Abstract: Notwithstanding the existence of considerable intra‐regional trade, the Asia‐Pacific region was slow to catch onto the concept and phenomenon of regionalism. Not many regional integration arrangements were created in the region and the ones that were created did not go far. Over the preceding three‐and‐a‐half decades, the high performing Asian economies adopted outward‐oriented strategies, promoting brisk trade expansion trade and foreign investment. Asia‐Pacific regionalism was essentially market‐led and uninstitutionalised. Regional production networks were the consequence of market‐led economic dynamics in the region. Large corporations, including transnationals, contributed to the growth of a pan‐Asian industrialisation process and trade expansion. This scenario underwent a transformation in the 1990s, particularly during the Asian crisis of 1997–98. Conscious economic and monetary co‐operation with institutional support increased considerably. Asia‐Pacific economies are more committed to regionalism – both economically and institutionally – now than ever before.  相似文献

Abstract: The rapid transformation of Asian societies and landscapes, especially since the mid‐1990s, has engendered much conjecture of the ‘Asian renaissance’ and the rise of a ‘New Asia’. This Special Edition of Asia Pacific Viewpoint explores the intersecting themes of ‘urban place’, ‘social memory’ and ‘cultural identity’ in the articulation of and contestation towards New Asia. Specifically, the six articles here offer various interpretations of New Asia – as tourism marketing tool, political vision and social identity – and the politics involved in urban, tourism and cultural development. From colonial hotels in key South‐East Asian cities to the historic waterfront of Singapore; from festivals and rituals in Hong Kong, Hoi An (Vietnam) and Penang (Malaysia) to the clash of cultural values in Manggarai (Indonesia), ‘selective remembering’ and ‘ideological forgetting’ are central to the construction of New Asian identities. Ultimately, this Special Edition hopes to provoke continuing discussions on the rhetoric of New Asia and its imaginative and contested geographies, sociologies and histories.  相似文献

Abstract: Drawing on Harold Brookfield's seminal interventions on intensification and disintensification in tropical agriculture, the paper argues that a de‐linking of poverty and livelihoods in rural areas from farming and agricultural resources is occurring in rural South‐East Asia. This is often driven as much by changes in lifestyles and life views than by economic and environmental imperatives. The paper proposes that farming is in the process of losing its resonance and significance for the rural poor. Emerging patterns of change in the South‐East Asian countryside are used to construct a generalised framework of agrarian transition where the current trend towards pluriactivity is likely to be replaced by a mixed landscape of agrarian entrepreneurs, neopeasants and remnant smallholders. The paper concludes by reflecting on the implications of this trajectory for understanding poverty and pro‐poor interventions in the countryside.  相似文献

Abstract: Asia‐Pacific cities are experiencing substantial environmental problems, which require innovative policy approaches. One newly emergent policy strand is that of ‘sustainable consumption’. This approach aims to reduce environmental degradation by encouraging all consumers to adopt more environmentally friendly modes of behaviour, especially those living in congested and environmentally degraded urban areas. Although a promising initiative, significant conceptual and practical problems exist with sustainable consumption's current policy framework. However, rather than abandon the idea completely, consumption should become central to researching environmental issues in Asia‐Pacific cities. Here, a ‘political ecology’ approach frames all forms of consumption as revealing political, economic and cultural practices and modes of distributions that give rise to current unsustainable outcomes. Through in‐depth examinations of current forms of consumption, this approach aims to offer a challenging perspective for future research into Asia‐Pacific urban environmental problems.  相似文献

State socialist nationalization policies in the 1980s severely impacted the ethnic Turkish and Muslim regions of Bulgaria, while neo‐liberal economic strategies have subsequently further deepened their economic crisis. This paper focuses on the ways in which policies of regional economic marginalization, cultural assimilation, and population expulsion have deeply marked the people and places of the Kurdajli region of southeastern Bulgaria. The paper shows how mass unemployment arose quickly after 1989 as a result of the closure of branch‐plants, and assesses the role of social networks and non‐capitalist economic practices in the Muslim communities during this period of economic immiseration. The paper shows how these legacies of state policy and social practice have provided flexible opportunities for the resurgence of apparel assembly for export, referred to locally as ‘Klondike capitalism’. The paper concludes with a discussion of the extent to which the history of violence has influenced the processes of internationalization in the region, and how we are to think about the relationship between regional mass unemployment and sectorally specific industrial revitalization.  相似文献

Abstract: This article examines the renovation and commercial re‐launch in the 1990s of some of the grand hotels built in South‐East Asia during the high colonial era (1880s–1910s) and their social construction as historic monuments. The analysis focuses on architectural enhancement and discursive authentication as the key practices whereby the semblance of historic authenticity is bestowed on these hotels and made available as nostalgia to consumers. The article also considers whether renovated colonial hotels should be regarded as sites of consumption or as emerging ‘mnemonic sites’, filling in the vacuum caused by the progressive obliteration of ‘mnemonic environments’ in South‐East Asia's urban landscape.  相似文献

This paper analyses the major determinants of long‐ and short‐run labour productivity evolution for Chinese provinces between 1978 and 2010. The role played by openness to trade and foreign direct investment (FDI) constitutes the main focus of this analysis. From a methodological perspective, our main contribution is the inclusion of spatial effects into a dynamic error correction modelling framework. The results show that, in addition to domestic factors such as investment intensity and infrastructure use, trade openness and inward FDI also exert a direct impact on labour productivity. Furthermore, the geographical environment has a strong indirect influence on productivity: The more a region is surrounded by high‐productive regions with good infrastructure and linkages to the world economy, the higher are its productivity level and growth rate. The magnitude of these impacts varies by spatial regime (coastal, interior provinces) and time period in focus. Especially in the recent past, trade and FDI activity appear to be increasingly important drivers of regional productivity evolution, both for coastal and interior regions. These findings have important policy implications: In order to fully exploit the benefits from such spillovers, coordinated industrial policies which foster regional complementarities and support the free movement of production factors across regional borders are crucial.  相似文献

Abstract: With the increase of global integration, the peri‐urban area (PUA) of megacities in Asia has become a favourite destination for foreign direct investment (FDI). This paper uses the PUA of Shanghai as a case study to investigate the impact of global forces on the urban expansion of the city, and the link between urban growth and sustainable development in this mega‐urban context. Shanghai has grown impressively during the past two decades in terms of economic and physical transformation. Much of this transformation has rested on the unbridled exploitation of land and other environmental resources in its peri‐urban area. This is characterised by the designation of development zones and the concentration of manufacturing FDI, resulting in dispersed growth and environmental degradation. The disruption of the physical environment, combined with the concentration of the urban poor in these areas (in particular ‘temporary migrants’), has turned the PUA into a potential crisis point threatening the social and economic development of the city.  相似文献

In this research note, I expand the discussion on multicultural policies in East Asia by proposing the concept of ‘geopolitical multiculturalism’. It describes that the receiving state promotes multiculturalism or pro-immigrant programmes and discourses to enhance the nation's global standing, regional importance, economic development, and geopolitical security. East Asian countries serve as illustrative examples of this concept, as their substantial immigrant populations are relatively recent, and the development of multicultural programmes is closely tied to international influence. I will first elaborate on three approaches to geopolitical multiculturalism, followed by a detailed analysis of Taiwan's case, including the recent implementation of the New Southbound Policy. I draw conclusions regarding the implications and potential applications of this concept for future research.  相似文献

Cyberjaya is one of a long line of aspiring science and technology parks in the Asia‐Pacific region that have attempted to create a successful technopole, and in doing so become the ‘Silicon Valley of Asia’. The paper attends to the place‐making strategies through which Cyberjaya was positioned as a new ‘global hub’ for information communication technology and multimedia industries, framed as an extremely ‘sticky place’ (Markusen, 1996). That is, a place within a global economic system where local skills, infrastructure and capital attracts and makes research and development and corporate headquarters reluctant to leave. The paper considers that despite considerable infrastructural investment and state‐led urban boosterism to ‘sell’ Cyberjaya to prospective investors, more than 10 years after its completion in 1999 the development has become little more than a zone of disconnected business process outsourcing industries comprising low value‐added outsourcing activities.  相似文献

This study analyzes the evolution of China’s regional inequalities during the reform period of 1978–1998 based on three geographical scales, both output and livelihood indicators of economic well‐being and three measures of inequality. The results indicate that interprovincial and regional inequalities declined between 1978 and 1990, but have widened steadily since 1990. Urban‐rural disparity diminished before 1984, then experienced a decade‐long surge afterwards to peak in 1994 at a much higher level and since 1994, it has been declining again. The levels of regional inequalities in China appear to be sensitive to changes in government development strategies and regional policies. Differential growth of the provincial economies shaped by the coast‐oriented and urban‐biased development strategies as well as selective open‐door policy implemented by the Chinese government after the reform is the key to understanding the wax and wane in China’s regional inequalities. This paper discusses the factors that account for the changing regional inequalities in post‐reform China and argues that government policies are likely to continue to influence the future trajectories of inequality change.  相似文献

This paper explores China’s in situ urbanisation and its implications for the paradigm of extended metropolitan areas. Based on preliminary results of the 2000 census, field surveys and interviews, government statistics and documents, and direct observation in Fujian Province of China, a region without much influence of mega‐cities, the analysis shows that in situ urbanisation resulting from the transformation of rural settlements has played an important role since the 1980s. The paper examines major factors contributing to the process of in situ urbanisation, especially the development of township and village enterprises, government policies and foreign investment. Some underlying conditions, such as local historical and geographical conditions and cultural characteristics, high population density and improvement in transport and communications, are also discussed, and the future prospect of the urbanisation pattern in the context of local economic restructuring and urbanisation strategies in the new century is gauged. The paper also assesses the relevance of the paradigm of extended metropolitan areas to the urbanisation pattern, and suggests the need for a conceptual framework focusing on the urbanisation process resulting from bottom‐up rural developments.  相似文献

In this new age of globalization, regions attempt to attract foreign direct investment (FDI) in order to achieve regionally balanced development. We revisit existing theories of regional development and FDI by analyzing recent data sets on FDI, employment, and trade in China, Southeast Asia, and South Asia. Using Chinese provincial data in 2004, 2008, and 2013 and applying panel estimations, our econometric results demonstrate that FDI remarkably influenced the concentration of employment in manufacturing, financial, and business services industries within the three Chinese macro-regions. We also find that FDI is ever transient, always moving away from high-cost to low-cost production bases across different regions. This transient nature of FDI is spatially selective and biased, and not able to generate the trickle-down effects to other neighboring regions. That is why FDI recently moved from China to Southeast and South Asia rather than from its coastal to inland regions. Furthermore, we show that this nature of FDI generally leads to polarization development for regions. As a synthesis or extension of the existing theories, we propose a leapfrog polarization pattern and strategy for vast developing countries in considering their regional development strategies.  相似文献

Mega‐city regions (MCRs) have emerged as the main spatial form of China's new urbanization strategy and become the basic spatial units participating in global and regional competition. However, MCRs are not equally capable of boosting regional economic development due to their different levels of development. Therefore, this paper adopts the concept of competitiveness as both a theoretical framework and an empirical model to evaluate the development status of China's MCRs. Based on a review of the existing literature, this paper proposes a multi‐tier evaluation system to calculate the competitiveness of 13 MCRs. The chosen indicators come from the six perspectives of economic development, human resources, infrastructural accessibility, integration into the global economy, capacity for scientific and technological innovation, and sustainable development. The results show that there are great disparities and regional inequalities in competitiveness across different MCRs. The Yangtze River Delta, Pearl River Delta, and Beijing–Tianjin–Tangshan MCRs are the first‐tier MCRs with the highest levels of development and have significant global influence as well. Chengdu–Chongqing, Shandong Peninsula, South‐central Liaoning, and Wuhan belong to the second‐tier of MCRs that show partial advantages and have significant regional influence. The remaining regions belong to the third‐ or fourth‐tier of MCRs that have relatively weak competitiveness. The competitiveness of MCRs largely depends on the concentration of core elements in core cities.  相似文献

Abstract: In 2002, China surpassed the USA to become the world's largest foreign investment destination. Many Chinese cities, especially those along the coast, have become hot spots for Foreign Direct Investment (FDI). The urban development of these Chinese cities, as in most market societies, has increasingly depended upon their global connections. However, it is unclear to what degree the governments of these cities are able to influence the decisions of foreign investors. This paper uses Shenzhen city as a case study to examine how multi‐nationals’ spatial and sectoral patterns have been changed over time and to what degree the local government has been able to influence multinationals’ locational and sectoral selection. It is concluded that Shenzhen has managed to create a strategy to maximise its ability to benefit from global economic forces and to attract multinational manufacturers in the locality, and particularly in increasing its target sector of technology‐intensive industry. This case study demonstrates the importance of a strong city government in managing growth and reacting decisively to globalisation.  相似文献

Although economically interdependent, political rivalry between Japan and China have brought about the inability of the Association of Southeast Asian Nations Plus Three (APT) process to transform itself into an East Asia Summit (EAS) as originally envisioned. The existence of the APT and the EAS as two separate entities not only reflected the politico‐security rivalry between the two neighbours but more importantly affected the direction and progress of East Asian regionalism as a whole. Aiming to provide a historical account of the EAS process and examine Japan's role in the development of the EAS framework, this paper argues that Japan has put greater attention on the EAS and made numerous unilateral initiatives to develop it. While Japan does not seek ultimate power, it considers the EAS as an excellent opportunity to: (i) raise its influence in the region vis‐à‐vis China; (ii) elevate the status of the EAS in region‐building and (iii) check Chinese advances by fulfilling its long‐held policy of having other Asia Pacific countries, primarily Australia and New Zealand, join. Nevertheless, the decision to expand the EAS to include the USA and Russia will have some adverse effects on Japan's unilateral ambitions and the furtherance of regionalisation processes.  相似文献

This paper investigates the adaptation processes with reference to the narrative analysis of human–environment interactions in the Vietnamese Mekong Delta. From the political ecology perspective, it focuses on the discourses of the power relationships embedded within the ‘state‐society‐flood’ nexus over the course of its ‘opening‐up and closing‐off’ processes (e.g. excavating large‐scale canals for human settlements and agricultural expansion (opening‐up) and human interventions into natural systems through water control structures (closing‐off)). Drawing on empirical data gathered from 33 interviews and nine focus group discussions in three study areas and relevant literature, the paper argues that human interactions with the flood environments are intertwined with adjustments of adaptation patterns as evidenced through three periods: free adaptation (pre‐1975), transitional adaptation (1976–2010) and forced adaptation (after 2010). These processes have witnessed a gradual power shift in the ‘state‐society’ relations in manipulating floods, which moves from the top‐down towards a more collaborative fashion. By unravelling the political ecology of the ‘state‐society‐flood’ nexus, this paper exhibits the skewed development in the delta, which is largely bound to short‐term development planning to prioritise local socio‐economic and political objectives. The paper contributes important policy implications for achieving socially just and environmentally sustainable development in the delta.  相似文献

This paper looks at the factors driving regional growth in Mexico, paying special attention to the potentially growth‐enhancing role of innovation and innovation policy. The analysis combines innovation variables with indicators linked to the formation of adequate social conditions for innovation (the social filter), and spillovers for 31 Mexican states and the Mexico City capital district (the Distrito Federal) during the period 2000–2010. The results indicate that regional economic growth across Mexican states stems from direct investment in research and development (R&D) in areas with favorable social filters and which can benefit not only from knowledge spillovers, but also from being surrounded by rich neighbors with good social conditions. The results stress that, although Mexican innovation policy has been relatively well targeted in order to generate greater economic growth, its relatively modest size may have undermined the attainment of its main objectives.  相似文献

This paper explores the effects of different representations of informal economies in Third World settings. Both the neoclassical and political economy approaches have represented the informal economy as a transient entity, and the non‐capitalist practices it comprises as being remnant economic forms, or as already capitalist. Mainstream development discourse (that reflects the neoliberal paradigm) continues to ignore the value and potential of non‐capitalist practices and to represent them as inconsequential to development outcomes. Meanwhile contemporary livelihood studies across the social sciences have documented the continuing vibrancy of different and hybrid economic forms in the Asia Pacific. In this paper, I use a diverse‐economies approach to explore the complexities of the village economy of Oelua in Rote, in the so‐called lagging region of Eastern Indonesia. Drawing on anti‐essentialist Marxist theory in economic geography, I describe the multiple, locally specific and coexisting practices that comprise Oelua's diverse economy, which include distributions of surplus labour to promote social and economic well‐being. I argue that recognising informal village economies as an important development resource could begin a process of building diverse development trajectories in Eastern Indonesia, complementing mainstream development proposals to attract foreign direct investment, shore up development assistance and source out‐migration.  相似文献
