In a retrospective analysis, infections of swine herds with Enzootic Pneumonia (EP), occurring after the regional eradication programme had been completed, were evaluated and described according to epidemiological criteria. The aim of this study was to obtain interim results about status, progress and trends of the area-wide eradication in Switzerland over all regions involved in the programme. The population comprised pig farms with eradication of EP completed by the end of 2002. Incidence of EP infection was calculated for the years 2000-2003. Seasonal effects, influences from production-type, herd size, and pig density in the surrounding area on incidences of EP outbreaks were investigated. In 2000-2002, annual incidences were steadily decreasing from 3.1% to 2.0%, and they showed great regional variation. In 2003, contrary to the long-term trend, a minor increase of overall incidence from 2.0% to 2.1% was observed while the incidence for breeding-only farms continued to recede. Possible explanations for this are discussed. Previous observations on EP infections accumulating in the cold season could not be confirmed. Large farms, finishing farms, and farms located in densely populated pig areas as well as farms being part of multisite production rings had a higher risk of infection. In spite of occurrence of EP outbreaks in eradicated areas, the current status of the area-wide eradication is promising, and a further decline in incidence of EP infection can be expected in the future.  相似文献

In the later stages of eradication of tuberculosis in cattle there is a need to take account of the fact that Mycobacterium bovis infection in cattle presents, not as cases of clinical disease but most commonly as apparently healthy animals showing an immunological response to tuberculin. This is an entirely different scenario to that seen when national eradication programmes were first devised, at a time when the protection of public health rather than animal health was the prime motivation. In countries with active programmes to eradicate bovine tuberculosis, it is critical for the programme's success that account is taken of this redefinition of tuberculosis, side by side with changes in modern animal production systems and their impact on the transmission of M. bovis. This paper highlights factors critical to the success of a national eradication programme, including a clear identification of the goals, of the policies that guide actions, and of the sequences of actions that are required within the programme to accomplish these goals. Experience has illustrated the adverse effects of compromise on outcome when the application of fundamental principles of disease control such as sound animal management, removal of known sources of infection, early diagnosis, quarantine, movement control and environmental hygiene are less than enthusiastically promoted and applied. The reality is that where these principles are applied in a sustained manner, the outcome is more likely to be successful. Therein lies the challenge for the risk manager.  相似文献

Eradication of Aujeszky's disease from a large-scale pig farm by the 'test-and-cull' eradication procedure based on the use of gene-deleted vaccines and serological monitoring using gE ELISA is described. Aujeszky's disease free status was successfully achieved on a farrow-to-finish type farm characterised by three difficulties interfering with the success of eradication: (i) weaned (30-day-old) piglets remained in the farrowing house until 65 days of age; (ii) the farm did not use nursery rearing; (iii) fatteners were kept together with the breeding gilts. Thus, the immunisation programme had to be adjusted to the management technology used on the farm, and by regular serological monitoring it had to be periodically modified to make it suitable for attaining the goals. This meant that breeding animal candidates of a wide age range and kept in the same air space had to be provided with a continuously high-level immunity by regular vaccination sufficient even for rectifying potential human errors. The immunisation programme was designed by taking into consideration the disappearance of maternal immunity, and a strict vaccination programme was applied during the rearing of breeding gilts kept together with the fattening pigs. Frequent immunisation applied during the rearing of the own breeding animal replacements proved to be of decisive importance for the eradication of Aujeszky's disease from the entire herd. In addition to the accurate implementation of the vaccination programme, regular serological monitoring also made a major contribution to the success of eradication.  相似文献

Any outbreak of an Office International des Epizooties List A disease, such as classical swine fever or foot and mouth disease, has severe consequences for animal welfare, livestock production, exports of animals and animal products, and the environment. The public concern with the animal welfare effects of methods of disease eradication that result in the destruction of large numbers of uninfected animals has initiated a reconsideration of disease eradication policy in Europe. In many recent List A disease epizootics, the financial cost of addressing animal welfare concerns in healthy animals has greatly exceeded the cost of stamping out disease in infected herds. In the event of a similar incursion in Canada, the number of animals subject to welfare slaughter will be far greater than the number of infected animals killed. Current national disease eradication plans in Canada do not address the animal welfare component of disease control methods.  相似文献

Ireland ran a conventional test and slaughter Bovine Tuberculosis eradication programme from 1954 until 1988. This programme fulfilled our trading requirements but failed to eradicate TB. At this point a major initiative, ERAD, was launched targeted with reducing the disease levels by half within a four-year period and devising the strategy and supports necessary to achieve final eradication. The lessons learned at that time have informed Ireland's eradication programme ever since. Eradication was not possible without developing solutions to address the wildlife disease reservoir and other identified constraints. Since 1992 the programme objectives have been restated. It is now effectively an interim control programme where significant resources have been invested in research and development aimed at overcoming the identified constraints to eradication. Policy is informed by science and debate among stakeholders is generally knowledgeable and balanced. This paper outlines developments in recent years and sets out our expectations for progress in the period ahead.  相似文献

Preparedness for an incursion of an exotic animal disease is of key importance to government, industry, producers and the Australian community. An important aspect of Australia's preparedness for a possible incursion of foot-and-mouth disease is investigation into the likely effectiveness and cost-efficiency of eradication strategies when applied to different regional outbreak scenarios. Disease modelling is a tool that can be used to study diseases such as foot-and-mouth disease to better understand potential disease spread and control under different conditions. The Australian Government Department of Agriculture, Fisheries and Forestry has been involved with epidemiologic simulation modelling for more than 10 years, and has developed a sophisticated spatial model for foot-and-mouth disease (AusSpread) that operates within a geographic information system framework. The model accommodates real farm boundary or point-location data, as well as synthesised data based on agricultural census and land use information. The model also allows for interactions between herds or flocks of different animal species and production type, and considers the role that such interactions are likely to play in the epidemiology of a regional outbreak of foot-and-mouth disease. The user can choose mitigations and eradication strategies from those that are currently described in Australia's veterinary emergency plan. The model also allows the user to evaluate the impact of constraints on the availability of resources for mitigations or eradication measures. Outputs include a range of maps and tabulated outbreak statistics describing the geographic extent of the outbreak and its duration, the numbers of affected, slaughtered, and, as relevant, vaccinated herds or flocks, and the cost of control and eradication. Cost-related outputs are based on budgets of the value of stock and the cost of mitigations, each of which can be varied by the user. These outputs are a valuable resource to assist with policy development and disease management.  相似文献

The study was conducted in order to determine if eradication of swine enzootic pneumoniae (SEP) had succeeded with different variants of partial depopulation during the eradication programme on swine farrowing farms joining a health class, LSO 2000. The farms in the health class need to be free from swine enzootic pneumoniae, swine dysentery, sarcoptic mange and atrophic rhinitis. Twenty-one eradication attempts for M. hyopneumoniae were carried out using different variants based on separating adult animals for 2 weeks from infected young pigs which were not returned to the herd. The infected young pigs were kept in the same building (variant 1) in 4 herds and on the same compound (variant 2) as disease-free pigs in 12 herds. The infected young pigs were finally all sold. In 5 herds only adult animals were present during the eradication (variant 3). The eradication attempt succeeded in 81% and failed or remained uncertain in 19% of the herds. The result was confirmed with 1) frequent clinical follow-up of the health status in the herds (both the farrowing and the finishing units) joining the LSO 2000 health class 2) milk and/or blood serology. Possible causes of the failure of the eradication attempt were described: a short distance between infected and uninfected animals, the time period between diagnosis of SEP and initiation of the programme, the age of the youngest animal kept on the farm, the period of time when animals with different status were reared close to each other, the medications used, the cleaning of the facilities during the programme and the season. Further, a good cooperation between the farmer, the local veterinarian and the animal health service of the slaughterhouse was an essential part of the initiation and the follow-up of the programme. The secondary aim of the study was to collect information about the expenses during the programme. Only 57% of the farmers gave some estimates for the expenses on their farms. For variants 1, 2 and 3 the expenses were 879, 1110 and 1274 FIM per sow (1 USD = 5.5 FIM), respectively (p > 0.1).  相似文献

All animal diseases have the potential to affect human lives adversely by reducing the quantity and/or quality of food (meat, milk, etc.), secondary livestock products (hides, skins and fibres) and animal power (traction and transport). The importance of the livestock sector is growing more rapidly than any other agricultural sector in Pakistan. In the past, livestock production in Pakistan has been affected because of transboundary animal diseases like rinderpest, foot and mouth disease and peste des petits ruminants disease, posing a serious threat to the livestock industry in Pakistan. The continuing persistence of rinderpest has been of grave concern for the entire region including Pakistan. The export of livestock products managed to retain its growth with relaxation of restrictions imposed by the Gulf states in the year 2001 only. Pakistan has been provisionally declared a rinderpest free country in 2003, as a result of a vigorous eradication programme.  相似文献

A national programme to eradicate bovine tuberculosis commenced in Ireland in 1954. During the last 15-20 years, research has been conducted to address gaps in knowledge of disease epidemiology, to objectively evaluate alternative strategy options, and to critically assess the implementation of disease control strategies. This paper provides a review of scientific and policy advances in Ireland since 1988, relevant to the tuberculosis eradication programme in Ireland. There have been substantial advances in knowledge of aspects of disease epidemiology, relating to cattle-to-cattle transmission, the role of wildlife, transmission of infection from wildlife and methods to minimise wildlife-to-cattle transmission. Further, scientific advances have been made both in the detection and management of infected herds. With respect to policy, the paper describes current policy and policy advances in both the detection and management of infected herds, as well as current strategies to prevent herd breakdowns. The Irish programme is a useful example of science-informed policy in a national context.  相似文献

Chile eradicated classical swine fever (CSF) in April 1998, following a 17-year eradication programme. The authors describe biosecurity levels of pig farms in Chile after the eradication of CSF. A formal survey was administered to 50 large integrated pig farms, which represented almost 60% of the swine population. The main topics on the questionnaire were production, health management, biosecurity, insurance and information about CSF outbreaks in the past. Biosecurity practices were analysed according to the criteria stated by Barcelo and Marco in 1998. A scoring system to measure biosecurity was designed and pig farms were classified according to this score. An adjusted specific measure is discussed as a potential indicator of risk for disease infections. The authors explore associations between biosecurity herd size and insurance policy against CSF.  相似文献

Transboundary animal diseases (TADs) constitute a global threat that afflict livestock. They are characterized by the suddenness, acuteness, the rapidity with which they can spread in susceptible livestock populations and the widespread nature of the losses that they can produce. The havoc they play renders individual farmers and private veterinary services relatively powerless to take effective action. As TADs do not recognize national borders, there is a great demand for regional cooperation which must be put into a global term. From the epidemiological point of view, the prospects for eradication of a disease with minimal production losses and other costs are best, if the disease can be recognized early where it is localized and then a disease control programme be quickly implemented.  相似文献

Economic analyses are indispensable as sources of information to help policy makers make decisions about mitigation resource use. The aim of this study was to conduct an economic evaluation of the Swiss national mitigation programme for bovine viral diarrhoea virus (BVDV), which was implemented in 2008 and concludes in 2017. The eradication phase of the mitigation programme comprised testing and slaughtering of all persistently infected (PI) animals found. First, the whole population was antigen tested and all PI cattle removed. Since October 2008, all newborn calves have been subject to antigen testing to identify and slaughter PI calves. All mothers of PI calves were retested and slaughtered if the test was positive. Antigen testing in calves and elimination of virus-carriers was envisaged to be conducted until the end of 2011. Subsequently, a surveillance programme will document disease freedom or detect disease if it recurs. Four alternative surveillance strategies based on antibody testing in blood from newborn calves and/or milk from primiparous cows were proposed by Federal Veterinary Office servants in charge of the BVDV mitigation programme. A simple economic spreadsheet model was developed to estimate and compare the costs and benefits of the BVDV mitigation programme. In an independent project, the impact of the mitigation programme on the disease dynamics in the population was simulated using a stochastic compartment model. Mitigation costs accrued from materials, labour, and processes such as handling and testing samples, and recording results. Benefits were disease costs avoided by having the mitigation programme in place compared to a baseline of endemic disease equilibrium. Cumulative eradication costs and benefits were estimated to determine the break-even point for the eradication component of the programme. The margin over eradication cost therefore equalled the maximum expenditure potentially available for surveillance without the net benefit from the mitigation programme overall becoming zero. Costs of the four surveillance strategies and the net benefit of the mitigation programme were estimated. Simulations were run for the years 2008-2017 with 20,000 iterations in @Risk for Excel. The mean baseline disease costs were estimated to be 16.04m CHF (1 Swiss Franc, CHF=0.73 € at the time of analysis) (90% central range, CR: 14.71-17.39m CHF) in 2008 and 14.89m CHF (90% CR: 13.72-16.08m CHF) in 2009. The break-even point was estimated to be reached in 2012 and the margin over eradication cost 63.15m CHF (90% CR: 53.72-72.82m CHF). The discounted cost for each surveillance strategy was found to be smaller than the margin, so the mitigation programme overall is expected to have a positive net economic benefit irrespective of the strategy adopted. For economic efficiency, the least cost surveillance alternative must be selected.  相似文献

Foot-and-mouth disease is an acute, highly communicable disease affecting cloven-hoofed animals, both domesticated and wild. It may well be the most contagious disease known in the animal kingdom. The key features that contribute to this include its ability to gain entry and initiate infection through a variety of sites, the small infective dose, the short incubation period, the release of virus before the onset of clinical signs, the massive quantities of virus excreted from infected animals, its ability to spread large distances due to airborne dispersal, and the persistence of the virus in the environment. These features, plus the ability of the virus to be disseminated through the movements of animals, animal products, people, and plant and equipment makes the disease very difficult to control. New Zealand has never experienced a foot-and-mouth disease epidemic, and the economic consequences of an outbreak would be disastrous, due to the eradication costs, the loss of productivity and the impact on the export of animals and animal products. The smuggling of meat products, embryos or semen into the country are perceived as the most likely ways in which the disease could be introduced. The New Zealand Ministry of Agriculture and Fisheries therefore operates a two-tier system of defense against foot-and-mouth disease. The first tier involves border protection through stringent import controls to prevent the entry of infectious material. If this barrier is breached, an emergency response programme is activated, involving a stamping-out eradication strategy. This paper attempts to draw on overseas historical outbreak experiences and research findings to gain insights into the epidemiology of foot-and-mouth disease as it would relate to New Zealand.  相似文献

In this paper first the general cascade of animal disease eradication from the voluntary control programme up to culling of infected animals is described. Afterwards the development of the eradication of Bovine Herpes Virus in Lower Saxony is illustrated. Obvious the number of farms which are not eradicating decreases since the testing on BHV1 is obligate in Germany. In 2004 60% of the cattle holdings were free from BHV1. The Danish programme to control bovine enzootic leukosis was initiated in 1959 and intensified in 1969. The programme has resulted in a sharp decline in total and relative numbers of leukotic tumor cases in adult animals. However, total eradication of bovine leukosis has not yet been achieved, and the statistics from recent years seem to indicate that the present programme based on haematological and histological examinations will control but not eradicate the disease. An immunodiffusion test based on an internal protein (p 24) antigen has been used experimentally. This test is a valuable tool in herd diagnosis, but it is not sensitive enough for accurate single animal diagnosis.  相似文献

Aujeszky's disease (AD) manifested itself in both German states in 1960. Owing to the historical development, in the subsequent two decades, the development of the disease and of its control in the Western and Eastern parts of Germany went different ways. This article describes differences and particularities in the development of AD in Germany leading to the establishment of a national AD eradication programme after re-unification of the two German states at the beginning of the last decade. The basic principles of the German AD eradication programme are described, and the results of 10 years of efforts to control the disease are presented and discussed. Without any doubt, as in other European countries, implementation of the national eradication programme resulted in a considerable progress in the eradication of AD. Since the eradication programme has been established in 1989, particularly in West Germany, the number of AD outbreaks has decreased steadily from about 2000 cases in 1987 to 0 cases recorded in 2001. Recently, Germany has been declared as officially AD-free by the European Commission.  相似文献

近年来,我国的动物疫病防控工作取得了重要的成效,动物源型食品安全水平得到明显的提高,公共卫生安全保障水平进一步提高。但口蹄疫依然在全球多个区域发生和流行,严重威胁着现代畜牧业健康发展,为有效遏制该病的发生与流行,免疫接种疫苗是预防和消灭该病最有效、经济、关键的策略。但是基层动物防疫员在给牛羊注射口蹄疫疫苗时偶尔有免疫副反应现象发生,给部分养殖户造成了一定的经济损失,也给重大动物疫病防控工作带来一定的负面影响和阻力。本文分析了牛羊口蹄疫疫苗免疫副反应的产生原因、临床症状、救治及预防措施,给基层一线从事动物防疫工作人员提供参考。  相似文献

In the mid-1980s, Switzerland started a programme to eradicate caprine arthritis-encephalitis - an infectious disease of goats caused by the small ruminant lentivirus (srlv). Since 1996, progress towards eradication has slowed down, owing to infections occurring on farms from which the infection had previously been eliminated. To investigate specific risk factors for these new infections and to improve the eradication programme, a case-control study was conducted. Cases consisted of farms that had been officially free of srlv for at least three consecutive years but on which at least one srlv-seropositive animal had been detected during the annual serological surveys of 2001 and 2002. On all the case and control farms where sheep were housed together with goats, a subset of sheep was screened for antibodies to srlv. Potential risk factors were analysed in a logistic regression model; the results indicated that close contact with srlv-seropositive sheep was highly correlated with seroconversion in srlv-seronegative goat herds (odds ratio=26.9), supporting the hypothesis that srlv can be transmitted between sheep and goats, and suggesting that the measures taken so far will not lead to the complete eradication of srlv from Switzerland within the next few years.  相似文献

Foot and mouth disease (FMD) is a limiting factor for the economic progress of the animal industry in South America. The presence of the disease results in the imposition of national and international sanitary barriers to animals and animal products, and, most especially, a reduction in the availability of protein from animal origin and in income. Rapid and accurate identification of infected animals, those with either clinical or subclinical disease as well as with persistent infection, is essential for maintaining an efficient eradication programme. The polymerase chain reaction was used to rapidly identify infected animals. With a primer set that corresponds to a conserved region of the 3D sequence of the viral genome, it was possible to amplify, regardless of the serotype, 116 strains of FMD virus, of which 109 were strains collected from outbreaks of FMD throughout South America from 1945 to the most recent outbreaks in 2000/2001. The PCR technique should be of considerable value in facilitating the diagnosis of FMD in South America. where laboratory resources are limited and a rapid response is needed, particularly in areas where national programmes for controlling or eradicating the disease are being implemented.  相似文献

Although technical constraints to eradication of bovine tuberculosis are well-recognised, non-technical constraints can also delay progress towards eradication, leading to inefficiency and increased programme costs. This paper seeks to analyse the main non-technical constraints that can interfere with the successful implementation of tuberculosis eradication plans, based on experiences from an area of high tuberculosis prevalence in Regione Piemonte, Italy. The main social and economic constraints faced in the past 20 years are reviewed, including a social reluctance to recognise the importance of seeking eradication as the goal of disease control, effective communication of technical issues, the training and the organization of veterinary services, the relationship between the regional authority and farmers and their representatives, and data management and epidemiological reporting. The paper analyses and discusses the solutions that were applied in Regione Piemonte and the benefits that were obtained. Tuberculosis eradication plans are one of the most difficult tasks of the Veterinary Animal Health Services, and non-technical constraints must be considered when progress towards eradication is less than expected. Organizational and managerial resources can help to overcome social or economic obstacles, provided the veterinary profession is willing to address technical, but also non-technical, constraints to eradication.  相似文献
