Farm to School (FTS) programs are increasingly popular as methods to teach students about food, nutrition, and agriculture by connecting students with the sources of the food that they eat. They may also provide opportunity for farmers seeking to diversify market channels. Food service buyers in FTS programs often choose to procure food for school meals directly from farmers. The distribution practices required for such direct procurement often bring significant transaction costs for both school food service professionals and farmers. Analysis of data from a survey of Vermont farmers who sell directly to school food services explores farmers’ motivations and distribution practices in these partnerships. A two-step cluster analysis procedure characterizes farmers’ motivations along a continuum between market-based and socially embedded values. Further bivariate analysis shows that farmers who are motivated most by market-based values are significantly associated with distribution practices that facilitate sales to school food services. Implications for technical assistance to facilitate these sales are discussed.  相似文献

Farm to school programs have been positioned as interventions that can support goals of the global food sovereignty movement, including strengthening local food production systems, improving food access and food justice for urban populations, and reducing distancing between producers and consumers. However, there has been little assessment of how and to what extent farm to school programs can actually function as a mechanism leading to the achievement of food sovereignty. As implemented in North America, farm to school programs encompass activities not only related to school food procurement, but also to the development of student knowledge and skills under the framework of food literacy. Research on farm to school initiatives has largely been conducted in countries with government-supported national school feeding programs; this study examines farm to school organizing in Canada, where there is no national student nutrition program. Using qualitative fieldwork and document analysis, we investigate the farm to school movement in British Columbia, in a context where civil society concerns related to education and health have been the main vectors of farm to school mobilization. Our analysis suggests that, despite limited institutional infrastructure for school meals, the British Columbia farm to school movement has contributed toward realizing goals of food sovereignty through two main mechanisms: advocacy for institutional procurement of local and sustainable foods and mobilizing food literacy for increased public engagement with issues of social justice and equity in food systems.  相似文献

As demand for locally grown food increases there have been calls to ‘scale-up’ local food production to regionally distribute food and to sell into more mainstream grocery and retail venues where consumers are already shopping. Growing research and practice focusing on how to improve, expand and conceptualize regional distribution systems includes strategies such as value chain development using the Agriculture of the Middle (AOTM) framework. When the Ohio Food Policy Advisory Council asked how they could scale-up the distribution of Ohio fresh fruits and vegetables to Ohioans, we decided to use this practical opportunity to not only provide recommendations to this council, but to simultaneously contribute to the literature on AOTM, value-based and spatially–proximate relationships, and conceptualizations of food system hybridity. We do this while examining an entire sub-sector of the Ohio agricultural economy, namely fruit and vegetables and applying the AOTM framework beyond the farm, namely to distributors and retailers. Through interviews with Ohio retailers and a survey of all fresh fruit and vegetable distributors Ohio we: (1) Describe current distribution systems within the state; (2) Identify firms interested in scaling-up distribution, and; (3) Inform state-level policy efforts by identifying opportunities to better target any state-level policy and program efforts. We demonstrate support for the concept of AOTM applied beyond the farm, for value chain development strategies that can transmit ‘quality’ via spatially proximate supply chains, and support for considering hybrid solutions, such as piggybacking for scaling-up local food systems. This work highlights the role a statewide food policy council can have in facilitating market development and their unique position to provide public sector and institutional support to facilitate meaningful connections in the food system.  相似文献

Regional institutional marketing supports sustainable farming by bringing wholesome, nutritious food to members of the community. Schools, in particular, can benefit greatly from this arrangement in comprehensive efforts to address childhood obesity. Nineteen previous publications examined issues around supply of and/or demand for regional food procurement by institutions across the United States, including levels of interest, perceived benefits, and barriers to this arrangement. Food service directors, farmers, and/or distributors participated in surveys, interviews, workshops/forums, case studies, and one evaluation about regional food procurement. Accounts of seven farmer cooperatives or networks indicate that institutional customers are more often restaurants (n = 5), health care facilities (n = 2), colleges/universities (n = 2), and other facilities (n = 2), than public schools (n = 1) or food retailers (n = 1). The studies agree that the main benefits offered by regional food procurement are support of the local economy and increased access to fresh and nutritious food. Barriers consistently faced by food services and farmers have to do with lack of infrastructure and financial support for processing and central distribution. Though obstacles vary by district and/or geographic characteristics, results indicate that across groups there is a clear need for better support mechanisms by which farms can connect with regional markets. The practice of farm-to-institution marketing holds the potential to improve nutritional status of community members and financial stability of farmers, though institutional support is needed for systemic transition to this purchasing method.

Although inclusion in formal value chains extends the prospect of improving the livelihoods of rural small-scale producers, such a step is often contingent on compliance with internationally-promoted food safety standards. Limited research has addressed the challenges this represents for small rural producers who, grounded in culturally-embedded food safety conceptions, face difficulties in complying. We address this gap here through a multiple case study involving four public school feeding programs that source meals from local rural providers in the Bolivian Altiplan. Institutional logics theory is used to describe public food safety regulations and to compare them to food safety conceptions in the local indigenous Aymara rural setting. We identify a value-based conflict that leads to non-compliance of formal food safety rules that jeopardizes the participation of small farmers in the market. These include: (1) partial adoption of formal rules; (2) selective adoption of convenient rules; and (3) ceremonial adoption to avoid compliance. Decoupling strategies allow local actors to largely disregard the formal food safety regulations while accommodating traditional cultural practices and continuing to access the market. However, these practices put the long-term sustainability of the farmers’ participation in potentially favorable opportunities at risk.  相似文献

This paper reports on a relationship between the University of Toronto and a non-profit, non-governmental (“third party”) certifying organization called Local Flavour Plus (LFP). The University as of August 2006 requires its corporate caterers to use local and sustainable farm products for a small but increasing portion of meals for most of its 60,000 students. LFP is the certifying body, whose officers and consultants have strong relations of trust with sustainable farmers. It redefines standards and verification to create ladders for farmers, Aramark and Chartwells (the corporations that won the bid), and the University, to continuously raise standards of sustainability. After years of frustrated efforts, other Ontario institutions are expressing interest, opening the possibility that a virtuous circle could lead to rapid growth in local, sustainable supply chains. The paper examines the specificities of the LFP approach and of the Toronto and Canadian context. Individuals in LFP acquired crucial skills, insights, experience, resources, and relationships of trust over 20 years within the Toronto “community of food practice,” located in a supportive municipal, NGO and social movement context. In 2007 new meat inspection regulations standardizing meat production throughout the Province of British Columbia (BC), Canada came into effect moving food for local consumption closer to continentally harmonized production standards. Critics argue that the economic viability of small-scale livestock farmers is threatened. Small-scale women farmers are central to the creation of alternative local agri-food networks in BC. Using gender as an analytically enabling tool this paper argues that public food-safety regulation can create the conditions for the dominance of private agri-food governance. The discursive creation of a feminized privileged consumer legitimates much non-democratic agri-food governance. The paper argues that more just and ecologically sustainable futures require a ‘gender troubling’ of agri-food governance in which the privileged identity of the food consumer is reconstructed as global citizen in the context of the food sovereignty of the farmers who produce their food.  相似文献

Two major episodes of farm protest have occurred in the past decade. In each case, protesting farmers have chosen to create new farm organizations rather than express their grievances through one of many existing farm interest groups. The result has been the development of a durable grassroots farm lobby, a hybrid mode of exercising political influence that combines features of interest group lobbying and social movement protest. The first episode saw the mobilization of the American Agriculture Movement (AAM), a nation-wide protest organization devoted to achieving a federal guarantee of parity prices. When AAM's attempt to change federal farm policy failed, it was unable to sustain a high level of member mobilization or organizational activity. This failure is attributed to the lack of a stable organizational structure, the lack of durable membership incentives, and the counterproductive effects of disruptive protest tactics. The second episode of protest occurred in reaction to the farm-debt crisis of the 1980s. Protesting farmers organized numerous crisis groups to provide emergency services to financially distressed farmers. The crisis groups coalesced into the National Save the Family Farm Coalition (NSFFC) in order to exert influence over federal farm policy. It is argued that this coalition structure, along with membership incentives provided by crisis groups through their constituent service programs, may allow this latest farm movement to exert more considerable and durable influence over federal farm policy than AAM was able to do in the late 1970s. The problems of maintaining a national coalition of grassroots groups are discussed and evaluated.  相似文献

Key areas ofcooperation include resource sharing andapprenticeship programs. Employing food networks as akey unit of contextual analysis will deepen ourunderstanding of how to enhance their resiliency andvibrancy. Farm-to-school (FTS) programs have garnered the attentions and energies of people in a diverse array of social locations in the food system and are serving as a sort of touchstone for many in the alternative agrifood movement. Yet, unlike other alternative agrifood initiatives, FTS programs intersect directly with the long-established institution of the welfare state, including its vestiges of New Deal farm programs and public entitlement. This paper explores how FTS is navigating the liminal terrain of public and private initiative, particularly the ways in which it interfaces with neoliberalism as both a material and discursive project. It examines the political emergence of school food programs and finds that FTS is strikingly similar to traditional school programs in objectives, but differs in approach. Yet, in their efforts to fill in the gaps created by political and economic neoliberalization, FTS advocates are in essence producing neoliberal forms and practices afresh. These include those associated with contingent labor relationships, private funding sources, and the devolution of responsibility to the local, all of which have serious consequences for social equity. The paper also discusses how FTS programs are employing the rhetoric of neoliberal governmentality, including personal responsibility and individual success, consumerism, and choice. While these may be tactical choices used to secure funding in a competitive environment, they may also contribute to the normalization of neoliberalism, further circumscribing the possibilities of what can be imagined and created to solve social problems.  相似文献

Civic agriculture is an approach to agriculture and food production that—in contrast with the industrial food system—is embedded in local environmental, social, and economic contexts. Alongside proliferation of the alternative food projects that characterize civic agriculture, growing literature critiques how their implementation runs counter to the ideal of civic agriculture. This study assesses the relevance of three such critiques to urban farming, aiming to understand how different farming models balance civic and economic exchange, prioritize food justice, and create socially inclusive spaces. Using a case study approach that incorporated interviews, participant observation, and document review, I compare two urban farms in Baltimore, Maryland—a “community farm” that emphasizes community engagement, and a “commercial farm” that focuses on job creation. Findings reveal the community farm prioritizes civic participation and food access for low-income residents, and strives to create socially inclusive space. However, the farmers’ “outsider” status challenges community engagement efforts. The commercial farm focuses on financial sustainability rather than participatory processes or food equity, reflecting the use of food production as a means toward community development rather than propagation of a food citizenry. Both farms meet authentic needs that contribute to neighborhood improvement, though findings suggest a lack of interest by residents in obtaining urban farm food, raising concerns about its appeal and accessibility to diverse consumers. Though not equally participatory, equitable, or social inclusive, both farms exemplify projects physically and philosophically rooted in the local social context, necessary characteristics for promoting civic engagement with the food system.  相似文献

Although the concept of food sovereignty is rooted in International Peasant Movements across the global south, activists have recently called for the adoption of this framework among low-income communities of color in the urban United States. This paper investigates on-the-ground processes through which food sovereignty articulates with the work of food justice and community food security activists in Oakland, California, and Seattle, Washington. In Oakland, we analyze a farmers market that seeks to connect black farmers to low-income consumers. In Seattle, we attend to the experiences of displaced immigrant farmers from Latin America and their efforts to address their food needs following migration. In both cases, we find that US based projects were constrained by broader forces of neoliberalism that remained unrecognized by local activists. In Oakland, despite a desire to create a local food system led by marginalized African Americans, emphasis on providing green jobs in agriculture led activists to take a market-based approach that kept local food out of the economic grasp of food-insecure neighborhood residents. In Seattle, the marginalization of the immense agroecological knowledge of Latino/an immigrant farmers rendered local food projects less inclusive and capable of transformative change. Taken together, these very different cases suggest that a shift towards food sovereignty necessitates a broad acknowledgement of and resistance to neoliberalism.  相似文献

Experts identified water quality, manure, good handling practices (including personal hygiene and equipment sanitation), and traceability as critical farm problem areas that, if addressed, are likely to decrease risk associated with microbial contamination of fresh produce from all scales of agriculture. However, the diverse nature of production strategies used by produce farmers presents multiple options for addressing foodborne illness issues while simultaneously creating potential complications. We use a mental models methodology to enhance our understanding of the underlying factors and assumptions of small, medium, and large produce growers that influence their decision-making processes for contamination prevention and control. This empirical evidence demonstrates how challenges and opportunities to food safety are related to the scale of production and marketing strategies. We believe that refining the development of standards and existing extension and outreach food safety programs are important to both consumer protection and supporting agricultural communities. Additionally, this approach will help develop and refine food safety programs that will result in empirically grounded recommendations based on identified grower information needs.  相似文献

While questions about the environmental sustainability of contemporary farming practices and the socioeconomic viability of rural communities are attracting increasing attention throughout the US, these two issues are rarely considered together. This paper explores the current and potential connections between these two aspects of sustainability, using data on community members’ and farmers’ views of agricultural issues in California’s Central Valley. These views were collected from a series of individual and group interviews with biologically oriented and conventional farmers as well as community stakeholders. Local marketing, farmland preservation, and perceptions of sustainable agriculture comprised the primary topics of discussion. The mixed results indicate that, while many farmers and community members have a strong interest in these topics, sustainable community development and the use of sustainable farming practices are seldom explicitly linked. On the other hand, many separate efforts around the Valley to increase local marketing and agritourism, improve public education about agriculture, and organize grassroots farmland preservation initiatives were documented. We conclude that linking these efforts more explicitly to sustainable agriculture and promoting more engagement between ecologically oriented farmers and their communities could engender more economic and political support for these farmers, helping them and their communities to achieve greater sustainability in the long run. It is generally accepted that farmers manage a complex farm system. In this article we seek answers to the following questions. How do farmers perceive and understand their farm system? Are they sufficiently aware of their farm system that they are able to represent it in the form of a map? The research reported describes how causal mapping was applied to sheep/beef farmers in New Zealand and shows that farmers can create maps of their farm systems in ways that allow expression of both individual maps and the formation of group maps which represent the general character of farm systems. A group map was made for all the farmers studied and for subgroups using conventional, integrated, and organic management systems. The results are discussed in terms of the depth of meaning associated with individual elements of the map, map complexity and the limitations of causal mapping. Causal mapping has the potential to contribute to our knowledge of how farmers see their farm systems, and this can benefit farmers and other stakeholders concerned with the management of farms and their economic and environmental performance.  相似文献

Quinoa farmers in San Agustín, Bolivia face the dilemma of producing for a growing international market while defending their community interests and resources, meeting their basic household needs, and making a profit. Farmers responded to a changing market in the 1970s by creating committees in defense of quinoa and farmer cooperatives to represent their interests and maximize economic returns. Today farmer cooperatives offer high, stable prices, politically represent farmers, and are major quinoa exporters, but intermediaries continue to play an important role in the local economy. Meanwhile, some farmers rebuff the national cooperatives and intermediaries in favor of a denomination of origin and closer association with local cooperatives. This article, based on 4?months of ethnographic research, explores the reasons for the continued presence of intermediaries on the market landscape and how farmers have worked to create a quinoa economy embedded with fair trade values. Farmers demand stable prices, flexible standards, provision of services, and promises of maintaining the distinctive qualities of San Agustín quinoa. They frame their trades in economic, utility, and solidarity terms to reflect their livelihood strategies, farming capabilities, and personal concepts of fair trade. Meanwhile cooperatives, development initiatives, and intermediaries each argue that their particular buying practices allow farmers to attain household goods, credit, and cash for food and economic security.  相似文献

BIOS and BIFS are two California-based, small-scale alternative agricultural demonstration programs that define an applied Agriculture Partnership Model of extension. This model operates through a structure of local project leadership, a process of responsive farmer outreach and a primary goal of voluntary pesticide reduction. It reaches back to a Land Grant approach to extension of personal relationship, equal partnership, and collaborative learning. Overall findings from a systematic assessment of BIOS and BIFS imply that the operation and impacts of these two Agriculture Partnership Projects owe more to the model, approach, and values of the projects than to any specific farming or extension techniques. A model of local partnership and responsive, learner-centered outreach, operational values such as flexibility and relationship, and a balanced systems approach to farm management and project operation combine to create a promising organizational response to the rapidly changing regulatory, environmental, and political circumstances confronting conventional farmers in California. Though some farm advisors and field research specialists within the University of California Cooperative Extension have successfully used the projects to leverage decreasing Extension resources, increase their one-on-one contact with farmers, and learn new outreach and agricultural skills, others within that system are highly critical of the two projects. Organizational tension between Cooperative Extension and the quasi-university Partnership Projects largely reflects differences in fundamental beliefs and values about legitimate knowledge, learning processes, and effective teaching as well as primary goals for agricultural outreach. There has been a recent push to offer more food assistance programs at farmers markets. Yet, as more programs are developed for farmers markets, little input has been sought from those who are ultimately responsible for their implementation. This ethnographic study explores the experiences of farmers markets that have been early adopters of federal food assistance programs. Participant observation and in-depth interviews were used in six early-adopting markets to understand staff perspectives on the challenges and benefits of administering food assistance programs. The results show that even markets with strong organizational capacity experienced significant burdens while operating food assistance programs. In addition, most worried about the sustainability of these programs due to the level of resources needed for their support. The findings suggest that calls to expand food assistance programs to all farmers markets will continue to be met with challenges as many markets will not have the capacity to operate them. Targeting farmers markets with strong organizational capacity may increase the probability of successful implementation, but building the organizational capacity of farmers markets may be necessary for widespread adoption. The study has implications for other sectors of civil society that are increasingly taking on the work of providing government programs.  相似文献

Rice crop diversity hasdecreased dramatically in the recent past.Understanding the causes that underlie theevident genetic erosion is critical for thefood security of subsistence rice farmers andbiodiversity. Our study shows that farmers inthe northeastern Philippines had a markedreduction in rice diversity from 1996 to 1998.The ultimate causes were a drought resultingfrom the El Niño phenomenon in 1997 andflooding due to two successive typhoons in1998. The proximate causes, however, includedlocal water control factors, limitations in thehousehold and village-level seedinfrastructure, farm location in relation tothe goods and services necessary to obtainseeds, policies and programs of the Departmentof Agriculture, and the characteristics of therice varieties themselves. The implications ofour study are that genetic erosion is notalways the result of purposeful acts by farmersnor is it necessarily gradual. Improvingon-farm seed technology will stabilize the seedproduction, distribution, and use system andthereby enhance household food security.Ultimately, rice diversity will be improvedonly if diversity is a safe and viable optionfor farmers. Therefore, public policy thatsupports farmers who maintain a diverse set ofcultivars is critical for any on-farmconservation strategy.  相似文献
