Are recreational fisheries resilient to harvest or prone to collapse? This paper reviews research published since that question was posed by Post et al. (2002, Fisheries 27 , 6–17). A number of patterns and processes have been identified that suggest understanding the risk of collapse requires knowledge of the fishing effort response, degree of depensation in the fishery and the life history of the harvested species. Processes involving the behaviour of fish, behaviour of anglers and management responses to declining quality can all impact the degree of resilience of recreational fisheries and their risk of collapse. The spatial context of an individual fishery can be important as they are often embedded in lake districts and joined by mobile anglers so their local dynamics are not independent from other fisheries. Typical regulations that restrict the behaviour of individual anglers in open‐access fisheries can provide some resilience but cannot prevent collapse if the fishing effort is too high. Many uncertainties remain related to the occurrence and intensity of the key processes and therefore adopting an adaptive experimental management approach might be the most useful approach to minimise the risk of collapse in recreational fisheries.  相似文献

Abstract  The characteristics and contribution of a developing recreational fishery to the local, regional and national economy of Angola were evaluated in 2006. Annual angling effort was 13 435 h, while the estimated total catch of the three target species [leerfish, Lichia amia (L.), west coast dusky kob, Argyrosomus coronus (Griffiths & Heemstra) and shad, Pomatomus saltatrix (L.)], was 5913 fish with a mass of 27 975 kg. Catch per unit effort (CPUE) for all teleost species combined was 0.44 fish per angler h−1 and 2.08 kg per angler h−1. Total harvest of the three species was 576 fish with a total mass of 2221.6 kg. The total contribution of this recreational fishery (mostly anglers from South Africa) to the local economy was US$ 1007 per harvested fish and US$ 243 per harvested kg. This equated to a contribution to the local, regional and national economies of US$ 151 685, US$ 44 767 and US$ 344 364 respectively. Although the regional contribution was less than half of the national contribution, it was regionally significant when the low population density and the general absence of other formal sector employment opportunities are considered. As a result of the largely undisturbed nature of the southern Angolan coastline, the catch, effort and CPUE information was considered suitable as a baseline for a cost-effective method of future fisheries monitoring in the region.  相似文献

Abstract  Management of Indonesia's marine capture fisheries faces a huge dilemma: evidence suggests that most, if not all, of Indonesia's capture fisheries are fully or overexploited, but the fishery sector is still expected to contribute to the increase of Indonesia's gross national product (GNP) through an increase in total catches. Furthermore, the current practice of using catch-effort data and Maximum Sustainable Yield (MSY) models to inform Indonesia's fisheries policies is flawed, putting sustainability and long-term profitability of Indonesia's fisheries at risk. It is argued that the following shift in capture fisheries management policy must be achieved to ensure the survival of Indonesia's fish stocks and fisheries:
1  a shift in fisheries policy from development-oriented management towards management for sustainability;
2  acceptance by fisheries managers that 'untapped resources' may not exist or cannot be exploited profitably;
3  acceptance by fisheries managers that any transfer of fishing effort between fishing grounds may contribute to collapse of local fisheries;
4  a shift in fisheries management from MSY models to eco-system based management, wherein Marine Protected Areas should play an important role.  相似文献

Abstract Victoria, is a recently (1984) impounded, deep, hydro-electric reservoir in Sri Lanka with an established commercial fishery. Participatory appraisal of the fishing community revealed decreasing reliance on fishing income with many fishermen moving away to supplementary occupations because of declining fish catches. Illegal fishing and theft of fishing gear resulting from open access, difficulties encountered in enforcing fisheries regulations and the need for fishermen to find alternative sources of income during low water levels are the major management problems. The top–down centralized management approach previously practised was ineffective in addressing any of these issues. Therefore, the possibilities and limitations for introducing co-management as an alternative management strategy were discussed. Financial hardship coupled with perceived benefits through state sponsored welfare schemes caused a positive attitude change among fishermen, making them respond favourably to fishery management. Establishing a licensing system for controlled access, ensuring greater user-group participation through equitable distribution of state sponsored benefits among members, attempting to enforce penalties for illegal fishing linked with surprise checks to enforce management regulations, and obtaining stakeholder perceptions regarding management issues are some of the recent steps taken by the Fishermen's Co-operative Society which would positively contribute towards developing effective co-management in this reservoir.  相似文献

近海是众多渔业生物的产卵场、育幼场和索饵场,也是优良渔场,支撑着我国海洋渔业资源的世代发生量和“海上粮仓”的可持续产出。近海渔业贡献了80%~90%海洋捕捞产量,在保障水产品供给、增加渔民收入、促进沿海地区海洋经济发展等方面发挥了重要作用。新中国成立以来,以近海渔业资源为切入点,我国科研人员围绕“海洋渔业资源开发与可持续利用”的关键科技问题,系统开展了一系列渔业资源调查与评估、基础与应用基础研究、技术研发工作,取得了多项创新性成果,支撑了我国海洋渔业资源合理利用、科学养护与管理。渔业资源研究重点与渔业资源开发利用程度和渔业发展休戚相关,本文结合不同时期国家渔业发展战略,系统回顾了1950年代以来我国近海渔业资源研究4个发展阶段 (起步—发展阶段、快速发展阶段、综合研究阶段和新发展阶段)的特点、研究重点、调查装备及平台建设情况等;梳理了我国在近海渔业资源数量变动与渔场探查、渔业资源高效开发利用、渔业资源调查评估技术研发、科学规范的水生生物资源养护体系形成和海洋生态系统动力学等研究进展和代表性成果,及其对我国近海渔业发展、管理与资源养护政策调整的支撑作用;明确了未来渔业资源研究要注重多学科研究和综合性调查,深入解析渔业生态系统结构与功能的机制和机理,结合经济、社会等因素研发新的渔业资源利用与管理模式,实现“开发中保护,保护中开发”,支撑资源养护型近海捕捞业实施和渔业高质量发展。

The inland fisheries of Sri Lanka are essentially artisanal on most of the reservoirs in the country. The annual inland fish production declined dramatically after 1990, when state patronage for the development of the inland fisheries was discontinued for 4 years. This decline was shown to be a result of growth overfishing of the two dominant cichlid species which accounted for over 90% of landings. This was a result of using small mesh ( < 6.9 cm) gillnets in the absence of the State-sponsored monitoring procedure in the fishery after 1990. This indicates that it is necessary to monitor inland fisheries management in Sri Lanka through a centralized authority in the current situation. However, in some Sri Lankan reservoirs, fishing communities can be categorized as 'organized' because they collectively make decisions to define procedures for the rational exploitation of the fishery resources. In reservoirs with 'organized' fishing, the communities themselves have developed mechanisms to regulate the landing sizes of dominant cichlid fish species through community-based fisheries management strategies. In such reservoirs, over-exploitation of fish stocks was not evident, even after 1990, when state-sponsored monitoring procedures were suspended. Based on these observations, an alternative approach is recommended for the management of Sri Lankan reservoir capture fisheries in which the Government and resource-users have equal responsibilities in the management of the resources.  相似文献

Declines in fish yields and shifts in species composition are serious concerns in the African Great lakes of Tanganyika, Malawi (Nyasa/Niassa) and Victoria. Despite management and regulatory structures, all the lakes remain open‐access fisheries, severely depressing yields, economic returns and threatening biodiversity. While the lakes require an ecosystem‐based approach to management, this has not been realised because of a lack of institutional capacities, insufficient political will or simply being overwhelmed by the scale of the endeavour. Sustainable fisheries management can only be achieved through a refocus towards a stronger socio‐ecological approach and re‐evaluating how to realistically improve fish yield and environmental protection. This requires a combination of the following: (1) acceptance of suboptimal fish yields; (2) community‐enforced regulations that restrict access to fisheries and destruction of inshore habitats; (3) enhanced national and local institutional capacities and collaboration among the riparian states; and (4) major awareness and educational efforts that demonstrate the national and international importance of these lakes for food supply and biodiversity in pursuance of the Sustainable Development Goals. Without such actions, the prognosis for long‐term sustainable fisheries is bleak, and international projects and conferences will merely bear witness to further degradation of resources and the livelihoods they support.  相似文献

Hatchery-reared Atlantic salmon, Salmo salar L., parr and wild smolts which were microtagged and released into rivers in north-east England were recaptured by the fisheries at West Greenland, Faroes and on the Irish west coast, by the homewater net fisheries and by rod fisheries in rivers in north-east England. No significant differences were observed in the patterns of exploitation of hatchery-reared and wild fish in the distant water fisheries. The distribution of tag recoveries in coastal waters was strongly influenced by the pattern of fishing effort which was concentrated in the middle of the fishery area, but recaptures tended to be biased towards the river of release. There were significant differences in the distribution of recaptures of fish released in different rivers and between hatchery-reared and wild fish from the River Wear. There were also differences in the timing of recaptures of hatchery and wild fish from this river in the coastal net fishery. Very few fish were recaptured in rivers other than the one in which they were released, and there was no significant difference between straying rates for hatchery and wild fish. The relative numbers of recaptures in the coastal fishery and in the home river was the same for translocated hatchery fish and wild fish, thus refuting the suggestion that hatchery-reared fish have a reduced ability to home. The distribution of recaptures within fresh water provides clear evidence of tributary-specific homing of hatchery-reared fish.  相似文献

The lecture traces the historical path to overfishing of the world's fish and shellfish stocks, and provides an assessment of marine fish resources in the later half of the 1990s. The basis of overfishing as noted by various fishery scientists is reviewed. Four factors, including institutional paralysis, the rapidity of technological developments, uncertainty of science, and the inability to monitor and enforce regulations are identified as the major problems leading to overfishing. The failure of the world community to deal with extensive overfishing, appears to have motivated managers and scientists to promote a new fishery management paradigm that focuses on a broader set of problems resulting from fishing, and establishes a more conservative decision‐making process founded on precautionary principle and uncertainty. The author feels that the evolving paradigm will result in the rebuilding of a number of stocks in the United States, but is less certain of its adoption on a global scale, and whether or not science will play a more useful role in fisheries management. It is noted that the support for fisheries science and the status of fisheries have followed opposite courses. Over the past half century marine science has boomed, diversified and become intellectually and materially enriched, while the number of overfished stocks and ecological disasters has increased. Looking ahead it is expected that fisheries management will move into a more conservative era. The focus of fisheries has moved from full use of ocean resources to establishing yields that take into account the impacts of fisheries on target and non‐target species and the ecosystem in general. Although there has been wide‐spread abuse in the use of the world's fishery resources and condemnation of the fishing industries, the author feels that the government institutions must bear the primary responsibility for the historical course of fishery management and its failure.  相似文献

ABSTRACT:   Fishery policy formation is a multilateral political process that typically involves conflicting attitudes towards management, and opposing interests among resource users. As fisheries resources continue to decline, conflict between and within fishing sectors will grow. The challenge for fisheries policy makers is to ensure fisheries resources are evenly allocated among the stakeholders whilst managing resources in a sustainable manner. Australian fisheries management has been revolutionized by the introduction of Integrated Fisheries Management (IFM), which is based on a systematic approach involving the inclusion of all sectors in the management process. This approach means determining the total amount of fish that can be harvested from a fishery and then adopting management strategies for allocating explicit catch shares between the competing sectors. The recent increased burden on fisheries stocks, caused by higher recreational user participation, has forced policy makers to make large changes relating to the allocation of resources. Policy makers in Western Australia, aware of conflict developing between users of the abalone resource, developed a unique management system based on resource sharing. By integrating the recreational sector in the overall management process, the primary objective of the new agenda is to decrease conflict between competing users and develop a management system without partisanship.  相似文献

Overfishing may seriously impact fish populations and ecosystems. Marine protected areas (MPAs) are key tools for biodiversity conservation and fisheries management, yet the fisheries benefits remain debateable. Many MPAs include a fully protected area (FPA), restricting all activities, within a partially protected area (PPA) where potentially sustainable activities are permitted. An effective tool for biodiversity conservation, FPAs, can sustain local fisheries via spillover, that is the outward export of individuals from FPAs. Spillover refers to both: “ecological spillover”: outward net emigration of juveniles, subadults and/or adults from the FPA; and “fishery spillover”: the fraction of ecological spillover that directly benefits fishery yields and revenues through fishable biomass. Yet, how common is spillover remains controversial. We present a meta‐analysis of a unique global database covering 23 FPAs worldwide, using published literature and purposely collected field data, to assess the capacity of FPAs to export biomass and whether this response was mediated by specific FPA features (e.g. size, age) or species characteristics (e.g. mobility, economic value). Results show fish biomass and abundance outside FPAs was higher: (a) in locations close to FPA borders (<200 m) than further away (>200 m); (b) for species with a high commercial value; and (c) in the presence of PPA surrounding the FPA. Spillover was slightly higher in FPAs that were larger and older and for more mobile species. Based on the broadest data set compiled to date on marine species ecological spillover beyond FPAs' borders, our work highlights elements that could guide strategies to enhance local fishery management using MPAs.  相似文献

In open access marine fisheries, the non-targeted catches in the form of juveniles are detrimental, as this would reduce future yield and subsequent recruitment to the fishery. The proliferating impact of juvenile fishing is much more intense in a multi-gear multi-species fishery like Indian marine fisheries, where intra- and inter-sectoral conflicts exist. Marine fishing in India is contributing significantly to the country's economic growth and the coastal livelihood security. Although the recent changes in the techno-harvesting pattern of inshore fisheries of the country has led to a remarkable increase in fish landings, the problem of by-catch and targeted juvenile fishing is ever increasing. The present analysis shows that the contribution in the form of annual average profit by various craft–gear combinations is often not sufficient to compensate the overall loss generated by the same to the fishery through the harvest of juvenile fishes. Even though the fishermen gain some transient economic incentives from the juveniles landed, the estimated economic loss calculated was at about US$ 19,445 million year−1 from the mechanised as well as motorised sector. Both intergenerational and conventional discounting was applied to show the net present value (NPV) of future loss due to juvenile fishing. Some of the less capital intensive gears also substantially contribute towards the economic deficit caused by juvenile fishing. We suggest that, while considering the ecosystem impacts of accidental by-catch and intentional juvenile fishing, the economic impacts also should be taken into account prior to formulating any management measures. The study provides an insight to the cost of juvenile fishing in a multi-species multi-gear fishery, where a homogeneous management system is ineffective. The possible causes of increased growth overfishing in the country and subsequent economic loss to the industry are also discussed.  相似文献

The Nigerian coastal system—estuaries, lagoons, creeks and wetlands—extends for a distance of approximately 850 km with the Niger Delta (area: 75 000 km2) dominating the entire ecosystem. Human activities—(oil exploration, haphazard mining of sand from coastal areas, sand filling of wetlands for industrial use, heavy pollution by industries)—severely destroyed the breeding and nursery grounds of commercial fish species between 1973 and 1992. As a result, fish landings from capture fisheries decreased from 500 000t in the late 1980s to the present 300 000t. With the Nigerian population increasing at a rate of 3%–4% per year, there is an urgent need for the Federal Government to protect the 850 km coastline, and the riverine wetlands. Conservation education should be vigorously pursued on the socio-economic benefits of coastal and riverine wetlands. The Federal Government should encourage States and Local Governments to enact environmental laws and regulations. Stiff penalties for violations should be vigorously enforced. Companies involved in exploitation and manufacturing in coastal areas should increase their funding of research directed at minimizing oil spillages and discharge of wastes in their areas of operation.  相似文献

Abstract  In England and Wales, freshwater anglers have shifted their behaviour towards visiting catch-and-release lake fisheries that are intensively stocked, mainly of large common carp, Cyprinus carpio L., to maintain high catch rates. Of 187 fish kills investigated in these intensively stocked lake fisheries in 2004 and 2005, most occurred between April and June and were mainly caused by parasitic or bacterial infections. Bacteria were usually associated with ulcerative diseases caused by strains of the bacterium Aeromonas salmonicida (Emmerich & Weibel) and secondary infections of opportunistic bacteria of the Genus Aeromonas (excluding salmonicida ) and Pseudomonas . Parasites involved in fish kills included Ichthyophthirius multifiliis (Fouquet), Chilodenella sp., Ichthyobodo necator (Henneguy) and Argulus sp. Outbreaks were typically in fisheries with high extant stock densities (>1500 kg ha−1) and sub-optimal habitats, for example of low habitat heterogeneity with few macrophytes in the littoral zone. Recent stocking was also a key factor when only carp was affected. Thus, certain fisheries management practices that aim to enhance fishery performance may instead trigger fish kills during spring.  相似文献

Abstract  The effectiveness of a new design of glass eel, Anguilla anguilla (L.), fishing trap was tested in the Ebro River delta fishery (Eastern Mediterranean, Spain). The modified fishing trap incorporated a by-catch reduction device (BRD) to increase trap selectivity and minimise by-catch of non-targeted fish, without affecting glass eel captures. The BRD is inexpensive and easy to implement, consisting of a cylinder covered with a rigid square-mesh of 2.0–2.4 mm knot-to-knot, which is easily fitted to the fishing trap entrance. Testing of the BRD was made by paired comparisons between captures of targeted and non-targeted fish species from both conventional and BRD-modified traps. The use of a BRD in the glass eel traps resulted in a 68.9% reduction in the number of captured non-targeted fish specimens, while it did not reduce glass eel yields. The BRD implementation was fully effective for all species and individuals with sizes >40 mm total length, with the exception of the black-striped pipefish, Syngnathus abaster Risso. These results support the implementation of the BRD in glass eel fisheries along the Eastern coast of the Iberian Peninsula where these fishing traps are used.  相似文献

Abstract Length, life history and ecological characteristics of landed fish communities were studied over a 10‐year period to test theories of fishing disturbance during a time of increased gear and closure management in heavily utilised fisheries. It was predicted that with greater management restrictions: (1) the earliest and fastest responses in the fishery will be seen in those species with faster turnovers, or relatively lower vulnerabilities to fishing; (2) the fishery would transition to a landed catch with higher mean trophic levels, and greater mean body lengths. In addition, the removal of a non‐selective, small‐mesh seine nets should benefit the catch of gears that previously had the greatest species selectivity overlap with the seine net. Many predictions were supported, although maximum lengths and lengths at maturity responded more rapidly than anticipated. The response to eliminating the non‐selective seine net was a more rapid increase in sizes caught by gears with a larger overlap in size (hook and lines) than species selectivity (gill nets). The simultaneous comparison of management systems over time indicates that open‐access fishing grounds can benefit from restrictions imposed in adjacent fishing grounds. The study indicated that multi‐species coral reef fisheries management objectives of maximising yields, as well as maintaining the fish community’s life‐history diversity, require management trade‐offs that balance local socio‐economic and biodiversity needs.  相似文献

This paper discusses the role of fishing communities in the stewardship of their adjacent fish resources, and the benefits associated with community participation in co‐management. Contrary to the view of most fisheries management agencies, local communities are able to design institutions that can successfully restore equity and limit access to the fishery. The dismissal of local concerns may be at the root of biological and social crises in fisheries, and the privatization of common fishing rights world‐wide through individual transferable quotas (ITQs) is contributing to these problems. Community involvement that is embedded into a network of management at larger spatial scales would allow fishing communities to regain some control over their livelihoods. Meaningful co‐management arrangements must go beyond consultation by redirecting the flow of social and economic benefits from the fishery back into communities. Unless geographically defined communities are allowed to share power and responsibility with government fisheries managers, both fish stocks and fishing as a way of life are in danger of vanishing.  相似文献

Fisheries are the most common ecosystem service that fish provide to human populations, yet recreational fisheries are often overlooked when evaluating such services. Here, the socioeconomic profiles of fishers, the composition of their catches and catch per unit effort (CPUE) are described, to estimate the economic value of the recreational fishery on a stretch of the Cuiabá River in the Brazilian Pantanal. Questionnaires were used to obtain socioeconomic information and fishing yield from fishers for 2013 and 2014. Additionally, a census on the number of fishers and fishing platforms along the sampled region was conducted in 2018. This recreational fishery mostly involves middle class adult males, based mostly in the Cuiabá city metropolitan region. They invested, on average, US$41.1 (SD = US$16.5, median = $35.2) per fishing visit, catching around 19 fish species. Overall, mean CPUE from the recreational fishery was 42.20 fish/fisher.day (17.4 kg/fisher/day). Annual economic value of this recreational fishery was estimated at around US$1.8 million, which highlights the importance of this activity to the local economy. Greater environmental conservation efforts are recommend to ensure the long-term viability of this ecosystem service.  相似文献

The common dentex, Dentex dentex (L.), is an iconic marine coastal fish in the Mediterranean Sea. This study was performed in the Bonifacio Strait Natural Reserve (BSNR), (NW Mediterranean Sea). The aims were to: (1) evaluate temporal variation of the artisanal fishing of common dentex (2000–2012); (2) compare and quantify catch rates, fishing techniques and catch composition for artisanal and recreational fisheries, and determine the influence of management measures by both activities; and (3) estimate the production of both artisanal and recreational fisheries. Fishery data were collected from different artisanal fishing surveys (onboard fishing vessels and landings) and recreational fishing surveys (roving). The gears with the highest rates of exploitation were longline (3554 g per 100 hooks) and Trolling (351 g boat?1 h?1 ±SE), respectively, for artisanal and recreational fishing. This study showed that catches by both activities were quantitatively higher in partially protected areas than outside them. Production estimations suggest that the recreational fishery contributes significantly to fishing mortality and that it can magnify the negative effects of artisanal fisheries. Specific measures are needed for the sustainable fishery management of common dentex.  相似文献
