县域城乡统筹发展是西部地区经济社会发展的必由之路。现阶段,受资源禀赋、人力资源、产业发展、制度环境等要素条件影响,中国东、中、西部县域城乡统筹发展水平有明显差异。自2001年国家实施西部大开发战略以来,特别是“十一五”时期,西部地区县域经济城乡统筹发展已经取得积极成效。西部不少市县在立足当地实际、因地制宜地加快县域城乡统筹发展的过程中,逐步形成各具特色的县域城乡统筹发展模式。对于西部地区县域城乡统筹发展模式的研究,也就在于总结、梳理西部各省县域城乡统筹发展成就、经验和做法,比较不同区域、不同县区县域城乡统筹发展路子或模式,探讨西部地区统筹城乡发展、转变经济发展方式思路和对策。  相似文献

This paper examines the relationship between external knowledge sourcing and a diverse set of innovation outcomes in rural and urban establishments in the U.S. Existing studies in the broader knowledge management literature principally examine firms in a single industry, overwhelmingly rely on patent data to proxy for innovation, and cannot account for the innovations of businesses in rural American markets. By addressing these limitations using data from the 2014 Rural Establishment Innovation Survey of the USDA's Economic Research Service, this research provides novel insights into how externally acquired knowledge by American establishments may support innovation. Results of the analysis suggest that external knowledge sourcing may specifically promote product, process, and green innovation in U.S. firms. While collective results when external sources of information are divided by industry orientation fail to show that sources outside of a firm's industry play a dominant role in the innovation processes of American establishments in general, findings provide evidence for an outsized impact of these relationships within rural establishments specifically and suggest that external knowledge sourcing from extra‐industry organizations is most critical for promoting successful innovation in rural firms. Results additionally indicate that knowledge sourcing from non‐local organizations may be more important for supporting innovation in rural compared to urban markets.  相似文献

北京市在城乡一体化发展方面已经取得显著成效,但依然存在许多问题。本研究运用查阅文献法,系统概括城乡一体化的内涵,重点对北京市城乡一体化发展现状作出定性分析,并揭示了存在城乡人口分布不合理、医疗卫生服务存在差距、产业发展不平衡、居民收入差距较大等主要问题,在此基础上为推进北京市城乡一体化进程提出了强化城乡平等意识、大力发展农村社会事业、利用信息化促进生产要素合理流动和多管齐下提高农民收入等建议。  相似文献

New business formation is an important stimulant to economic activity. However, some 20 percent of new firms die within their first year of operation. Policy makers designing programs to engineer regional economic development need to know what specific factors affect new firm survival. This paper conducts an analysis of the determinants of survival for new enterprises in the state of Georgia. Special emphasis is placed on the importance of local factors. Duration analysis is applied to four cohorts of new enterprises starting during the period 2001 to 2004. The results show that firms located in urban areas are at a higher risk of failure. However, firms situated in counties that have achieved a high level of economic development stand a better chance of surviving. Other factors such as firm size, ownership structure, industry entry rates, and business cycle fluctuations are also influential.  相似文献

为了探索出适合城乡统筹区域的新农村股份合作社,基于重庆市12个县(市、区)的500户农户和100位基层干部的随机抽样调查数据,从制度经济学的角度研究重庆农村新型股份合作社的发育动因。结果表明:(1)农业经济效益低下,城乡居民收入差距大是合作社制度创新的根本原因;(2)作为农业的最直接生产和经营者的农户,认为通过组建或参与农村新型股份合作社,能够给他们带来较高的并且稳定的收益,因此农户便很容易地自愿组成一个个的初级行动团体,共同追逐更多的外部利润;(3)样本区大多数基层干部认为农村新型股份合作社是促进资源整合、提升农业产业化经营水平、加快新农村建设的有效途径。由此可见,无论是初级行动团体还是次级行动团体都对农村新型股份合作社表现出积极的参与意愿,农村新型股份合作社这种制度创新必将发生。  相似文献

ABSTRACT The aim of this paper is to analyse the impact on firms' productivity of innovative activities and agglomeration effects among firms belonging to Marshallian industrial districts and the possible joint effect of these two forces. We study a sample of 2,821 firms active in the Italian manufacturing industry in the period 1992–1995. Our analysis uses an original data set based on three different Istituto Nazionale di Statistica statistical sources—Community Innovation Survey, Archivio Statistico delle Imprese Attive (Italian Business Register), and Sistema dei Conti delle Imprese (Italian Structural Business Statistics)—to estimate an “augmented” Cobb‐Douglas production function to account for the impact of technological innovations and district‐specific agglomeration effects on a firm's productivity growth. Our data set allows us to distinguish between product and process innovations, thus, through econometric analysis, we hope to achieve a better understanding of which of these two types of innovative activities benefits most from participation in an industrial district. Our empirical results show that belonging to an industrial district and making product innovations are key factors in the productivity growth of firms and that product innovations appear to have a greater effect on the economic performance of district rather than non‐district firms.  相似文献

In exurban areas, there are commonly issues and tensions associated with development and rural life. We assess how two counties located approximately one hour west of Washington, DC manage these tensions. Although both have enabled development, they have done so in different ways and neither has simply succumbed to exurban development as a given. Utilizing stakeholder interviews and document analysis, we note the different policy approaches that the two counties have taken and contrast them with the more common imagery of areas that fully acquiesce to suburban style development. Our findings suggest that tensions between the pressures of development and the persistent appeal of the rural identity occupy much time and attention in these two counties. Both counties have adopted observable policy changes driven by development pressures in recent years, underscoring a policy landscape that is in flux and the modern tension between the commercial economy of modernity, and the rural identity that is retained from the past. We observe that rural governance is largely about land, while urban governance is largely about people. As these two cases suggest, exurban governance has to be about both issues and this tension may lead to governance that is inherently unstable.  相似文献

ABSTRACT The basic premise of this article is that the historic location determinants literature is unduly pessimistic regarding the economic prospects of rural areas. Most historic location research has treated rural areas as homogeneous regions. This study demonstrates that rural counties should be treated as differentiated sets of economic environments rather than as an aggregate. The locational potential of specific industries differs dramatically among differentiated rural regions. When examined in this way, a number of high-growth industries surface as having development potential under specified rural conditions. In addition this work raises serious questions about the adequacy of product life-cycle theory (Erickson 1976) and high-technology filtering-down theory (Glasmeier 1991) in identifying the variables critical to industrial location. This work indicates that neither small size nor remoteness is as limiting as suggested by earlier research.  相似文献

ABSTRACT Many counties in the mountainous areas of the western U.S. are experiencing rapid growth in population and income, even though extractive industries that served historically as their primary economic base are in decline. The purpose of this paper is to establish statistically the spatial determinants of population, employment, and income densities in 86 rural mountain counties and any changes in those determinants between 1985 and 1994. The results of this analysis indicate that densities are oriented to regional metropolitan centers and critical amenities such as ski areas, national parks, and universities or colleges. Negatively sloped density gradients with respect to distance from regional metropolitan centers suggest that the densities of settlement patterns beyond metropolitan boundaries are analogous to those within metropolitan areas relative to urban centers. In short, a tension apparently exists in locational choice; residents of the Mountain West desire to live near the beauties and amenities of the mountain landscape but do not want to entirely sever their urban ties. Because amenities are the primary attraction of mountain counties rather than employment in locationally dependent industries, at least some migrants must have relatively footloose forms of income.  相似文献

The capabilities of central office (CO) telephone switches in four southeastern states (Kentucky, Mississippi, North Carolina, and Tennessee) provide detail on spatial variation in telecommunications technologies. A proposed six‐level hierarchy of switch capability was used. Switches with digital capability are concentrated disproportionately in metropolitan areas, largely in response to larger numbers of business establishments. The overall picture in the Southeast is one of tremendous variation—variation across states and variation within the four states being studied. Rural (nonmetro) counties generally, but not always, have both fewer switches overall and fewer switches with digital capability. North Carolina and Tennessee, the two most urban of the four states, also have seen the greatest entry by new telecommunications competitors. These two states have the largest percentages of advanced (digital) switches in both metro and rural counties. At the county level, the number of switches is primarily a function of a county's population but, even more significantly in three states, of the number of business establishments in the county. On the whole, it is residents of metropolitan—not rural—areas who are most likely to be served by newer forms of digital telecommunications.  相似文献

To assess development potential of small business, this research examines the age and size characteristics of nonmetropolitan firms and the contribution of business ‘births,’‘deaths,’ expansions, and contractions to job growth. Analysis of data derived from the federal‐state unemployment insurance program in Georgia indicates that firms employing fewer than 100 workers account for 44.3 percent of private sector nonfarm employment in nonmetropolitan counties. Overall, the mix of small and large firms remained quite stable over the five year study period. The dynamics of job creation and loss differed dramatically by enterprise size and manufacturing/nonmanufacturing sector. Three segments of the business population contributed most to rural job growth: very small continuing firms, large manufacturing establishments, and non‐manufacturing businesses owned by large enterprises. The paper concludes with a discussion of economic development policies that may enable rural communities to capitalize on these business demographic trends.  相似文献

While suburban areas have been typically related with urban sprawl, low density, cheap land price and low‐end manufacturing industries, relatively little attention has been paid to the spatial organization of innovation in suburban areas. In some Chinese cities, development zones (kai fa qu) in their suburban areas which are generally regarded as major spaces for traditional manufacturing industries have been transforming into spaces for innovation. This paper provides a case study of Nanjing, the capital of Jiangsu province in Eastern China by investigating and explaining the learning and innovation processes in suburban development zones. Drawing upon a unique database on 733 state‐certified high‐tech firms in Nanjing from 2008 to 2012 which contains detailed information on their addresses and number of patents, we observe strong spatial disparity in the distribution of innovation. Suburban districts of Nanjing where its three national‐level development zones and many provincial‐level development zones are located have become major spaces for innovation of the city. The planning of industrial clusters in development zones, the place‐based investment in the suburbs, and the suburbanization of universities are three major mechanisms behind the learning and innovation processes in Nanjing’s suburban development zones.  相似文献

当前,全国上下正在全力推进乡村振兴战略的实施。乡村振兴,产业兴旺是重点。如何实现乡村产业振兴、产业兴旺,这是值得研究的紧迫而现实的重要问题。本文首先从乡村产业振兴在乡村振兴战略中的地位与作用入手分析,对新中国成立70年来中国乡村产业发展的历程进行了简要回顾,并将其划分为4个发展阶段:第一阶段:1949—1977年,传统产业缓慢发展;第二阶段:1978—2000年,乡镇企业异军突起;第三阶段:2001—2011年,新型产业不断涌现;第四阶段:2012年至今,乡村产业绿色“转型”。同时也指出了当前中国乡村产业存在的突出问题,即:产业门类少、生产规模小、产业层次浅、产业链条短、生产效率低、特色产业弱、品牌产业缺、产业环境差、产品质量低和缺乏竞争力。最后,针对上述存在的问题,提出了实施乡村振兴战略、实现乡村产业振兴要遵循的6大原则和10项具体措施,以期为推动实施乡村振兴战略做出积极贡献。  相似文献

The purpose of this paper is to point out some shortcomings of traditional approaches to the study of “knowledge spillovers” and to suggest an alternative based on how knowledge is actually created and exchanged by individuals. Which regional setting is the best incubator of technological change and economic growth? Is this promoted by regional diversity or specialization of economi activity? This study will include economic analyses of geographically localized “dynamic knowledge externalities, Jacob's externalities, or adding new work to old, industrial classification and technology combination, human creativity, and technology combination through human action and imaginative use of resources. Employees add to, or switch their product line; individuals move from one type of production to another; individuals observe a product/process in another setting and incorporate it; individuals possessing different skills and working for different firms collaborate; and urban diversity and resource collaboration are utilized. It is concluded that problems are solved through the combination of previously unrelated things and that promoting regional specialization at the expense of spontaneously evolved local diversity might be a counter‐productive policy.  相似文献

渝东北地区作为重庆市“一圈两翼”发展战略的重要组成部分,具有三峡库区的特殊性,该地区农村集体建设用地的集约利用将更加有效地显化农村土地资产、保护库区生态环境。基于此本文对渝东北地区丰都、忠县、垫江、梁平、万州、开县、云阳、奉节、巫山、巫溪、城口等11个区县展开实地调研,并综合运用问卷调查、专家咨询和文献资料等方法,解析了该地区“宅基地置换城镇住房保障”、“城乡建设用地增减挂钩”等多种土地集约利用创新模式,以及产权管理模糊、规划管理薄弱等面临的挑战,最后从完善农村集体建设用地产权、统筹城乡建设用地规划管理2个方面论述了农村集体建设用地集约利用的对策建议。  相似文献

以河南省城镇建设用地为研究对象,在对区域城镇用地现状评述的基础上,采用调查、统计、分析的方法分析了区域城镇建设用地存在的主要问题,对影响区域城镇用地统筹的经济驱动机制进行分析。研究指出了河南省城镇规模普遍偏小、用地集约度较低、土地经济产出水平较低、用地内部结构和布局不尽合理,同时提出消费需求变化、社会投资变化、产业结构调整、经济增长方式是引起河南省城镇建设用地变化的主要驱动因素  相似文献

推进新农村建设,是党中央从中国改革开放和现代化建设全局出发,着眼于统筹城乡发展和全面建设小康社会目标做出的一项重大战略决策。地处经济发达地区的苏州,在建设社会主义新农村中,因地制宜。积极探索适合自身实际的新农村建设之路。通过实地调查,笔者深切地感受到苏州的新农村建设加快了苏州地区的城乡一体化,已逐步形成了基础设施配套、功能区域分明、产业特色鲜明、生态环境优美、经济持续发展、农民生活富裕、农村社会文明、镇村管理民主的具有苏州特色的社会主义新农村建设模式。其为经济发达地区的新农村建设提供了可资借鉴的范式。  相似文献

城市作为人类活动最为密集的区域,城市系统的碳排放受到城市能源消费、工业生产等人类活动的深刻影响,开展城市碳循环系统机制解析与核算方法研究对于陆地生态系统的碳循环研究及全球气候变化研究意义重大。本文通过对国内外相关研究成果整理和分析,从城市外部碳循环系统和城市内部自然、社会碳循环系统的结构特征入手,对城市碳循环系统结构进行了解析;在此基础上,进一步分析了城市碳核算的核算边界和核算因子,明确了城市碳核算的主要内容;最后对城市碳核算的主要方法进行了归纳总结和对比分析,旨在为城市碳核算的研究和实践提供借鉴和参考。  相似文献

ABSTRACT Linkages among changes in employment, earnings per worker, and pollution per square mile are estimated for 3,036 U.S. counties for the period 1987 to 1995 using a three‐equation disequilibrium adjustment model. Counties with higher shares of African‐Americans experienced higher earnings growth rates over the period 1987‐1995, as did counties with proportionally more females. Counties in states with higher shares of unionized workers had higher earnings growth rates but generated fewer new jobs. Firm size had a significant and negative effect on earnings growth while higher costs of living were associated with higher earnings growth. Also, metro counties and counties in the Northeastern U.S. experienced higher earnings growth than their non‐metro counterparts and counties in other geographic regions. Statistically, faster job growth was found to accelerate the rate of earnings growth per worker. The authors conclude that counties concerned with job growth should recruit or attempt to spawn the creation of larger firms, recognizing that for some firms such a strategy may come at the cost of more rapid increases in pollution. Counties concerned with increasing the rate of growth in per worker earnings should instead focus on the creation of smaller firms.  相似文献
