Abstract The declaration of marine protected areas (MPAs) in Australia generates much confusion and controversy between government conservation and fisheries agencies, the fishing industry and NGOs. There are fundamental differences between the principles and practices underpinning the implementation of MPAs and fisheries management. This paper analyses the interactions between these two approaches to natural resource management and highlights the difficulties in integrating them effectively. The major challenges for governments are: poor cooperation between fisheries and conservation agencies; in principle inconsistencies between allocation of fishing rights by fisheries agencies and loss of these rights through MPA declaration; re-allocation of resources between user groups through spatial zoning; lack of fisheries expertise in conservation planning, and inappropriate single-species/single-issue approach to fisheries management. As fisheries agencies are now considering developing their own MPAs as tools for fisheries management, the need to address inconsistencies between conservation and fisheries approaches to the spatial management of natural resources increases further. Better collaboration between government agencies and better coordination of their activities would help more effective and less conflicting management of marine resources. 相似文献

The harvest of marine resources has long‐standing cultural and economic importance to The Bahamas and other small island developing states. Tourists and residents place a demand on local marine resources, particularly Caribbean spiny lobster, Panulirus argus (Latreille), queen conch, Lobatus gigas (Linnaeus) and Nassau grouper, Epinephelus striatus (Bloch), and many fishery products are also sold on the global market. Illegal, unreported and unregulated fishing coupled with inadequate regulations and enforcement are the main factors contributing to the decline of Bahamian fisheries along with other anthropogenic impacts. This article reviews the status of fisheries management in The Bahamas using economically and ecologically important species as case studies to highlight conservation successes, knowledge gaps and deficiencies in existing management approaches. The review concludes with an examination of how emerging fisheries and improved conservation management strategies have the potential to improve economic and food security throughout the archipelago. 相似文献

- 1. Mapping of seabed habitats is increasingly being used to identify the distribution and structure of marine ecosystems and as surrogate measures of biodiversity for marine protected area (MPA) planning. In this study, the distribution of seabed habitats to the 3 nmi limit around the Kent Group of islands, south‐eastern Australia were mapped using video ground‐truthed single‐beam acoustics at the mesoscale level (10 m to 1 km) as part of an MPA planning process.

Six distinct seabed habitat types (continuous reef, patchy reef, sand, hard sand, sparse sponge, and seagrass) were identified based primarily on visual differences in the first and second echo and a further four (low, medium and high profile reef, and sand hills) on variations in seabed profile identified in the echogram. Extensive acoustic and video transects allowed an estimate of the broad‐scale spatial distribution of seabed habitats defined at several hierarchical levels and provided information on the cover of the dominant benthic species or assemblages.

The island group supports a range of consolidated habitats, including rocky reefs of varying profile dominated by the macroalgae Phyllospora comosa and Ecklonia radiata in depths down to around 45 m, adjacent to deeper sponge‐dominated reefs containing encrusting, erect and branching forms. Unconsolidated habitats occurred broadly through the island group, with the offshore region dominated by hard sand (sand with scallop shells and/or shell grit) and sparse sponge‐habitats (sand interspersed with low cover of sponge‐dominated assemblages). The sheltered coves were dominated by sand and seagrass habitats consisting of beds of the seagrasses Halophila australis, Zostera tasmanica and Posidonia australis, with variations in species composition, patchiness and percentage cover evident within and between coves.

In February 2004 the Kent Group MPA was announced, covering all waters out to the 3 nmi limit containing two areas defined as a Sanctuary Zone (‘no take’) and a Habitat Protection Zone (‘restricted take’). Overall, seabed habitat mapping generated a capability to define the boundary and size of potential MPA zones within the Kent Group of islands and was an essential component of the planning process to improve the likelihood that the MPA was comprehensive, adequate and representative (CAR).
- 5. The need to define habitats at multiple scales within a hierarchical classification scheme that are meaningful in terms of biodiversity and CAR principles and identifiable using mapping techniques is discussed.

Community-based management of subsistence fisheries in Samoa 总被引:2,自引:0,他引:2
Much subsistence fishing in tropical regions is based in discrete communities which have a high level of marine awareness and some degree of control of adjacent waters. These factors provide an ideal basis on which to motivate communities to manage their own marine resources. A fisheries extension programme in Samoa encouraged each village community to define its key problems, discuss causes, propose solutions and take appropriate actions. Various village groups, including women's and untitled men's groups, provided information which was recorded (as problem/solution trees) on portable white-boards. The extension process culminated in a community-owned Fisheries Management Plan which listed the resource management and conservation undertakings of the community. Undertakings ranged from enforcing laws banning destructive fishing methods to protecting critical marine habitats. Within the first 2 years, the extension process commenced in 65 villages, of which 44 have produced Village Fisheries Management Plans to date. A large number (38) of these villages chose to establish community-owned Marine Protected Areas. 相似文献

- Many species and populations of odontocetes have modified their behaviour to take advantage of feeding opportunities provided by fishing activities, with depredation of fishing gear being the most common type of adaptation.
- The northern Adriatic Sea has been identified as an important marine mammal area because of a regular occurrence of common bottlenose dolphins. Boat surveys were conducted within a 3,000 km2 sector of the Adriatic Sea off the coast of Veneto, Italy, between April and October 2018–2019. Based on 76 days at sea, 10,711 km of navigation, and 81 h 26 min of dolphin tracking, this study contributes novel quantitative information on dolphin spatial distribution, and on their occurrence in the wake of beam trawlers, otter trawlers, and midwater pair trawlers.
- A combined generalized additive model and generalized estimation equation framework indicated that trawling—along with other physiographic, biological and anthropogenic variables—influenced dolphin distribution. In days of trawling, the chance of encountering dolphins increased by ~4.5 times (95% confidence interval 1.8–11.0) near active beam trawlers, by ~16.0 times (7.1–36.0) near otter trawlers, and by ~28.9 times (12.0–69.6) near midwater pair trawlers.
- Spatial modelling was used to create maps of predicted distribution, suggesting differences in habitat use between trawling and no-trawling days. Spatial modelling for all days identified a dolphin distribution hotspot of 832 km2, situated off the Po river delta.
- Evidence contributed by this study can be used to inform management action within one of the world's areas most heavily impacted by fishing and other human encroachment. Such management action would help enforce the European Union's Habitats Directive and Marine Strategy Framework Directive, while also informing EU's Maritime Spatial Planning.

- A small population of approximately 68 bottlenose dolphins, Tursiops truncatus, resident in Doubtful Sound, New Zealand, is subject to physiologically challenging conditions, and is exposed to anthropogenic pressure from tourism.
- A voluntary Code of Management incorporating dolphin protection zones (DPZs), in which tour boat access is limited, was established in 2008.
- Kernel density estimation (KDE) was used to quantify dolphin habitat use over a 13-year period in order to describe seasonal variation in habitat use and consistency of habitat use over a decadal period, and to provide quantitative estimates of the extent of overlap between DPZs and core areas (50% volume contour) of habitat use.
- Habitat use varied seasonally, with the inner fjord area used more frequently in warmer months, and with a shift in use to the outer fjord in colder months. Patterns in habitat use were highly consistent over the 13-year duration of the study.
- The spatial overlap between the area of core dolphin habitat and DPZs was low (<18%) overall, and some DPZs were rarely used during colder periods.
- Consistency in habitat use through time vindicates spatial management, but low overlap between core habitat and current DPZs suggests that an expansion of the DPZ areas would confer greater protection.

Extensive and unregulated harvest of marine ornamental fishes can lead to localized depletion of target species and habitat degradation from inappropriate collecting techniques. One potential solution to these problems is the creation of marine reserves where fishing is prohibited. Marine reserves have been shown to increase fish abundance and protect ecosystems from habitat destruction associated with fishing. If protective areas are to be effective, they must include the diversity of habitats necessary to accommodate the wide range of fish species that are of interest to the marine ornamental fish trade.Fish assemblages with high diversity and abundance are often associated with habitats of high structural complexity. A relationship between fish size and reef complexity suggests the importance of shelter as a refuge for certain fishes in avoiding predation. Many species tend to aggregate to spawn in structurally complex habitats to reduce their risk of predation. Closing of spawning areas during aggregation periods has been shown to be a highly effective management strategy for these species. The limited home ranges and high degree of habitat specificity associated with many marine ornamental fishes should make marine reserves a highly effective strategy for managing these resources. 相似文献

Abstract A spatially structured simulation model of the population dynamics and line fishing exploitation of common coral trout, Plectropomus leopardus Lacepède, was used to evaluate the effects of infringement and different amounts and arrangements of marine reserves on the Reef Line Fishery of the Great Barrier Reef, Australia. With no marine reserves and under a constant future effort level equal to that for 1996, the size of the population was reduced and the biomass stabilised at about 40% of pre-exploitation levels. Marine reserves were ineffective at conserving biomass when limited infringement was allowed throughout an entire reserve. When infringement was absent altogether or limited to the edges of reserves, larger marine reserves lead to lower total catches and higher overall biomass. When infringement was limited to reserve edges, a single large closure was more effective at conserving biomass than more fragmented arrangements. Simulations suggested that marine reserves might lead to better conservation of a fishery-targeted species if infringement is negligible or limited to reserve margins. Even where infringement occurred only at the edges of reserves, a network of small reserves may be less effective at conserving a targeted species than a smaller number of larger reserves. 相似文献
