高致病性病原微生物实验活动审批管理制度改革探析

病原微生物实验室生物安全是国家生物安全的重要组成部分。近年来,国家加强病原微生物实验室建设和管理,严格高致病性病原微生物审批管理,有效防范化解实验室安全风险,为我国动物疫病防控、生物防范和产业发展做出了重要贡献。随着动物防疫工作发展,现行病原微生物审批管理制度机制亟待进一步理顺。本文概述了高致病性病原微生物审批管理的情况,分析了当前在管理制度机制等方面存在的弱项短板,提出了强化建章立制、优化审批方式、细化评审要求、加强后续监管、做好“三个”衔接等对策建议,以期为推动病原微生物审批管理制度改革提供参考。

Discussion on the Reform to Examination and Approval System for Experiments of Highly Pathogenic Microorganisms

The biological safety of pathogenic microorganism laboratory is an important part of national bio-safety.In recent years,the state has gradually strengthened the construction and management of pathogenic microorganism laboratories,and strictly controlled the examination and approval management of highly pathogenic microorganism in China,which has played a significant role in preventing and resolving the bio-safety risk of pathogenic microorganisms laboratories,and made important contributions to the prevention and control of animal epidemic diseases,biohazard containment and industrial development.With the development of animal epidemic prevention and control,the existing administrative approval mechanism for experiments of pathogenic microorganism needs to be further improved.This paper summarizes the situation of examination and approval management of highly pathogenic microorganisms,and analyzes the weaknesses existing in the supervision mechanism,and also puts forward the following suggestions and countermeasures,which includes strengthening the development of rules and regulations,optimizing the examination and approval mode,refining the requirements of administrative approval,enhancing follow-up supervision,and safeguarding“three links”,with a view to providing reference for promoting the reform to examination and approval management system for experiments of pathogenic microorganisms.
