草业应作为优先发展的产业

通过对草业的效益，管理体制、资源配置方式和现状的分析，指出草业与林业具有相等的地位，发展草业是西部大开发中主要的经济支撑点和生态环境建设主体，也是农业产业结构优化、畜牧业和奶业发展的需求，在我国应优先发展；并提出分别建立南北国际水准的草业示范基地是发展草业重要措施。

Prataculture should be as preority of developing industry

After analyzing economic-social-ecological effects, management system, resource allocation pattern and status of grassland industry in China, this study pointed out that grassland industry should be given the priority in China West Development because of it being as same important role as the forestry. The grassland industry development not only is the key economic component and principal part of ecological environment construction, but also is essential for agricultural structure optimizing, animal husbandry and dairy industry developing. Establishing grassland industry demonstration bases with international standard in south China and north China separately should be an important measure in terms of grassland industry development.
