农产品质量安全监管制度研究

摘    要:从农产品质量安全监管制度理论分析入手,比较并梳理了欧美等发达国家食品安全管理经验和发展趋势,结合中国农产品质量安全制度建立实施中存在的问题,提出通过从顶层设计建立覆盖农产品生产经营全过程和全要素的系统化制度安排;以源头治理为重点形成关口前移和信息共享的动态监管模式;强化资源整合和条件保障,建立稳定的监管资金投入和补贴渠道;构建政府、企业、消费者、社会多元参与的协同监管运作机制这4个方面,推进完善农产品质量安全监管制度体系。

The Supervision System of Agro-product Quality and Safety
Abstract:This article reviewed the experience and development trends of food safety management in developed countries from the perspective of the supervision system of agro-product safety. Combined with the problems in establishment and implementation of agro-product quality and safety system in China, the authors proposed suggestions on improving the supervision system of agro- product quality and safety. Firstly, to establish the supervision system covering the whole process and factors of agricultural production through toplevel design; secondly, to develop a dynamic supervision model based on pre- real- time monitoring and information sharing concentrating on the source control; thirdly, to strengthen the resource integration and condition guarantee while building stable channels for funds and subsidies; finally, to build a multifactor and coordinated supervision mechanism with the involvement of government, society, enterprises and consumers.
