上海市犬只狂犬病认定免疫点主要管理做法分析

强化犬只狂犬病免疫工作是从源头控制狂犬病的最有效措施。近年来,上海市按照《上海市养犬管理条例》的要求,通过严把免疫资质准入、规范内部管理、落实疫情报告责任、推进免疫质量考核等举措,使犬只狂犬病认定免疫点的布局日趋合理,文明服务更加规范,这已成为上海市民犬只狂犬病免疫的主渠道,免疫数量和质量逐年提升,构筑了良好的免疫屏障。今后在犬只狂犬病认定免疫点管理方面,上海市应强化疫苗源头管理,加大非法免疫惩处力度,合理认定免疫点整体布局,规范引导免疫行为和内部运行。

Analysis on the Management of Premises for Recognition and Vaccination against Rabies in Dogs in Shanghai City

The most effective measure to control rabies from its source was to strengthen vaccination against rabies in dogs.In recent years,a series of measures including controlling the access to vaccination qualification,standardizing internal management,implementing the responsibility of disease reporting,and promoting assessment of vaccination quality have been implemented in Shanghai in accordance with the requirements of the Rules on Administration of Keeping Dogs in Shanghai,which make the distribution of the premises for recognition and vaccination against rabies more reasonable with more standardized civil services,and the premises become the main pathway and force for vaccination against rabies in Shanghai to build a good immune barrier with increasing quantity and quality year by year.Therefore,it was suggested that,for the management for such premises,the management of vaccine source should be strengthened,the punishment against illegal vaccination should be increased,the overall layout of such premises should be distributed more reasonably,vaccination and internal operation should be standardized and guided.
