干旱区水资源开发及合理利用的几个问题

在我国实施西部大开发战略中，西北干旱区必须合理开发利用水资源才能确保经济发展和生态安全，因此，必须重视和解决好以下几个问题：（１）提高水资源的利用效益；（２）适度开发利用地下水；（３）在有条件地区建设山区水利枢纽；（４）确保生态用水；（５０防治水质盐休和污染；（６）从长远考虑还需进行跨流域调水。

Some Issues about the Exploitation and the Rational Utilization of Water Resources in the Arid Areas

In the implementation of the strategy of major development of west China, water resources must be rationally exploited and utilized in the areas of northwest China so as to ensure the economic development and the ecological safety. Therefore,following issues must be paid a great attention to and be well settled: (1) To raise the utilization benefit of water resources; (2) To moderately exploit and utilize groundwater; (3) To construct the mountainous key water control projects in the regions with the favourable conditions; (4) To ensure the water consumption for the ecology; (5) To control the water salinization and pollution; (6) From a long-term consideration, the trans-watershed water diversion is needed.
