| 摘 要： | 针对牧区目前面临的问题 ,立足于生态治理与保护 ,提出了推进“三改一推工程”的牧业发展对策。即通过实施改良草场 ,改良牲畜品种 ,改善畜禽结构 ,大力推进牧业产业化 ,来推动牧区由传统生产方式过渡到初步的商品化生产和科学饲养 ,以越过温饱 ,达到小康。
