With lower homicide rates than in the United States and fewer incidences of killing sprees such as the Littleton school shooting, Europeans are less concerned about violence than Americans are--and that translates into less money for research on the topic. As activities that relate to innovation become increasingly global and open and so draw the private and public sectors into complex networks of partnerships, these activities also tend to concentrate where the ecosystem is most supportive. European public policy, which in recent years has emphasized the importance of research and development (R&D) in achieving competitive knowledge-based societies, is shifting toward approaches that address the broader qualities required of favorable ecosystems for innovation in a global economy, thereby incorporating the roles of market demand, public procurement, and regulation, as well as science, education, and industrial R&D, as part of determining effective innovation policies.  相似文献

In the 1960s and 1970s, communicable disease seemed a minor threat, but since then the emergence of new infections and the reemergence of old diseases has provoked a renewed focus on European communicable disease surveillance and control. A "network approach" among European countries has been successful in detecting some international outbreaks, but management and funding aspects remain unresolved. Surveillance outside the European Union has faced new challenges as a result of economic and political change following the collapse of communism. Subsequently, innovative international surveillance schemes are currently being implemented in the countries of Central and Eastern Europe and the former Soviet Union. The challenge for surveillance in Europe is to ensure that it has the capacity to meet both the needs of today and the diseases of the future.  相似文献

Global change will alter the supply of ecosystem services that are vital for human well-being. To investigate ecosystem service supply during the 21st century, we used a range of ecosystem models and scenarios of climate and land-use change to conduct a Europe-wide assessment. Large changes in climate and land use typically resulted in large changes in ecosystem service supply. Some of these trends may be positive (for example, increases in forest area and productivity) or offer opportunities (for example, "surplus land" for agricultural extensification and bioenergy production). However, many changes increase vulnerability as a result of a decreasing supply of ecosystem services (for example, declining soil fertility, declining water availability, increasing risk of forest fires), especially in the Mediterranean and mountain regions.  相似文献
