Prescribed burning is advocated for the sustainable management of fire-prone ecosystems for its capacity to reduce fuel loads and mitigate large high-intensity wildfires. However, there is a lack of comprehensive field evidence on which to base predictions of the benefits of prescribed burning for meeting either wildfire hazard reduction or conservation goals. Australian eucalypt forests are among the very few forest types in the world where prescribed burning has been practised long enough and at a large enough spatial scale to quantify its effect on the incidence and extent of unplanned fires. Nevertheless even for Australian forests evidence of the effectiveness of prescribed burning remains fragmented and largely unpublished in the scientific literature.  相似文献

Each year, forest fires destroy about 500,000 ha of vegetation in Europe, predominantly in the Mediterranean region. Many large fires are linked to the land transformations that have taken place in the Mediterranean region in recent decades that have increased the risk of forest fires. On the one hand, agricultural fallows and orchards are slowly being colonized by vegetation, and on the other hand, the forest is not sufficiently used, both of which result in increased accumulation of fuel. In addition, urbanization combined with forest extension results in new spatial configurations called “wildland-urban interfaces” (WUI). WUI are commonly defined as “areas where urban areas meet and interact with rural lands, wildland vegetation and forests”. Spatial analyses were performed using a WUI typology based on two intertwined elements, the spatial organization of homes and the structure of fuel vegetation. The organization of the land cover in terms of representativeness, complexity or road density was evaluated for each type of WUI. Results showed that there were significant differences between the types of WUI in the study area. Three indicators (i) “fire ignition density”, derived from the distribution of fire ignition points, (ii) “wildfire density”, derived from the distribution of wildfire area and (iii) “burned area ratio”, derived from the proportion of the burned area to the total study area were then compared with each type of WUI. Assuming that the three indicators correspond to important aspects of fire risk, we showed that, at least in the south of France, WUI are at high risk of wildfire, and that of the different types of wildland-urban interfaces, isolated and scattered WUI were the most at risk. Their main land cover characteristics, i.e. low housing and road densities but a high density of country roads, and the availability of burnable vegetation such as forested stands and shrubland (garrigue) explain the high fire risk. Improving our knowledge of relationships between WUI environments and fire risk should increase the efficiency of wildfire prevention: to this end, suitable prevention actions and communication campaigns targeting the types of WUI at the highest risk are recommended.  相似文献

Successful management of forest fire risk in the Northeastern China boreal forest ecosystem often involves trade-offs between fire dynamics, fire hazard reduction, and fiscal input. We used the LANDIS model to study the effects of alternative fuel reduction strategies on fire dynamics and analyzed cost effectiveness for each fuel reduction strategy based on cost–benefit theory. Five levels of fuel treatment area (2, 4, 6, 8, and 10% for each decade) and two fuel treatment types (prescribed burning [PB] and mechanical treatments in combination with prescribed fire [PR]) under current fire suppression simulated by LANDIS were compared in a 5 × 2 factorial design over a 300-year period. The results showed that PR scenarios are more effective at reducing the occurrence and burn area of catastrophic fires than PB scenarios. In addition, area burned by high intensity fire can be tremendously reduced by increasing low intensity fires with a higher level of treatment area under the various PR scenarios. The cost effectiveness of alternative fuel reduction strategies is strongly dependent on treatment area. In general, PB scenarios will be more cost effective in larger treatment areas and PR scenarios in smaller. We recommend mechanical treatments in combination with prescribed fire, with 4% of landscape treated in each decade (PR04) to be the optimal fuel reduction strategy in the study area based on risk control and cost efficiency analysis. However, the most challenging work in China is to make local forest policy makers and land managers accept the ecological function of fire on forest ecosystems.  相似文献

The protection of people, buildings and infrastructure against natural hazards is one of the key functions of mountain forests. Since the protective function strongly depends on small-scale local conditions such as terrain and stand characteristics, spatially explicit evaluation methods are necessary to provide information required for an effective and cost-efficient forest management. Risk analyses are recognized as the best method for estimating the danger from various natural hazards. Currently, however, risk-based strategies are rarely addressed in the management of protection forest. We present and discuss a risk-based approach to evaluate the protective effect of mountain forests in a spatially explicit manner to demonstrate the advantages of future risk-based protection forest management. We illustrate the approach by performing a GIS-based risk analysis in the case study area ‘Bannwald of Andermatt’ (Switzerland) for a 300-year snow avalanche event. Classifying forest structures based on aerial photographs allowed developing different forest cover scenarios and modeling potential avalanche release areas within the forest. Potential avalanche release areas above the forest and the avalanche run-out distances under five different scenarios of forest cover were calculated by using a two-dimensional avalanche simulation model. We calculated the annual collective risk for each scenario and compared the change in risk to reveal the spatial distribution of the protective effect of the forest. Resulting risks differed strongly between forest cover change scenarios. An enlargement of an existing wind-disturbed area within lower parts of the slope resulted only in a slight increase of risk. In contrast, the effect of an unforested area in the upper parts of the observed forest more than doubled the risk. These results show how a risk-based approach can help to quantify and illustrate the impact of differences in forest cover on the protective effect of mountain forests. It is a promising approach to determine the economic value of protection forests and thus provide quantitative and qualitative information for cost-efficient forest maintenance planning. With regard to the achievements of research to date, the presented approach may serve as a valuable method to support decision-making in a future protection forest management.  相似文献

Understorey condition scoring is a rapid assessment field technique for appraising and delimiting the various stages of ecological and structural decline in fire-degraded, lowland, tropical moist forest. The scoring system is designed to be incorporated into stock survey. It is simple and consistent, with only minimal time and labour requirements. The degree of degradation is assessed from the vegetation structure contained within the first 2 m of the stand's vertical profile and is assigned to one of six categories. Sample plots of 20 m radius are used to distinguish localised, degraded areas from natural forest chablis and a high sampling intensity is employed to enable accurate mapping of the forest condition. Establishing the spatial extent and degree of degradation facilitates a more appropriate determination of the allowable cut at the sub-compartmental level, thereby affording protection to affected areas of forest against further ecological and structural deterioration. In addition, the system can be used for long-term condition monitoring and targeting dry-season fire-control operations.  相似文献

Population viability risk management (PVRM) provides a framework for explicitly including qualitative information about the possible outcomes of a management decision with regard to the viability of an endangered population in conservation management. Multi-criteria decision-making (MCDM) techniques enables managers to select the most preferred choice of action in a context where several criteria apply simultaneously. In that context a combined approach of the PVRM concept and a MCDM technique is presented for the development, evaluation and finally ranking of the in situ conservation strategies. We discuss the concept based on a case study for the maintenance of a gene conservation forest of an English yew population (Taxus baccata L.) in Styria, Austria. As part of the PVRM the analytic hierarchy process (AHP) is used to evaluate six conservation strategies with regard to the viability of the yew population. The viability of the population is evaluated based on the results of an analysis of the current environmental, social and economical state and a characterization of the ecological parameters of its population. The most significant risk factors (illegal cutting, browsing by game, tree competition, light availability and genetic sustainability) are structured and prioritised according to their impact on the viability of the yew population applying the AHP. Effects of the six conservation strategies on the viability of the yew population are determined through a qualitative assessment of the probability of a decrease of the population along with four different environmental scenarios. In this context strategy IV combining selective thinning, protection measures, game control with public relation activities seems to be the most effective alternative. The benefits of the combined approach of the PVRM concept with the AHP for the rational analysis of conservation strategies for this endangered tree species are discussed.  相似文献

In this study, we identified the distribution characteristics of a mixed forest of coniferous and broad-leaved trees (a typical forest type in Hokkaido, Japan) using landscape metrics and topographic factors, and attempted to apply this knowledge to examine forest management. This approach provides a new perspective (i.e., the landscape structure) on forest management, which traditionally has been determined on the basis of individual forest stands. We first created a cover type map of the study area by means of aerial photo interpretation. The characteristics of each cover type identified from the photographs were determined using landscape metrics for each cover class. We digitized a forest administrative map (1:20,000 scale) using 20-m contours, and imported this into GIS software to produce a terrain model; on this model, we overlaid the cover types. Our examination of landscape metrics showed that most of the natural forest could be managed similarly. However, our examination of topographic characteristics revealed exceptions (e.g., areas that are difficult to regenerate) that will require particular attention when managing the natural forest. Based on the information we obtained, we proposed a guideline for sustainable forest management. From the land cover map, we proposed an “improved” cover type map to illustrate the development of a high growing stock of forest based on forest management. We compared the current cover map with the “improved” cover map and demonstrated that the improved form would have more significant effects on fauna that do not recognize differences in the proportion of the dominant species types than on those that can recognize these differences. Our results show how the information obtained using landscape metrics and terrain models is an essential tool for various stages of forest management planning.  相似文献

Damage to conifer seedlings caused by the pine weevil, Hylobius abietis, was estimated within eighty-two forest sites in Northern Ireland. A wide range of environmental variables were compared with the variation in damage between study sites using multiple logistic regression. Although 45 explanatory variables were considered only four were identified as significant within the final model. The four variables were the size of the planted area, the age of the planting, whether the majority of seedlings were self-seeded or planted, and if the site had been previously planted or was a newly planted area. The identification of these four variables indicates that it is possible to build a model identifying areas at risk to weevil damage. Further, although three of the factors have been recognised as significant influences on weevil damage for some time, they still remain important variables within British Isles forestry, suggesting that there is further scope for more precise targeting of weevil control measures.  相似文献
