for sorghum to meet the challenge of global warming. However, Pn did not completely recover possibly due to heat‐induced irreversible damage to CO2 fixation process.  相似文献

The objective of this study was to determine the Vrn1 allelic composition of spring wheat germplasm from the Pacific Northwest region of the USA. Individual plants from 56 spring wheat lines were crossed to near‐isogenic tester lines carrying the dominant allele Vrn‐A1, Vrn‐B1 or Vrn‐D1. F2 progeny were evaluated for growth habit in the field and Vrn‐1 allelic composition was determined through chi‐square analysis. Lines also were analysed with DNA sequence‐based Vrn‐1 allele‐specific markers. A majority of the germplasm carried the dominant allele Vrn‐A1a alone or in combination with Vrn‐B1, Vrn‐D1 or Vrn‐B3 alleles. Vrn‐B1 and Vrn‐D1 were almost always associated with other dominant Vrn‐1 allele(s). Based on DNA sequence analysis, a novel Vrn‐B1 allele referred to as Vrn‐B1b, which carried a single nucleotide polymorphism (SNP) and a 36 bp deletion, was identified in cultivar ‘Alpowa’. These results will be useful to wheat breeders for choosing parents with different Vrn‐1 alleles for crossing to maximize diversity at the Vrn‐1 loci with an expectation of identifying superior Vrn‐1 allelic combinations for cultivar improvement.  相似文献

为研究气候变化对粮食生产、消费及经济增长影响,将气候变化影响粮食产量的研究结果作为一般均衡模型的政策模拟方案,通过构建的基期模拟预测研究了到2050年中国粮食生产、消费及其经济增长两个方面的内容。模拟结果显示:(1)到2050年,中国粮食生产总量在A2情景(高排放)下为629185×103 t,在B2(中低排放)情景下为601859×103 t。总需求在B2情景下为626609×103 t,在B2情景下为561093×103 t,不考虑损耗及库存,粮食供需基本平衡,供给略大于需求。(2)考虑CO2的肥效作用,到2050年,气候变化对中国宏观经济和部门经济产生有利影响,实际工资、实际GDP、投资、家庭消费、出口等宏观指标相比于基期都有所上升,对主要农业部门及工业和服务业部门的产出、消费、进出口也是有利影响。而不考虑CO2的肥效作用则会得到相反的结论。(3)在A2情景下气候变化对中国宏观经济和部门经济的有利影响要大于B2情景下的影响。(4)从气候变化对产出和需求影响的变化结果来看,从总体上来说,考虑CO2的肥效作用,无论是A2还是B2情景下,都导致供给增加,进口减少,增加的供给量大于需求。因此,考虑CO2肥效的作用,会增强供给的保障,有利于维护中国的粮食安全。而不考虑CO2的肥效作用,无论是A2还是B2情景下,都导致供给减少,进口增加,减少的供给量大于需求的变化量,不利于维护中国的粮食安全。  相似文献

Yield is influenced by the length of the growing season, which is affected by weather conditions and management practices of a crop, including sowing dates and shifting of cultivars. It is necessary to understand the effects of agronomic management practices and weather variables on phenological stages and crop phases in order to develop strategies for adaptation of agricultural systems to changes in climatic conditions. The goal of this study was to determine the impact of warming trends on phenology of canola from 1980 to 2014 for central and southern Punjab, Pakistan. Sowing, emergence, anthesis and physiological maturity dates were delayed by an average of 6.02, 3.14, 3.31 and 1.89 days per decade, respectively. The duration of sowing to anthesis, sowing to physiological maturity and anthesis to physiological maturity phases decreased an average 2.71, 4.13 and 1.42 days per decade, respectively, for all 10 locations that were analysed in this study. The sowing, emergence, anthesis and physiological maturity dates were positively correlated with an increase in temperature by an average 2.71, 1.41, 1.49 and 0.85 days per °C, respectively. However, the phenological phases such as sowing to anthesis, anthesis to maturity and sowing to maturity were negatively correlated with an increase in temperature by an average of 1.22, 0.64 and 1.86 days per °C, respectively, for all 10 locations. Applying a process‐based CSM‐CROPGRO‐Canola model using a standard cultivar (field tested) for all locations and years indicated that the simulated phenological stages occurred earlier due to the warming trend compared to the observed phenological stages. One‐quarter of the negative effects of this thermal trend was compensated by growing new cultivars that had higher thermal time requirements. Therefore, new canola genotypes with a higher number of growing degree day requirement and high temperature tolerance should be a priority for evolving new cultivars.  相似文献

Fusarium head blight (FHB), leaf rust and stem rust are among the most destructive wheat diseases. High‐yielding, native disease resistance sources are available in North America. The objective of this study was to map loci associated with FHB traits, leaf rust, stem rust and plant height in a “Vienna”/”25R47” population. DArT markers were used to generate a genetic map, and quantitative trait loci (QTL) analysis was performed by evaluating 113 doubled haploid lines across three environments in Ontario, Canada. FHB resistance QTL were identified on chromosomes 4D, 4B, 2D and 7A, while a QTL for leaf and stem rust resistance was identified on chromosome 1B. The dwarfing alleles of both Rht‐B1 and Rht‐D1 were associated with increased FHB index and DON content.  相似文献

In this study, the effects of nitrogen (N) rate (60, 120, 180 and 240 kg N ha?1 applied in three equal dressings at seeding and after the first and second cuttings) and stubble height (7, 14 and 21 cm) on the dry matter (DM) yield, crude protein (CP) content, and CP yield of a sorghum–sudangrass hybrid [Sorghum bicolor (L.) Moench × Sorghum sudanense (Piper) Stapf., cv. Pioneer 988] in the three‐cut system was investigated. The N rate had no significant effect in the first and third cuttings, but in the second cutting DM yields increased significantly with increase in N rate. The highest yield of 9.1 t ha?1 was obtained with 80 kg N ha?1 for the average of 2 years at the second cutting, but no significant difference was found among the 40, 60 and 80 kg N ha?1 rates. CP content and yield were not significantly affected by N rate at the first and third cuttings, but CP content and yield were significantly affected by application of N at the second cutting. Stubble height had a significant effect on CP content at the third cutting. However, it had no significant effect on CP content at the first and second cuttings. Stubble height had a significant effect on the CP yield at the first cutting, but no significant effect on CP yield at the second and third cuttings.  相似文献
