20年来西安市工业发展与大气环境质量变化的关系

摘    要:选取了1985-2005年的相关数据,采用3次非线性的环境库兹涅茨曲线模型,分析了经济转型期西安市工业发展与大气环境质量变化的关系。结果发现:近20年来随着西安市能源结构、产业结构的调整和淘汰外迁重污染企业,工业发展与大气环境质量跨过EKC曲线的"高山"进入两者协调发展的新阶段。以SO2、粉尘和工业废气排放总量为指标,随着工业生产总值的增长三类污染物排放总量出现下降趋势;以大气中SO2、NO和TSP为指标,随着人均GDP的增长三类污染物的年平均浓度逐渐下降,这反应出已实施的环境经济政策与措施发挥了良好的效果;然而,随着城市规模的扩大和现有措施边际效率的递减,近年来三类工业废气排放总量出现了明显的反弹趋势,应引起相关部门重视并提出新的更严格的环境保护措施。

Relationship between the process of industrialization and the atmospheric environment quality change in Xi'an for 20 years
Abstract:Based on the data of 1985-2005,the relationship between the Xi'an industrial development and the quality changes of atmospheric environment in the period of economic transformation were analyzed by 3 non-linear models of environmental Kuznets curve.Results showed that industry development and atmosphere environment quality had stepped over "high peak" of EKC curve and gone into the new stage that both were developing harmoniously with the adjustment of energy structure and industrial structure,the elimination and movement of heavy polluted enterprises in the pass about 20 years.Taking SO2,dust and industrial waste gas emissions for targets,With the growth of the total value of industrial production,three types of pollutants appeared to be declining;Take the SO2,NO and the TSP in the atmosphere as index sign,along with the increasing of the GDP per capita,the pollutants descended gradually,which showed that the environment economic policy and measure implementation had a good effect.However,with the urban extension and the decreasing of the existing marginal efficiency,three types of industrial waste gas emissions had been significant rebound in recent years,which should be valued by the government and environmental protection measure should be put forward.
