关于当前人间新型冠状病毒肺炎疫情防控对我国养牛企业生产影响及其应对措施建议

自2020年1月以来,新型冠状病毒(简称“新冠”)肺炎疫情在局地爆发,隔离、封锁和交通管制已成为阻断人间传染源传播的重要防控措施。为摸清现阶段这些疫情防控措施对养牛业的影响,我们对全国38个养殖单位进行调查。调查结果显示,交通管制给绝大部分养牛场饲料、兽药和疫苗等生产物资的供应带来障碍,湖北省尤其严重;并且产品(奶、牛、肉)加工和上市受阻。同时,有可能因牛群防疫计划不能正常实施、牛病不能及时处置等原因导致动物疫病爆发、长期倒奶导致环境污染等次生灾害。据此,我们对相关部门和养殖企业提出了应对措施和政策建议,以期为当前新型冠状病毒肺炎疫情下保持养牛业稳定发展提供数据和政策支持。

The Impacts of Implementation of Control Measures against the Novel Coronavirus Outbreak on the Cattle Industry and Suggestions

The COVID-19 outbreak,the measures including quarantine,blockade and traffic restriction have been taken to stop the transmission among the population.In order to find out the impacts of the current measures on cattle industry,a survey for 38 cattle farms in China was undertaken.The results showed that long-term traffic control have stopped supplementation of essential materials for production such as feedstuff,medicines and vaccines to farms.Currently most cattle farms,particularly those in Hubei province terribly need these supplements.Meanwhile,selling of products like raw milk,fattening animals and beef meat have been hindered.In addition,secondary disasters might occur.For example,that the farms fail to conduct the vaccination plan and treat diseased animals in time might cause outbreak of animal infectious diseases;to pour a large amount of milk into environment might cause environmental pollution.Based on these adverse effects,we suggested some measures to help overcome problems for farms and some proposals to government in order to minimize the loss for the cattle industry.
