服务型政府以“公民本位、社会本位”为价值取向;电子政务以“为公民、为社会提供更方便、更快捷的服务”为宗旨,二者的共同理想决定了电子政务将成为建设服务型政府模式的推进器。     

The role of ocular muscle proprioception in visual localization of targets

The role of ocular muscle proprioception in the localization of visual targets has been investigated in normal humans by deviating one eye to create an experimental strabismus. The passively deviated eye was covered and the other eye viewed the target. With a hand-pointing task, targets were systematically mislocalized in the direction of the deviated nonviewing eye. A 4- to 6-degree error resulted when the nonviewing eye was offset 30 degrees from straight ahead. When the eye was deviated, the perceived "straight-ahead" was also displaced, by a similar amount, in the same direction. Since the efferent motor commands to the displaced and to the nondisplaced eyes are presumably identical by the law of equal innervation, the mislocalization of visual objects must be attributed to the change in proprioceptive information issued from the nonviewing, deviated eye. Thus proprioception contributes to the localization of objects in space.     

湖南农产品加工业发展战略研究

湖南农产品加工业产值占轻工业总产值的80％，农业和农产品加工业总产值占全省经济总产出的30％，农产品加工业创造的税收，占全省税收总额的80％，对农民收入的贡献率约20％，已成为湖南经济发展新的增长点和新兴的战略产业。但发展速度大大落后于全国和中部地区平均水平，也大大落后于本省农业的发展，存在诸多制约因素。目前湖南已处于发展农产品加工业的战略机遇期，审时度势，要有新的发展战略思路。按照中央经济工作会议提出的“大力发展循环经济”的新方针，在湖南发展农产品加工业循环经济具有更大的紧迫性和优越性，实施循环经济发展战略要树立“大循环、大农业、大加工、大产业”的新观念，建设农产品加工业产业集群，促进实现农业增值、农民增收、城乡统筹发展、全面建设小康社会的战略目标，围绕战略目标，必须采取新的战略措施。

From pedigree cats to fluffy-bunnies

We consider two distinct classes of quantum mechanical entanglement. The first "pedigree" class consists of delicate highly entangled states, which hold great potential for use in future quantum technologies. By focusing on Schrodinger cat states, we demonstrate not only the possibilities these states hold but also the difficulties they present. The second "fluffy-bunny" class is made up of robust states that arise naturally as a result of measurements and interactions between particles. This class of entanglement may be responsible for the classical-like world we see around us.

"东亚书院与儒学国际研讨会"会议综述

"东亚书院与儒学国际研讨会"在湖南大学岳麓书院成功举办。这次会议以多学科、多视角、新方法研究为特点,来自海内外的专家学者围绕书院本身、书院与儒学的关系、韩国书院研究三个主要方面展开学术交流。对韩国书院的研究是这次会议的亮点,而对中外书院的比较研究将成为以后书院研究努力的方向。     

猴痘病毒荧光定量PCR检测方法的建立

根据GenBank发表的猴痘病毒(AF380138)F3L基因全序列,设计并合成了引物和TaqMan、MGB探针,建立了F3L基因的荧光定量PCR检测方法.应用该方法可从人工合成的猴痘病毒F3L基因片段(48048～48 509 bp)扩增典型的"S"型曲线,25 μL反应体系检测灵敏度可达68拷贝,但不能从鸡痘、山羊痘等病毒中扩增出相应的扩增曲线.结论:本方法可快速、敏感、特异地检测猴痘病毒.     

Diversity of interaction types and ecological community stability

Ecological theory predicts that a complex community formed by a number of species is inherently unstable, guiding ecologists to identify what maintains species diversity in nature. Earlier studies often assumed a community with only one interaction type, either an antagonistic, competitive, or mutualistic interaction, leaving open the question of what the diversity of interaction types contributes to the community maintenance. We show theoretically that the multiple interaction types might hold the key to understanding community dynamics. A moderate mixture of antagonistic and mutualistic interactions can stabilize population dynamics. Furthermore, increasing complexity leads to increased stability in a "hybrid" community. We hypothesize that the diversity of species and interaction types may be the essential element of biodiversity that maintains ecological communities.

在史料的基础上进行逻辑分析,提出梅州命名来源路径为"梅花—梅溪—梅口—梅州";依史实否定"梅鋗说",并指出梅鋗与梅花的关联;"嘉应州"的名字也与"梅"相关。激励人们发扬梅花精神,建设美好梅州。

农业水费征收存在的问题探讨——以江苏省D县为例

通过对江苏省D县农业水费征收标准制定、执行和监督3个层面的调查发现,在收费标准上地方水管部门根据自身利益重新解读了上级制定的收费标准;社会改革让水管部门失去了地方基层组织和行政力量的支持,直接面对大量的"原子化"农民;缺乏有效的制度来遏止用水户"搭便车"的投机行为,多方因素的交互影响使农业水费征收变得更加困难,因此,处理好这3个层面的问题成为解决农业水费征收困境的关键所在。     

Sequencing the erbA gene of avian erythroblastosis virus reveals a new type of oncogene

Avian erythroblastosis virus (AEV) contains two distinct oncogenes, erbA and erbB . The erbB oncogene, which is homologous to a portion of the epidermal growth factor receptor, is related to the src family of oncogenes and efficiently transforms erythroblasts, whereas erbA potentiates the effects of erbB by blocking the differentiation of erythroblasts at an immature stage. This "potentiator" was sequenced; the amino acid sequence deduced from it was clearly different from the sequences of other known oncogene products and was related to carbonic anhydrases. These enzymes participate in the transport of carbon dioxide by erythrocytes, the precursors of which are main targets of avian erythroblastosis virus. A src-related oncogene such as erbB in synergy with an activated specific cell-derived gene such as erbA can profoundly affect early erythroid differentiation.     

西南林学院校园中心绿地艺园景观设计

在相关景观生态及规划设计理论的指导下,结合西南林学院的发展需要及各项目标,对校园中面积约为6 841 m2的一块绿地进行了景观设计.将该绿地命名为"艺园",以表现人的情感、品质的"德"、"信"、"达"、"智"、"谦"、"毅"等"六艺",并以此为主题设计了艺园中的6个主要景观节点.     

农村地区地方权力结构的当代变迁——以江西省鄱阳县管驿前村的治理为例

随着当代农村村民自治政策在广大地区展开,村落中普遍开展了以直选为基础的治理模式,而民主选举尚无法化解原有的权力形式。以20 世纪初以来农村地方权力形成为例,认为除了国家权力外,农村地区的地方势力仍然发挥着一定作用,地方精英也掌握着话语权力,当代乡村治理呈现了多元权力相互作用的复杂格局。村委会作为乡镇的派出机构,其政治性功能相应淡化,经济和管理作用逐渐凸显曰地方民间组织和团体则以其文化网络为依托,因其广泛的团结性而成为地方保护的代表。若将广大农村地区的权力形式简化为“国家”与“地方”的二元格局,两者之间的关系随时代而发生相应地变化,在经历了统一、冲突阶段之后,当代的农村治理呈现出国家与地方之间谋求合作的状态。     

论玉米高产育种中几个问题的辩证关系

本文在实验研究和调查分析的基础上,从总结目前玉米高产育种和栽培技术的成功经验出发,论证了玉米高产育种中几个问题的辩证关系。结合株型育种提出了群体的“库”“源”概念及作用类型,以区别于单株的“库”源”分析法;探讨了今后应加强的工作和不同育种方案中的主攻方向。其中包括:1.国外种质在本省推广的玉米杂交种中占57.6%,在高产育种中起着举足轻重的作用,今后应采用直接利用与基础研究结合开发的方法;2.在良种与优化栽培的关系上主张库和源的关系与经济系数和生物产量关系相协调。     

Major biocontrol of plant tumors targets tRNA synthetase

Crops can be devastated by pathogenic strains of Agrobacterium tumefaciens that cause crown gall tumors. This devastation can be prevented by the nonpathogenic biocontrol agent A. radiobacter K84, which prevents disease by production of the "Trojan horse" toxin agrocin 84, which is specifically imported into tumorgenic A. tumefaciens strains to cause cell death. We demonstrate that this biocontrol agent targets A. tumefaciens leucyl-tRNA synthetase (LeuRS), an essential enzyme for cell viability, while the agent itself survives by having a second, self-protective copy of the synthetase. In principle, this strategy from nature could be applied to other crop diseases by direct intervention.
