对加强口岸查验防止植物物种资源流失的思考

针对近年来我国植物物种资源流失严重的情况,分析了物种流失的主要因素和途径,以及因此对经济造成的巨大损失,在目前采取措施和结合口岸实际的基础上,对进一步有效防止植物物种资源流失提出了建议和意见,包括制定相应的法规、完善口岸物种查验机构和机制、规范物种资源合作及其他任何形式交换资源的审批管理、建立物种资源信息库和远程鉴定系统、开展相关查验技术研究等。

Consideration over the Issues of Strengthening Port Inspection and Preventing Loss of Plant Species Resources

China has suffered serious losses of planl species resources in recent years. This paper analyzes the major factors for and channels of such losses and the resulting economic losses. Some proposals and suggestions are given in accordance with the current measures and the actual port conditions in order to effectively prevent loss of plant species resources, including formulating the corresponding policies and regulations, improving the port institutions and mechanisms of species identification, stand- ardizing examination and approval management of co-operation and exchange of species resources, establishing species resource database and remote identification systems, and making studies of inspection technology.
