Recent scholarship has considered the implications of the rise of voluntary private standards in food and the role of private actors in a rapidly evolving, de-facto ‘mandatory’ sphere of governance. Standards are an important element of this globalising private sphere, but are an element that has been relatively peripheral in analyses of power in agri-food systems. Sociological thought has countered orthodox views of standards as simple tools of measurement, instead understanding their function as a governance mechanism that transforms many things, and people, during processes of standardisation. In a case study of the Australian retail supermarket duopoly and the proprietary standards required for market access this paper foregrounds retailers as standard owners and their role in third-party auditing and certification. Interview data from primary research into Australia’s food standards captures the multifaceted role supermarkets play as standard-owners, who are found to impinge on the independence of third-party certification while enforcing rigorous audit practices. We show how standard owners, in attempting to standardize the audit process, generate tensions within certification practices in a unique example of ritualism around audit. In examining standards to understand power in contemporary food governance, it is shown that retailers are drawn beyond standard-setting into certification and enforcement, that is characterized by a web of institutions and actors whose power to influence outcomes is uneven.  相似文献

In an increasingly globalized food economy, local agri-food initiatives are promoted as more sustainable alternatives, both for small-scale producers and ecologically conscious consumers. However, revitalizing local agri-food communities in rural agro-industrial regions is particularly challenging. This case study examines Grant and Chelan Counties, two industrial farming regions in rural Central Washington State, distant from the urban fringe. Farmers in these counties have tried diversifying large-scale processing into organics and marketing niche and organic produce at popular farmers markets in Seattle about 200 miles away. Such strategies invoke the question, “How are ‘local’ agri-food networks socially and geographically defined?” The meaning of what constitutes “local” and/or “sustainable” systems merits consideration in the linking of these rural counties with distant urban farmers markets. Employing historical, in-depth interview and survey research, we analyze production and consumption networks and the non-market systems that residents in these counties access for self-provisioning and food security.  相似文献

Historically, land grant universities and their colleges of agriculture have been discipline driven in both their curricula and research agendas. Critics call for interdisciplinary approaches to undergraduate curriculum. Concomitantly, sustainable agriculture (SA) education is beginning to emerge as a way to address many complex social and environmental problems. University of California at Davis faculty, staff, and students are developing an undergraduate SA major. To inform this process, a web-based Delphi survey of academics working in fields related to SA was conducted. Faculty from colleges and universities across the US were surveyed. Participants suggested that students needed knowledge of natural and social science disciplines relating to the agri-food system. In addition, stakeholders suggested students learn through experiences that link the classroom to field work, engaging a broad range of actors within applied settings. Stakeholders also emphasized the need for interdisciplinary and applied scholarship. Additionally, they proposed a range of teaching and learning approaches, including many practical experiences. Given the diverse suggestions of content knowledge and means of producing knowledge, the survey presented unique challenges and called into question the epistemological and pedagogical norms currently found in land grant colleges of agriculture. This study has implications for land grant universities seeking to develop undergraduate curriculum appropriate to the field of SA. Damian M. Attention has become increasingly focused in recent years on the role agri-food system transformations have played in driving the global diet-related chronic disease burden. Identifying the role played by the food-consuming industries (predominantly large manufacturers, processors, distributors, and retailers) in particular, and identifying possibilities to facilitate healthier diets through intervening in these industries, have been identified as a research priority. This paper explores the potential for one promising analytic framework—the nutrition-oriented value chain approach—to contribute to this area, drawing on recent insights from the global value chain (GVC) literature to develop an institutionally-enriched approach. The research focused on a canned deciduous fruit value chain linking growers, processors, and retailers in South Africa and Australia. Findings reveal the multiple drivers which have converged to shape this value chain over time, and the key actors which are influencing product availability, composition, price, and promotion within this sector. With its emphasis on identifying implications for end-consumption, rather than economic outcomes within the chain, nutrition-oriented value chain research represents a significant shift in focus for the GVC framework. Therefore, an immediate opportunity for further research is to extend the analytic framework to primary research on end-consumption behaviours.  相似文献

Recent trends in agricultural science have emphasized the need to make local people active participants in the research and development process. Working under the populist banner “Farmer First”, the focus has been on bridging gaps between development professionals and local people, pointing to the inadequate understanding of insiders' knowledge, practices, and processes by outsiders. The purpose of this paper is to expose the paradox of the prevailing populist conception of power and knowledge, and to challenge the simple notion that social processes follow straightforward and systemic patterns and can thus be manipulated with a transfer of power from outside to inside. The authors view “knowledge” as a social process and knowledge systems in terms of a multiplicity of actors and networks through which certain kinds of information are communicated and negotiated, and not as single, cohesive structures, stocks or stores. The guiding phrase is “the analysis of difference”, which suggests that knowledge is multilayered, fragmentary, and diffuse, not unitary and systematized. It emerges as a product of the interaction and dialogue between different actors and networks of actors with conflicting loyalties who negotiate over “truth” claims and battle over contrasting images and contesting interests. The paper challenges those promoting Farmer First approaches to reassess how people in different agroecological and sociocultural contexts make sense of and deal with constraining and enabling processes related to research and extension; how they attempt, through recourse to various discursive means, to enroll one another in their various endeavors; and how they use relations of power in their struggles to gain access to and control of social and political space.  相似文献

The recent enthusiasm for “participation” in agricultural development has fueled the development of new approaches to research and extension. The rhetoric of “participation” extends the horizons of agricultural research and extension beyond technical problem-solving. Yet in practice few of the personal, political, and experiential aspects of this process are addressed. This paper aims to draw attention to these elements of practice and to locate research and extension within wider social processes. Through a critique of conventional methodological strategies, this paper considers the possibilities offered by “participatory” alternatives. Considering the scope and objectives of agricultural development raises a series of methodological questions: What counts as knowledge? Who defines and represents this knowledge? Whose knowledge counts? Knowledge for what? Knowledge for whom? The paper goes on to assess a number of these “new” methodologies, within and beyond agricultural development. Through a consideration of their strengths and weaknesses, a series of further issues are highlighted for future methodological development. It is argued that for agricultural research and extension to acknowledge process, closer attention needs to be paid to context. The activities of research and extension need to be set in time. Strategies are needed to explore and address diversity and difference in communities. Situating the actors and agencies involved in development within relations of power involves addressing—and redressing—the nature of interactions between these actors. These changes require not an ever increasing array of methods, it is argued, but new approaches to learning.  相似文献

Analyses of the role of technological development in agriculture are central to an understanding of social change in agri-food systems. The objective of this paper is to contribute to the formation of a broader perspective of how farmers are positioning themselves with respect to controversial agricultural technologies through an empirical analysis of Washington State farmers’ willingness or unwillingness to try Genetically Modified Organisms (GMOs) technology on their farms. The use of this type of biotechnology in farming has been criticized for its potential harmful effects on natural environments and socio-cultural systems, while proponents highlight the possibilities for increasing production with minimal use of other inputs. An analysis of the extent of farmers’ expressed willingness to use GMOs provides an opportunity to better understand how their diverse thoughts about controversial agricultural technologies are shaped not only by their own experiences but also by social context. The present study does this by analyzing data from a farm survey conducted on a random sample of farmers from across Washington State. The results show that the production practices farmers utilize and the market strategies they employ may be at least as useful as farmers’ socio-economic characteristics in explaining what types of farmers appear to be more or less interested in potentially using this technology. Furthermore, the relationship between level of formal education and willingness to use GMOs is not straightforward. It may hide differences between farmers with respect to where and how they received their formal education as well as the type(s) of knowledge they gained. It is argued that future research should recognize the diversity that exists in farmers’ interests vis-á-vis particular technologies and should also explore how these interests are shaped by farmers’ past and present social networks and life experiences. This Symposium provides an important opportunity to reflect on the current state of scholarship positioning alternative foods against mainstream agri-food systems. Symposia of this kind have a long tradition as marking particular turning points in agrifood debates. This collection provides an opportunity to examine the current positioning of scholarship around the theoretical and methodological fracture line between successor theories to classical political economy and more post-structuralist approaches to alternative economic activities around food and agriculture. In the current collection, despite clear evidence of theoretical positioning around the structural: post-structural divide, I argue that both aspects of agri-food theorizing share similar political intent and are positioned within the same wider political project of agrifood critique. Therefore, despite theoretical fracture, there is a unity of political intention that continues to bind together this particular field of research and practice.  相似文献

Sparked by the conjunction of food, fuel, and financial crises, there has been an increasing awareness in recent years of the scarce and finite character of natural resources. Productive resources such as agricultural land have been touted by financial actors—such as merchant banks, pension funds, and investment companies—as providing the basis for a range of new “alternative” financial asset classes and products. While the drivers, motives, and rationales behind the increasing interest of turning farmland into a financial asset class have been traced by a number of scholars, the interpretations of, and interactions with, financial actors at the community level have received less attention. Based on qualitative research in rural Australia, this paper reveals the grounds on which finance-backed investments have been accepted and accommodated by communities in rural Australia and delineates the reasons that have led to feelings of unease or refusal. The paper thereby demonstrates that the financialization of farmland is neither abstract nor one-sided but rather a multidimensional process that not only includes financial actors but also the impacted rural populations in various ways. Positioning the activities of financial actors in Australia within the emerging research on the financialization of farmland, the paper endorses context-sensitive analyses to better interpret these recent transformations of the agri-food system.  相似文献

In 2007 new meat inspection regulations standardizing meat production throughout the Province of British Columbia (BC), Canada came into effect moving food for local consumption closer to continentally harmonized production standards. Critics argue that the economic viability of small-scale livestock farmers is threatened. Small-scale women farmers are central to the creation of alternative local agri-food networks in BC. Using gender as an analytically enabling tool this paper argues that public food-safety regulation can create the conditions for the dominance of private agri-food governance. The discursive creation of a feminized privileged consumer legitimates much non-democratic agri-food governance. The paper argues that more just and ecologically sustainable futures require a ‘gender troubling’ of agri-food governance in which the privileged identity of the food consumer is reconstructed as global citizen in the context of the food sovereignty of the farmers who produce their food.  相似文献

Ethical consumerism theory aims to describe, explain, and evaluate the ways in which producers and consumers use the market to support social and environmental values. The literature draws insights from empirical studies of sectors that largely take place on the legal market, such as textiles and agri-food. This paper takes a first step toward theorizing ethical consumerism in semi-legal sectors where market activities occur legally and illegally. How does extant theory extend to sectors such as sex work, cigarettes, and recreational drugs? This study draws on the case of recreational cannabis (marijuana) in Portland, OR (USA). Data from 33 interviews, structured fieldwork at 64 dispensaries, and the US Census Bureau American Community Survey are analyzed using qualitative, quantitative, and spatial methods. The findings are compared to 12 suggestions that emerge from the literature on fair trade, organics, alternative agriculture, and political consumerism. I argue that not all ethical consumerism theory extends to semi-legal sectors. Cannabis closely resembles theoretical expectations in terms of supply/demand, prioritization of ethical issues, and pervasiveness of false claims, but differs in terms of who organizes, which types of strategies are pursued, and how ethical products are framed. The differences stem from several pervasive stigmas about cannabis. I also argue that the stigmas that set cannabis apart from other (more legal sectors) and present challenges to ethical consumerism in cannabis are directly related to the War on Drugs. These insights suggest that prohibition (and its lingering effects) can inhibit the emergence of ethical consumerism.  相似文献

We examine crime that emerges from the global restructuring of agriculture and food systems by employing the case of the Australian “Ship of Death,” whereby nearly 58,000 sheep were stranded at sea for almost 3 months in 2003, violating the Western Australia Animal Welfare Act of 2002. This case demonstrates that the acceleration of transnational trade networks, in the context of agri-food globalization, victimizes animals and constitutes a crime. Herein, we examine this case in depth and show how economic restructuring, driven by a “logic of capital” orientation, can exert pressure on the state causing it to fail to enforce its own regulations and in this way engage in criminal actions. A key focus for agri-food scholars today pertains to emerging “alternative food movements,” particularly their long-term viability, and their potential to induce transitions in our prevailing conventional global agri-food systems. One under-studied element in recent research on sustainability transitions more broadly is the role of disruptive events in the emergence or expansion of these movements. We present the findings of a case study of the effect of a sudden acute food safety crisis—bovine spongiform encephalopathy, or mad cow disease—on alternative beef production in the Province of Alberta, Canada. Employing the conceptual lens of Sustainability Transition Theory, we explore the perspectives of conventional and alternative beef producers, treating alternative beef production as a niche operating within the dominant regime of global industrial agri-business. Three key findings are presented here. First, food safety risks and disruptive events can emerge as a direct consequence of the socio-ecological contradictions embedded in industrial agriculture, representing an opportunity for expansion of agricultural niches. Second, certain features of socio-economic regimes can also contribute to niche emergence, such as an economic system that disenfranchises beef-producing families. Finally, our study highlights the high level of diversity among niche agents and the complex and nuanced nature of their support for the niche.  相似文献

The food sovereignty movement calls for a reversal of the neoliberal globalization of food, toward an alternative development model that supports peasant production for local consumption. The movement holds an ambiguous stance on peasant production for export markets, and clearly prioritizes localized trade. Food sovereignty discourse often simplifies and romanticizes the peasantry—overlooking agrarian class categories and ignoring the interests of export-oriented peasants. Drawing on 8 months of participant observation in the Andean countryside and 85 interviews with indigenous peasant farmers, this paper finds that export markets are viewed as more fair than local markets. The indigenous peasants in this study prefer export trade because it offers a more stable and viable livelihood. Feeding the national population through local market intermediaries, by contrast, is perceived as unfair because of oversupply and low, fluctuating prices. This perspective, from the ground, offers important insight to movement actors and scholars who risk oversimplifying peasant values, interests, and actions.  相似文献

Despite the proliferation of sharing economy initiatives in agri-food systems, the recent literature has still not unravelled what sharing exactly entails from an organizational standpoint. In light of this knowledge gap, this study aims to understand which resources are shared, and how, in a heterogeneous set of sharing economy initiatives in the context of food and agriculture. Specifically, this study compares the organization of various forms of alternative food networks (AFNs), which are recognized to be frugal forms of sharing economy initiatives (i.e., locally based, small-scale and with limited use of information technology), in terms of leadership, bureaucracy, shared resources and participants’ engagement. Data from a comparative case study across 18 AFNs identify five sharing economy models of AFNs with distinctive shared resources and organizational mechanisms: consumer groups; commercial community gardens; as well as network-based, privately owned and publicly owned self-consumption community gardens. These models also display notable differences in terms of their origins, participants’ goals and constraints which, to some extent, may be associated to the nature of their organization. Findings inform policy-makers, AFNs’ leaders and stakeholders—especially those seeking to support innovative models towards sustainable transitions—on how to tailor institutional norms and develop networks to meet the heterogeneous needs of different typologies of sharing economy initiatives in agri-food systems.  相似文献

Multi-stakeholder initiatives (MSI) claim to make production of commodities more socially and environmentally sustainable by regulating their members and through systems of certification. These claims, however, are highly contested. In this article, I examine how actors use MSI regulation with regard to land conflicts with a focus on the Roundtable on Sustainable Palm Oil (RSPO). MSIs are a resource that actors in land conflicts can use to generate evidence that gives them leverage in their negotiations. To do so, actors employ the interrelations between two kinds of land conflict: localized land conflicts between local land users, and disputes between more distant actors over aggregated land-use related to the sustainability of palm oil production. To demonstrate this, I use the notion of assemblage in two case studies from Sumatra, Indonesia. Thinking in terms of assemblage allows the contradictory but interrelated practices that shape MSIs to be understood. In distinct locally embedded processes, actors enact MSIs in contexts of unequal power relations, from which MSI governance emerges. The way in which access to an MSI is distributed among contending actors shapes MSI enactments and thus its governance. The unequal distribution of access to the RSPO results in a governance that favors companies over communities.  相似文献
