Forests in north-eastern New South Wales have often been the focus of controversy. The tension between production and preservation continues and hampers current negotiations for a code of practice for private native forestry. The structure of many private forests reflects past mismanagement, and silvicultural intervention would benefit both conservation and production objectives, but such intervention is rarely financially viable. This paper sets out the economic and ecological basis for private native forestry. Both the timber industry and nature-based tourism are major contributors to the local economy, and both rely in part on private native forests. Draft regulations currently under negotiation do not offer incentives for improved private forest management.

Until recently the focus of forestry regulations in New South Wales (NSW) was on public rather than private lands. This paper describes the process of developing legislation to control where and how private native forestry takes place. To date, the lead agency in attempting to formulate a clear policy has been the Department of Natural Resources. First, through a series of committee meetings of representatives of key stakeholder groups, a draft private native forestry code was devised and was released for public comment. After a period of intense negative reaction from both those in favour of continuing timber production in native forests and those in favour of requiring that private lands be managed as nature reserves, the draft code was withdrawn and a government-appointed committee then began again the process of drawing up a code acceptable to most stakeholders.  相似文献

Understanding the changes occurring within the forestry sector is complicated by socio-economic and demographic changes within rural communities - sometimes in areas where commercial forestry has a long tradition. These changes in some rural communities, particularly coastal New South Wales, appear significant for forestry because land ownership and management are increasingly disconnected from the traditional agricultural land use. There is an increasing population of landowners in ‘lifestyle’ landscapes who do not appear primarily driven by maximising the profitability of farming. The shift from ‘production’ to ‘lifestyle’ landscapes also reflects a transition in community expectations for forestry - a profound change that is likely to require quite different approaches to management. Landholders may be more likely to be interested in forestry with multiple values, including both timber products and environmental services. Furthermore, well-managed native forests that are integrated into individual properties and wider landscapes, may increase the market value of the property, representing a prudent business investment. This paper presents a method for analysing the relationship between rural land values and the estimated agricultural value of typical farms in a number of localities in New South Wales, as a means of interpreting the underlying social values of landholders. It is argued that such analysis can be helpful in identifying changes in community values as a signal that approaches to private native forestry may also need to change to accommodate the aspirations of ‘lifestyle’ landholders, who may value the aesthetics of native forests more highly than timber production.  相似文献

With the implementation of a new legal framework for more responsible forest management in Peru, private small-medium forest enterprises (SMFEs) have become the most important social actors engaged in commercial forestry in the Peruvian Amazon. Despite the role of SMFEs in contributing to employment and local economic growth, there is little information with respect to their economic performance and capacities. This is a hindrance to efforts aimed at better characterizing this important sector and its influence on the development and conservation of tropical forests. For this study, 29 private SMFEs were surveyed to inventory their capital assets in order to evaluate their capacities to carry out timber management. Results indicate that SMFEs vary greatly in terms of their produced and natural capital assets, and consequently in their forest management capabilities as well. While most SMFEs lack adequate capacity for sustainable forest management, those that had more valuable timber resources and physical infrastructure attained forest certification. SMFE capacities depend greatly on external mechanisms to ensure consistent technical and financial assistance.  相似文献

Tropical forests could satisfy multiple demands for goods and services both for present and future generations. Yet integrated approaches to natural forest management remain elusive across the tropics. In this paper we examine one combination of uses: selective harvesting of timber and non-timber forest product (NTFP) extraction. We analyze the current status of this combination and speculate on prospects and challenges regarding: (i) resource inventory, (ii) ecology and silviculture, (iii) conflict in the use of multipurpose tree species, (iv) wildlife conservation and use, (v) tenure, and (vi) product certification. Our conclusions remain preliminary due to the relative paucity of published studies and lessons learned on what has worked and what has not in the context of integrated management for timber and NTFPs. We propose at least three ways where further research is merited. One, in improving ‘opportunistic’ situations driven by selective timber harvesting that also enhance NTFP values. Two, to explicitly enhance both timber and NTFP values through targeted management interventions. Three, to explicitly assess biophysical, social, regulatory and institutional aspects so that combined benefits are maximized. Interventions for enhancing the compatibility of timber and NTFP extraction must be scaled in relation to the size of the area being managed, applied timber harvesting intensities, and the dynamics of multi-actor, forest partnerships (e.g., between the private sector and local communities). In addition, training and education issues may have to be re-crafted with multiple-use management approaches inserted into tropical forestry curricula.  相似文献

Australia's native forests are predominantly Crown land, managed by the States. Regional Forest Agreements between four of the States and the Federal Government (1997–2001) resulted in a 36% increase in the area of conservation reserves and a 15% decrease in area of multiple-use (including timber harvesting) forests. The limited acceptance of timber harvesting in native forests, together with the rapid expansion of hardwood plantations, has diverted research focus away from native forests. Recent events including a prolonged drought and two forest fires totaling more than 3 million ha should have stimulated research in native forests on the effects of fire on ecosystem processes, on the management of fire and on management of water catchments; fires, far more than logging, are shaping our native forests in recent times. In particular, the use of prescribed fire to reduce fuels has decreased. We argue that Australian research effort in native eucalypt forests is lacking in two key areas – the effects of fire on carbon storage in forests and soils, and on the management of water yield from forested catchments. The results of forest research are variously published in the scientific journals, and increasingly in consultancy reports to governments or a to a range of organizations and industries. The question of who does the harnessing of knowledge coming from the science of forest ecology is compounded by constant changes in both political and management arrangements. If forest science is to assume a greater role in politics and forest management in Australia, scientists must enter the foray, using the fighting words of politics rather than maintaining the protective mantle of neutrality. With research in native forests being continually downgraded at both State and Federal levels, we take a somewhat less than optimistic view about how well ecological sciences will be harnessed in the service of forest stewardship and sustainability in Australia.  相似文献

Widespread commercial harvesting of wild edible mushrooms from the forests of the Pacific Northwest United States (PNW-US) began 10–15 years ago. A large proportion of suitable forest habitat in this region is managed by the Forest Service (US Department of Agriculture) and Bureau of Land Management (US Department of the Interior). These lands are managed under an ecosystem management philosophy that entails multiple-use, sustainable forest product harvesting, resource monitoring, public participation in forest management issues, and holistic planning. Managing the harvest of edible mushrooms engages every aspect of this management philosophy. We examine a variety of issues raised by mushroom harvesting and how these issues interact with forest ecosystem management choices. We discuss regulations currently being used by managers to conserve the mushroom resource while further information is gathered, unique challenges and considerations inherent to sampling fungi, and current research and monitoring activities in the Pacific Northwest. Although current scientific evidence suggests that harvesting likely will not harm the resource in the short term, no statistically-based monitoring information exists about the cumulative impacts of intensive and widespread commercial harvesting over long-time periods. We outline a three pronged approach to long-term monitoring of the resource: (1) tracking harvest quantities in areas with intense commercial harvests; (2) sampling productivity in areas with no mushroom or timber harvests; and (3) conducting research to model the relations between forest management and mushroom productivity. Public participation and a broad collaboration among public land management agencies, private forest landowners, forest managers, researchers, and research organizations will make this approach cost effective and the results widely applicable.  相似文献

With large areas of public native forests now converted into National Parks and unavailable for timber harvest, private native forests (PNF) in New South Wales (NSW) are becoming increasingly important in providing timber for the wood processing industry. At the same time, there is increasing interest in the role that these private forests play in providing and maintaining habitat for wildlife. Historically, timber production from these forests has been opportunistic, with little or no silviculture to maintain wood production potential. Market circumstances and policy settings have not favoured sound silvicultural practice, generating an exploitative and short-term view of the timber resource to maximise short-term returns. This has occurred at a time when these forests are an important and increasing source of log supply to industry. This paper discusses payment of biodiversity credits (incentives) to improve both environmental management and timber production outcomes, and examines the findings of some recent studies on the ‘sustainability’ of PNF. Willingness-to-pay (WTP) and willingness-to-supply studies reveal a disparity between the demand and supply prices for biodiversity and habitat ‘services’ in many cases. Recent ‘sustainability’ studies indicate forestry operations are relatively benign in their impacts on biodiversity, compared to other land uses. However, in the absence of increased financial returns from PNF and in the face of increased public demand for greater environmental outcomes, there seems little alternative to meeting the competing demands of biodiversity and timber production than to implement a system of incentive payments which reward sound private forest management for a multiplicity of objectives.

The U.S. South contains nearly one-third of the nation’s forests and 40% of its productive timberland. This makes the southern U.S. an important part of the wood supply chain. In South Carolina, family forests cover 55% of the 13 million acres of forestland, and contribute significantly to the annual timber harvest volume. However, not all family forest owners are engaged in forest management activities. To better understand the needs and behaviors of family forest owners that are actively engaged in forest management an online survey was developed and sent to family forest owners that actively seek the help of extension agents. Results of a latent-class analysis of survey responses showed that there are three distinct groups of family forest owners that engage with extension agents: hands-on timber managers, hands-off timber managers, and multiple-use land managers. These groups differ in their utilization of help from a consulting forester and their ways of selecting timber harvesting contractors for forest management activities. Eighty-eight percent of respondents reported that their major goal of a thinning was to maximize future revenues. When asked about the expected outcome of a cleat-cut, 69% expected all trees to be removed, whereas the rest expected outcomes similar to selection, seed-tree, or commercial clear-cuts. Overall, this survey provides initial information to better focus outreach and extension efforts, but also highlights how family forest owners engage in their timber harvest.  相似文献

Understanding long-term changes in forest ecosystem carbon stocks under forest management practices such as timber harvesting is important for assessing the contribution of forests to the global carbon cycle. Harvesting effects are complicated by the amount, type, and condition of residue left on-site, the decomposition rate of this residue, the incorporation of residue into soil organic matter and the rate of new detritus input to the forest floor from regrowing vegetation. In an attempt to address these complexities, the forest succession model LINKAGES was used to assess the production of aboveground biomass, detritus, and soil carbon stocks in native Eucalyptus forests as influenced by five harvest management practices in New South Wales, Australia. The original decomposition sub-routines of LINKAGES were modified by adding components of the Rothamsted (RothC) soil organic matter turnover model. Simulation results using the new model were compared to data from long-term forest inventory plots. Good agreement was observed between simulated and measured above-ground biomass, but mixed results were obtained for basal area. Harvesting operations examined included removing trees for quota sawlogs (QSL, DBH >80 cm), integrated sawlogs (ISL, DBH >20 cm) and whole-tree harvesting in integrated sawlogs (WTH). We also examined the impact of different cutting cycles (20, 50 or 80 years) and intensities (removing 20, 50 or 80 m3). Generally medium and high intensities of shorter cutting cycles in sawlog harvesting systems produced considerably higher soil carbon values compared to no harvesting. On average, soil carbon was 2–9% lower in whole-tree harvest simulations whereas in sawlog harvest simulations soil carbon was 5–17% higher than in no harvesting.  相似文献

An overview of the forestry sector in Costa Rica was undertaken to determine whether the existing management practices of timber resources hold the potential to meet the country's demands for timber in the immediate decades to come, and to identify changes that might be needed in the management of forested lands. To meet these goals, we examined the present status and potential future contribution of the two newest forest sectors: the management of natural forest and plantation forestry. Rcsults indicate that the present management of Costa Rica's timber resources does not hold the potential to meet the country's demands for timber for more than the next ten years without severe loss of its forests. Substantial progress is occurring, but at an insufficient rate. Moreover, despite the considerable headway made in conservation in recent years, the rate of deforestation remains high. A number of factors limit advancement in natural forest management and plantation forestry, both of which have the potential to deaccelerate deforestation. In natural forest management, constraints are the rate at which forests are being brought under management, lack of budgetary provisions for fiscal incentives to private owners who alone cannot be expected to bear the cost of benefits of natural forest management that are national or even global in their distribution, and the weak infrastructure, extension services and research support to meet management goals. In the case of plantation forestry, the capability of this sector to produce commercial timber is not known. Moreover, inadequate management and extension services together with the misuse of the incentive system by private owners is likely to limit the potential of plantations. Institutional constraints include outdated legal and bureaucratic framework, market interventions, absence of clear policy toward natural forest management and plantation forestry, poor investment in infrastructure, extension and research support, and inadequate interaction among various agencies responsible for the development of the forestry sector. Such institutional constraints have allowed the proliferation of disincentives against the development of a sustainable timber sector. If the Costa Rican government's objective is to encourage sustainable forestry, it must first clearly articulate the policy and then create the appropriate legal, economic and institutional framework for implementation of the policy. Costa Rica, with its enlightened public administration system, vast technical and scientific knowledge about its forest ecosystem and extensive assistance from international organizations, must succeed, otherwise prospects for sustainable forestry in thc less fortunate tropical countries would be bleak.  相似文献

The heterogeneous nature of non-industrial private forest (NIPF) owners and the challenge this heterogeneity presents for effective policy and program design and delivery is widely recognised. Understanding the socio-economic and motivational differences between various types of landowners will better equip policymakers and forest extension professionals to design policies and programs that efficiently promote private sector timber production and forest conservation outcomes. The purpose of this study was to develop a survey-based empirical typology of Tasmanian NIPF owners based on their stated objectives of forest ownership and to relate owner type to a range of observable property and owner characteristics as well as to timber harvesting and forest management behaviour. Using principal component analysis (PCA) followed by means cluster analysis, four distinct groups are identified: income and investment owners, non-timber output owners, agriculturalists, and multi-objective owners. Members of these groups are found to differ significantly in terms of their personal and property characteristics, as well as their timber harvesting and management behaviour. For example, members of the non-timber output owners, who are motivated solely by objectives related to the production and protection of the non-timber outputs of forests, have similar proportions of timber on their property, but are less likely to have harvested timber from their property, than all other groups.  相似文献

Balsam fir (Abies balsamea [L.] Mill.), which is widely used for floral greenery, is an important source of nontimber forest products (NTFP) from the northern forests of North America. Nonetheless, additional information is needed to refine and revise commercial tip-harvesting management guidelines to promote sustainable forest management. Therefore, a study was initiated to: (a) examine the socioeconomic impacts of and anticipate the potential biological responses to four contrasting harvesting practices; (b) discuss the implications of the results for the relevance and applicability of some specifications of management guidelines; and (c) assess the compatibility of tip harvesting while pursuing an objective of timber production.  相似文献

Commercial timber harvesting commenced in the tropical rainforests of north Queensland in 1873 and ceased in 1988 following their inclusion on the World Heritage List. The evolution of forest policy, management and research is reviewed, and strengths and weaknesses are highlighted. Between 1950-85, eight estimates of the sustainable yield varied ten-fold. Discrepancies were due to different assumptions regarding management, and to errors in estimating net productive areas and growth rates. During 1950-85, the allowable cut (130,000-207,000 m3/ann) exceeded sustained yield estimates (60,000-180,000 m3/ann), but the actual harvest (90,000-205,000 m3/ann) remained less than the allowable cut. The allowable cut was reduced to a sustainable level in 1986, and commercial logging ceased in 1988. It is not certain that the harvest during the 1980s was sustainable, but several indicators suggest that it probably was sustainable. Lessons for other tropical timber producers are highlighted.  相似文献

Tropical deforestation in the Asia-Pacific Region has accelerated in Lhe last decade, seriously depleting the forest resource base. Most forest loss results from agricultural clearing, but is generally preceded by forest degradation from destructive logging (Southeast Asia) or overuse of forest resources (South Asia). Tropical forests are highly variable, requiring a system of classification to guide management objectives; one such system is ecological life zone mapping. Forestry operations should reflect the need for both conservation and production. Most Asia-Pacific forests are managed on variations of a selection system. Logging damage is the most important forestry-sector threat to commercial forestry, reducing both future timber production and the availability of non-timber products. The short duration of logging concession agreements, nontransferability of concession contracts, and undervaluation of forest resources all contribute to forest "mining" practices. Alternative forest management methods exist: logging damage can be substantially reduced at little or no additional cost; small-scale mobile sawmills can increase local incomes while reducing the need for skidding; and Assisted Natural Regeneration can facilitate the reforestation of denuded lands. The best hope for sustainable use of forest resources lies with those who must live with the consequences of forest mismanagement. Local involvement in foresy planning, implementation and enforcement is essential. Successful forest management projects depend on the judgement of field-based personnel familiar with the forests, cultures and institutions of each country, working in cooperation with local forestry experts and forest-dependent people.  相似文献

Fire and timber harvesting are two major factors affecting the development of forests in the Inland West. Prior to 1900, wildfires burned at various intervals and intensities, regenerating and tending forests creating a mosaic of conditions. After 1900, fire exclusion and timber harvesting created forests that are overstocked with trees and prone to epidemics of insects and diseases and forest replacing fires. The tools and methods developed by silviculturists for producing high value timber products can be used to manage forests for sustainability. If forests of the Inland West are going to be sustained, some type of active management other than fire exclusion is going to be needed. These management activities can best be determined by analyzing large tracts of forests in both temporal and spatial scales. These ecosystem analyses can guide the development of silvicultural systems for the long-term maintenance of ecosystems.  相似文献

Against a background of increasing human populations in developing countries, and global climate change, conservation of tropical forests remains one of the most important ecological challenges of our time. One of the biggest difficulties for ecologically sustainable management of tropical forests is obtaining reliable growth data for trees, which is a prerequisite for determining harvesting volumes and cutting cycles. GOL is the first concept for sustainable management of tropical timber resources in Amazonian floodplain forests (várzea) based on species-specific management criteria, such as minimum logging diameters (MLDs) and cutting cycles. From timber species with varying wood densities of different successional stages, volume stocks have been estimated in 1-ha plots and 12 growth models have been developed based on tree rings, which are annually formed as a consequence of the regular, long-term flooding. The MLDs of timber species vary between 47 and 70 cm and the estimated cutting cycles differ the 10-fold, from 3 to 32 years. These enormous differences in the growth rates between tropical timber species are not considered in current management practices, which apply only one diameter cutting limit and one cutting cycle to harvest many tree species. This practice risks the overexploitation of slow-growing timber species, while the fast-growing timber species with low wood densities cannot be efficiently used. Based on the timber stocks and lifetime growth rates, the GOL concept has been created as an aid to improve forest management in the Central Amazonian várzea. Russian forests are of high importance for the Russian economy, the European wood market, for nature conservation, and for carbon sequestration. However, the ongoing changes in forest management and administration in Russia led to uncertainty about forest ownership, wood harvesting levels, and long-term impacts of alternative management plans. Therefore, better insight in their current and future state is highly desirable. We present a study for the Leningrad region forests in which alternative management regimes for wood production and nature conservation values are balanced in varying ways. The total forest land area in the Leningrad region forest fund is 4.8 million ha. Coniferous species dominate and due to the natural succession occurring, the forests are divers in vertical structurally.

A timber assessment model was used to project the forest until 2040. Five forest management scenarios were run. Special attention was paid to a scenario that simulates recovery of the Russian forest sector in combination with the incorporation of a ‘set-aside for nature conservation’ policy. All scenarios showed that recovery of the forest sector in the Leningrad region is biologically feasible. A sustainable continuous annual production of 10.6 million m3 per year (2.8 m3 ha−1 per year) by 2040 was found. The ‘Recovery with Nature Conservation’ scenario showed that recovery of the forest sector in combination with the establishment of set-aside areas is very well feasible. It was possible to set aside 28% of the forest area for nature conservation while still developing a forest sector to a production level higher than that achieved in the late eighties.

The timber assessment model applied was not specifically designed to incorporate nature-oriented forest management. We, therefore, discuss ways of improving the required methodology to analyse long-term effects of nature-oriented forest management in Europe.  相似文献
