The potential for development in decision support for forest management is set by decision theory, available technology and methods. Demands for decision support are emerging from contemporary challenges and problems of forest management which act as stimuli for the science community. Objectives and approaches in forest management as well as technologies have been changing throughout history. Accordingly, the demand for tools to support planning and decision-making has evolved. In this contribution, the authors review the historic development of decision support systems (DSS) for forest management and discuss past, current and future drivers. Based on evidence from scientific literature, case studies in the frame of the Forest Management Decision Support Systems (FORSYS) action, as well as experiences of the authors some hypotheses about the future of DSS are drawn. It is shown that in the past, the drivers evolving from forest management as well as decision support technologies have influenced the way of how models and methods have been applied as well as how DSS architectures have been designed. It is concluded that in the future, the challenges for DSS development will increase, as the complexity of decision-making processes and the related models will compete with the user demands which ask for simplicity.  相似文献

The design and implementation of the adaptive forest management (AFM) ToolBox is presented. Design principles derived from previous experiences in decision support system (DSS) development include support for (1) modularity, (2) accessibility via the Internet, (3) inclusion of different types of knowledge and information, (4) the use of different data sources, and (5) specific problem types. As major components of the AFM ToolBox DataBase, Vulnerability Assessment Tools (single user version, group mode) and an optimization tool to generate optimized management plans at the level of management units or landscapes are highlighted. A key feature is the distinction of two archetypical user profiles (manager, analyst). The AFM ToolBox is evaluated against eight criteria for the assessment of DSS. It is concluded that the ToolBox approach setting focus on modularity while avoiding to over-emphasis technical integration provides the right frame to secure the flexibility regarding tools and decision-making processes which is mandatory if a DSS should be taken up by practice.  相似文献

Although participatory approaches are increasingly used in planning and management of urban woodlands, efficient tools are also needed to make the processes work. In urban forest planning impacts of proposed management regimes on aesthetic and recreational values are among the factors that interest the local residents the most. This article explores two potential methods for improving collaborative urban forest planning and design in Europe, based primarily on experience gained in the Nordic countries. The methods relate to the use of (i) computer-based visualization methods and (ii) demonstration forests and landscape laboratories. We suggest that use of both methods may lead to a major enhancement in forest planning and design.  相似文献

Decision support systems (DSSs) are indispensable tools in preparing a forest management plan for a better combination of multiple forest values. This study attempted to develop and explain a stand-based forest management DSS (Ecosystem-based multiple-use forest planning [ETÇAP]) comprising a traditional simulation, linear programming (LP), metaheuristics and geographic information system. The model consists of five submodels; traditional management approach to handle inventory data, an empirical growth and yield model, a simulation to conceptualize management actions, a LP technique to optimize resource allocation and a simulated annealing approach to directly create a spatially feasible harvest schedule. The ETÇAP model has been implemented in a comparative two case study areas; Denizli–Honaz and Akseki–Ibrad?. Both simulation and optimization models outperformed to the traditional management plan. The periodical change of growing stock, allowable cuts, carbon sequestration and water production are used as performance indicators. The results showed that more amount of wood could be harvested over time compared to traditional level of harvesting. It could be concluded that various management strategies allowed managers to stimulate more decision options for better outputs through intertemporal trade-offs of management interventions as the model provided tools to quantify forest dynamics over time and space. Challenges exist to establish the functional relationships between forest structure and values for better quantification and integration into the management plans.  相似文献

Forestry organizations around the world are increasingly emphasizing forest restoration as a management goal. This reflects a progression in mission away from commodity production towards ecosystem management. A key question is how to promote organizational change to support current management objectives. In 2012, the US Forest Service reorganized its budget and performance measurement structure to support the agency's current emphasis on restoration. We report the results of a survey designed to understand whether this policy change contributed to organizational change and whether the approach was accompanied by key factors known to support successful organizational transitions. We received completed surveys from 1210 agency employees (47% response rate). Although results were mixed, we found that the new approach resulted in some changes to planning approaches and staff roles. Approximately half of those in leadership positions said prioritization and integration had improved. Staff identified a need for improved communication and reported that effective leadership was central to success. These results provide some indication that similar tools can be employed to shift organizational structure and behavior to support the evolving missions of forestry agencies. Future research should investigate how to promote organizational change and learning beyond individual actors via effective leadership, communication, and evaluation.  相似文献

Research into decision‐making processes is necessary for the successful construction of a decision support system (DSS). Consequently, the primary aim of this study was to analyse timber procurement decision‐making at the various managerial levels of an organizational hierarchy. A secondary aim was to pinpoint those areas of procurement where managers need decision support most urgently. The study was executed in the form of a mail‐survey questionnaire. The research results obtained indicated that the decision‐making environment of managers responsible for timber procurement is in a constant state of flux and that these managers regarded this to be the worst problem affecting decision‐making. In particular, those decision‐makers who claimed to often base their decisions on “soft” data (experience, intuition, or judgement) clearly demanded more DSSs. There were no significant differences in results among the different hierarchical levels. Procurement managers estimated that they desired an average increase of approximately 20% in the availability of DSSs and they, described several procurement functions where they hoped for more powerful computer‐based support systems. One prominent finding in this connection was the need for a “customer‐satisfaction DSS” that would help managers in their timber dealings with forest owners.  相似文献

This paper describes the development of a decision support system (DSS) for prevention planning and emergency management of forest fire events that incorporates weather data management, a geographical data viewer, a priori danger forecasting and fire propagation modeling, automatic fire detection, and optimal resource dispatching. Collection, input, storage, management, and analysis of the information rely on advanced and automated methodologies using remote sensing, GPS, digital mapping, and geographic information systems. The results included short-term dynamic fire danger indices developed for improved and realistic prevention and pre-suppression planning. An automatic fire detection technology based on infrared video was developed and successfully tested on site. Several models for understanding fire propagation on forest fires have been proposed for practical application. Additionally, a DSS was developed with the innovation of covering wildland fire hazard management entirely, providing a complete coverage of technical and administrative activities that support decision makers in real time. The DSS was tested for high fire seasons in two different sites in South Europe.  相似文献

Decision support systems (DSSs) are important in decision-making environments with conflicting interests. Many DSSs developed have not been used in practice. Experts argue that these tools do not respond to real user needs and that the inclusion of stakeholders in the development process is the solution. However, it is not clear which features of participatory development of DSSs result in improved uptake and better outcomes. A review of papers, reporting on case studies where DSSs and other decision tools (information systems, software and scenario tools) were developed with elements of participation, was carried out. The cases were analysed according to a framework created as part of this research; it includes criteria to evaluate the development process and the outcomes. Relevant aspects to consider in the participatory development processes include establishing clear objectives, timing and location of the process; keeping discussions on track; favouring participation and interaction of individuals and groups; and challenging creative thinking of the tool and future scenarios. The case studies that address these issues show better outcomes; however, there is a large degree of uncertainty concerning them because developers have typically neither asked participants about their perceptions of the processes and resultant tools nor have they monitored the use and legacy of the tools over the long term.  相似文献

Certification and principles, criteria and indicators (PCI) describe desired ends for sustainable forest management (SFM) but do not address potential means to achieve those ends. As a result, forest owners and managers participating in certification and employing PCI as tools to achieving SFM may be doing so inefficiently: achieving results by trial-and-error rather than by targeted management practices; dispersing resources away from priority objectives; and passively monitoring outcomes rather than actively establishing quantitative goals. In this literature review, we propose six concepts to guide SFM implementation. These concepts include: Best Management Practices (BMPs)/Reduced Impact Logging (RIL), biodiversity conservation, forest protection, multi-scale planning, participatory forestry, and sustained forest production. We place these concepts within an iterative decision-making framework of planning, implementation, and assessment, and provide brief definitions of and practices delimited by each concept. A case study describing SFM in the neo-tropics illustrates a potential application of our six concepts. Overall our paper offers an approach that will help forest owners and managers implement the ambiguous SFM concept.  相似文献

Abstract

Forestry planning relies on decision support systems for predicting and evaluating the outcomes of different management options. The accuracy of data describing the initial state of the forest will inevitably affect the projections of forest development and, hence, the quality of management decisions. As data acquisition is expensive, there is a trade-off between improving management plans and the increasing cost of gathering more data. This review attempts, from a critical perspective, to summarize research on how the quality of forestry data affects the results of forestry planning and decision making. It is structured as follows: first, the attempts to evaluate forestry data for forestry planning purposes are described, including methodology and main conclusions; secondly, some generic questions concerning how important aspects of this research area can be handled are posed and discussed; and finally, some conclusions are drawn, including methodological recommendations. It is concluded that research in this area is scarce, which is in contrast to the fields of forestry planning and forest data acquisition. The inherent complexity of forestry planning is probably the reason why those who seek to evaluate forestry data often oversimplify the problems.  相似文献

An application of the analytic hierarchy process (AHP) is presented for taking public preferences into account in choosing the management strategy for a forest area. An illustrative example of the use of the approach is given, and some experiences in practical planning at Ruunaa conservation area in Eastern Finland are discussed. The approach can be applied to representative, as well as to participatory democracy approaches. The use of the approach is mainly discussed with regard to representative democracy. In the representative approach, a level of players consisting of interest groups is added into the decision hierarchy, just above the level of decision objectives. In the participatory approach, the level of players consists of citizens. By applying the approach, valuable information can be obtained about public values and their effects on the choice of management strategy as well as about possibilities to attain a compromise between conflicting interests.  相似文献

Participatory forest management is credited for supporting social learning processes and fostering capacity of forest users for collaboration and collective actions. Despite more than a decade of practice, the empirical evidence substantiating the contribution of participatory management for the capacity development of forest users is scarce. This study assesses a participatory forest management program in Madhupur Sal forest, Bangladesh, by comparing the capacity of de-facto groups of participants and nonparticipants and identifies factors that influence the capacity development. Data were collected using a mixed method approach which combines both qualitative and quantitative methods of data collection. Results indicate that participants differed from nonparticipants significantly in terms of various capacity dimensions related to collective actions. Extension services, credit support, trust within society, information and communication influence the level of capacities in tribal population to adapt and respond to changes. The initiatives to manage natural resources are likely to be more successful if the forest management program initiators consider several factors that influence the capacity development of resource users.  相似文献

An Internet-Supported Planning Approach for Joint Ownership Forest Holdings   总被引:1,自引:1,他引:0  
This article proposes a planning approach for private forest holdings that have more than one decision maker, e.g. a heirship group or a joint ownership between siblings. Through a case study example, we illustrate the phases of the proposed planning process and describe the communication and planning tools used in this process. The final aim is that in the future the forest planners’ toolkit would include this kind of approach for rather common situations where it is not easy to reach all the owners for synchronous face-to-face planning sessions. The process started with initial telephone interviews with the forest owners. From these interviews appropriate alternative forest plans were developed. Indicators and their values from the forest plans were inputted into the Mesta internet application. The forest owners were also given guidance on how to use the program. After this they were given time to independently use the program. Once the forest owners finished the use of the program, the results were collected and analyzed. Among the alternative forest plans, one was approved by all of the forest owners. The results of trial use involving a North-Karelian forest holding were encouraging. The main benefits of the approach according to the participants were learning that there are alternatives between which to choose, and reaching a common base level of understanding holding’s production possibilities for future decisions. After developing the process and technical tools further, the proposed model could serve joint ownerships over distance also in practice and in larger scale, and, as a result, foster owners’ engagement on their own forest.  相似文献

This paper discusses how participatory policy-making processes such as the Voluntary Partnership Agreement (VPA) negotiations are and should be organised to foster political legitimacy and support. The VPAs are bilateral agreements between the European Union (EU) and timber producing countries. VPAs constitute a cornerstone in EU's Forest Law Enforcement, Governance and Trade (FLEGT) programme, the most important tool for the EU to address illegal logging problems. The EU requires that national VPA negotiations include participation by the relevant stakeholders. Based on primary data, we compare the VPA negotiations in Cameroon (2006–2009) with three different ‘ideal’ models of participatory policy-making: the rationalist, the communicative incremental and the mixed model, which we expect have different implications for legitimacy. We conclude that the Cameroonian process is closest to a rationalist model with elements of the mixed model, and that this has increased legitimacy and support only to a limited extent. For future processes in other countries, we recommend stronger elements of the mixed model, and more careful considerations about stakeholder identification processes; how to adapt policy-process to specific contexts; and how to strengthen communication and information flows. Considerations about these elements could also strengthen the applicability of the ideal models.  相似文献

Northern Swedish forests provide multiple ecosystem services. Integrating these values into the forest planning process frequently requires that not only forest owners but also other stakeholders be involved. The objective of this study is to assess the potential of future scenario development as a tool in forest planning. In a case study of the Vilhelmina municipality in northern Sweden, forest owners and stakeholders were interviewed, and a workshop was held to discuss important factors for the future development of the local landscape regarding ecological, socioeconomic and political issues. Combined with a researcher-conducted process, this resulted in three alternative scenarios. We conclude that the scenario development process has produced information that can be used in forest planning. The participatory element of the scenario development process could be extended further to enhance communication, learning and knowledge exchange. The participants' contribution to the scenario construction could also be elaborated, e.g., by further involving stakeholders in the formulation of alternative future manifestations and in the elaboration of scenarios. To achieve this, it is necessary to adapt the quantitative methods to the participatory situation, to foster discussion qualities, to secure representation and increase motivation for participation in different ways.  相似文献

Based on a wide range of publications, this paper proposes a review of public participation processes in natural resource management with specific reference to forest planning. The paper proposes an analytical framework which can be used as an analytical tool as well as a series of principles of good practice. Public participation can be considered by the involved stakeholders as an end in itself or as a means to an end and the lack of definition and transparency of chosen processes and objectives often leads to more problems. Power is central to participatory forestry and to engage in a participatory process will ultimately change relationship patterns and affect power relationships. Issues of stakeholders’ representativity, transparency of the processes and resource availability to facilitate the process are often underestimated. New models of participatory forestry management are emerging from various countries and the need for considering different approaches in forestry and roles of the forester are becoming more evident.  相似文献

This paper includes a review of international sustainable forestry development followed by an analysis of forest policies in Bangladesh. There have been four different government forest policies in Bangladesh since 1894. The first two forest policies (1894 and 1955) were exploitative in nature. Most of the regulatory documents were developed during the first two policy periods. The third forest policy instituted in 1979 by the sovereign Bangladesh government had contradictory elements and mutually inconsistent policy statements. It addressed for the first time forestry extension through mass motivation campaign. Current forest policy formulated in 1994 has been considered to be the most elaborate policy in the history of the country. Under this policy, participatory social forestry has been institutionalized in Bangladesh. The analysis shows that, although it is possible to attain the stated policy targets, progress is slow and is blocked on several fronts. A number of identified technical, managerial and logistical problems are hindering policy and program implementation. In addition, corruption contributes to the observed problems. The real strength of Bangladesh forestry is locally based, participatory forestry, co-management of protected areas and highly motivated people who increasingly recognize the need for a healthy forest ecosystem that will provide future economic stability. Because it is the rich homestead forests of Bangladesh that generate the majority of commercial forestry products, it is important that education continues at the grass-roots level. In addition, educated forestry and environment professionals have been identified as the future driving forces towards better, and sustainable, forest management. Results of this study make it clear that Bangladesh and other developing countries are not presently in a position to accept and adopt internationally derived forest policies due to inadequate institutional support, political instability and poor governance. Therefore, along with development of criteria and indicators of sustainable forest management and forest certification, international policy scientists must consider institutional development, professional skill development, identification and adoption of indigenous technology and long-term financial support in developing countries. Without these, all international processes, policies and directives will be of little value and produce few substantive results.  相似文献
