  1. All seahorse species (genus Hippocampus) are listed under Schedule I of India's Wild Life Protection Act, making all capture and trade of seahorses illegal. In the more than 15 years since the ban, little work has been done to assess its effects on seahorse conservation.
  2. Between 2015 and 2017, fisheries and trade surveys were conducted along the south-east coast of India, in the state of Tamil Nadu, historically known to be a hub for seahorse catches and trade.
  3. Seahorses were primarily landed as bycatch, although in greater quantities by traditional drag nets than as trawl bycatch. Total annual catches were estimated between 4.98 million and 13.64 million seahorses, 87% of which were caught by active non-selective gear.
  4. Generalized additive models revealed that seahorse catch per unit effort had non-linear relations with depth and latitude, and were higher in biogenic habitats, with active, bottom-used, and non-selective gears (e.g. trawls).
  5. The illegal nature of the trade in seahorses hampered an understanding of trade routes and trade volumes. Catch estimates indicated that 11.21–30.31 tonnes of seahorses probably entered trade, yet interviews with traders only documented trade of about 1.6 tonnes.
  6. Fishers reported a decreasing availability of seahorses. Since most seahorses come from bycatch in persistent fisheries that are not directly affected by the ban on seahorse capture, this decline is likely to represent a population decline.
  7. A fishery and trade ban for incidentally caught species, particularly in a poorly regulated fishery, appears to add little conservation value. There needs to be a shift in the management approach, moving from a ban towards spatial and temporal restrictions, and toward enforcing existing fishery regulations.

An emphasis on sustainable marine fish production has paved the way for the enactment of Marine Fisheries Regulation Acts and subsequent regulations in India. A closed season ban on fishing has been one of the very few successful regulatory measures since its introduction in 2001 in Tamil Nadu. Since 2017, the fishing ban period has been extended from 45 to 60 days for the east coast of India, for ecosystem‐based marine fisheries management. This study analyses the socioeconomic impacts of change in the fishing ban (closed season) across the four coastal zones of Tamil Nadu. For the past 10 years, CPUE has been stable or increased marginally. Among the four coasts, the relative change in employment and labour income loss was highest for Palk Bay (36.84%). Transaction costs of implementation of the ban caused an additional expense of Rs 496.5 million to the Government in 2017 and the overall total labour income loss has leaped from Rs 1,638.2 to 2,100.2 million due to the extension of the ban. The fishing ban has aided in the recovery of habitat and regeneration of stock through recruitment. Training and capacity building on alternative livelihood options are highly recommended to enable the workers to cope with the ban period.  相似文献

  1. Fisheries bycatch of non-target species in the commercial fleet is a major source of anthropogenic injury and mortality for sea turtles and marine megafauna.
  2. The Río de la Plata maritime front (RLPMF) and its adjacent international waters – comprising part of the Argentine and Uruguayan exclusive economic zones, is a highly important fishing ground in the south-western Atlantic Ocean as well as feeding and development grounds for sea turtles.
  3. This paper analyses the distribution of the bottom and pelagic trawling fishery within the RLPMF using information from Vessel Satellite Monitoring System. With this information, areas of highest trawling intensity were defined and further evaluated their overlap with sea turtle habitat-use areas from available sea turtle satellite tracking information.
  4. Results besides identifying high-susceptibility areas for sea turtle bycatch by the commercial trawler fleet along the RLPMF, provide predictive tools to identify vulnerable areas to interaction of sea turtles and the commercial fishing fleet.
  5. Implementation of bycatch mitigation measures, such as reduced fishing effort areas by the Argentine and Uruguayan fisheries management agencies has the potential to benefit the fisheries as well as marine megafauna. Furthermore, there is a need for additional research on the impact that this fleet can have on sea turtles present in the area.

  1. Incidental capture by fisheries is one of the principal threats to sea turtles. This study analysed spatial and temporal patterns of sea turtle bycatch, and estimated the direct initial mortality rate of these animals, in the industrial double‐rig‐bottom trawl fishery in south‐eastern Brazil. This is also the first attempt to relate bycatch/at‐sea mortality in bottom trawling to stranded turtles found along the adjacent coast.
  2. The fishery was monitored from October 2015 to April 2018 through data collected voluntarily by the captains of eight industrial double‐rig trawlers. Two hundred and one sea turtles were captured during 9362 tows (43,657.52 trawling hours), resulting in a catch per unit effort (CPUE) of 0.0025 ± 0.0032 turtles h?1 with a standard net of 30.5 m headrope, with no significant difference between the estimated CPUEs for licensed shrimp and demersal fish trawlers.
  3. Caretta caretta (52.24%) and Lepidochelys olivacea (38.81%) were the most frequently captured species. According to Generalized Linear Models, C. caretta bycatch was significantly higher during winter, at lower latitudes (?24° to ?23°) and higher longitudes (?42° to ?40°), while the L. olivacea bycatch was significantly higher at higher latitudes (?23° to ?21°). The direct initial mortality rate of sea turtles in the shrimp trawlers was 7.65 ± 3.85%. However, none of the dead individuals subsequently released with plastic tags (n = 10) were found stranded on the coast. Mortality was not significantly related to the depth or duration of the trawling.
  4. The results of this study suggest the need for improvements to the current management of the bottom trawl fishery in Brazil, moving from a species‐based to a spatial and seasonal‐based approach. There is also a need to develop turtle excluder devices adapted to local fishing conditions.

  1. The impacts of fisheries on several charismatic marine fauna have been a subject of global concern. Sea snakes share the same habitats as many commercially important fish species and often end up as fisheries bycatch.
  2. Previous studies of bycatch from India have been limited to individual reports of mortality, with little information on the regional community structure of sea snakes. This study was carried out along the Konkan coast, off the central west coast of India, between 2016 and 2018, to determine trends in the bycatch of sea snakes in coastal fisheries.
  3. In this study, 922 sea snakes were encountered in 916.57 gillnet haul hours and 449.16 trawlers haul hours of fishing, comprising largely of two species: beaked sea snake (Hydrophis schistosus) and spine-bellied sea snake (Hydrophis curtus) (83.05 and 16.94% respectively) which was in stark contrast to a similar study conducted in 2002–03, which recorded a dominance of H. curtus (84%) followed by H. schistosus (14%) in the same region. Both studies, however, indicated higher mortality in H. curtus than in H. schistosus in trawl nets.
  4. This study highlights the significant impact of non-selective fishing practices on regional assemblages of other marine organisms such as sea snakes from South Asia, which has been relatively understudied, and the potential consequences for local ecosystems.

1. Benthic invertebrate bycatch was collected during trawling for orange roughy (Hoplostethus atlanticus) at water depths of 662–1524 m on the northern and eastern Chatham Rise, New Zealand, in July 1994. Seventy-three trawl tows were examined, 49 from ‘flat’ areas and 24 from two groups of ‘hills’ (small seamounts). Benthos was recorded from 82% of all tows. 2. Some 96 benthic species were recorded including Ophiuroidea (12 spp.), Natantia (11 spp.), Asteroidea (11 spp.), Gorgonacea (11 spp.), Holothuroidea (7 spp.), and Porifera (6 spp.). 3. Cluster analysis showed the bycatch from flats and hills to differ significantly. Dominant taxa from flats were Holothuroidea, Asteroidea and Natantia; whereas taxa most commonly recorded from hills were Gorgonacea and Scleractinia. Bycatch from the two geographically separate groups of hills also differed significantly. 4. The largest bycatch volumes comprised corals from hills: Scleractinia (Goniocorella dumosa), Stylasteridae (Errina chathamensis) and Antipatharia (?Bathyplates platycaulus). Such large sessile epifauna may significantly increase the complexity of benthic habitat and trawling damage may thereby depress local biodiversity. Coral patches may require >100 yr to recover. 5. Other environmental effects of deep-water trawling are briefly reviewed. 6.   • 1. All seahorse species (genus Hippocampus) are listed under CITES Appendix II, requiring that exports of these fishes must be regulated for sustainability. Preliminary trade surveys and anecdotal reports suggested Malaysia and Thailand represented an important source for seahorses used globally in traditional medicine, curios, and aquarium display, but few historic trade or fisheries data are available. Baseline information about pre‐CITES catch and trade is essential for managing seahorse fisheries and trade under CITES, and for understanding present‐day effects of CITES regulation on the seahorse trade.
  • 2. In 1998–1999, seahorse fisheries and trade in both countries were assessed by interviewing participants at many levels of the trade and corroborating those surveys with official trade documents.
  • 3. Seahorses were found to be landed primarily as trawl bycatch. Malaysia's catch of 2900 kg year?1 was less than the estimated domestic consumption (5500–6000 kg year?1), whereas Thailand's catch of 6600 kg year?1 apparently far exceeded domestic consumption (~520 kg year?1).
  • 4. Both countries imported seahorses from and exported to other Asian nations. Import statistics from Hong Kong SAR and Taiwan recorded maximum annual trade from Malaysia at 1280 kg year?1. Trade surveys indicated that Thailand exported at least 5000 kg annually (similar to the estimation of catch), but national Customs records reported 10 500 kg year?1 in exports, supported by official import records from Hong Kong SAR and Taiwan which indicated that Thailand was the source of up to 11 400 kg year?1.
  • 5. Fishers and traders in both countries reported decreasing availability of seahorses, raising conservation concerns. These apparent declines, in combination with substantial domestic consumption, point towards the challenges that Malaysia and Thailand face in establishing sustainable levels of exports under CITES.   1. Devil rays (Mobula spp.) are globally threatened cartilaginous fishes that have attracted global conservation concern owing to their high extinction risk and lack of protection in many countries. Limited resources and data on threatened marine species, including devil rays, impede conservation actions, particularly in developing countries, many of which have high biodiversity.
  2. Devil ray catch is a component of artisanal fisheries in Bangladesh, but data on their fisheries and trade are limited. To characterize devil ray fishing practices, fishers’ perception and trade, 230 fishers and traders were interviewed between 4 June 2018 and 22 June 2019, in four areas of south-east Bangladesh. Catch data were also opportunistically collected at landing sites.
  3. Six devil ray species were documented, caught in an array of gill nets, set-bag nets and longlines. All interviewed fishers reported life-long devil ray bycatch in some numbers, and also noted a decline in catch over the last decade. Bottom trawling, increased bycatch levels, increased demand for devil ray products and, in some cases, ecosystem changes were identified by fishers as threats to devil ray populations.
  4. Unregulated and undocumented trade and retained bycatch, especially by gill nets and set-bag nets, are fuelled by local consumption of devil ray meat and international trade in meat and gill rakers. Compliance with international trade control treaties for all Mobula spp. or the Bangladeshi law protecting Mobula mobular was low, with the majority of fishers (87%, n = 174) unaware of their existence.
  5. To manage devil ray fisheries, and prevent possible population declines, we propose a combination of legally enforced gear modifications, and catch and trade control through community-owned implementation strategies. Additionally, we propose the simultaneous implementation of inclusive, community-based awareness and stewardship projects in conjunction with a coast-wide ray monitoring programme. Finally, we emphasize that more research and action rooted in a sustainable fishery model is urgently needed to protect Bangladeshi devil ray populations.

Seahorses (Hippocampus spp.), many of which are listed as Vulnerable or Endangered on the IUCN Red List, are traded worldwide as souvenirs, aquarium fish and, primarily, for use in traditional medicines. Given concern over the sustainability of this trade, the genus was added to Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in May 2004.
  • 2. This paper reports findings of the first ever survey of seahorse trade in Africa, conducted in Kenya and Tanzania in May and June 2000.
  • 3. Seahorse trade in Kenya was found to be negligible, with approximately 10 live seahorses exported as aquarium fish annually. Until 1998, however, Kenya may have imported somewhere from 1 to 2.3 t of dried seahorses annually from Tanzania for re‐export to Asian medicine markets. Seahorse trade in Tanzania remained substantial, with at least 630–930 kg of dried seahorse exported directly to Asia each year.
  • 4. Accounts of declines in seahorse availability and seahorse size, although few in number, could be early warning signs that wild populations are suffering, at least locally. Close monitoring of future developments in the trade will be essential to allow for timely conservation action as and when necessary, and would contribute to our understanding of the ecological and economical implications of small‐scale, non‐food fisheries.

One quarter of marine fish production is caught with bottom trawls and dredges on continental shelves around the world. Towed bottom‐fishing gears typically kill 20–50 per cent of the benthic invertebrates in their path, depending on gear type, substrate and vulnerability of particular taxa. Particularly vulnerable are epifaunal species, which stabilize the sediment and provide habitat for benthic invertebrates. To identify the habitats, fisheries or target species most likely to be affected, we review evidence of the indirect effects of bottom fishing on fish production. Recent studies have found differences in the diets of certain species in relation to bottom fishing intensity, thereby linking demersal fish to their benthic habitats at spatial scales of ~10 km. Bottom fishing affects diet composition and prey quality rather than the amount of prey consumed; scavenging of discarded by‐catch makes only a small contribution to yearly food intake. Flatfish may benefit from light trawling levels on sandy seabeds, while higher‐intensity trawling on more vulnerable habitats has a negative effect. Models suggest that reduction in the carrying capacity of habitats by bottom fishing could lead to lower equilibrium yield and a lower level of fishing mortality to obtain maximum yield. Trawling effort is patchily distributed – small fractions of fishing grounds are heavily fished, while large fractions are lightly fished or unfished. This patchiness, coupled with the foraging behaviour of demersal fish, may mitigate the indirect effects of bottom fishing on fish productivity. Current research attempts to scale up these localized effects to the population level.  相似文献

The six stocks of redfish (Sebastes spp.) in the Northwest Atlantic have been fished for the past 60 years, during which time they have also experienced considerable variability in environmental conditions. Despite their close proximity and with life‐history features characteristic of many deep‐sea fishes (long‐lived, slow‐growing, late‐maturing, relatively low fecundity), each redfish stock has displayed quite different dynamics. Some have been able to support apparently sustainable fisheries, whereas others have been forced to close. The causes of such differences are unclear. We used dynamic factor analysis to determine the relative impacts of exploitation (days fishing for redfish, days fishing for shrimp, days fished by all fisheries, catch in the redfish fishery, total redfish catch) and environment (North Atlantic Oscillation, surface temperature, salinity, shallow, middle, and deep bottom temperatures) on trends of abundance in each stock over the years 1960–2004. The results showed that a mix of exploitation and environmental variability, with various and different lag times, accounted for observed trends. The Gulf of St. Lawrence stock was affected most by exploitation. Flemish Cap and northern Newfoundland‐Labrador stocks were mostly affected by environmental factors with longer time lags than more southerly stocks. We conclude that management of redfish must take into account individual responses to exploitation and environment over the time periods during which such factors operate, often decades or more, as opposed to the usual practice of reviewing only dynamics of the past few years. Deep‐sea populations cannot be managed on the same scales as shelf fisheries.  相似文献

Observers aboard commercial trawlers collected data on the total catch composition of 614 and 479 hauls made by vessels operating off the south and west coasts of South Africa, respectively. On the south coast, four fishing areas were identified on the basis of target species and fishing depth. On the west coast, hauls were separated into those targeting hake Merluccius spp. in four depth ranges (0–300, 301–400, 401–500, and >500 m) and those targeting monkfish Lophius vomerinus. For each area, the catch composition was calculated and the species assemblages were investigated using cluster analysis and multi-dimensional scaling. Finally, for each coast, the weight of fish discarded annually was estimated. On the south coast, although hake dominated, between 21% and 47% of the catch was not hake, depending on the fishing area. In comparison, hake dominated west coast catches, the proportion of hake increasing with depth. For each fishery investigated, approximately 90% of the catch was processed and landed. However, estimates of annual discards indicate that the south and west coast fisheries may annually discard 9000 or 10,000 t and 17,000 or 25,000 t, of undersized and unutilizable fish and offal, respectively, depending on the estimation method used. When developing strategies to limit or enhance utilization of bycatch, cognisance should be taken of the differences in catch composition between the south and west coasts and of the importance of bycatch revenue to south coast fishing companies.  相似文献

The Malindi–Ungwana Bay fishery Kenya is one of the most important marine fisheries of the Western Indian Ocean. There are two fishing grounds: Formosa and Malindi, with a designated 5-nM no-trawl zone offshore. However, the fishery was faced with numerous resource use conflicts and a decline in catches, culminating in a trawl ban in 2006. This study analyses catches and fishery dynamics before and after the 2006 trawl ban. Results show that artisanal landings declined before the ban, but rapidly recovered within 2 years after the ban was imposed. However, shrimp landings in the artisanal fishery remain low. Commercial shrimp landings gradually declined before the ban: ~550 t in 2001 to 250 t in 2006, and the shrimp: fish bycatch ratio was 1:1.5 compared to early reports of 1:7 in 1999. SIMPER analyses shows that 6 and 16 families (groups) accounted for 91.0 and 90.2% of the similarity in catch within the Formosa and Malindi fishing grounds, respectively. Formosa was important for Claridae, Cichlidae and Protopteridae, while Malindi recorded Carangidae, Siganidae, Carcharhinidae and Lethrinidae as the main families. Future studies should therefore embark on analyses of the factors driving the spatio-temporal distributions of the species and assess the impacts of bottom trawling on fishery dynamics before the trawl ban can be lifted.  相似文献

1. The distribution of effort for the most frequently used mobile demersal gears in the Irish Sea was examined and their potential to disturb different benthic communities calculated. Fishing effort data, expressed as the number of days fished, was collated for all fleets operating in the Irish Sea in 1994. For each gear, the percentage of the seabed swept by those parts of the gear that penetrate the seabed was calculated. 2. For all gears, the majority of fishing effort was concentrated in the northern Irish Sea. Effort was concentrated in three main locations: on the muddy sediments between Northern Ireland and the Isle of Man (otter and Nephrops trawling); off the north Wales, Lancashire and Cumbrian coast (beam trawling); the area surrounding the Isle of Man (scallop dredging). 3. In some areas, e.g. between Anglesey and the Isle of Man, the use of scallop dredges and beam trawls was coincident. A comparative experimental study revealed that scallop dredges caught much less by-catch than beam trawls. Multivariate analysis revealed that both gears modified the benthic community in a similar manner, causing a reduction in the abundance of most epifaunal species. 4. Although beam trawling disturbed the greatest area of seabed in 1994, the majority of effort occurred on grounds which supported communities that are exposed to high levels of natural disturbance. Scallop dredging, Nephrops and otter trawling were concentrated in areas that either have long-lived or poorly studied communities. The latter highlights the need for more detailed knowledge of the distribution of sublittoral communities that are vulnerable to fishing disturbance. ©British Crown Copyright 1996.  相似文献

The recent rise in oil prices has brought renewed attention to energy savings in the fishing industry, and particularly in trawling. Coastal trawlers spend most of their time on fishing grounds near the coast. In such cases, the most successful energy-saving modifications ought to result from changes in the fishing gear and towing conditions. The purpose of this study was to identify the energy-economy potential for Portuguese fish trawlers after altering a vessel's operating conditions and improving its trawl gear performance. Two trawlers, named Tricana de Aveiro and João Macedo were selected as subjects in this project. Both vessels work with gear of similar design and size. Experimental sea trials were carried out to elucidate the actual vessel and gear performance. A model trawl was then built and tested in a flume tank, which provided the basis for improving the gear design. Full-scale trials were then carried out with both vessels using the modified trawls in order to assess changes in gear performance. The new trawls maintained their previous ability to catch species of different ecological groups and consumed less fuel at the same commercial trawling speed. An economic study showed potential increases in the net cash flow (NCF) of up to 27% over the range of operational navigation and trawling speeds. Having demonstrated the performance of the new trawls, the skippers of both vessels subsequently adopted the new design for commercial fishing.  相似文献

  1. Bycatch is the most significant threat to marine megafauna (sea turtles, marine mammals, elasmobranchs, seabirds) worldwide, and the leading cause of the decline of several cetacean species. The bycatch issue in the Indian Ocean is poorly understood, but high bycatch levels in gillnet fisheries have been documented for the past two decades, in both small-scale and semi-industrial fisheries. Unfortunately, methods to reduce bycatch are often unavailable, financially non-viable or socially unacceptable to fishermen.
  2. Using a network of trained boat captains in the tuna drift gillnet fishery in the Arabian Sea, targeted catch and bycatch data were collected from 2013 to 2017 off the coast of Pakistan (northern Indian Ocean). Two fishing methods using multifilament gillnets were used: surface deployment and subsurface deployment (i.e. headline of net set below 2 m depth).
  3. Predicted catch rates for targeted species did not differ significantly between the two fishing practices, although a drop in tuna (6.2%) and tuna-like (10.9%) species captures was recorded in subsurface sets. The probability of cetacean bycatch, however, was 78.5% lower in subsurface than in surface sets.
  4. Cetacean bycatch in tuna drift gillnet fisheries has the potential to be significantly reduced at a relatively low cost for fishers. However, further research with an appropriate sampling design and a large sample size is required to confirm the efficacy of the proposed mitigation method. The acceptability and adoption of subsurface setting by fishers also needs to be further investigated. Despite some limitations, this preliminary study also highlights the importance of crew-based observer data as an alternative source of data when observers cannot be deployed on fishing vessels.
