河北省承德市退耕还林工程综合效益评价研究

以河北省承德市退耕还林工程为评价对象,从生态效益、经济效益和社会效益出发,采用林业行业标准(LY/T 1721-2008)和专家赋值法,对河北省承德市退耕还林工程综合效益进行了评价。结果表明:(1)承德市退耕还林工程的总生态效益为582619.09万元,生态效益主要以涵养水源和保持土壤肥力效益为主,二者占总生态效益的80.84%;(2)退耕后耕地的大面积减少导致的粮食总产量降低,2006年全市粮食总产量为108.8万t,1999年～2006年承德市农村人均纯收入都呈稳定上升趋势,变化范围为1642～2918元;(3)退耕后,承德市农林牧渔业从业人数占劳动力总数比例急剧减少,农村就业率逐渐升高,2006年恩格尔系数为36.69%;(4)承德市退耕还林工程综合效益评价结果等级为较好;生态效益、经济效益和社会效益评价结果均为较好,其中社会效益最大。

Comprehensive benefits evaluation on the project of conversion of cropland to forest in Chengde,Hebei province

We used the forestry industry standard(LY/T 1721-2008) and expert assignment method to evaluate the comprehensive benefit of the conversion of cropland to forest project in Chengde,Hebei Province from three aspects.It showed that:(1)The total ecological benefit were 5.82×109 Yuan.The ecological benefit mainly came from water conservation and maintain soil fertility,they accounted for 80.84% of all the total ecological benefit.(2) The reduction of cultivated land resulted in the reduction of the total grain output.In 2006,the total grain output was 1.088 million,In 1999-2006,per capita net income of rural areas was steadily rising,change range was from 1642 to 2918 Yuan;(3) After the project,the percentage of the farm workers sharply reduced,and rural employment rate was increasing gradually,Engel's coefficient was 36.69% in 2006;(4) The comprehensive benefit evaluation result of the project is better.The ecological benefit,economic benefit and social benefit evaluations were good,of which the maximum was social benefits.
